On the Path of High Level Development of Tourism and Cultural Industry in Ethnic Minority Regions

Comprehensively promoting rural revitalization and focusing on promoting high-quality development is a major strategic deployment proposed in the report of the 20th National Congress of the Communist Party of China. Promoting the higher-level development of the tourism and cultural industry in ethnic minority areas is not only a concrete manifestation of implementing the new development concept and continuously consolidating the achievements of poverty alleviation, but also an inherent requirement for promoting the rapid development of the cultural industry, enhancing the country's soft power and competitiveness. It is also an inevitable choice for advancing the task of comprehensively building a socialist modernized country. However, due to multiple factors such as geographical location and historical conditions, there is still significant room for adjustment in achieving higher levels of development in the tourism and cultural industry in ethnic minority areas. This article focuses on ethnic minority areas with relatively lagging economic development in the rural revitalization strategy, studies the current development status and improvement paths of the tourism and cultural industry in these areas, comprehensively analyzes the problems and reasons faced by the tourism and cultural industry in ethnic minority areas, and proposes corresponding countermeasures and suggestions based on reality.

The impact of green finance on the development of the non-hydro renewable energy industry: An empirical study based on data from 30 provinces in China

As the global environmental pollution problem has received more attention, low-carbon development has become mainstream, and replacing fossil-fuel energy with new energy has become a general trend. Green finance, an important measure for promoting low-carbon development, is critical to the development of the non-hydro renewable energy industry. Using China's provincial panel data from 2008 to 2021, we conducted an empirical analysis to explore the impact of green finance on the development of the non-hydro renewable energy industry. We found the following: (1) Nationally, green finance promoted the development of the non-hydro renewable energy industry. (2) The mechanism test results show that green finance promoted the development of the non-hydro renewable energy industry by improving the level of scientific and technological research as well as reducing the corporate financing cost. (3) Regionally, green finance could significantly promote the development of the non-hydro renewable energy industry in energy-rich regions, while the impact was not significant in energy-poor regions. (4) Green finance significantly promoted the development of the non-hydro renewable energy industry in the inland region, while the impact was not significant in the coastal region. (5) Green finance promoted the development of wind power generation more than it did photovoltaic generation. Based on the findings, the non-hydro renewable energy industry in various regions should be developed according to local conditions, giving full play to the promotional role of green finance.

Neural network modeling of innovative development of the electronics industry of regions

Subject. This article focuses on the issues of neural network modeling of innovative development. Objectives. The article aims to study the process of neural network modeling of the innovative development of the electronics industry in the regions of Russia. Results. The article presents the author-developed methodology for neural network modeling of the innovative development of the electronics industry of the regions. Conclusions and Relevance. The results obtained can be useful for government agencies to plan support for the innovative development of the electronics industry in regions. Investors can also use these results to choose the area of capital investment of their funds.

In the teaching of international business in higher vocational colleges, schools also need to deepen the development of the concept of integration of production and education, through school-enterprise cooperation, industry-university-research platform construction and other channels, joint regional industrial collaborative development, to train outstanding talents who meet the needs of international trade in the garment industry. In this context, this paper conducts research. By analyzing the impact of international trade situation on the garment industry in the new era, it summarizes the training requirements for international trade talents in the garment industry, puts forward the problems faced in the training of international trade talents in the garment industry at the present stage, and then establishes the training program for international trade talents in the garment industry from the perspective of integration of production and education.

Competition and Coordination: Regional Dynamics in the Rise of China’s New Energy Vehicle Industry

Studies on China’s success in the electric vehicle industry overlook the role of regional clustering and regional electric vehicle policies in supporting sustainable production and consumption. This paper adopts a mixed-method policy inventory and analysis to examine the rise of the new energy vehicle (NEV) industry in China’s Greater Bay Area. It also systematically analyses the policies implemented by the central government, province, and cities in building a sustainable regional industry. A core dilemma is that cities are competing with one another for NEV development, yet regional industrial development requires coordination and cooperation. Examining the four policy areas of production, consumption, infrastructure support, and pollution suppression reveals that the competition among cities can be a driving force for the adoption of sustainable technology when supported by regional policy coordination.

