The impact of digital policies on urban economic resilience under the low-carbon background: A deep identification based on environmental regulation and industrial digital transformation

With over exploitation and increasingly severe environmental pollution, traditional economic growth models are no longer able to promote high-quality regional economic development. Especially in recent years, the limitations of resources and environment, global geopolitical conflicts, and other factors have brought enormous uncertainty to the economic development of each country. To cope with the uncertainty of economic development, it is necessary to use the digital economy formed by the new generation of information technology to strengthen the economic resilience of various regions. This study collected panel data from 30 provinces and cities in China from 2013 to 2022, using the PSM-DID model to examine the subtle relationship between the formulation of digital policies in different cities and their economic resilience. Specifically, environmental regulations and industrial digital transformation play an important role in the process of urban digital policies affecting economic resilience. The research findings of this article emphasize the crucial role of digital policies in addressing the current challenges of economic uncertainty. Through empirical research, the results show that the strategic implementation of digital policies can not only effectively promote the digital transformation of traditional industries, but also strengthen the role of environmental regulations in promoting sustainable development of industries. The digital transformation of industries and sustainable development will significantly enhance regional innovation capabilities and ultimately strengthen regional economic resilience.

Research on the impact of regional innovation capability on high-quality economic development in Anhui Province

This study aims to explore the impact mechanism of regional innovation capabilities on high-quality economic development in Anhui Province. By systematically sorting out relevant theoretical and empirical research at home and abroad, the main problems faced by Anhui Province in improving regional innovation capabilities are analyzed, and corresponding countermeasures and suggestions are put forward. The research uses multiple methods such as literature review, statistical analysis and case analysis to comprehensively evaluate Anhui Province's innovation capabilities and economic development status. The results show that Anhui Province has made significant progress in the field of scientific and technological innovation, but it still faces challenges such as poor economic structure, uneven regional development, and talent shortage. The study found that innovation capabilities play a key role in promoting high-quality economic development in Anhui Province, and significantly improve the quality of economic growth by promoting industrial structure optimization, technological progress and production efficiency improvement. Based on this, this study puts forward specific suggestions such as strengthening government policy support, increasing investment in scientific research, optimizing the innovation environment, and promoting industry-university-research cooperation to further enhance Anhui Province's regional innovation capabilities and promote high-quality economic development. The research conclusions not only have important practical significance for Anhui Province, but also provide useful reference for other regions.

Government spending efficiency, fiscal decentralization and regional innovation capability: Evidence from China

Improving regional innovation is the key to achieving high-quality development, and regional innovation requires government support. However, a notable research gap exists in studies examining the relationship between government spending efficiency and regional innovation. Based on the panel data of 30 provinces in China from 2000 to 2021, this study verifies the positive impact of government spending efficiency on regional innovation capacity and its mechanism. Notably, the Consumer Price Index has been selected as an instrumental variable through a rigorous theoretical analysis to address the potential endogeneity and ensure the robustness of the findings. The findings also suggest that government spending efficiency can do better in promoting regional innovation capability in higher-investment preference areas, less financial development level regions. Further analysis reveals that human capital and advanced industrial structure play a great channel effect, while fiscal decentralization positively moderates the relationship between government spending efficiency and regional innovation capability. This study deepens our understanding of the impact of fiscal policy on local innovation development from different perspectives. Furthermore, it provides a reference to developing countries on the importance of local government in optimizing regional innovation.

The contribution of academic inventors to regional technological diversification: the Italian evidence

Abstract This article investigates the interplay between scientific and technological capabilities in regional technological diversification dynamics by looking at the contributions of academic inventors. Combining the evolutionary economic approach and the theories on regional innovation capabilities on the one hand, and the distinctive features of academic inventors and university–industry patenting on the other, we hypothesize that the participation of university-based inventors to local patenting activity positively influences the chance of regional technological diversification and mitigates the path dependency engendered by the constraining role of the technological relatedness. In addition, we hypothesize that academic inventors tend to push regional technological trajectories towards their portfolio of specializations, hence allowing a process of technological convergence. The empirical results highlight the key role of academic institutions in the development of new regional technological trajectories while contributing to the academic and policy debate on regional diversification strategies.

