Personal and Professional Attributes, Emotional Intelligence, and Leadership Effectiveness of Industrial Education Leaders In Region I

This research investigates the dynamics between the attributes (both personal and professional), emotional intelligence, and the leadership effectiveness of leaders in industrial education at higher education institutions in Region I, using a descriptive-correlational approach. By employing standardized tools for data collection and a scoring system that mitigates bias through reverse coding and random distribution of items, the study aims to uncover correlations between various aspects of leadership in industrial education. Specifically, it evaluates the interrelations among leaders’ attributes, emotional intelligence, and perceived leadership effectiveness from the perspectives of both the leaders themselves and their faculty members. The analysis, leveraging statistical methods like frequency counts, percentages, and correlation coefficients, unveils that the majority of industrial education leaders and faculty members possess distinctive demographic and professional profiles. The findings indicate high levels of emotional intelligence and leadership effectiveness among leaders but suggest that their personal or professional attributes do not significantly influence these aspects. Furthermore, faculty members’ perceptions of leadership effectiveness are significantly shaped by their academic rank and their institutions’ program accreditation status, whereas the impact of leaders’ emotional intelligence on their leadership effectiveness is not pronounced. Regional higher education institutions and the labor market in the context of globalization

The article shows the socially useful activities of higher education in accordance with the needs of society at all times. The service of training highly qualified personnel to ensure the intellectual, cultural, spiritual development of the individual, deepening and expanding education was emphasized. Projects that have a positive impact on the labor market of our country in the regions and in general were investigated, explained and the positive aspects of the “lifelong learning concept” corresponding to the country's labor market were disclosed. In addition, efforts have been made to investigate the place occupied by regional higher education institutions and their activities in providing the country's labor market with competitive personnel, which has an impact on the socio-economic life of the country in modern times. In accordance with the development of Science and technology, an explanation was given about the new compotes of knowledge. The ranking of employment of graduates of the best universities in the world has been noted. The final part contained the scientific novelty and practical significance of the problem.

The Nexus between Cognitive Absorption and AI Literacy of College Students as Moderated by Sex

This study examines how Cognitive Absorption and AI Literacy are related among college students, specifically looking at how sex moderates this link. The study uses a quantitative research strategy and a non-experimental correlational approach. Data was collected through Google Forms utilizing modified questions designed for AI Literacy and cognitive absorption. G*Power 3.2 was used for power analysis to determine the necessary sample size for the investigation. 372 college students from different higher education institutions in Region XI were selected to take part in the study by stratified random sampling. Reliability and validity tests, including Cronbach’s alpha, Average Variance Extracted (AVE), and Heterotrait-Monotrait Ratio (HTMT), were performed on the dataset before undertaking moderation analysis. Cognitive Absorption was identified as a key predictor of AI Literacy, showing a substantial impact size of 0.417. The moderating effect of sex, although statistically significant, had a minor effect size of 0.011. The corrected R-squared value of 0.378 indicates that the model, with all covariates, accounts for 37.8% of the variance in AI literacy.

Harmonization of Higher Education for Sustainable Development: Southern Africa Development Community Experiences

The world-over, higher education remains a key determinant for scientific and technological development. Hence, Southern Africa Development Community (SADC)’s higher education institutions are considered crucial social organizations in spreading knowledge, and innovation for sustainable development. This study called for inclusion of the qualitative content analysis in an attempt to explore higher education collaboration or partnerships within SADC. Using the AJOL, Scopus, DHTE, DOAJ, Web of Science, and Google Scholar, 60 articles were purposively selected for this review. These available literature sources are accessible on issues around higher education harmonization for sustainable development in SADC for scrutiny. From the content analysis, harmonization was conceptualized as the collaboration, integration or partnership within regional higher education institutions. The rationale for these collaborations or partnerships was to enhance adherence to the agreed-upon higher education conditions and instruments. These created the framework of standards, to facilitate credit transfer and evaluation within SADC’s higher education institutions. From this content analysis, it can be concluded that the harmonization of higher education systems for sustainable development is seen as a spontaneous process subtle to various intricacies, as it permits individual institutions to enjoy the fruits of regional integration. It is in this context, that the researchers recommend the enunciation of SADC’s higher education harmonization for sustainable development guiding procedures vis-a-vis internationalisation. Therefore, this discussion adds voice to the existing argument on the need for higher education institutions in SADC member states to move towards an integrated higher education system. Competency of Teachers and Laboratory Environment in an Online Setting as Predictors of Science Process Skills of Students: A Convergent Design

