Knowledge and Technology Transfer: Trends and Models in Practice of Leading Russian Universities

The research deals with identification of key trends and models of new practices of the leading Russian universities in the fields of knowledge and technology transfer. Topicality of the research is envisaged by the necessity to adapt the system of higher education in Russia to targets of providing technological sovereignty and leadership, which requires introduction of universities in processes of knowledge and technology transfer, as well as commercialization of innovation. The research used methods of substantial analysis of documents demonstrating the experience of leading Russian universities in the field of knowledge and technology transfer, as well as modeling methods as applied to processes of interaction between universities and industrial partners and assessing university potential in the field of innovation activity. As a result key trends of organizational transformation of universities in the field of knowledge and technology transfer were identified: developing mechanisms of accumulating potential results in intellectual activity; building ecosystem for transfer and commercialization of scientific innovation; extending cooperation with industrial partners in promotion of results of intellectual activity to real sector of economy. Apart from that 4 key models of university and industrial partner interaction were found in the field of knowledge and technology transfer (R&D order, R&D proposals, start-up promotion and joint enterprise setting up); the concept of transfer funnels was presented to describe processes of project selection, researchers and R&D orders; the model of estimating potential of universities in the field of knowledge and technology transfer was worked out, which gives an opportunity to find the current standing of the university and trajectory of development strategy. The article also shows the promising trends in innovation activity of universities with regard to present day’s goals of scientific and technological development of the country.

Оценка эффективности закупочной деятельности предприятия

The article examines the existing methods of evaluation of procurement activity, their features and applicability. The authors identify the directions of their improvement and propose the author’s methodology for assessing the efficiency of procurement activities based on 30 indicators distributed in such blocks as finance, work with suppliers, personnel and logistics. Methodology also involves the calculation of a complex indicator, which aggregates these aspects and allows to assess the procurement activity of a particular enterprise and the effectiveness of measures to optimize it. During the course of the study the results of approbation of the methodology on the example of procurement activities of the company of the real sector of economy and recommendations for its improvement are given, illustrating the applicability of the methodology in the organization and optimization of procurement activities. In addition, it describes the experience of automating calculations according to the proposed methodology in the MS Excel program for ease of use in production conditions.

Sustainability of the real sector of the Russian economy: Economic security and sanctions realities

Aim. To investigate the essence of the real sector of the Russian economy and identify the features of its impact on achieving economic security under sanctions.Objectives. To determine the essence of the real sector of the economy and assess its contribution to the stability of the national economy under sanctions; to identify the stages of development of the real sector of the Russian economy; to form an approach to regulating the real sector in the context of achieving economic security.Methodology. The research uses methods of comparative, structural, functional, and historical (retrospective) analysis, as well as tools of systemic and institutional approaches.Results. The real sector of the economy includes the production of goods and services, its functioning is associated with the creation of new value. This distinguishes it from the virtual and financial sectors where real, tangible goods are not created and where, in fact, the product formed in the real sector is redistributed. In crisis conditions, the developed real sector serves as the basis for the functioning of the economy and the satisfaction of basic economic needs, its stability determines national economic security.Conclusions. In modern conditions, characterized by sanctions pressure on Russia from unfriendly countries, the real sector of the economy plays an important role in ensuring the stability of the country’s economy as a whole. Its dynamics largely determines protection against traditional and new (sanctions-related) threats and risks to economic security. At the same time, there is a need for government support and regulation of the development of the real sector, which is associated with many different difficulties. To increase the effectiveness of this regulation, a permanent search for a balance between the use of planned and market instruments is required, the development of a mixed system of economic regulation that combines the tools of market and planned approaches. This will make it possible for the state to flexibly and adaptively manage the process of ensuring national economic security.

The impact of unconditional cash transfers on enhancing household wellbeing in Pakistan: evidence from a quasi-experimental design

Cash transfer programs have emerged as potent tools for alleviating poverty and enhancing the living conditions of the most deprived households in developing nations. Such initiatives have now become integral components of social protection systems in many developing countries, including Pakistan. Evaluating the efficacy of these safety nets is crucial to comprehend their value in terms of public expenditure. This research employed a well-being index to gauge the impact of unconditional cash transfers on the socioeconomics of recipients. By employing three rounds of the BISP impact assessment survey conducted in 2011, 2016, and 2019. The study measured the overall impact of cash transfers on well-being by utilizing Principal Component Analysis in conjunction with a Difference-in-Differences Quasi-Experimental design over the years. The findings of the study indicate that between 2011 and 2016, the socioeconomic status declined for both treatment and control groups, but the reduction was less pronounced among those who received treatment compared to the control group with insignificant. From 2016 to 2019, there was a marginal positive increase in socioeconomic status, although it was of insignificance. Overall, the well-being of both the control and treatment groups decreased from 2011 to 2019, with a slightly more pronounced improvement observed in the treatment group. This trend suggests that the impact of the BISP unconditional cash transfer program had a limited effect on altering the well-being of the beneficiaries. The lack of substantial impact from the BISP’s cash transfers on household well-being can be attributed to factors such as inflation, unemployment, economic slowdown, payment challenges, insufficient funding, and gaps between installments. The government of Pakistan should reconsider the substantial investment in BISP within the context of value for money. It is advisable for the government and policymakers to channel this substantial investment into income generation, capital asset development, microbusinesses, climate-resilient agriculture, and livestock in order to stimulate the real economy sectors.

