MODAHA KAMBUNGU: PENINGKATAN KESADARAN MASYARAKAT DESA BUNUYO TERHADAP PENYEBARAN HOAX SEBAGAI TINDAK PIDANA MENJELANG PILKADA SERENTAK 2024

The negative impact of the spread of hoaxes in the face of general elections, including the regional head elections in Pohuwato Regency in 2024, is important to guard against the spread of false news so that horizontal conflicts do not occur between communities while creating a healthy democratic climate. Therefore, a series of service activities were carried out in solving the problem by setting a location in Bunuyo Village as one of the villages that will hold Pilkada in Pohuwato Regency. The community service activities were carried out in the form of zone mapping on the vulnerability of hoax distribution, legal counseling on the forms and dangers of hoax distribution, and Digital Literacy training as well as the formation of community groups that anticipate the spread of hoaxes. The final result of the implementation of this service is the knowledge of the potential of village areas that are vulnerable to the spread of hoaxes. thus, counseling efforts and digital literacy training are carried out, leading to the existence of community groups formed with the task of anticipating and counteracting hoax problems ahead of the Pilkada in order to create a conducive area and safe Pilkada.

Deregulating the Nomination Threshold for Regional Head Elections and Local Oligarchy

In the midst of political deadlock due to cartel and oligarchic practices, the Constitutional Court then made a breakthrough with the passing of Decision No. 60/PUU-XXII/2024 which changed the nomination threshold formula from a percentage of seats to a range of 6.5% to 10% adjusted to the number of Permanent Voter Lists in an electoral district. The breakthrough of the Constitutional Court made democracy in the regions return to bagkit, someone who used to have difficulty can now appear easily. The purpose of this article is to explain the regulative obstacles to the development of democratic elections and the implications of the Constitutional Court Decision No. 60 for efforts to build democratic elections. This research uses a normative approach. The results of the study found that the expansion of the meaning of elections by the Constitutional Court to include regional elections is something constitutional, because through Decision No. 55/PUU-XVII/2019 the Constitutional Court has laid an important foundation for the design of the model for organizing simultaneous elections. This has implications for the circulation of government in the regions, which previously could not be proposed by regional head candidates to be proposed. This book offers a thorough investigation of political dramaturgy within the context of the 2010 Regional Head Elections in Surabaya. It spans six chapters, exploring the historical and theoretical foundations of political dramaturgy and providing a detailed case study of its application in Surabaya's electoral politics. Drawing on Erving Goffman's concepts of dramaturgy, the book illustrates how political interactions resemble theatrical performances, encompassing both "frontstage" and "backstage" elements. The backstage arena includes all the necessary preparations for the actors' performances on the front stage, ranging from research to logistical and technical requirements. In contrast, the front stage focuses on the actors' skills in impression management, which involve face-to-face interactions and the use of technology to effectively communicate political messages and influence public opinion. Political Clientelism in Rural Areas: Understanding the Impact on Regional Head Elections in Indonesia

Political clientelism is a strategy often used by candidates or political parties to gain electoral support by offering goods, money, or services in exchange for votes. In the rural context, this patron-client relationship develops more strongly due to the high economic and social dependency between communities and political actors. This research focuses on the phenomenon of political clientelism in rural areas and its impact on regional head elections in Indonesia. This research uses a qualitative approach with a descriptive approach. Research findings show that political clientelism in rural Indonesia, especially in agrarian areas, strengthens patron-client relationships in which political elites exploit the economic dependence of communities to gain support through material promises. This causes voters to vote based on short-term favors rather than the quality of the candidate, thereby exacerbating transactional politics and undermining the integrity of the election. Factors such as low political education, limited access to information, and economic instability reinforce citizens’ dependence on local patrons, including village heads, who have access to favors. As a result, the democratic process in rural areas is distorted, focusing more on the distribution of resources than on the vision of candidates, making systemic change difficult to achieve .

The Economic and Social Capital Factors in the Victory of Independent Candidate Pairs in the 2020 Regional Head and Deputy Regional Head Elections of Metro City

Based on KPU Regulation Number 1 of 2020 which regulates the nomination of regional heads and deputy regional heads in the 2020 simultaneous regional elections, there are changes to the nomination requirements from the individual path. Data on the results of the 2020 regional elections show that there were six individual candidate pairs who won the elections, one of which was in Metro City, Lampung province. The victory of individual candidate pairs in the Metro City regional elections can be said to break the dominance of candidate pairs from political parties who always win elections. This research examines the victory of candidate pairs Wahdi and Qomaru from the perspective of political, economic and social capital. The theory of capital refers to Pierre Bourdieu (1992), and is supported by the theory of political capital from John A. Booth and Patricia Bayer Richard (1998). The research method is qualitative with primary data collection through in-depth interviews. The research findings show that social capital (grassroots network), and economic capital (capital control) became the main factors of Wahdi and Qomaru's victory, which succeeded in defeating a pair of candidates from political parties, making it the first time Metro City was led by a mayor and deputy mayor not from a political party.