This study determined the influence of the competency of teachers and the laboratory environment in an online setting on the students’ science process skills using mixed methods approach-convergent design. Participants of the study were 2nd year students from different Higher Education Institutions in Region XI, Philippines. Further, to gather data relative to the research questions, the researcher used adapted survey tools and an interview guide. Results showed that students always observed the competence of their teachers, with a favorable laboratory environment in an online setting leading to the acquisition of science process skills. Furthermore, regarding the relationship of variables, the study revealed that the competency of teachers did not have a significant relationship with students’ science process skills. At the same time, there was a considerable correlation between the laboratory environment in an online setting and students’ science process skills. The students’ lived experiences in acquiring science process skills formed essential themes. Moreover, there was a merging-converging nature of the competency of teachers and the laboratory environment in an online setting and a merging-diverging character on students’ science process skills and significant influence of the variables under study. Results of the study will help the teachers identify the factors that can affect the acquisition of science process skills of students in an online learning environment and develop intervention programs to ensure globally competitive graduates. It is further believed that this study will benefit the institution, teachers, and most especially the students who were the main reason for the teaching and learning process. Hence, future studies may be conducted by academic scholars or researchers based on the information gathered from this research. Areas of interest can be other factors that affect the students’ acquisition of science process skills and utilize a comparative study involving different courses with chemistry laboratory subjects.

The Impact of Intellectual Potential on the Development of the Regions of Kazakhstan

The purpose of the study is to check which of our selected factors most influences the decision to study in certain regions of Kazakhstan. A complete higher education indicates the professional and cultural level of a significant part of the population, especially young people. It is not only an indicator of economic growth but also of social stability. A high level of development of the education system is the basis for the stability of any state, as well as the potential for its further development. During the study, the main sources were analyzed and based on which the methodology chosen. The methodological basis for us was multivariate regression analysis using the EViews10 data analysis package program. The research was based on data from the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan for 2011-2021. Based on a multifactorial analysis, five independent factors were selected, but in the course of the study, one factor was not influential, it was: the graduation of students from higher education organizations. Of the estimated four factors, three turned out to be the most influential, these are the number of the teaching staff of higher education organizations, the level of youth unemployment (15-28 years) and the number of higher educational institutions. The calculations showed that the selected factors showed different influences in different regions. As a result of the study, recommendations were developed on state policy in the field of education to increase the educational potential of the regions. The results of the study can be used by regional higher education institutions, as well as state educational management structures.

Quality Assurance Mechanisms towards Global Concerns and Innovations among the Higher Education Institutions in Region XII

This study was focused on the Quality Assurance Mechanisms utilized by the HEI’s in Region XII in relation to global concern and innovation particularly among 12 public and private colleges and universities under the jurisdiction of the Commission on Higher Education in Region XII. Specifically, described internal and external quality assurance mechanism utilized by HEIs relate these with global concerns and innovations observed and the performance of the respondent HEIs in the areas of Accreditation Level, Board Exam passing rate and Graduation Rate. The study was limited to 10 public and private colleges and universities of Region XII that offers degree programs with board exam and submitted for accreditation for the past three (3) years. Respondents were 603 MIS/Registrar, school administrators, faculty and staff and 3rd year and 4th year college students. Descriptive – correlational research design was used. Data were gathered using survey questionnaires, check list and secondary data. Mean, percentage, and Pearson r correlation were the statistical tools used. Study revealed that Internal and external Quality Assurance Mechanism is greatly observed, global concerns and innovations can be realized in 10 years’ time and the HEI’s performance is generally does not surpass the National Passing Rate, majority of the programs are not accredited yet and generally, only few students can graduate within the prescribed period on the degree programs with board examination. HEIs internal and external quality assurance mechanism has very little correlation with board examination performance and accreditation level. A moderately small positive relationship between HEI global concern and innovations and the internal quality assurance mechanism while there is a high positive correlation with external quality assurance mechanism. Therefore, in house policies and level of accreditation does not warrant a good performance in board exam but the more the HEI submit the program to peer review, the more the chance of going global. It is therefore recommended that all indicators of quality assurance mechanism and other media shall be considered to ensure quality education and to be globally competitive.