Evaluating the potential benefits of float solar photovoltaics through the water footprint recovery period

In the context of higher demands on the development of clean energy technologies due to the issue of water shortage in China and the implementation of the 2060 carbon-neutral objective, floating photovoltaic (FPV) systems present novel opportunities for transforming the energy structure through land conservation and enhancement of power generation efficiency compared to conventional solar systems. However, there is currently a lack of comprehensive analysis on the potential benefits of FPV. Utilizing reservoir databases and employing a professional FPV system design, a methodology for determining the water footprint recovery period was introduced, which enables the assessment of potential FPV benefits. The water footprint recovery period for constructing FPV on 909 reservoirs in China was found that ranges from 1.86 yr to 10.48 yr. It is found that reservoir evaporation, latitude, and climate are closely related to the water footprint recovery period of FPV. Furthermore, by implementing FPV panels with an optimal tilt angle, covering 30% of the area in each reservoir, the annual electricity generation can amount to 1429.19 TWh, leading to savings of 5.76 billion m3 of water. This achievement corresponds to 19.41% of the national electricity consumption and a 6.86% reduction in the national residential water consumption in 2020. The overall economic benefit is 5.61 myriads RMB, equivalent to 5.76% of the national GDP. These benefits are unevenly distributed and mainly concentrated in areas with more reservoirs. The anticipated enhancement of FPV system benefits is foreseen with the ongoing development and implementation of future reservoir power infrastructure and energy storage technology. These results demonstrate the significant potential of installing FPV systems on the reservoirs in China. This study proposes a method to comprehensively evaluate the comprehensive benefits of constructing FPV in China and conduct a thorough analysis of the feasibility of FPV, which could provide reference for the development of regional industries and the achievement of sustainable development goals (SDGs).

Situating knowledge combinations beyond the factory gate: Examples from two innovation projects in rural Norway

Evolutionary economic geography considers knowledge combinations as key for explaining innovation and regional industrial development. Building on the thesis that knowledge is beneficially combined across adjacent industries, the notions of ‘relatedness’ and ‘related variety’ have spurred prolific research. In these strands of research, focus is on potential knowledge combinations, but less so on how knowledge is actually combined. The latter is primarily explained by research on knowledge bases, contributing to a processual understanding. However, knowledge and its combination processes can be better understood with an eye to its social situatedness too. Thus, we here suggest blending insights from different perspectives in the economic geography literature to provide an integrated understanding of the multi-dimensionality and social dynamism of knowledge combination. We apply this framework by investigating the role of individuals in combination processes within tourism.

Exploration and Reflection on the Construction of Intelligent Manufacturing Professional Clusters for Industrial Internet

In the trend of the transformation of the manufacturing industry towards intelligence promoted by industrial internet technology, the traditional curriculum system related to the manufacturing industry cannot meet the requirements of society and industry for talent knowledge structure and skill training, which puts forward new requirements for undergraduate major construction and development. This article relies on the advantages of the industrial internet location in the Yangtze River Delta region, combined with the needs of regional industrial development, and the problems in the current process of intelligent manufacturing professional construction. Taking the construction of the intelligent manufacturing major cluster at the Nanjing University of Science and Technology ZiJin College as an example, in response to the needs of the development of the intelligent manufacturing industry and the problems in the current process of cultivating intelligent manufacturing talents, this article focuses on the construction of the teaching staff, revision of the curriculum system, construction of scientific research and virtual simulation teaching platforms, multi-disciplinary and multi-angle collaborative education models, providing reference for the reform of applied engineering and technology talent cultivation models in the manufacturing industry in the era of industrial internet.

Research on industrial structure adjustment and spillover effect in resource-based regions in the post-pandemic era.

