Sufism and Islamic Reform in Egypt: The Battle for Islamic Tradition

One of the most important sects in the Islamic world, Sufism has had a long and active history. Yet it has been no stranger to controversy. This has been particularly pronounced in modern times, as radical Islamic groups and modernist reformers have sought to identify Sufism as a source of either unwelcome innovation or reactionary superstition. This book focuses on the efforts of the Sufis of Egypt, expressed in the writings of one of the order's sheikhs, to meet the critical challenge. The sheikh offers a vigorous defence of Sufism in the context of controversial issues such as festivals, processions, congregational invocation, and the principle of guidance by the sheikh. He also touches on broader issues such as the metaphysical status of the Prophet and the question of miracles, considering these in a characteristically Sufi light. However, he also downplays or reworks certain key elements of Sufi belief and practice in an attempt to forestall hostile criticism. In this book Dr Johansen discusses these ideas and places them in a broader context, basing his analysis on material recorded at Sufi gatherings in Cairo between 1988-90, as well as published and unpublished texts.

The Grand Vizier and the False Messiah: The Sabbatai Sevi Controversy and the Ottoman Reform in Egypt

When Sabbatai Sevi proclaimed himself messiah in 1665, many Jews throughout the Ottoman Empire and beyond abandoned their normal occupations in anticipation of a messianic age. The Ottoman authorities imprisoned Sabbatai Sevi, who ultimately converted to Islam. The Sabbatian movement has typically been analyzed as a form of Kabbalistic mysticism. Madeline Zilfi has pointed out, however, that the movement coincided with the heyday of the Kadizadelis, a rigorously anti-mystical group of Muslim preachers. The present study proposes that the collapse of Sabbatai Sevi's movement was also connected to the reforms of the Koprulu grand viziers, who patronized the Kadizadelis. In Egypt, fiscal reform was accompanied by the murder of the fervently Sabbatian Jewish community leader and the abolition of his office. Thus, a rereading of the Sabbatai Sevi affair in light of the Koprulu reforms and Kadizadeli rigor reveals it as a product of intense religious and political ferment within the Ottoman Empire, and within Egypt in particular

The paradox of Islamic activism and economic reform in Egypt

This article links Egypt's transition to democracy and a market economy to the violent unrest that the country has experienced in recent years. The article examines the Egyptian government's crackdown on Islamic activism, and argues that this action is jeopardizing the government's own efforts at democratization and economic liberalization. As the country's liberals and moderates lose confidence in the government and its program of democracy and market economics, this in turn is actually fueling Islamic militancy. The article concludes with a discussion of why this unrest and violence in Egypt concerns Canada, given growing Canadian investment interest and the Chretien Government's stated objective of promoting good governance abroad.

Institutional barriers to policy reform in Egypt: The case of the agricultural machinery industry

Abstract Economic reform has been on the Egyptian policy agenda since the mid-1970s. But progress has been slow in part due to strong regulatory and institutional obstacles. The experience of the agricultural machinery manufacturing industry displays this problem. An economic analysis of manufacturing threshers shows that while the impact of price policies was about neutral, institutional barriers effectively taxed the industry 15–22%. The greatest obstacle was access to marketing credit from the state-owned Principal Bank for Development and Agricultural Credit. Access to materials and difficulties with tax authorities also hampered the industry.

The Political Economy of Reform in Egypt

The Egyptian economy has deteriorated since the early 1980s. In response to periods of economic crisis, the International Monetary Fund (IMF), the United States Agency for International Development (USAID), and actors within the Egyptian government have been pushing President Hosni Mubarak to reform the economic system. A Reassessment of Judicial Reform in Egypt, 1876-1891

Perhaps now, two decades after the closing of the Mixed Courts of Egypt, historians can begin to clarify the critical political role which these essentially Western judicial bodies played in that country, particularly in the last decades of the nineteenth century. Westerners and even Egyptians personally associated with their operations have traditionally praised the mixed courts for their contribution to judicial modernization in Egypt prior to nominal independence in the 1920s.' Most writers, however, overlooked the early political record of the foreign-dominated system and the unsuccessful attempts to reform it before and after the British occupation of 1882. Recent research into the problem suggests that a closer look at relations between the Ottoman capitulatory regime ostensibly ameliorated by the Egyptian Mixed Court Reform of 1876 and Egypt's local secular judiciary may shed new light on the origins of nationalism under the British in the 1890s. The capitulatory accord with Khedive Isma'il which established the mixed courts after 1875 came after two decades of confusion in Egypt's secular judiciary. Especially with regard to private foreign interests, the chaos affected the traditional Ottoman capitulatory regime, which was unable to cope with the flood of European merchants and concession hunters into Egypt after 1855. Under rising pressure, old forms of capitulatory protection, in which foreigners of the same nationality could settle disputes before their consul or foreigners of different nationality could come before local authorities with an interpreter, no longer sufficed.