Індикативна собівартість як чинник формування ринку освітніх послуг: регіональний аспект (на прикладі спеціальності 072 «Фінанси, банківська справа та страхування»)

The article assesses the impact of the introduction of indicative self-cost on the volume of recruitment of regional universities (on the example of higher education institutions of the Dnipropetrovsk region, which recruit applicants for education on the bachelor’s degree on the basis of complete general secondary education in the specialty 072 «Finance, Banking and Insurance»). The carried out analysis of the indicators of the admission campaign for the specialty in Ukraine showed that during 2019-2022 the volume of the State procurement decreased, and the volume of recruitment of applicants for the contract increased during 2018-2020, and in 2021-2022 it had a significant decline. This is explained by the implemented norm for setting prices for educational services not lower than the calculated minimum cost of education. The analysis of prices for educational services in the HEIs of the city of Dnipro in 2020-2021 showed that prices for education in accordance with the new system in public universities increased 1.17–2.05 times, with the exception of private HEIs and higher education institutions of agrarian orientation, which is non-profile for the analyzed specialty. In addition, prices turned out to be higher than those of leading universities, which are leaders in recruitment for specialty 072 in Ukraine. The evaluation of the results of the admission campaign in in the HEIs of the city of Dnipro in the context of the introduction of indicative self-cost showed that recruitment indicators decreased in all universities (except for those where there was a significant increase in prices). In addition, the share of the region’s recruitment in the number of admitted to studying according to the specialty in Ukraine has also decreased. This indicates negative trends towards a shift in the preferences of applicants from admission to public HEIs to admission to private ones as well as non-profile universities (usually in a technical direction) due to the lower price of educational services. In addition, as result of a sharp increase in prices in regional higher education institutions, they have lost a competitive advantage over prestigious universities in the capital city. Until the end of martial law, the related resolution was suspended, which affected the results of the admission campaign in 2022, but the reduction in recruitment is associated, in particular, with a decrease in the number of outbound applicants to Ukrainian universities.

Effects of financial literacy and financial behavior on the financial well-being of teachers in higher education institutions in Region 1, Philippines

This study explored the effects of financial literacy and financial behavior on the financial well-being of 360 academic personnel of Higher Education Institutions (HEIs) in Region 1, Philippines. Data were gathered from August 2020 to March 2021 using a self-administered survey questionnaire instrument. This was used to assess the respondents' financial well-being, literacy, and financial behavior, and Pearson’s r was used to test the relationships among the variables. It was found that most of the teachers generally experience moderate financial security rather than financial stress. They were assessed with excellent scores on their financial literacy and most were found to have good financial behavior. It was determined that their financial behavior affected their financial well-being. On the other hand, their financial literacy did not significantly affect their financial well-being. Hence, this study recommends that a financial wellness program tailored for the respondents should focus more on behavior-changing financial coaching rather than financial concepts learning.

Блокчейн как фактор устойчивости региональной экономической системы

The article presents the features of digitalization and the use of blockchain technologies in increasing the sustainability of the regional economy. For this purpose, the experience of economically developed countries in the development of the cryptocurrency market, the main risks and threats to the economic security of the blockchain have been studied. The article highlights the main factors, risks, new areas of application of blockchain technology in the processes of property management, formation of real estate registers, storage of personal data in order to increase the stability of the regional system. The main factors of these processes are the methods of state regulation, financing of regional digitalization projects, economic support for scientific developments in the field of digitalization and blockchain, training in regional higher educational institutions in these areas of specialization.