Innovation Capacities of Mexican States

Objective: The objective of this study is to investigate the innovation performance of Mexican states to identify the factors that explain the unequal performance of Mexican states in terms of innovation generation. Theoretical Framework: The study design is based on the regional innovation capabilities (RICs) proposed by Muller et al (2008). Method: The impact of the RICs on the generation of innovations in Mexican states is analyzed using 17 indicators under a multiple regression model based on data from official Mexican sources for each of the 32 states. Results and Discussion: The results show that regional technology absorption capacity is the factor that has the greatest impact on the innovation performance of Mexico's states. Research Implications: These results highlight the relevance of factors associated with technological learning for the patenting rate performance of Mexican states. These implications could include the designers and decision-makers of public policies on science and technology, as well as the institutions that produce research and development. Originality/Value: This research can be a very particular reference for future research to address and propose new conceptual frameworks for the study of regional inequalities in the generation of innovations. In addition, this study evidences the need for greater availability of data related to innovation processes in the country.

Research on the impact of geographic distance on corporate technology for social good: From the perspective of institutional environment and regional innovation capability

Corporate technology for social good is an important philosophy and action for enterprises to incorporate social issues and social needs into their core business activities, provide goodwill products/services based on technology innovation, and promote the integrated development of social and commercial values, which has become a heated topic in academia. Moreover, a better understanding of the relationship between corporate technology for social good and its predictors has significant implications for enterprise managers. The aim of this study is to explore the causal link between geographic distance and corporate technology for social good, and to investigate the moderating roles of institutional environment and regional innovation capability. Using available data for A-share listed companies in the Shanghai and Shenzhen stock markets of China between 2015 and 2020, this study adopts Ordinary Least Squares regression to empirically test the effect of geographic distance on corporate technology for social good, including the moderating roles of institutional environment and regional innovation capability in the geographic distance-corporate technology for social good link. The results show that geographic distance has a significant negative impact on corporate technology for social good. In other words, the shorter the geographic distance between enterprises and central cities, the better is the performance of corporate technology for social good. Besides, institutional environment and regional innovation capability can moderate the negative impact of geographic distance on corporate technology for social good. These obtained findings promote the extension of mature theoretical achievements such as stakeholder theory and institutional theory to the research field of corporate technology for social good, and expand the boundaries of existing theoretical applications. The results of the study also open the “black box” of the relationship between geographic distance and corporate technology for social good, which offer insights into geographic location and institutional factors influencing corporate technology for social good engagement. Moreover, the study is a useful supplement to the existing exploration of the drivers of corporate technology for social good from theoretical perspectives, and provides practical references for enterprises to actively participate in corporate technology for social good and the government to strengthen ethical governance of science and technology in the process of achieving sustainable development.

Land financialization and regional innovation dynamics: Evidence from China

Land finance for economic development is common in developing countries, but little is known about how land financialization affects regional innovation capacity. This study explores the complex relationship between land financialization and regional innovation capabilities in China from 2005 to 2021, using panel data from 31 provincial units. Our research reveals a non-linear relationship between land financialization and innovation, with initial facilitating effects followed by diminishing returns. Two key mechanisms emerge: land financialization hampers firms' R&D investment, thereby hampering innovation, while its over-reliance distorts market factors, negatively affecting innovation capacity.

Evaluating economic efficiency of the national high-tech industrial development districts in the Yangtze River Delta by stochastic frontier analysis

The High-tech Industrial Development Districts (HIDDs) are technological engines for the regional economy in China. The Chinese government implemented the Torch Initiative to accelerate industrial agglomeration and innovation development by administratively upgrading the local HIDDs into a national list since 1989. The policy intervention emphasizes the labor and capital inputs on science and technology. The study adopts the Stochastic Frontier Analysis (SFA) to understand the economic efficiency of the enlisted national HIDDs in the Yangtze River Delta. The results suggest that the average efficiency trends of the all-in-total sales, product sales and commodity sales are decreasing while that of technology sales is increasing from 2007 to 2019. In the total sales efficiency evaluation, most early-enrolled HIDDs are in the high-efficiency group whereas the newcomers are in the low-efficiency group. The Nantong HIDD has the highest efficiency, followed by Wuxi, Taizhou, Suzhou, Nanjing, Shanghai ZJ, Xiaoshan, Ningbo, Suzhou IP and Jiangyin HIDDs. Huainan, Huaian, Tongling, Shanghai ZZ, Lianyungang and Suqian HIDDs rank very low in the total sales evaluation. Besides, Hangzhou, Nantong and Ningbo HIDDs rank first in the technology, product and commodity sales efficiency evaluation correspondingly. In addition, the increase of S&T labor inputs would decrease the efficiency of the product, commodity and total sales while the increase of the S&T capital inputs is as expected a facilitator to the efficiency of product, commodity and total sales. This study contributes to the discussion on the role of political intervention in technological innovation by breaking down the economic efficiency into three major parts, the efficiency of technology, product and commodity sales. The findings could help policymakers strike a balance between the human and capital inputs in regional innovation capability.

