Government mechanism in waste electrical and electronic equipment recycling among prospect theory and evolutionary game theory

Improper disposal of waste electrical and electronic equipment (WEEE) poses challenges for resource loss and public environmental pollution. Government policies are required to regulate WEEE recycling. To better explore the governance mechanism in the WEEE recycling network, a tripartite evolutionary game model composed of the government, recyclers, and manufacturers under bounded rationality and uncertainty was established using evolutionary game theory and prospect theory by underscoring the WEEE processing fee (WPF) exemption to adjust the behaviour of the WEEE recycling network participants. The research found that nine equilibrium points and eight possible ESSs exist and that the evolutionary stability strategies of tripartite decisions mainly depend on the trade-off between costs and revenues. Through numerical simulations, it was observed that the psychological perception of risk for recyclers and manufacturers can affect the behaviour and strategies of WEEE recycling stakeholders in uncertain environments. As WEEE recycling stakeholders increase their pursuit of safety risks, both recyclers’ and manufacturers’ willingness to engage in green behaviour is increasing. In addition, under the WPF exemption, the government can achieve the goal of encourage recyclers and manufacturers to choose green behaviour at a relatively low cost. We suggest that the government should strive to establish a stable WEEE recycling environment, establish an appropriate WPF exemption mechanism, and fully consider the cross-impact of recyclers and manufacturers to promote the green behaviour and efficiency of WEEE recycling.

Thermoplastic Electromagnetic Shielding Materials from the Integral Recycling of Waste from Electronic Equipment.

The European Green Deal's goals are anticipated to be fulfilled in large part thanks to the New Circular Economy Action Plan. It is believed that recycling materials will have a significant positive impact on the environment, particularly in terms of reducing greenhouse gas emissions and the impacts this will have on preventing climate change. Due to the complexity of the issue and its significant practical ramifications, the activity of Waste Electrical and Electronic Equipment (WEEE) collection networks is a subject of interest for researchers and managers, in accordance with the principles that recent laws have addressed in a large number of industrialized countries. The goal of this paper is to characterize and obtain composite materials using an injection process with a matrix of LDPE, PP, and HDPE, with up to a 10% addition of nonmetallic powders from PCBs and electronic parts from an integrated process of WEEE recycling. The composites present relevant thermal, electrical, and mechanical properties. Such composite materials, due to their relevant dielectric properties, may be further tested for applications in electromagnetic shielding at frequencies above 1 kHz, or for electromagnetic interference/electromagnetic compatibility (EMI/EMC and ESD) applications at lower frequencies due to their superior dielectric loss factor values, associated with relevant behaviors around exploitation temperatures, mainly for the electric, electronic, or automotive industries.

Does the circularity end justify the means? A life cycle assessment of preparing waste electrical and electronic equipment for reuse

Waste Electrical and Electronic Equipment (WEEE) pose a significant threat to the environment and public health due to the hazardous substances and the valuable and often scarce resources they contain. Policies for WEEE recycling have been adopted in most countries, while in the European Union the WEEE Directive renders preparing for reuse as a priority, although specific quantitative targets have not been imposed so far. Preparation for reuse to be effective requires improved WEEE collection networks and additional infrastructure, such as sorting and repair centres, all of which consume energy and materials, which also have environmental impacts. Moreover, refurbished appliances may be less energy efficient and there is a need to assess whether this benefit justifies the preparation for reuse burdens. The aim of this study was to investigate, under real-life operating conditions, whether the life cycle environmental impacts resulting from the preparation for reuse of WEEE are offset by the benefits of avoiding a new product purchase, which may have a lower energy consumption during its use lifespan. Data for desktops, laptops, monitors, printers, smartphones, and vacuum cleaners were collected from the two full-scale sorting centres in Greece, and life cycle assessments were performed. Results indicate that repair and reuse of smartphones leads to a reduction of their environmental impacts up to 25 %. To a lesser degree, laptops, desktops, and monitors, lead to reduce environmental impacts from −1.4 % to 19.2 %. For printers, the reductions are almost negligible, from 0.3 % to 3 %. On the other side, the repair and reuse of vacuum cleaners resulted in an increase of almost all their environmental impacts instead, even more than 70 % for marine and freshwater eutrophication. These findings can be used to the policy discourse for specific preparing for reuse targets and to inform decision-making. This could lead to prioritising specific categories for repair such as smartphones while avoiding specific WEEE categories from preparing for reuse such as vacuum cleaners and instead promote their substitution.

