Innovative Development of Regional Industry: analysis, problems, and prospects (on the example of the Udmurt Republic)

Purpose: the study aims to analyze industrial development in the Udmurtia and propose measures to foster innovation. These efforts may enhance regional manufacturers' order portfolio and enhance the region's competitiveness both nationally and internationally.Methods: the research employs a complex of methods including factual, dynamic, causal, correlation-regression and structural analysis, alongside generalization, comparison, logical analysis, and graphical visualization.Results: the article analyzes the development of the industry in the Udmurtia, known for its strong presence in the military-industrial complex (MIC). The study delves into current industry trends, innovation indicators, and practices of MIC enterprises. It highlights obstacles to innovation and suggests measures to boost innovation, increase output volumes, and bolster the industry's adaptability to emerging challenges.Conclusions and Relevance: the regional enterprises of the manufacturing industry and MIC are the leading producers of innovation in the region. However, the proportion of innovative industrial products in the overall regional output is limited to 10%. Correlation and regression analysis showed the significance of the level of innovative activity of organizations and the share of organizations carrying out technological innovations in the effectiveness of innovative activity in the manufacturing industry. Innovation can be encouraged through various means, such as attracting investments, establishing a regional Agency for Innovation Development, digital platformization, and fostering integration among innovation entities with the help of an innovation accelerator, taking advantage of new market niche opportunities, stimulated by promoting corporate entrepreneurship. The region’s future prospects are closely tied to the development of the high-tech sector of unmanned aerial systems, what is the subject of scientific interest of the author's future research.

Offshore Wind Power Growth and Industrial Development in Emerging Markets

Offshore wind has developed significantly over the past decade, and promising new markets are emerging, such as Brazil, South Africa, India, Poland, and Turkey. As logistic transport activities increase complexities, developing regional supply chains can help to reduce costs and enhance the sector’s competitiveness. This article proposes a framework for the industrial development of the offshore wind supply chain in new markets. This study is grounded in a systematic literature review and is validated through a multi-case study, identifying key variables and factors influencing industrial growth. Adopting a process-based approach, factors and variables were modeled into a framework, encompassing the following four phases: (1) demand assessment of a new sector, (2) sectorial and industrial planning, (3) industrial development and maturity, and (4) sectorial and industrial renewal or decline. Each phase brings together a group of policies. Our findings show the policies’ interrelations. These results complement the few studies that have examined the industrial development process, providing a clear guide as to the process for the development of the offshore wind industry in specific regions. Thus, the framework provides elements that contribute as a valuable tool to the debate, structuring, and development of public policies for the industrial development of a new sector.

Exploring impact of green finance and natural resources on eco-efficiency: case of China

China ranks 160 out of 180 countries in terms of ecological efficiency, with an EPI score of 28.40 and a 10-year average change in score of 11.40. This article examines the impact of green finance and China’s natural resources on regional ecological efficiency using the Tobit regression model. The study uses the average yearly exchange rate to normalize dollar-related values and GDP to 2012 RMB using the price deflator. Variables used as explanatory tools include green financing, the availability of natural resources, and regional eco-efficiency. The results of the study imply that natural resources in eastern region of China are better managed as and have avoided the resource curse as compared to central and western regions. Resources temporarily support area economic and social growth. However, resource agglomeration locks many elements in the resource industry and degrades regional industrial development, generating environmental and social difficulties that may hinder regional economic progress. Given that Foreign Direct Investment (FDI) increases regional eco-efficiency after accounting for adjustment. The FDI positively correlated with ecological efficiency in the east zone, while central and western zones have negative correlations. The industrial development of the nation negatively impacts ecological efficiency in the East, Midwest, and West regions. Western results are distinctive, with ecological efficiency and regional economic growth frequently going hand in hand.

Research on the coupling coordination and spatial spillover effect of industrial development and environmental protection

ABSTRACT Analysing the coordination and spatial spillover effects between industrial development and environmental protection is crucial for regional sustainable development. This paper examines the spatial and temporal evolution characteristics of the coupling coordination level between industrial development and environmental protection, as well as the evolution of the decoupling type within this system. under the evolution of the coupling coordination mode and decoupling model. Additionally, it analyzes the spatial spillover effects using the spatial panel vector autoregression model. The main conclusions are as follows: First, the coordination level between industrial development and environmental protection is increasing over time in each province. Second, the decoupling status of industrial development and environmental protection shows distinct stages, progressing towards strong decoupling over time. Third, regional industrial development has a positive spillover effect on both industrial development and environmental protection in neighbouring regions, whereas regional environmental protection has a negative spillover effect on industrial development but a positive spillover effect on environmental protection in neighbouring regions. This paper suggests that provinces should focus on the synchronisation industrial development and environmental protection and implement differentiated strategies based on their specific conditions. Additionally, joint management and governance should be pursued between neighbouring provinces.