Resource-based regions support national economic development and are essential sources of basic energy and raw materials. In the post-pandemic era, however, there are practical situations to deal with, such as a fractured industrial chain, a weaker industrial structure, and a sharp reduction in economic benefits. Based on data collected from 68 cities in China, from 2010 to 2021, with 816 observations, this paper explores the industrial development process of resource-based regions in China and the change in the toughness of the industrial structure under the impact of COVID-19. The paper studies and analyzes industrial development trends, industrial structure toughness, and spatial spillover effects. The methods used are the Markov chain model and the Industrial Structure Advancement Index. By building the spatial Dubin model, the paper analyzes the spatial spillover effect of regional industrial development. It decomposes the spillover effect using the partial differential model based on regression. The results show that, during the study period, the comprehensive development level of industries in resource-based regions in China was slowly improving and tended to stabilize after entering the post-pandemic era. The evolution of an advanced industrial structure is significantly heterogeneous among regions, and each region has different toughness. The impact of COVID-19 has reduced the toughness of China's resource-based regions' industrial structure. The spatial spillover effect of regional industrial development is significant. Labor force, technology input, and industrial-structure optimization have different impacts on the industrial development of neighboring regions. In the post-pandemic era, China has used new management methods for more innovation. In order to achieve low-carbon, environmental protection, and sustainable development of resources, realize the rapid recovery of the toughness of industrial structure in China's resource-based cities, and reduce the impact of the COVID-19 pandemic, China proposes to expand the supply of resources, improve the allocation of resources, optimize the direction, promote the rational flow and efficient aggregation of various factors, and enhance the impetus for innovation and development.

РАЗВИТИЕ ИНДУСТРИАЛЬНЫХ РЕГИОНОВ: ДИФФЕРЕНЦИАЦИЯ ТЕХНОЛОГИЧНОСТИ И ИННОВАЦИОННОСТИ В УСЛОВИЯХ ВНЕШНЕЭКОНОМИЧЕСКОЙ НЕСТАБИЛЬНОСТИ

The development of regional industry, structural changes, industry diversification, and the transition to a new industrial level in modern conditions are limited by the strict conditions of external investment, trade, and financial sanctions. The paper aims to analyze changes in the technological effectiveness and innovativeness of regional industry, identifying trends that contribute to economic dynamics in conditions of external uncertainty and economic instability. The objectives of the study include the development and testing of a system of indicators for a comprehensive assessment of the effectiveness of industrial and innovative development of regions with different levels of technological structure (the ratio between high/medium/low technology sectors; aggregated – HT, HMT, LMT- and LT-sectors), allowing for comparative studies of regional parameters contributing to the development of the industry in the regime of external restrictions. Research methods include comparative analysis, economic and statistical methods, the use of correlation analysis, etc. The research hypothesis of the study is to substantiate different formats for the development of industrial regions, distinguished by the differentiation of the technological structure of industry, the complementarity of the economic advantages of technological sectors, which allows the region in the conditions of external destabilization to ensure the effectiveness of industrial development and innovative dynamics. As a result of the study, it was revealed that industrial regions have different technological structures and are developing at different rates; the technological competencies of the LMT sector ensure sustainable industrial dynamics in all analyzed regions, and the HT, HMT sectors ensure the preservation of innovative intensity of development. The technological and logical advantages of industries and the combination of technologically heterogeneous sectors are one of the factors that allow the region, under conditions of external restrictions, to simultaneously ensure both effectiveness and promotion of industrial and innovative development. The proposed conclusions and analytics can be used in developing regional industrial policies of the constituent entities of the Russian Federation.