Environmental and Social Life Cycle Assessment of Waste Electrical and Electronic Equipment Management in Italy According to EU Directives

The current Waste Electrical and Electronic Equipment (WEEE) management system of the European Union to be applied in all member states was introduced in 2002 by the first WEEE directive (2002/96/EC). Since the beginning, the system was intended to improve the management of WEEE and promote circular economy principles in the sector. This study aims at evaluating the environmental and social impacts of the WEEE management system in Italy, with a special focus on collection and recycling in Campania Region (the third more populated Italian Region, Southern Italy). The Life Cycle Assessment (LCA) is jointly applied with the Social Life Cycle Assessment (S-LCA). All five categories of WEEE (R1 to R5) are considered in the assessment. The LCA results show that the extraction of metals and materials from 1 tonne of WEEE collection and recycling generates much lower environmental impacts than the extraction and refining of an equivalent amount of virgin resources. In particular, the results of the environmental LCA highlight that the treatment of 1 tonne of WEEE collected in the Campania Region provides the opportunity to recover several metals such as Aluminum, Iron, Steel and ferrous materials, Copper, Nickel, Lead, and precious metals (Gold, Silver, and Palladium). According to S-LCA, the collection and recycling of 1 tonne of WEEE provides positive impacts to the investigated sub-categories of recipients (i.e., local community and society), except in some cases where the collection may potentially generate negative impacts, expressed by a lower “safe and healthy living conditions” indicator in the local community sub-category. In particular, much more must be done to support small Municipalities towards better collection procedures and integration within the largest Regional and national WEEE valorization networks. Solutions are suggested to improve the transition of the WEEE management system towards a more just environmental and social circular economy model.

Circular Economy Management of Waste Electrical and Electronic Equipment (WEEE) in Italian Urban Systems: Comparison and Perspectives

This study evaluates the current collection and recycling of Waste Electrical and Electronic Equipment (WEEE) in Italy by means of the analysis of national and regional data from EUROSTAT and the Italian WEEE Coordination Centre database, as well as through qualitative interviews with key stakeholders of the WEEE management system of the Campania region (Southern Italy). Urban systems, among which the metropolitan city of Naples in the Campania region, are the main users of Electrical and Electronic Equipment (EEE) and, as a consequence, the main generators of WEEE, which must be managed and recovered properly in order to prevent the loss of valuable resources and the associated environmental impacts. In addition to analysing the current state of WEEE collection and recycling in Italy and its regions and urban systems, the study aims to improve our understanding of the WEEE reverse supply chain and the main barriers and drivers to collection and recycling. The results reveal that the main barriers to the collection/delivery/recycling of WEEE resulted in the low awareness of the citizens about the importance of WEEE recovery, the lack of trust towards administrators, the lack of certified first treatment plants, the aversion of the citizens to the opening of new plants due to past inefficient solutions in solid waste management, the exploitation of high value materials only (so-called “cannibalization”, the illegal trade of WEEE, the influence of the market on the valorization of secondary materials), and, finally, the dominance of economic efficiency over the proximity advantage for the disposal of solid waste. On the other hand, the main drivers for collection emerged to be the adoption of education programmes in schools and constant communication campaigns directed to citizens in order to improve WEEE collection and recycling behaviour; the adoption of economic and non-economic incentives; the availability of municipal collection points (ecological islands) and other collection centres characterised by easy access by citizens for the delivery of their WEEE.