PROSPECTS OF CHANGES IN THE VECTOR OF HIGHER EDUCATION DEVELOPMENT: RESULTS OF SCIENTIFIC RESEARCH

In the paper the changes in the development vector of higher education under the influence of negative factors of the external environment are analyzed. It was established, on the example of the activities of the Kremenchuk Mykhailo Ostrohradskyi National University, that in recent years the number of students in regional higher education institutions has significantly decreased and there has been a problem of employment of scientific and pedagogical personnel who have scientific degrees, titles and publications, the leading place among which is publications in publications, that are indexed by the Scopus database. The problem is that recently there is no connection between such important participants of the educational process as the school-higher educational institutions-stakeholders. In today’s conditions of rapid development of information technologies, this connection should be very close, since there is strong competition not only among domestic higher education institutions, but also among foreign ones in the market of educational services. In such a competitive environment, not all higher education institutions have the opportunity to demonstrate their strengths. It is proposed to coordinate the activities of the participants of the educational process within the framework of the project “International educational and scientific park “school- higher educational institutions-stakeholders”. The hierarchy of the structure of works related to the creation of the international educational and scientific park “school-university-university-stakeholders” has been defined and a grid model of the distribution of the complex of works into separate parts and their fixation by performers has been built. The implementation of this project provides an opportunity to create a multi-functional and multi-format scientific environment, which will contribute to the solution of tasks related to the formation of an educational environment through the functioning of scientific and educational hubs and online courses; introduction of mobile applications into the scientific and educational process as part of asynchronous learning; creation of electronic sociological laboratories, in particular with the use of crown funding tools; wide implementation of dual education as a tool for increasing the rating of regional universities.

Is the Life of the Students of the Northern Region Wealthy, or What the Sociological Survey Data Suggest?

The article presents the early results of the sociological research devoted to the wellbeing of the students of Khanty-Mansi Autonomous Okrug – Yugra. The research was held by the staff of Regional researches’ laboratory of Surgut State Pedagogical University in the regional higher educational institutions since February to April of 2022. The assessment of students’ well-being was based upon the analysis of their evaluation, opinions and ideas of it. The novelty of the study lies in the fact that this category is observed in the limelight of presence/absence of the capitals as objective factors and their estimation based upon subjective criteria. The purpose of the article is to identify and analyze the problems of social well-being of students of KhMAO-Yugra based on the study of their assessments, opinions and ideas about it. The objective aspect of students’ well-being is studied through the combination of social, economic, cultural, and symbolic capitals. The subjective aspect is presented as a cognitive and emotional reflection and estimation of objective indicators through the prism of student youth’s opinions. Dissatisfaction with certain aspects of education they get, the desire to drop university, non-priority position of the material factor while choosing a career in favor of an opportunity for self-realization and building a career, etc. was revealed during the process of investigation. The results of the investigation prove the fact of the existence of a number of problems related not only to professional self-identification and professional orientation in students’ environment, revealed in the analysis of the data presented in the article.

Executive leadership traits and the organizational culture of selected higher education institutions in region 08, Philippines

The productivity of each institution is determined by executive leadership of its administration. This study employed a descriptive correlational research design which aims to determine the interplay of the respondents’ profile variables, leadership styles, and organizational culture among SUCs in Region VIII in the Philippines. The respondents of the study were the 338 chief executives and second level executives of the ten (10) State Universities and Colleges (SUCs) of Region VIII (Eastern Visayas Region) in the Philippines. Along the educational attainment held by the respondents, it is significantly correlated with the Culture of Inclusion and Culture of excellence among. Respondents’ number of search engines used posted a significant relationship with the Culture of Inclusion, Culture of Wondering, and Culture of developing. The respondents’ leadership styles posted highly significant correlations with all the dimensions of organizational culture except for the Laissez-faire leadership factor and Culture of Reinvention which only posted significant correlation. Since all posted positive correlations, they denoted that the higher the perceived score on a particular dimension of leadership style, the higher is the perceived score on a particular dimension of organizational culture.