Policy of Small Town Development: Lessons of Overseas Experience for Russia

The article studies the world experience in pursuing state policy of space development in remote territories and small towns in Germany, Japan, Poland, Slovenia, Check Republic and Italy. The article describes experience of these countries in developing territories characterized by depopulation, reducing real sector of economy and jobs, declining standard of living, rising costs of social infrastructure. It also analyzes dynamic of priorities in policy of territorial development depending on predominant academic concepts: from policy of leveling-up, developing endogenous factors of territories (policy established in the spot) to policy beyond growth limits. Negative experience of developing Check municipalities was shown and results of certain stages of policy in countries that could not reach the set goals were highlighted. On the basis of the analysis some common approaches were found, as well as tools, which proved their effectiveness in testing this experience for small towns in Russia. By analyzing practices of six overseas countries the author came to the conclusion that small towns often experience after-effects of urbanization, such as population outflow, its aging and economic stagnation. The most important conditions of pursuing state policy on such territories are as follows: search for finance sources for their support, maintenance of infrastructure and improvement of quality of state service rendering and creation of sources of endogenous development. Today we can observe the development of such concepts as ‘The Slow Town’ (Italy), ‘Life beyond Growth’ (Japan) that aim at shaping living conditions for people focusing on benefits of remote territories. At the same time trends of developing small towns advance specific requirements to implementing state branch policies, in particular, in the field of education, public health service, to new formats of rendering basic services, including remote territories in conditions of their low budget support.

Peran KNEKS dan Master Plan Ekonomi Islam Indonesia

The National Committee for Sharia Economy and Finance (KNEKS) is an independent non-structural institution established in 2016. KNEKS has a focus on making economic development efforts to support the improvement of economic growth and the quality of its human resources. The National Committee of Finance and Sharia (KNEKS) is mandated to expand, and advance the development of the Islamic economy in order to support a development. This research uses qualitative methods by applying qualitative descriptive methods. At the Plenary Meeting of the National Committee for Sharia Finance (KNKS) on February 5, 2018, the President of the Republic of Indonesia directed KNKS stakeholders to prepare a Sharia Economic Master Plan that focuses on the development of the real sector of the Islamic economy or known as the halal industry. This is done to encourage the development of Islamic finance that supports national economic development. The role of Islamic finance cannot stand alone without the development of the real sector. Therefore, it is considered necessary to compile an Indonesian Sharia Economic Masterplan that can be a reference in the development of the Islamic economy in the country.

Assessment of the industrial potential of Russia's industrial regions: Economic security

Subject. This article discusses the issues of ensuring economic growth, rational use of production assets and labor resources. Objectives. The article aims to analyze the trends in the implementation of the industrial potential of some regions of Russia for the period 2017–2021. Methods. For the study, we used a statistical analysis. Results. The article breaks down Russian regions by level of industrial potential. Particular attention should be paid to such industrial policy instruments as an active reduction in imports, attracting domestic and foreign investment. Relevance. The results of the study can be used to design a long-term programme for the development of the real sector of the Russian economy.

Forecasting the future: applying Bayesian model averaging for exchange rates drivers in Ghana

ABSTRACT Exchange rate forecasts and stability have been a challenge for developing economies. This study analyses the possible exchange rate predictors in Ghana that are needed for policymaking. We perform an out-of-sample exchange rate forecast for the Ghana Cedis (GHS) per the United States dollar (USD) and the Euro (EUR) and the nominal effective exchange rate (NEER) using the Bayesian model averaging for 1, 3 and 6-month horizons. We observed that domestic predictors largely drive the exchange rates in Ghana with the stock market index and fiscal operations exhibiting the strongest predictive power followed by the Taylor rule, and the real economic sector. Moreover, there is an international spillover from the US economy to Ghana’s exchange rate. Finally, we noticed that forecast accuracy improved at the 3-month-ahead.