Improving the WEEE recycling fund system in China: Multi-objective decision-making model based on EPR system

China has established a government recycling fund system based on the principle of extended producer responsibility (EPR). The principle of EPR is the key to the sustainable development of waste electrical and electronic equipment (WEEE) recycling. The implementation of the recycling fund system has been facing major problems. This article proposes a plan on refining the producer's recycling target to improve the current fund system in China. With the aim to maximize the amount of WEEE recycling, minimize the overall producer's recycling cost, and providing the best supports to the recycling industry, a multi-objective decision-making model is constructed to identify the optimum producer's recycling target for WEEE. Data from the recycling fund system and EPR pilot project of the Ministry of Industry and Information Technology are used to test the model. The results show that, under the condition that the amount of recycling is equal to the current level, the levy of recycling fund can be reduced by 20%, which can effectively drive the producers to take more responsibility in the collection and recycling of their end-of-life products. The multi-objective decision-making model for producer's recycling target provides a basis for the adjustment of China's WEEE recycling fund system policy, which will alleviate the challenge at present, and involve more producers to devote in collection systems. It also shows the alternative solution for EPR in non-fund business models in the recycling industry.

Reverse Chain for Electronic Waste to Promote Circular Economy in Brazil: A Survey on Electronics Manufacturers and Importers

Government requirements for the management of waste electrical and electronic equipment (WEEE) by electronics manufacturers and importers has raised some difficulties in structuring the reverse chain of WEEE in Brazil, notably due to the territorial extension of the country. The need to implement circular economy practices (CE) in the reverse chain of WEEE has been acknowledged as a key requirement for sustaining the international competitiveness of Brazilian companies. In this context, this study sets up to evaluate the flows of the reverse chain of WEEE, aiming to promote CE as well as its actions for the recycling, reuse, remanufacturing, and reduction of WEEE in Brazil. The study identifies and characterizes key manufacturing decisions for developing waste management capabilities, including the need for waste management responsibilities for installing and operating the collection points and transporting waste to recyclers. Likewise, the study highlights the relevance of the adoption of strategies for selling recycled materials to the secondary market, along with reusing and reducing the use of virgin materials. Initially, the managerial strategy is based on recycling and remanufacturing actions due to short-term monetary revaluation, in addition to the immediate resolution of the complex problem. It should be noted that the decision to outsource WEEE management does not exempt the manufacturer from reusing and reducing material consumption, an important contribution that must be taken into account in organizational practice, beyond the immediate resolution of the complex problem.

Different Strategies and Management between Countries towards Waste Electrical and Electronic Equipment (WEEE) to the Realization of Sustainability

As one of the major waste streams towards the global environment, waste electrical and electronic equipment (WEEE), also called e-waste, is a huge problem needed to solve. Different countries are using various types of strategies and management to ensure the WEEE is limited to the minimum effect on the environment. Using China and the United States as the typical countries to disclose the action different countries have taken towards the management of e-waste. The legislations of e-waste policies are implemented in many countries which the major e-waste produced countries are considered in this paper to form the comparison between those countries. Most countries in Europe are showing more attention towards the management of WEEE and countries such as India or Brazil are less focused on the recycling of WEEE. The major e-waste produced countries tend to have more moderate management to balance the economy and the environment.

An Expert Decision-Making System for Identifying Development Barriers in Chinese Waste Electrical and Electronic Equipment (WEEE) Recycling Industry

Waste electrical and electronic equipment (WEEE) has become one of the fastest growing waste streams around the world, putting tremendous pressure on the environment, resources, and public health. A practically driven question about how to promote the development of the WEEE recycling industry plagues many countries, especially in developing economies such as China. This study uses an expert decision-making system based on the fuzzy Delphi technique and improved Decision-Making Trial and Evaluation Laboratory (DEMATEL) method to identify the critical barriers and their cause–effect relationships in the Chinese WEEE recycling industry. First, using the fuzzy Delphi technique, we find that nine barriers significantly impact the development of the Chinese WEEE recycling industry. Then, three critical barriers which include the implementation of policies and regulations, qualified disassembly, and unqualified disassembly are identified by employing the improved DEMATEL method. Furthermore, implementation of policies and regulations belong to the cause group, and the other two barriers belong to the effect group. Finally, some practical implications are proposed to promote the sustainable development of the Chinese WEEE recycling industry. To be specific, the Chinese government should optimize the implementation details of the e-waste take-back legislation, establish a flexible reward–supervision–penalty mechanism to support the formal collector, and improve the collection efficiency. The results of this paper are of value to firms that participate in WEEE recycling and to the government that aims to promote the sustainable development of the WEEE recycling industry.