On November 27 2024, regional head elections will be held simultaneously. In the Indonesian political system, this is the first simultaneous election. In this election, based on the voter list, many novice voters were involved, namely those who were involved in voting for the first time. New voters are the future of democracy in Indonesia. Therefore, their involvement in elections is encouraged more than just voting but also being involved as election organizers. This is very important for competency development and network expansion in the future. This activity is an outreach regarding registration as an election organizer. The participants in this activity were ITSKKes Muhammadiyah Selong students. As a result of this activity, students were enthusiastic in understanding the voter registration process.

The phenomenon of neutrality of the State Civil Apparatus (ASN) seems to be a discussion that always exists in every general election (Pemilu) or regional head election (Pilkada). The State Civil Apparatus Commission (KASN) stated that around 1,678 cases of violations occurred within the bureaucracy and ASN ministries/institutions/regions, which involved violations of ASN neutrality in the period 2020-2022. Based on KASN data, there are violations of neutrality with the motive of utilizing bureaucratic resources, both in the form of support for programs, facilities and infrastructure as well as activities that favor certain candidates. The prohibition on civil servants being sarcastic or uploading and spreading messages attacking or criticizing the government on social media was issued in May in 2018. Ahead of the 2024 elections, which are the main means of realizing democracy in a country. In an effort to maintain the neutrality of ASN from the influence of political parties and to ensure the integrity, cohesiveness and unity of ASN, as well as being able to focus all attention, thoughts and energy on the tasks assigned, ASN are prohibited from becoming members and/or administrators of political parties, as well as running for office with conditions which has been determined by law (UU). Violations of ASN's neutrality, especially during and after the elections that took place in 2009, 2014 and 2019 and ahead of the 2024 elections. Violations can occur in the form of support provided via social media, involvement in campaigns, running for office without being followed by resignation. within the appropriate time frame and so on. This then violates the principle of neutrality and shows the partiality of an ASN which is actually very contrary to the law. Looking at the existing facts, the regulations regarding freedom of opinion held by the State Civil Service (ASN) are very different from the freedom of opinion enjoyed by the Indonesian people. This regulation can certainly limit the space for freedom of expression for State Civil Servants (ASN). However, on the other hand, as a state official, of course all aspects of ASN life are required to comply with the code of ethics that has been regulated by the state. So they face a dilemma when expressing their opinions in public spaces regarding social media in the context of preventing violations of ASN neutrality. Public pros and cons regarding government policies are still occurring, one of which concerns the issue of freedom of opinion and expression on social media, which to this day is still a matter of debate. In addition, the existence of the Information and Electronic Transactions Law (UU ITE) Number 11 of 2008 is still under discussion to this day.

Prototype Aplikasi Real Count Pemilihan Kepada Daerah Pada Badan Pengawas Pemilihan Umum Kota Palembang

PILKADA (Regional Head Election) and its deputy are routine activities carried out by each region to carry out democratic government activities. The Provincial KPU carries out Pilkada, and Regency / City KPU is collectively responsible for implementing general elections, supervised by the Provincial Bawaslu and Regency / City Bawaslu. The Palembang City Bawaslu's task in the vote counting process is to oversee the movement of recapitulation data from the TPS Supervisor level, Village / Sub-district Supervisors (PKD), and District Election Supervisory Committee (Panwascam) to the City Bawaslu so that there is no vote inflation which is considered dishonest and unfair. The process of collecting C1 and C-Plano form data to be recapitulated from the lower level to the upper level at the Palembang City Bawaslu collected, the process will take a relatively long time if done manually, especially limited by the long distance and poor natural conditions. In line with the development of increasingly modern technology, considering the need for data and the need for rapid dissemination of information on Pilkada results, in this study, the author will design Real Counting (also known as parallel vote aggregation) as a helpful way to monitor and accelerate the vote aggregation process in the form of an application prototype. This study aims to provide a prototype design for the Pilkada real count application at Bawaslu Palembang City. The software development method used in this study is the waterfall model method, which consists of analysis, design, coding, testing, and support or maintenance.

The implementation of the 2024 simultaneous general elections has serious political implications because it creates a power vacuum in the regions. The regional head vacancy occurred due to the abolition of the 2022 and 2023 regional elections, which resulted in most regions at the provincial to district / city level not having a definitive regional head. To anticipate the government vacancy, in accordance with Law No.10/2016 on Regional Head Elections, the appointment or appointment of acting regional heads is carried out. The need for affirmation regarding the process of filling vacancies in the position of regional head is also still within the scope of democratic interpretation as stipulated in Article 18 Paragraph (4) of the 1945 Constitution. Therefore, it needs to be taken into consideration and attention for the government to issue implementing regulations as a follow-up to Article 201 of Law No.10/2016.

Choices of Law for Democratic Regional Head Election Dispute Resolution Institutions in Indonesia

This research aimed to provide a conceptual idea regarding legal options in resolving disputes of democratic regional head elections in Indonesia with two proposed options. The first option included revising the Election and Regional Election Law to grant authority to the Constitutional Court (MK) and Election Supervisory Agency (Bawaslu) for adjudicating disputes. The second option proposed implementing the Fifth Amendment to the 1945 Constitution to reconstruct the Constitutional Court as an election court correlating with the primary role of upholding regulations. These proposed options would grant the Constitutional Court the authority to examine and adjudicate substantial matters related to the constitutionality of elections. Furthermore, the analysis used normative legal research including statutory, comparative, and conceptual methods.