The Impact of Digital Economy on Regional Innovation Capability

Based on China's inter provincial panel data from 2011 to 2019, this paper constructs a measurement index of the level of digital economy, and uses a fixed effect model to make a regression estimation of the impact of digital economy on regional innovation. Research shows that the development of digital economy has significantly promoted the improvement of regional innovation ability. Through the comparison of different groups of regression analysis, it is found that the impact of the development of digital economy on China's invention and innovation is less than that of utility model innovation, which shows that China's innovation still needs to pay attention not only to high-quality development, but also to promote high-quality development. Grasp the role of digital economy as a catalyst for innovative development, comprehensively promote the integration of digital economy and industrial transformation in various regions, narrow the differences in regional development levels, and accelerate the construction of an innovative country.

The innovation-driven industrial agglomeration for the integrated market of China

From the perspective of investment-driven to innovation-driven for high-quality development, this study discussed an influence mechanism of investment structure optimization on the industrial agglomeration degree and its growth path of balanced regional economics. We put forward assumptions about their relationship with a mediator of the regional innovation capability and a moderator of the market-oriented business environment to solve problems of the regional economic gap to accelerate the construction of a unified national market in China. We used the regional industrial data of 31 provinces in China from 2004 to 2017 to verify these hypotheses. Finally, we found that regional innovation capability completely moderates the relationship between investment structure optimization and industrial agglomeration degree, and the market-oriented business environment adequately moderates the relationship. This result shows that regional innovation capability and market-oriented business environment restrict industrial agglomeration degrees and accelerate the integration of diversified capital. So, improving the investment of human capital and R&D capital is the key to solving the regional economic gap. It has enriched the research of high-quality development and provided necessary enlightenment for the practical application of regional industrial economic growth.

Enterprise Industrial Structure Transformation and Upgrading and Regional Innovation Capability Enhancement Strategies - An Empirical Analysis Based on VAR Models

Abstract The transformation and upgrading of enterprise industrial structure and regional innovation ability are the concerns of social development in recent years. This paper introduces the global entropy method and VAR model to construct the indicators of enterprises’ industrial structure transformation and upgrading and regional innovation ability with the enterprises in X place as samples. The development level is measured through weight calculation and comprehensive evaluation, and after the smoothness test, the impulse response function and variance decomposition are applied to study the dynamic relationship between the two variables, to research the transformation and upgrading of enterprise industrial structure and the enhancement of regional innovation capacity. The study shows that the level of industrial structure transformation and upgrading of enterprises in the cities of X place has increased steadily from 2016 to 2020 as a whole, but only the level of the eastern cities is all over 0.3, which still needs to be further improved. Through the variance decomposition, the variance contribution rate of changes in regional innovation capacity to changes in the transformation and upgrading of enterprise industrial structure increases from 13% to 26.16%, and the variance contribution rate of changes in the transformation and upgrading of enterprise industrial structure to changes in regional innovation capacity decreases from 99.14% to 74.42%. The level of transformation and upgrading of the enterprise industrial structure can be improved to continuously promote the enhancement of regional innovation capacity and further promote the construction and development of the city.