Household E-Waste Management: A Case Study of Wroclaw, Poland

Improper collection and processing of waste electrical and electronic equipment (WEEE) pose a serious threat to the environment and prevent the recovery of valuable materials. Due to the decreasing availability of resources and production materials, the relevance of WEEE recycling has increased. WEEE should be seen as an important source of raw materials for European economies. Moreover, e-waste recycling has a positive impact on the environment by limiting energy use and CO2 emissions during ore processing. The objective of this study was the analysis of the product use times, the reasons for purchasing new devices, and the consumers’ behavior, knowledge, and awareness concerning WEEE collection and treatment. This study discusses these issues based on a survey on electronic waste management in Wroclaw (Poland). The results from 495 questionnaire respondents indicated a shortening use time of many types of electronic and electric equipment (EEE). The “failure of the device” was the primary reason respondents replaced their products. It was indicated by 90% of the respondents. In many cases, the repair of devices was unprofitable. The most important factor determining the purchase of new devices was their price. The environmental factors, mainly those giving economic benefits, were also considered. Despite the implementation of the extended producer responsibility, the functioning model of WEEE collection has proven to be ineffective. A significant amount of small WEEE ended up in waste bins. For this reason, the willingness of residents to pay an additional fee for WEEE collection was also estimated. The results indicated that campaigns to increase residents’ awareness of WEEE management should continue.

An overview study on management and implementation of WEEE in China.

Waste electrical and electronic equipment (WEEE) which contains various valuable and harmful materials is an inevitable waste in modern society. In order to resolve the pollution problems associated with WEEE treatment, a WEEE management system has been established in China. The main role of importers and manufacturers of electrical and electronic equipment (EEE) is to pay the treatment fees to facilitate the WEEE recycling in China. The announced treatment and subsidy fee is given by set, not by the weight of WEEE. There is no lesser green treatment fee for the producers which can produce environmentally friendly EEE in China. Also, the recovery of refrigerants from the foaming agent of refrigerators is not required in China. In total, 45 million sets of recycled WEEE were certified in 2020, a year that contains the most updated data. Among them, 48%, 14%, 20%, 10% and 8% are for TV, refrigerator, washing machine, computer and air conditioners, respectively. The spatial analysis indicates that the WEEE recycling activities are mainly concentrated on the mid-east and east regions of China. It also can be concluded that the certified amount of each province has higher positive correlation with provincial population than provincial GDP per capita and green recovery rate. It also clearly notes that the amount of recycled air conditioner is the lowest for each province. Thus, more effort should be conducted to increase the recycling of scrapped air conditioner in China.

Prediction of WEEE Recycling in China Based on an Improved Grey Prediction Model

Accurate waste electrical and electronic equipment (WEEE) recycling forecast is an essential reference for optimizing e-waste industry layout and division of labor policies, conducive to better guiding enterprises’ recycling activities and improving the efficiency of WEEE recycling in China. The nonlinear grey Bernoulli model (NGBM (1,1)) was constructed by analyzing the recycling data characteristics of WEEE from 2012 to 2020, and a particle swarm optimization (PSO) algorithm was introduced to solve the model parameters and optimize the background value coefficients. The prediction results were compared with other grey prediction models to verify the effectiveness of the improved NGBM (1,1) model for WEEE recycling prediction in China and the applicability of the PSO algorithm for improving the prediction accuracy of each grey model. Statistical data were used to forecast the WEEE recycling volume in China from 2021 to 2023, and the results show that the value of WEEE recycling will continue to grow at 9%. The value of recycling will reach 16 billion yuan by 2023, while the quantity of WEEE recycling will see a slight decline. Based on the calculation results, the WEEE recycling industry development trend is predicted to guide the promotion of the WEEE industry recycling program and the national circular economy program.

What drives WEEE recycling? A comparative study concerning legislation, collection and recycling.