Yesterday's solution: Do national economic and technological development zones promote industrial development in typical developing regions of China?

With the proliferation of special economic zones (SEZs) among emerging economies, their mixed performance has sparked discussions on contextual heterogeneity and underlying driving mechanisms. Characterized by an outward-oriented economy and industry-city interaction, the cross-stage establishment practice of China's national economic and technological development zones (ETDZs) is conducive to expanding existing research focused on cross-country analyses of SEZs. This study constructs difference-in-differences models to analyze the influence of national ETDZs on regional industrial development in the Yellow River basin, a typical developing region in China, from 2003 to 2019, evaluating their performance under a regional balanced development strategy and a within a lagging economic backdrop. The results indicate that (1) national ETDZs do not contribute to industrial growth and even exert a negative effect; (2) while they fail to perform better over time, their spatial spillover effect slightly benefits neighboring cities; (3) an optimal economic environment and proactive policy promotion can respectively mitigate and exacerbate their negative effects; (4) the inability to attract external enterprises and achieve industrial restructuring is the primary cause of the negative effect, highlighting a mismatch and discord between the economic and policy attributes of national ETDZs and evolving contexts. Based on these findings, recommendations are proposed to cultivate SEZs as suitable policy platforms and effective economic spaces.

The study aims to analyse the main characteristics of the geological structure of the evaporite formation in the Amu Darya syneclise to expand knowledge of the geological and environmental history of the region and to identify the potential of these deposits for various applications. The methods used for this study included geological mapping, mineralogical analysis, stratigraphic analysis and geochemical research. The study identifies three distinct water-bearing horizons within the evaporite complex: Sharaplinsky, Yolotan, and Sakar. These horizons exhibit varying characteristics in terms of composition, water content, and distribution across the basin. Geomorphological manifestations, such as salt lakes and salt marshes, play a crucial role in understanding the ecological and geological history of the region. The evaporite formation holds substantial economic importance, hosting valuable resources including salts, oil, and gas. This geological structure supports regional industrial development, job creation, and overall economic growth. The study also highlights the need for further research into the geology and geomorphology of the Amu Darya syneclise to better understand the formation and dynamics of evaporite deposits and their role in the region’s current environmental and economic sectors. The study emphasizes the need for efficient technologies and methods for resource extraction and management to ensure sustainable development and minimize environmental impact. The research provides crucial data for optimizing mineral extraction strategies and developing effective natural resource management approaches. It underscores the importance of understanding the geological structure for sustainable ecological and economic development in the region. The practical significance of this study is a basis for developing more effective natural resource management strategies based on an understanding of the geological processes of evaporite sedimentation in the Amu Darya syneclise, which is key to the sustainable development of the region’s ecological and economic systems.

Talent agglomeration research within digital economy development: Trend analysis and research prospects

Talent is important for development and innovation across fields. Further, in this era of digital economy, primarily driven by modern information networks, how to attract talent and effectively leverage talent’s agglomeration effect is a crucial research topic. Thus, this paper reviewed studies from the China Knowledge Network in the Chinese Social Sciences Citation Index and from the Web of Science Core Collection. By combining cluster analysis based on keyword co-occurrence with a review of highly relevant literature, this paper determines and compares mainstream directions in both domestic Chinese and international studies on talent agglomeration effects and digital economy talent research, thereby constructing a two-dimensional analytical framework. This paper recommends four research paths for the effects of talent agglomeration, namely, talent management, enterprise–industry development, industry–regional development, and industry–regional level of talent agglomeration. Meanwhile, considering the digital economy’s key role in future national economic strategies, its human resources studies should be included in these same paths for studying talent aggregation effects. Introducing public sector strategic manement theories into research on digital-economic talent aggregation could prove an extremely valuable subject matter in the future.