Issues of productive employment of rural population of the Republic of Kazakhstan

The goal is an integrated approach characterizing the state of labor resources in agricultural sector of the Republic of Kazakhstan; identifying the main problems and ways to solve them to increase employment and well-being of rural residents. Methods – monographic, economic-statistical, abstract-logical, qualitative and quantitative methods of scientific research. Results – based on application of economic-statistical method, it is noted that provision of personnel to agricultural sector of the republic’s economy is unsatisfactory in terms of both quantitative and qualitative indicators. Foreign experience in supporting labor activity in agriculture has been studied. The issues of implementing state programs for sustainable development of agro-industrial complex of Kazakhstan are analyzed. The dynamics of changes in labor force nationwide by gender and age for the period from 2019 to 2023 are presented. The level of wages in agro-industrial production is shown in comparison with other sectors of economy. The authors provide data on shortage of labor reserves at the average and managerial level of agricultural enterprises. Trends in the number of employed people and reasons for the outflow of young personnel from rural areas have been identified. Proposals have been developed to increase the number of people employed in agricultural sector of the republic. Conclusions - scientific results obtained during the study can be used to develop and implement various government programs aimed to increase employment, level and quality of life of rural residents of Kazakhstan. The efficient use of human capital contributes to the growth of labor productivity in rural areas. The expansion of rural employment in modern conditions is associated with development of the real sector of economy and small businesses, industry diversification, use of various types of agribusiness, primarily processing, tourism, service sector, and alternative activities of economic entities.

Peculiarities of Translating an Oral Text in the Field of Neuro-Legal and its Transformation into Written Text

Due to the practical usage of neuro-technologies in all areas of our life, lawyers make attempts to provide a legal definition of such a philosophical category as mind, which expresses the highest type of thinking activity, and to develop legal norms and standards in this field. The area of law that deals with the impact of neuroscience discoveries on the regulation of social relations is referred to as neurolaw. This branch of law is considered to be interdisciplinary establishing close connections with a spectrum of sciences such as neuropsychology, neurogenetics, neurobiology, neurosociology and many other neurosciences and links a brain with law. As a result this area of law often employs categories and concepts of those sciences. This is a reason for legal terminology in this field of law to be constantly broadened. New legal terms are of great interest to translators who create and analyze conceptual fields in the area of “neuro-law”. For translators it is a real challenge to deal with specialized legal texts when they can apply not only their translation skills, techniques and methods but also their knowledge in a particular field of neuro-technology application in the real sector of economy. The author of the article makes an attempt to reveal the peculiarities and features of translation of the texts which deal with human body enhancement technologies and legal issues related to their application. New legal terms and concepts are of great interest to understand a developing area of law.

Directions of Fiscal Policy Transformation in the Crisis Period of Economic Development of Ukraine

"The purpose of the study is to determine the directions of transformation of the country’s fiscal policy at the expense of the main fiscal sources during the crisis period. The methods of analysis, interpolation, probabilistic analysis, entropy estimation and entropy production were used during the research. The article presents the results of the assessment of the dynamics of the main fiscal indicators of Ukraine in two time frames for the period 2011-2020 and for the period 2011-2022. It was determined that the expansion/ extension of the period of assessment of the dynamics during the crisis of 2021-2022 made it possible to identify qualitative changes in the dynamics of fiscal indicators while maintaining their cyclicality. Such changes are especially destructive in the real sector of economy, which has led to a significant increase in the level of uncertainty of all fiscal indicators. Based on the results of the analysis of entropy production in the system of connections between fiscal indicators, directions for mitigating crisis phenomena in the economy of Ukraine are proposed. In particular, a change from a restrictive fiscal policy to a discretionary (stimulating) one and an increase in public expenditures aimed at stimulating the development of the real sector of the economy and consumption, which will determine positive economic dynamics with a lag of 9 months, are recognized as expedient."

Determinants of investment activity of Russian companies in the real sector under financial constraints.

The level of accessibility to various sources of financing plays a crucial rolein formation of an investment strategy. The purpose of the article is to identify and analyse factors influencing the volume of investment expenditures of public Russian enterprises in the real economic sector with consideration to the degree of financial constraints. The research is based on division of companies into more and less financially constrained. The following characteristics were chosen as criteria for segmentation: size, age of the business and placement of corporate bonds on the exchange. A regression analysis specified similarities and differences among determinants of investment activity of more and less financially constrained companies. The key common factor that has an impact on this characteristic of organisations in both groups is investment expenditures of the previous period. Investments of more financially constrained companies have shown a strong dependence on indicators of current cash flow and capital structure. At the same time, the volume of expenses of less financially constrained companies is more influenced by the indicator of accumulated tangible assets. The results of the research may interest enterprises in the real sector when assessing the degree of their financial constraint and determining the volume of investment expenditures.