Waste electrical and electronic equipment (WEEE) has been rising worldwide, and its improper management incurs in economic losses and environmental damage. To provide a better understanding of the forces that drive the management of WEEE, economic and political roles are discussed by comparing the WEEE recycling system of Brazil and Australia. Additional insights about the recycling systems were gathered from interviews with recyclers of both countries (in-loco visits and online/phone surveys). Previous studies show that both countries act as first stage recyclers, dismantling WEEE to ship their valuable components for international recyclers (such as printed circuit boards) while keeping less valuable material (such as polymeric and ferrous pieces). Australia has defined the responsibilities of most agents involved in the WEEE management and recycling setup, while Brazil inadvertently has left the system to be defined through free market regulation. As Brazil recently signed a reverse logistic agreement, there is an important opportunity to channel WEEE into formal routes and implement improvements in the entire recycling system (some suggestions are provided). Australian recyclers were found more organised in their disassembly lines, and some characteristics of the Australian model can be adapted for the Brazilian benefit. In conclusion, economic factors will drive first stage recycling (where labour wages are a small fraction of the total costs) and international downstream recycling, while a political framework is necessary to establish a comprehensive collection system, first stage recycling (where wages are representative) and domestic downstream recycling, given these are generally non-profitable activities in the short term.

New Models to Reduce the Health Risks of Informal WEEE Recyclers in MTN Phone Village, Rumukurushi, Port Harcourt, Nigeria.

Waste electrical and electronic equipment (WEEE) management in Port Harcourt, an oil-producing city in Nigeria, has become an environmental challenge for the location. WEEE recycling is predominantly managed by informal recyclers, who lack the skills to perform risk-free recycling, hence raising health risks to individuals in associated communities and degrading the environment. Formal recycling, which embraces the best practices for effective WEEE management, is faced with several limitations, such as a lack of detailed guidelines on waste recycling, reuse, and final disposal techniques, with no opportunities for landfilling. A qualitative approach was adopted for this study. Data were gathered via questionnaires and analysed graphically. A background literature review of the assessment of informal recycling methods and associated challenges was performed. Hence, a new concept for the local management of WEEE processing was introduced. This concept limits the role of informal recyclers to WEEE collection. In this case, informal recyclers are paid for WEEE collection; they no longer engage in further WEEE processing. The results show that 48% and 40% agree to partner and collaborate with government agencies, respectively. Conversely, 52% and 40% agree and strongly agree, respectively, to limit their activities to WEEE collection only if the government is willing to pay for the services.

The impact of government intervention measures on recycling of waste electrical and electronic equipment in China considering consumer decision

The Chinese government introduces a series of intervention measures to promote the collecting and recycling of waste electrical and electronic equipment (WEEE). However, under the current government intervention measures, the enthusiasm of stakeholders to participate is not high. Therefore, it is necessary to study the evolution of each stakeholder's willingness to participate under government intervention measures. This paper regards consumers as the stakeholder to construct a four-party evolutionary game model composed of the government, consumers, the collector, and the recycler and studies the dynamic evolution strategy of each stakeholder and the stable strategy of the evolutionary game model. The results indicate that providing incentive measures may not necessarily enable stakeholders to participate in the collecting and recycling of WEEE. In addition, even if no incentive measures are given, as long as the government strictly supervises and takes severe penalty measures, this also can enable consumers, the collector, and the recycler to participate in the collecting and recycling of WEEE. This paper provides a theoretical tool for the government to formulate a reasonable government intervention mechanism and also provides reference and guidance for other countries with a low WEEE recycling rate to improve their own intervention measures.

Waste Electrical and Electronic Equipment Reutilization in China

Waste electrical and electronic equipment (WEEE), also called electronic waste or e-waste, the core of “urban mining”, is attracting more and more attention to its pollution control and circular recycling. Hence, we defined WEEE, preliminarily discussed its history in China and pointed out that China has made great achievements in WEEE circular reutilization and pollution control. Meanwhile, we analyzed the four levels of circular WEEE recycling: repair, reuse and remanufacture, waste-to-materials, waste-to-products and waste-to-energy, and also put forward questions during this process. Moving forward, WEEE management will turn to intelligent management targeted on hazardous waste and other pollution, not merely the guidelines. Meanwhile, WEEE technology will transfer to value-added and automated reutilization, not just simple dismantling.

Study on complex dynamics for the waste electrical and electronic equipment recycling activities oligarchs closed-loop supply chain.