The spatial effect of low-carbon development of regional industries driven by the digital economy: evidence from Chinese cities

Utilizing data that encompass municipalities and regions within China at the prefectural level and beyond, spanning the period from 2012 to 2021, this study employed the spatial Durbin model to assess the spatial spillover impact of the digital economy in propelling low-carbon advancement within regional physical industries. This investigation elucidates the spatial spillover mechanism that underlies the low-carbon evolution of regional industries catalyzed by the digital economy and offers nuanced insights. The findings delineate the following observations: (1) The digital economy propels the low-carbon progression of indigenous physical industries and stimulates the low-carbon development of proximate regions’ physical industries through discernible spatial spillover effects. (2) The spatial spillover ramifications of the digital economy manifest a substantive correlation with urban attributes, including geographical positioning, population size, and market integration levels. Notably, municipalities situated in the southeast coastal region, those characterized by larger population sizes, and those exhibiting heightened market integration levels show greater spatial spillover effects attributable to the digital economy. (3) The safeguarding of intangible asset equity property, a pivotal institutional underpinning for fostering digital economic development, amplifies the spatial spillover effect of the digital economy in propelling low-carbon development within regional industries. (4) As geographical and spatial distances expand, the spatial spillover effect of the digital economy attenuates, indicating a diminishing influence with increasing spatial separation.

On the Path of High Level Development of Tourism and Cultural Industry in Ethnic Minority Regions

Comprehensively promoting rural revitalization and focusing on promoting high-quality development is a major strategic deployment proposed in the report of the 20th National Congress of the Communist Party of China. Promoting the higher-level development of the tourism and cultural industry in ethnic minority areas is not only a concrete manifestation of implementing the new development concept and continuously consolidating the achievements of poverty alleviation, but also an inherent requirement for promoting the rapid development of the cultural industry, enhancing the country's soft power and competitiveness. It is also an inevitable choice for advancing the task of comprehensively building a socialist modernized country. However, due to multiple factors such as geographical location and historical conditions, there is still significant room for adjustment in achieving higher levels of development in the tourism and cultural industry in ethnic minority areas. This article focuses on ethnic minority areas with relatively lagging economic development in the rural revitalization strategy, studies the current development status and improvement paths of the tourism and cultural industry in these areas, comprehensively analyzes the problems and reasons faced by the tourism and cultural industry in ethnic minority areas, and proposes corresponding countermeasures and suggestions based on reality.

The impact of green finance on the development of the non-hydro renewable energy industry: An empirical study based on data from 30 provinces in China

As the global environmental pollution problem has received more attention, low-carbon development has become mainstream, and replacing fossil-fuel energy with new energy has become a general trend. Green finance, an important measure for promoting low-carbon development, is critical to the development of the non-hydro renewable energy industry. Using China's provincial panel data from 2008 to 2021, we conducted an empirical analysis to explore the impact of green finance on the development of the non-hydro renewable energy industry. We found the following: (1) Nationally, green finance promoted the development of the non-hydro renewable energy industry. (2) The mechanism test results show that green finance promoted the development of the non-hydro renewable energy industry by improving the level of scientific and technological research as well as reducing the corporate financing cost. (3) Regionally, green finance could significantly promote the development of the non-hydro renewable energy industry in energy-rich regions, while the impact was not significant in energy-poor regions. (4) Green finance significantly promoted the development of the non-hydro renewable energy industry in the inland region, while the impact was not significant in the coastal region. (5) Green finance promoted the development of wind power generation more than it did photovoltaic generation. Based on the findings, the non-hydro renewable energy industry in various regions should be developed according to local conditions, giving full play to the promotional role of green finance.

Investors can also use these results to choose the area of capital investment of their funds.

Competition and Coordination: Regional Dynamics in the Rise of China’s New Energy Vehicle Industry

Studies on China’s success in the electric vehicle industry overlook the role of regional clustering and regional electric vehicle policies in supporting sustainable production and consumption. This paper adopts a mixed-method policy inventory and analysis to examine the rise of the new energy vehicle (NEV) industry in China’s Greater Bay Area. It also systematically analyses the policies implemented by the central government, province, and cities in building a sustainable regional industry. A core dilemma is that cities are competing with one another for NEV development, yet regional industrial development requires coordination and cooperation. Examining the four policy areas of production, consumption, infrastructure support, and pollution suppression reveals that the competition among cities can be a driving force for the adoption of sustainable technology when supported by regional policy coordination.