The Feasibility of Practical Vocational Education in Higher Education Institutions

Practical vocational education needs to lay stress on the integration of theoretical knowledge of common courses such as PE and other cultural courses with the professional knowledge of various high vocational courses. However, existing studies on practical vocational education emphasize more on theoretical research, while the practical and empirical research is slightly insufficient. For this reason, this paper attempts to analyze the feasibility of practical vocational education in higher education institutions. At first, the paper analyzed the influencing factors of the effect of practical vocational education on vocational college students, and adopted Partial Least Squares (PLS) regression to explain the independent variable and 17 dependent variables of the said effect and the relationship between each evaluation index and the corresponding evaluation criterion. Then, to verify the feasibility of practical vocational education in regional higher education institutions, this paper employed an optimized Back Propagation Neural Network (BPNN) to predict the effect of practical vocational education on vocational college students. At last, the experimental results proved the effectiveness of the constructed model and gave the conclusion of feasibility analysis.

Significant Contributions of University Business Incubators in Enhancing the Business Graduates’ Employability and Technopreneurship

This study determined the significant contributions of university business incubators (UBIs) in selected higher education institutions in Region II to the business graduates’ employability and technopreneurship. The study also highlights the present situation of the UBIs and the involvement of the business graduates. The method used in the study were mixed quantitative and qualitative analysis. Data were gathered through the administration of a researcher-made questionnaire, interviews, and focus group discussions. Moreover, descriptive statistics were used for the quantitative part, while thematic analysis using in-vivo and free coding was used for the qualitative part. Results revealed that the UBIs under study have adequate facilities and services, develop utility models and seek patents for innovations, assist technopreneurs, start-ups, and businesses, and develop products for different industries. Best practices and challenges were also identified. Involvement with UBIs by business students was self-perceived as high extent, while BI personnel perceived it as low extent. The results led to the development of the UBI's significant contribution model in enhancing the knowledge and skills of the business graduates' employability and technopreneurship. It is pinpointed that BIs can enhance the learning experience of business students through immersion, including it in the development or enhancement of curricula, and developing clear policies and guidelines will benefit business students and other stakeholders.

Challenges and Responses of Higher Education Institutions (HEIs) Towards Academic Resilience

This study aimed to explore the challenges, approaches, and outputs as experienced by educational leaders of Higher Education Institutions (HEIs) towards academic resilience. Participants of the study were 14 educational leaders represented by either President or Deans of HEIs in Region XI. This study was conducted last January to June of 2021 and it employed a phenomenology-qualitative research design. Virtual in-depth interviews and focus group discussions were utilized as data gathering tools in generating responses. Difficulty in sustaining the quality of education and instructional delivery, lack of faculty training in using technology in instruction delivery, poor internet connectivity and non-availability of teaching gadgets, and not-well managed institutional resources were the themes that emerged from the responses on the challenges faced by educational leaders in achieving academic resilience. Educational leaders employed the following approaches: adapt the new normal situation with a positive mindset; implement flexible learning; apply innovative leadership in handling resources and operations of HEIs; intensify faculty development; and collaborate with teachers, stakeholders, partner – institutions, and other agencies. The output of the approaches shows that educational leaders were able to build resilience amid the new normal situation and improved efficiency in delivering its services. The results implied that challenges make the educational leaders more innovative, positive, determined, and collaborative. The management of higher education institutions may assess the Learning Management System, evaluate the results of the approaches of educational leaders, and craft relevant policies to fully achieve academic resilience.