Nowadays, with more and more WEEE (waste electrical and electronic equipment) being abandoned, WEEE recycling activities are increasingly popular. In this paper, we build a closed-loop supply chain model and focus on the recycling behaviors of the members in this supply chain, which contains two manufacturers, the retailer, and the consumer. In the reverse chain, we set up dual channels and design two recycling methods: sell-back method and trade-in method. We use classical backward induction to run the model. And then we analyze the stability of the system and the impacts of some essential parameters by numerical simulation. The speed of the manufacture's decision adjustment has a significant effect on the stability of the model. Manufacturers should adopt a stable rather than radical price adjustment strategy in order to achieve stable profit growth in the whole supply chain and avoid a chaotic price war. Manufacturers should increase innovation investment in recycling technology to reduce the cost of remanufacturing products and improve the initiative in market competition. In the end, we adopt the parameter control method and the decision-making method to control chaos, and they both have a good control effect.

Economic potential of recycling e-waste in India and its impact on import of materials

The circular economy promotes recirculation of materials for pollution prevention and secondary materials management. The e-waste generation poses a severe threat to the environment. It can also become an urban mine for the future supply of resources from its rich repository of precious and critical raw materials. Extended Producer Responsibility (EPR) can be one of the instruments to tap the secondary raw materials embedded in waste electrical and electronic equipment (WEEE) stream and to overcome future supply chain-related risks. The present study estimates the e-waste generation in India using market supply method combined with substance flow analysis to quantify the common, precious, and critical raw materials embedded in WEEE and further determines their recovery economic potential. Moreover, it discusses the impact of WEEE recycling on the import of common, precious, and critical raw materials. It is the first study to consider the case of WEEE management in India to determine its recovery economic potential. The analysis reveals that the recycling of WEEE can fulfil the demand of a Platinum group of metals for the electronics industry. The maximum amount of critical raw materials has been found in television sets. WEEE recycling can reduce dependency on importing critical raw materials such as antimony from other countries. Therefore, the study would be helpful for policymakers as well as supply chain actors like recyclers to understand the recovery economic potential of combined common, precious, and critical raw materials.

Exploring influencing factors of WEEE social recycling behavior: A Chinese perspective

Recycling of waste electrical and electronic equipment (WEEE) reduces the waste of resources, environmental pollution, and human health risks. WEEE recycling involves multiple stakeholders and a complex array of interacting factors that influence the behavior of those stakeholders. Identifying the key influencing factors for these stakeholders helps in the effective development of the WEEE recycling industry. Most previous research has only considered the perspective of consumers, however, this study considered the influencing factors for four key stakeholders: manufacturers, consumers, recyclers and disposers, and the government. The Decision Making Trial and Evaluation Laboratory (DEMATEL) model was used to determine the main factors affecting the typical social recycling behaviors in China. The results show that the most critical influential factor is the government policies that promote WEEE recycling (incentive), whereas the most important centrality factor is the producers that take responsibility for recycling. The disclosure of the environmental product information by manufacturers is the least important influencing factor in the system, which is contrary to conventional understanding. Although the government plays a powerful role, the production, recycling, and processing companies constitute central links in the entire WEEE recycling industry and are therefore important. These results are helpful in formulating relevant policies and affecting the behavior of relevant stakeholders.

How to motivate the producers’ green innovation in WEEE recycling in China? – An analysis based on evolutionary game theory

In an effort to regulate waste electrical and electronic equipment (WEEE) recycling, the Chinese government has issued China-WEEE regulations and a fund policy. In accordance with the 2012 fund policy, the government collects funds from producers and subsidizes recycling enterprises. However, this policy has encountered difficulties. The 2016 White Paper on WEEE Recycling, Treatment and Reuse states that while the funds collected from producers were 2.61 billion Yuan, the subsidies provided to recycling enterprises were 4.714 billion Yuan, which is a gap of 2.104 billion Yuan. In addition, this policy did not incentivize producers to invest in WEEE recycling. Our paper aims to answering the following questions: (1) What is the impact of the current WEEE processing fund policy? (2) How can producers’ green innovation in WEEE recycling be promoted? We use evolutionary game theory to investigate the strategies used by producers and recyclers and explore their evolutionary behaviors under two policies: the 2012 fund policy (the current policy) and the Fund Relief Policy (a newly designed policy). The results indicate that the Fund Relief Policy can motivate producers’ green innovation behavior, improve the profitability of recyclers, and alleviate the financial pressure on government to a certain extent.