Evaluating the potential benefits of float solar photovoltaics through the water footprint recovery period

In the context of higher demands on the development of clean energy technologies due to the issue of water shortage in China and the implementation of the 2060 carbon-neutral objective, floating photovoltaic (FPV) systems present novel opportunities for transforming the energy structure through land conservation and enhancement of power generation efficiency compared to conventional solar systems. However, there is currently a lack of comprehensive analysis on the potential benefits of FPV. Utilizing reservoir databases and employing a professional FPV system design, a methodology for determining the water footprint recovery period was introduced, which enables the assessment of potential FPV benefits. The water footprint recovery period for constructing FPV on 909 reservoirs in China was found that ranges from 1.86 yr to 10.48 yr. It is found that reservoir evaporation, latitude, and climate are closely related to the water footprint recovery period of FPV. Furthermore, by implementing FPV panels with an optimal tilt angle, covering 30% of the area in each reservoir, the annual electricity generation can amount to 1429.19 TWh, leading to savings of 5.76 billion m3 of water. This achievement corresponds to 19.41% of the national electricity consumption and a 6.86% reduction in the national residential water consumption in 2020. The overall economic benefit is 5.61 myriads RMB, equivalent to 5.76% of the national GDP. These benefits are unevenly distributed and mainly concentrated in areas with more reservoirs. The anticipated enhancement of FPV system benefits is foreseen with the ongoing development and implementation of future reservoir power infrastructure and energy storage technology. These results demonstrate the significant potential of installing FPV systems on the reservoirs in China. This study proposes a method to comprehensively evaluate the comprehensive benefits of constructing FPV in China and conduct a thorough analysis of the feasibility of FPV, which could provide reference for the development of regional industries and the achievement of sustainable development goals (SDGs).

Situating knowledge combinations beyond the factory gate: Examples from two innovation projects in rural Norway

Evolutionary economic geography considers knowledge combinations as key for explaining innovation and regional industrial development. Building on the thesis that knowledge is beneficially combined across adjacent industries, the notions of ‘relatedness’ and ‘related variety’ have spurred prolific research. In these strands of research, focus is on potential knowledge combinations, but less so on how knowledge is actually combined. The latter is primarily explained by research on knowledge bases, contributing to a processual understanding. However, knowledge and its combination processes can be better understood with an eye to its social situatedness too. Thus, we here suggest blending insights from different perspectives in the economic geography literature to provide an integrated understanding of the multi-dimensionality and social dynamism of knowledge combination. We apply this framework by investigating the role of individuals in combination processes within tourism.

Exploration and Reflection on the Construction of Intelligent Manufacturing Professional Clusters for Industrial Internet

In the trend of the transformation of the manufacturing industry towards intelligence promoted by industrial internet technology, the traditional curriculum system related to the manufacturing industry cannot meet the requirements of society and industry for talent knowledge structure and skill training, which puts forward new requirements for undergraduate major construction and development. This article relies on the advantages of the industrial internet location in the Yangtze River Delta region, combined with the needs of regional industrial development, and the problems in the current process of intelligent manufacturing professional construction. Taking the construction of the intelligent manufacturing major cluster at the Nanjing University of Science and Technology ZiJin College as an example, in response to the needs of the development of the intelligent manufacturing industry and the problems in the current process of cultivating intelligent manufacturing talents, this article focuses on the construction of the teaching staff, revision of the curriculum system, construction of scientific research and virtual simulation teaching platforms, multi-disciplinary and multi-angle collaborative education models, providing reference for the reform of applied engineering and technology talent cultivation models in the manufacturing industry in the era of industrial internet.

Research on industrial structure adjustment and spillover effect in resource-based regions in the post-pandemic era.