The principles of quality management in the Russian vocational education system

The authors study the problem of improving the level of training of university and college graduates by using modern approaches, based on the principles of quality management, in the system of professional education. In order to develop creative economy, the government of Russian Federation focuses on scientific and educational centers including regional ones which work on the basis of organizations of professional education. According to many experts, the level of training in regional higher educational institutions and branches of those located in the capital of the country does not comply with innovation requirements. There is a need for building modern material base in the regional higher educational institutions and colleges; there is a need for decent salaries for the staff. Educational institutions should accept the ideology of quality to be followed by all the employees not in words, but in deeds. The learning process used for centuries and based on the transmission of knowledge from a teacher to a student has exhausted itself. The basic principle of quality management is the process approach. The basis for students’ high level of training is organization and implementation of the educational and training process in educational institutions. The main subjects of the process are teachers and students. The efficiency of the educational process will increase if such approaches as consumer-orientedness, leadership and personnel interaction are used. The authors suggest making analysis of interdisciplinary links of the content of academic disciplines set out in the working academic programs. They also point out the advisability of a system of training in the classes of leading teachers. The readers’ attention is attracted to changing the ideology of controlling students’ knowledge and skills from punitive to diagnostic. The article contains recommendations to conduct regular surveys among the students and teachers to discover the areas of educational improvement. The results of the surveys should become the basis for making decisions. Implementation of the principles of quality management does not require large material costs.

State private partnership as a public policy tool under decentralization of power in Ukraine

The article considers the issue of public policy formation in terms of state private partnership development as the most efficient form of interaction between public authorities, private business and science implemented on the principles of equality.The study defines the essence of the concept of ‘state private partnership (SPP), its purpose, forms, areas of implementation and characteristics from the standpoint of institutional theory and identifies the benefits of state private partnership. The partnership comprises the possibility of attracting additional financial resources that can be used for community development, the possibility to restore infrastructure, to receive quality services and socio-economic benefits and additional jobs; business and the state share the risks.The study investigates the state of public and private partnership realization in Ukraine and the leading countries and defines risks for public authorities and the private investor as well as factors constraining this process in Ukraine. These include imperfect regulatory and institutional support, lack of political will; lack of standard, simple and transparent tender procedures for SPP projects and defined priority areas for their implementation, unstable legislation on attracting foreign direct investment.The study examines the current state of legal regulation state private partnership in Ukraine and justifies the need to improve the institutional support of this process in terms of forming public policy to involve regional higher education institutions into examination of innovative projects and the staff training.The expediency of introduction of state private partnership relations as a form of cooperation between public administration bodies and private economic entities for the purpose of sustainable rural development in the conditions of decentralization of power is substantiated. In order to ensure the effective implementation of state private partnership projects, public authorities should pay attention to creating a number of mandatory general prerequisites and ensure a proper examination of documents provided by potential private partners to make sure they show the real situation through involving scientists in this process.

ACTIVITIES OF HIGHER EDUCATIONAL INSTITUTIONS AND PUBLIC ORGANIZATIONS OF THE REPUBLIC OF MORDOVIA ON ADAPTATION OF MIGRANT STUDENTS TO THE NEW SOCIO-CULTURAL SPACE: HISTORY AND MODERNITY

The Russian Federation is a multinational state. Globalization of the modern world leads to an increase in international ties. All this is reflected in the main directions of the state policy in the field of strengthening international cooperation and forming respect for historical values and cultural heritage of the peoples of the Russian state.
 
 The authors consider the main directions of activities carried out by regional higher educational institutions and public organizations in the field of adaptation of migrant students in the sociocultural space which is new for them.
 
 Since migrant students are a special category of population because of their age and social status, it is characterized by a number of special problems. Migrant students face many stressful effects of their new life environment. The quicker they adapt to new conditions, the more successful their learning process will be. Adaptation of international students has a long time character, as it is a very complex process. Students-migrants face great difficulties, among which are: a new sociocultural environment, unusual climatic conditions, an unfamiliar language and educational system.
 
 As practice shows, for a large number of foreign students, getting education in Russia is the so-called “launching pad” into future life. When receiving Russian education, foreign students hope to relocate to Russia for permanent residence, taking the citizenship of our state.
 
 Mordovian higher educational institutions continue to increase the export of educational services. Every year the geography of countries is expanding, admission of students from abroad increases. This trend will continue, as one of the objectives of the national project “Education” is to increase the number of foreign students.