혁신도시 이전 공공기관의 지역발전사업 투자특성에 관한 연구

The purpose of this study is to analyze the details and investment scale of regional development projects carried out by public institutions relocating in innovative cities to identify regional characteristics and the cause of regional gaps. To this end, the characteristics of regional development projects were analyzed targeting 63 public institutions that moved to 10 innovative cities nationwide. As a result of the analysis, first, the total investment in regional development projects was cut in the order of public enterprises, quasi-governmental institutions, and other public institutions, and statistically, there were differences between groups. Second, the size of investment in the field of regional industrial development was highly correlated with the sales variable among the size characteristics of public institutions, and the priority purchase of local goods had the highest correlation with the number of employees in all three types of public institutions. In particular, it was analyzed that local talent development projects and resident support projects showed a low correlation with institutional size variables in all types of public institutions. This suggests that the system needs to be improved so that public institutions with larger assets and higher sales can promote investment in the field. Finally, it was analyzed that public institutions that are highly related to regional specialized industries have invested more than local industries and human resources development. This could lead to policy implications that the connection between the work of public institutions and local industries should be considered first when additional public institutions are relocated in the future, and that local government-level industrial promotion policies should be carried out to strengthen the connection between public institutions and regional specialized industries that have completed the relocation.

The Strategy of Growing the Rubber Processing Industry Subsector as a Competitive Agro Industry Commodity for the Regional Economy of Jambi Province

The growth of the processing industrial sector in Jambi province shows a decline, where the contribution of the industrial sector is quite worrying considering that the industrial sector is expected to play a role in encouraging economic growth, alleviating poverty, and creating jobs to reduce the high level of unemployment. Regional industrial development efforts mean that each region has superior commodities that illustrate the region's potential or ability to produce products, create added value, utilize resources, provide employment opportunities, generate income for the community and local government, and have prospects for increasing productivity and investment. The decline in contribution and the relatively small growth of industry must receive special attention from the government to encourage the industry again and prevent deindustrialization Jambi Province is the fourth largest rubber-producing region in the country, after South Sumatra, North Sumatra, and Riau. In 2021, land use in Jambi Province will still be dominated by plantation commodities with a contribution of 21.3 percent. Rubber production in Jambi will be 310 thousand tons in 2021. The tourism sector is the most important for the socio-economic development of countries and regions, contributing to the preservation of historical and cultural values, the formation of humanism and tolerance in the world. However, there are many difficulties in the tourism business that have become seriously exacerbated during the COVID-19 pandemic and contribute to a rethinking of the problems and factors of tourism development. In Russia, since 2020, the focus has been on the development of domestic tourism, and this further contributed to the restoration and maintenance of a certain stability in this area, which is especially important during the period of aggravation of the geopolitical situation in Russia and the world, from 2022 to the present. Nevertheless, the issues of barriers to the development of tourism in our country remain relevant, taking into account the ideas, orientations and practices of both tour operators and consumers of tourism services, which actualizes sociological research in this aspect. In order to identify the existing barriers and factors for the successful development of tourism in Russia, the authors conducted a sociological study in 2021 among tourism specialists who acted as experts and represent authorities, tourism business and science in Russian and foreign regions. The study was conducted in a qualitative strategy using the in-depth interview method, during which 31 experts were interviewed. The results of the expert survey may be useful in the further development of the tourism industry in the Russian regions.

Trends and «Oddities» in the Evolution of Industry in the Irkutsk Region in the Space of Innovative and Destructive Disturbances

The bizarre evolution of regional industry in a disturbed environment is manifested by the features of non-linear functioning as responses to the influence of assertive factors of transformation of the world and national economy. The motley picture of the chronological series of values of basic industry indicators encourages us to evaluate and explain the observed trends, drawing attention to the «oddities» of the economic dynamics of industry in the Irkutsk region. In an effort to increase the analytics of transition processes excited in the regional economy by streams of innovative and destructive disturbances, the theoretically and practically significant task of objectifying and understanding the patterns of maneuvering of the industry of the Baikal region in a non-stationary environment is being updated. The attractiveness of research on this popular topic in order to identify and argue trends in the evolution of industry in the Irkutsk region obliges us to turn to the teachings of evolution, chaos and disasters, nonlinear dynamics and synergetics, which constitute the methodology of the research presented, for instrumental processing and interpretation of complex economic processes in industrial systems. The information and empirical basis for the research was information from federal and regional statistics, scientific publications on the problems of industrial and innovation management. In accordance with the purpose of the study, the object of study is the industry of the Irkutsk region. Scientific novelty lies in the increase in knowledge about the sources, factors and phenomena of the evolution of regional industry in the space of innovative and destructive disturbances. The article reveals the nonlinear dynamics of indices of the physical volume of the gross regional product, industrial production, investment in fixed capital, and a number of indicators of innovative activity of the regional industry. The conducted research modernizes the theoretical, methodological and applied tools for managing the development of regional industry in a non-stationary environment.