Resource-based regions support national economic development and are essential sources of basic energy and raw materials. In the post-pandemic era, however, there are practical situations to deal with, such as a fractured industrial chain, a weaker industrial structure, and a sharp reduction in economic benefits. Based on data collected from 68 cities in China, from 2010 to 2021, with 816 observations, this paper explores the industrial development process of resource-based regions in China and the change in the toughness of the industrial structure under the impact of COVID-19. The paper studies and analyzes industrial development trends, industrial structure toughness, and spatial spillover effects. The methods used are the Markov chain model and the Industrial Structure Advancement Index. By building the spatial Dubin model, the paper analyzes the spatial spillover effect of regional industrial development. It decomposes the spillover effect using the partial differential model based on regression. The results show that, during the study period, the comprehensive development level of industries in resource-based regions in China was slowly improving and tended to stabilize after entering the post-pandemic era. The evolution of an advanced industrial structure is significantly heterogeneous among regions, and each region has different toughness. The impact of COVID-19 has reduced the toughness of China's resource-based regions' industrial structure. The spatial spillover effect of regional industrial development is significant. Labor force, technology input, and industrial-structure optimization have different impacts on the industrial development of neighboring regions. In the post-pandemic era, China has used new management methods for more innovation. In order to achieve low-carbon, environmental protection, and sustainable development of resources, realize the rapid recovery of the toughness of industrial structure in China's resource-based cities, and reduce the impact of the COVID-19 pandemic, China proposes to expand the supply of resources, improve the allocation of resources, optimize the direction, promote the rational flow and efficient aggregation of various factors, and enhance the impetus for innovation and development.

РАЗВИТИЕ ИНДУСТРИАЛЬНЫХ РЕГИОНОВ: ДИФФЕРЕНЦИАЦИЯ ТЕХНОЛОГИЧНОСТИ И ИННОВАЦИОННОСТИ В УСЛОВИЯХ ВНЕШНЕЭКОНОМИЧЕСКОЙ НЕСТАБИЛЬНОСТИ

The development of regional industry, structural changes, industry diversification, and the transition to a new industrial level in modern conditions are limited by the strict conditions of external investment, trade, and financial sanctions. The paper aims to analyze changes in the technological effectiveness and innovativeness of regional industry, identifying trends that contribute to economic dynamics in conditions of external uncertainty and economic instability. The objectives of the study include the development and testing of a system of indicators for a comprehensive assessment of the effectiveness of industrial and innovative development of regions with different levels of technological structure (the ratio between high/medium/low technology sectors; aggregated – HT, HMT, LMT- and LT-sectors), allowing for comparative studies of regional parameters contributing to the development of the industry in the regime of external restrictions. Research methods include comparative analysis, economic and statistical methods, the use of correlation analysis, etc. The research hypothesis of the study is to substantiate different formats for the development of industrial regions, distinguished by the differentiation of the technological structure of industry, the complementarity of the economic advantages of technological sectors, which allows the region in the conditions of external destabilization to ensure the effectiveness of industrial development and innovative dynamics. As a result of the study, it was revealed that industrial regions have different technological structures and are developing at different rates; the technological competencies of the LMT sector ensure sustainable industrial dynamics in all analyzed regions, and the HT, HMT sectors ensure the preservation of innovative intensity of development. The technological and logical advantages of industries and the combination of technologically heterogeneous sectors are one of the factors that allow the region, under conditions of external restrictions, to simultaneously ensure both effectiveness and promotion of industrial and innovative development. The proposed conclusions and analytics can be used in developing regional industrial policies of the constituent entities of the Russian Federation.

The concept of regional sectoral development in modern trends of sustainability and digitalization

The article examines the main provisions of the concept of regional sectoral development in modern trends of sustainable development and digitalization, which is aimed at ensuring the competitiveness of a specific territory, self-sufficiency of specific sectors of the economy. Undoubtedly, the vectors of the digital economy and sustainable development have a direct impact on technological and innovative processes, as well as the need to transition to a new technological order in each region of Russia. The region, being a territorial natural and social complex, concentrates natural, social and economic resources. The development of regional industries takes place in the system of subject-object relations based on the theory and methodology of economic science.

REGIONAL DEVELOPMENT DIRECTIONS OF THE FOOD INDUSTRY

The purpose of the research is to clarify the directions of development of the food industry in different regions of the country. The methodology of the research - the research work is done based on the existing theoretical and methodological basis. The practical importance of the research - the results of the study can serve as a theoretical basis for future research on the problem. The results of the research - the characteristic features of the food industry of Azerbaijan were analyzed in the research work, and information about the volume and types of products produced by the food industry of the regions was reflected. The originality and scientific novelty of the research is revealed in the following provisions: 1. The optimal location of agricultural production in the country is of great importance in the direction of increasing the resource potential of economic regions; 2. In the development of the food industry in the regions, the implementation of state support in the further improvement of the supply of the population with the main food industry products, the increase of investment potential in them, the creation and development of modern and high-tech food industry enterprises are very important and have an irreplaceable role.