KENDALA PENGEMBANGAN INOVASI PADA PEMERINTAH DAERAH KABUPATEN CILACAP

In an effort to encourage good governance, strong commitment and consistency are needed in efforts to improve sustainable development. In the context of decentralization and regional autonomy, the ability to develop innovation is needed in various aspects, especially public services, development, empowerment and improving community welfare at the regional level. One of the important steps that regional governments need to take at this time is to accelerate regional development through the implementation of regional innovation. Strengthening Regional Innovation is the main strategy within the National Innovation System framework, which facilitates integration between elements of strengthening the innovation system at the macro level and industrial sectors in the local context. The development of this innovation system is in line with the national agenda, through innovation that is directed with the right strategy and strong commitment. However, efforts to develop innovation in government organizations still face obstacles. Therefore, this research aims to identify potential obstacles that the Cilacap Regency Regional Government may face in its efforts to develop innovation. Through this research, it is hoped that it can help identifying effective solutions to increase regional government innovation capabilities, improve services to the community, and support regional economic growth. This research was carried out in Cilacap Regency with the Cilacap Regency Government as the research subject. This research uses a quantitative approach with data collected through survey techniques. The research results show that the potential for innovation and innovation policies already exists, as well as encouragement to motivate, but the formation of optimal Work Teams and improving the innovation ecosystem which has not yet reached the optimal level are the main obstacles.

The Impact of OFDI Reverse Technology Spillover on Regional Innovation Capabilities——A Spatial Analysis Based on Provincial Panel Data

This paper analyzes the impact of outward foreign direct investment (OFDI) reverse technology spillover on regional innovation capabilities in China. The study utilizes provincial panel data from 2004–2020 and employs the spatial Dubin model to analyze and test the spatial spillover effects of OFDI reverse technology spillover, while also decomposing the direct and indirect effects. The findings reveal that regional innovation capacity itself has a spatial spillover effect, and reverse technology spillover has a positive direct and spatial effect on the region's innovation capability. Based on these results, the paper offers recommendations for China's future development of regional innovation capability and foreign investment.

Research on the Impact of Enterprise Innovation and Government Organization Innovation on Regional Collaborative Innovation

Improving the regional innovation system and developing new organizational innovations to continuously enhance regional innovation capabilities are key measures for building a regional innovation hub and achieving high-quality economic development. This study first theoretically elucidates the impact mechanism of enterprise innovation agglomeration and government policy uncertainty on regional innovation capability, and thus clarifies such impact on regional organizational innovation. Based on urban panel data, this article empirically analyzes their impact on regional innovation. Based on the research results, the agglomeration of manufacturing industry in cities can significantly improve regional innovation capabilities. The policy uncertainty brought about by the mobility of municipal party secretaries has a restraining effect on the enhancement of regional innovation capabilities. The higher the degree of marketization in a city, the more significant the role of manufacturing agglomeration in enhancing regional innovation capabilities, thereby weakening the inhibitory effect of policies.

Data-Driven Evaluation of Regional Innovation Capability

Regional innovation capability is considered an important driving force for the sustainable and high-quality development of regional economy. Therefore, data-driven evaluation method of regional innovation capability is proposed. First, the article collects regional innovation development statistics; second, min-max standardization method is used for dimensionless data processing, and anti-entropy method is used to calculate index weight; third, a composite system synergy degree model for objective and quantitative evaluation is built; finally, using Anhui Province as an example, the feasibility of the method was verified . The results indicate that the order and synergy degree of the innovation input and innovation output subsystems of Anhui Province have shown an upward trend from 2010 to 2019. However, innovation output has not been synchronized with innovation input. Therefore, suggestions for improving Anhui's regional innovation capability are proposed. This study provides theoretical and methodological support for evaluating and optimizing regional innovation capability.

Data-Driven Evaluation and Recommendations for Regional Synergy Innovation Capability

Regional synergy innovation capability is an important driving force in promoting the sustainable and high-quality development of the regional economy. Taking the regional innovation development panel data of the Yangtze River Delta integration region from 2010 to 2019 as a sample, this study constructs an evaluation index system of regional synergy innovation capability, weights the index using the entropy weight method, and measures the capability of the Yangtze River Delta integration region (three provinces and one city) using the composite system synergy degree model. The empirical results show that the synergy of regional synergy innovation in the Yangtze River Delta integration has increased steadily, but there is still much room for improvement. Anhui has great potential for synergy innovation with Jiangsu, Zhejiang, and Shanghai. Therefore, this study proposes countermeasures and suggestions for the high-quality development of Anhui’s synergy innovation capability under the integration of the Yangtze River Delta. This study provides theoretical and methodological support for enhancing regional synergy innovation capability and provides decision support for the sustainable and high-quality development of the regional economy.