The Strength of Figures and Characteristics of Political Party Leaders in the 2024 Simultaneous Regional Head Election in Indonesia

This paper projects that the figures and characteristics of leaders are needed in the power of political parties, especially in contesting simultaneous regional elections in Indonesia. In the 2014 and 2019 elections, Jokowi and Prabowo Subianto, respectively, were two central figures in each party. Analysis of survey data for eight Indonesian elections shows that party leadership and identity are the most important determinants of party votes in legislative and presidential elections. Political parties must correctly place a central figure in their respective parties. The central figure serves as a booster, navigator, and inspiration for party cadres. In addition, figures can also be public reference material to choose one political party, when it is difficult for people to distinguish ideology between one party and another. Nevertheless, the system, traditions, and regeneration process must run as it should. Because only systems, traditions, and regeneration will be the foundation of the future. Political parties as a large organization are certainly not enough to rely on only one individual. There must be a regeneration of leadership within the party. So, if the central figure is no longer in the party, the party can still survive to maintain its existence in society.

Political Communication and Capital Toward Swing Voter Cause in Regional Head Elections 2020 in Karangasem Regency, Bali

A striking swing of voters marked the 2020 Regional Elections in Karangasem Bali. The incumbent pair, Mas Sumatri and Suari, who were predicted by a survey of 53.9% to win against Dana-Dipa by 37.2% during the campaign, actually showed a crushing defeat of 43.4% and a Dana-Dipa victory of 56.6%, according to the official results from the Karangasem General Election Commission (KPU). This study examines the phenomenon of swing voters in the 2020 Regional Elections in Karangasem by raising the problem of capital factors as the cause of swing voters in the 2020 Regional Elections in Karangasem and the political communication of candidates in minimising voter swing in the 2020 Regional Elections in Karangasem. This research uses a qualitative approach through observation techniques, interviews, document studies, and literature studies in its data collection. The data were analysed using capital theory in social practice. The results of this study show that the determinant factor, namely capital, occurs in the dynamics of swing voters and political communication in the 2020 Regional Elections in Karangasem by candidates delivering their vision and mission as their political communication messages. This research contributes as a reference related to the phenomenon of swing voters and the political communication strategies of candidates who contest to minimise swing voters. COMMUNITY PARTICIPATION IN THE 2022 REGIONAL ELECTIONS IN BANDAR SETIA VILLAGE, PERCUT SEI TUAN DISTRICT, DELI SERDANG REGENCY, NORTH SUMATRA PROVINCE

The election of regional heads in Indonesia is a direct mandate of the reform movement in 1998. The election of regional heads is part of local democracy, which to realize good democracy, the implementation that can be carried out is the election of regional heads. This aims to channel the aspirations of the community to exercise their voting rights. The election of Regional Heads that is carried out directly can increase the participation of the community. However, it is not uncommon for many people to not care about the election of regional heads. Most of them are apathetic and do not find out about the future leader they will choose. This can happen because the prospective leaders promise a lot of things that can attract the attention of the public but are not implemented correctly. So that the community is disappointed and does not want to know anymore about how the leader will lead them in the future. This analysis is to find out the participation of the community in carrying out local democracy through the election of regional heads. This study uses a qualitative descriptive method. Qualitative research is an approach used to understand the phenomena experienced by the research subject, for example motivation, perception, action, and so on.

Dynamics of a Single Candidate for Regional Head Election in the Democratic System in Indonesia

As the 2024 regional head elections approach, strategies are needed to maintain the democratic system in Indonesia to anticipate the occurrence of single candidates. The trend of single candidates in regional head elections is a concern for the nation, as the world's third-largest democracy should be able to conduct competitive elections with at least two pairs of regional head candidates. Therefore, it is necessary to investigate the causes of single candidates in regional head elections in Indonesia and to develop strategies to anticipate single candidates in the 2024 regional head elections. This research uses doctrinal/normative legal research methods. The results of this study indicate the factors causing single candidates in regional head elections are: the high cost of political campaigns, high thresholds for candidacy, and the significant power of incumbents. Strategies to anticipate single candidates in regional head elections include fostering political party cadres and encouraging public participation through independent candidates.

This article aims to determine the link between ASN neutrality and the politicization of the bureaucracy in Indonesia, especially after direct regional head elections began in 2005. This change allowed serving regional heads to run for re-election, which could affect ASN neutrality and loyalty because regional heads have the authority to judge ASN performance and determining their structural positions. This research uses a qualitative approach. This research is also supported by library research, namely the study of written materials related to the research focus. The research results show that the politicization of bureaucracy that has occurred in Indonesia indicates that violations of ASN neutrality are still occurring. This can be seen from the use of state facilities, mobilization of ASN, compensation for job promotions, politicization of employee recruitment, promotion and depromotion of career positions.