FROM THE HISTORY OF THE ECONOMIC JUSTIFICATION AND OPENING OF THE BRANCH OF THE STATE BANK IN THE TOWN OF KINESHMA IN THE EARLY 20TH CENTURY

This article is devoted to the study of the economic justification and actions to opening a branch of the State Bank in the town of Kineshma in the early 20th century. This process was quite specific, since it was not just extended in time, which allows us to speak of its periodisation, but it also differed in the professional affiliation of the initiators of the opening. If at the first stage, these were representatives of the business community – at the second stage, these included the manager of Ivanovo-Voznesensk branch of the State Bank. About 10 years had passed between these events, Russia passed the stage of revolutionary upheavals, and its economy began to develop actively again. The regional policy of the State Bank had also changed. Increasing attention has been paid to its presence in developing economic regions through the opening of the branches of the Bank in them. Moreover, as a result of the development of the commercial banking system, competition in the lending market has intensified, which also justified the need to expand the sphere of influence on the part of the State Bank. In fact, these actions carried out the credit and banking registration of Ivanovo-Kineshma industrial region, which arose in the 1910s. This article has been prepared on the basis of documents from the Russian State Historical Archive, which have been introduced into scientific circulation for the first time. It makes it possible to strengthen the understanding of the role of the branches of the State Bank in the development of regional industry intended for researchers of its history during the imperial period.

Norwegian wood, isn't it good? Narratives of the lumber industry and development paths in the Nordic periphery

This paper discusses how and in what way different regional industrial development paths emerge through narratives about a natural resource-based industry in a peripheral region. The way in which industries are portrayed can shape how individuals or groups interpret the role of the industry, and thereby foster positive or negative attitudes towards it. We explore the dynamics in the traditional and slow-innovative lumber industry in Norway where digitalisation has recently ‘turned the table’ and contributed to upscaling and renewal of the production process. We identify heterogenic narratives among policy makers and within the industry itself. The pro-innovative narrative articulates a viable source of economic growth in the region and the industry as a key player in the bioeconomy, contrasted with a traditionalist view of the industry as containing low-skilled workers, low innovation performance and strong vulnerability towards extra-regional market changes. We argue that there are important reasons to concentrate on the role of narratives and discursive practices in regional development.

Strategies for improving the industrial carbon emission efficiency in China: an approach based on trend prediction and regional learning mechanism.

It is an important way for mining the characteristics of regional carbon emission efficiency and exploring regional similarity to learn from intergovernmental learning mechanisms and regional industrial low-carbon development experiences. This study proposes a regional learning mechanism of industrial carbon emission efficiency (ICEE) prediction and regional similarity analysis to explore strategies for carbon emission reduction. We first calculated the industrial carbon emission efficiency of 30 provinces in China from 2000 to 2021 using the super-SBM model. Secondly, the spatiotemporal characteristics of industrial carbon emission efficiency were explored through the space-time cube model, time series clustering method, and local outlier analysis. Finally, the screening of regions with low efficiency levels and the search for learning objects were realized by forest regression prediction and regional similarity calculation. The results of the study were as follows: (1) There were significant differences in industrial carbon emission efficiency among different provinces. (2) Based on the time series clustering results, we found that there were similar change characteristics of industrial carbon emission efficiency in different provinces. (3) The industrial carbon emission efficiency of most provinces had significant correlation in space and time, mainly in high-high clustering. (4) The industrial carbon emission efficiency of most regions will maintain a high efficiency level in the next 10 years, but the six provinces of Xinjiang, Qinghai, Gansu, Ningxia, Liaoning, and Heilongjiang will always be at a low efficiency level. It is possible to set appropriate learning targets for each region and to find lessons to be learned from the regions with high similarity by calculating the similarity between each province and the six provinces.

An Assessment Framework for Human Health Risk from Heavy Metals in Coal Chemical Industry Soils in Northwest China

Coal chemical industry (CCI) sites are characterized by complex environmental media, combined heavy metal pollution, and diverse exposure routes. However, existing human health risk assessment (HHRA) methods have multiple drawbacks, such as their small scope of application, limited assessment factors, and insufficient case applications. After 128 soil samples were collected, the contents of Be, V, Ni, Cu, Zn, As, Cd and Hg in the soils were analyzed based on general risk assessment guideline of China. Then, risk levels were calculated based on oral ingestion, skin contact and inhalation as the main exposure routes to compare and screen priority heavy metals. Furthermore, control values were identified through a contribution rate calculation model when CR > 10−6 or HQ > 1. As reference values, risk thresholds were proposed for heavy metals, and then a soil HHRA framework for the CCI site was constructed. Under the three exposure routes, the total CR was As > 10−6, and the total HQ was 1 > As > Cd; the HHRs related to As and V via the oral ingestion, dermal contact, and inhalation pathways were 76.67%, 13.13%, and 10.18% and 1.66%, 0, and 98.34%, respectively. The risk control value of As was 1.59 mg/kg and that of V was 25.1 mg/kg. Based on these results, the threshold values for priority heavy metals should be based on comprehensive considerations of the elemental background of a specific area, the contaminant criteria in different areas, the regional industrial development plan, and the most important control criterion, as well as the control value. Through the development of an HHRA framework and case verification, the authors of this article aim to guide CCI managers in screening priority heavy metals, formulating protection measures, developing improved operational procedures and improving the HHRA system for polluted CCI sites.

Mining tourism as a guarantee of sustainable development of industrial regions (on the example of Kryvyi Rih region)

Sustainable tourism is fundamentally about preserving and enhancing natural, historical, or cultural heritage, as well as promoting activities related to local identity and history. For mining regions, one of the ways to diversify their economies on a sustainable basis is to develop the tourism sector. The development of niche forms of tourism, which are fully focused on the resources of the industrial area, helps to supplement and diversify the tourist offer in these regions, including industrial tourism and one of its areas - mining tourism. The objective of the study is to reveal the importance of sustainable development for an old industrial region, using Kryvyi Rih as an example, by intensifying tourism activities that would maximize the social, economic, cultural, and environmental benefits of tourism. The research is based on the dialectical method of cognition and a systematic approach. The research was carried out on the basis of parallel use of theoretical (comparative analysis, abstraction, specification and generalization) and empirical methods (expeditionary methods, observations, the method of field visual inspections, content analysis, etc.) As a result of the study, approaches to the concept of “mining tourism” were structured, and the key objects of interest of consumers of this tourist destination were identified. Global trends in the transformation of industrial areas for the needs of mining tourism were analyzed. The information on mining facilities in Kryvyi Rih is systematized and their suitability for the tourism sector is diagnosed. Based on the diagnostics, the use of various mining facilities in thematic tour programs is proposed, which is confirmed by the results of practical tourism activities.

Try to discuss the management problems and countermeasures in the development of high-end hotel in our country

Under the development trend of economic globalization, facing the opportunities and challenges brought by the development of the domestic and foreign market economy, the high-end hotel in our country is the important pillar of the tertiary industry, whether it is the business demand or the intensity of competition. By understanding the current development status of high-end hotels in China, understanding the management problems faced by reform and innovation, and putting forward effective solutions as soon as possible, it can lay the foundation for the sustainable development of high-end hotel industry in various regions. Therefore, this paper mainly studies the management problems and countermeasures in the development of high-end hotels in China.