The impact of cash flow forecasting errors on the accuracy of business value estimation

Aim. To assess the impact of cash flow forecasting errors on the accuracy of business value estimation and to develop a methodology for applying the income approach to business valuation, aimed at reducing these errors and improving the accuracy of business valuation.Objectives. To systematize external and internal factors of cash flows of enterprises of the real sector of economy; to give a qualitative assessment of the impact of large-scale hard-to-predict negative events — the so-called black swans — on cash flows, business value and to determine the requirements to the qualities of a modern manager necessary for effective work in conditions of non-stationary impact of hard-to-predict large-scale external risks; to assess the impact of errors in cash flow forecasting of the post-forecast period on the result of business valuationMethods. On the basis of the system approach the author applied quantitative methods of time factor accounting in financial management, methods of situational, comparative, factor and regression analysis, as well as approaches and methods of financial risk management.Results. According to the results of the research the external and internal factors of cash flows of the enterprises of the real sector of economy were systematized, the most significant factors of deviation of expected and actual cash flows were singled out. A qualitative assessment of the influence of “black swans” on cash flows and business value is given, the requirements for the qualities of a modern manager necessary for effective work in conditions of non-stationary impact of hard-to-predict large-scale external risks are determined. In addition, analytical estimates of the impact of cash flow forecasting errors on the results of applying the methods of income approach to business value assessment are obtained. The methodology of business value estimation, oriented on the increase of estimation accuracy on the basis of taking into account the stages of business life cycle, is offered.Conclusions. The quantitative estimates obtained in the article and the developed recommendations serve as a theoretical and methodological basis for increasing the efficiency of the income approach to business value assessment in conditions of increased uncertainty and market volatility.

The impact of climate change on corporate ESG performance: The role of resource misallocation in enterprises

In recent years, the negative consequences of climate change have gradually spread to the real economy sector, which affects enterprise output, increases enterprise costs, and thus inhibits the sustainable development of enterprises. Still, it is not clear whether corporate resource misallocation will reinforce the effect. Therefore, using the data of A-share listed companies in 2011–2021, this paper investigates the impact of climate change on corporate environmental, social, and governance (ESG) performance. According to empirical results, climate change significantly inhibits corporate ESG performance. It also found that continuously eliminating internal and external resource misallocation helps alleviate the adverse effects of climate change on ESG performance. Furthermore, compared with enterprises in non-resource-based cities, climate change will significantly improve corporate ESG performance in resource-based cities, indicating that the adaptive behavior caused by climate change has partially broken the resource curse phenomenon. Additionally, mature and large-scale enterprises mitigate the negative effects better, and external pressure from the public environmental and analysts' attention can motivate companies to improve their ESG performance. The research enriches the research on the impact of climate change on corporate ESG performance and provides a reference basis for enterprises to cope with climate risks.

The concept of increasing the efficiency of financial risk management based on the application of new digital technologies

Aim. Development of the author’s concept of increasing the efficiency of financial risk management on the basis of application of the technology of creating and using the digital twin of the enterprise.Objectives. To formalize the problems of existing approaches to solving the problems of financial risk management of enterprises of the real sector of economy; to identify trends in the development of digital twins, to formulate the advantages of their practical application and to give the author’s interpretation of the concept of “digital twin of the enterprise”; to build and substantiate a multilayer system of indicators of the digital twin of the enterprise in the context of improving the efficiency of financial risk management; to develop the principles of building a digital twin of the enterprise, focused on solving the problems of financial risk management.Methods. The research was carried out on the basis of system approach, in the process of realization of which the methods of synthesis, logical comparative, factor and graphical analysis, basic provisions of financial risk management and the results obtained in domestic and foreign scientific literature on the problems of realization of approaches and methods of financial risk management were used.Results. The author’s concept of increasing the efficiency of financial risk management based on the application of new technologies for creating digital twins is proposed. In particular, by means of formalizing the problems of existing approaches to solving the problems of financial management, identifying trends in the development of methodology and technologies for creating digital twins, the idea of increasing the efficiency of financial risk management on the basis of creating a digital twin of the enterprise is outlined. The multilayer system of indicators defining the structure of this digital twin is proposed and substantiated, the tasks are defined and the principles of its construction oriented to solving the tasks of financial risk management are developed. The financial kernel of the digital twin of the enterprise is constructed, containing the contours of formation of financial indicators common for different enterprises, determining the achievement of the objectives of financial risk management and its efficiency. The qualitative substantiation of increasing the efficiency of financial risk management with the application of the methodological basis for the creation and use of digital twins proposed in the article is given.Conclusions. Conceptual provisions of creation and use of digital twins for the purposes of financial risk-management, given in the article, create a theoretical and methodological basis for increasing the efficiency of financial risk-management taking into account the use of new digital technologies and can serve as a basis for practical construction of effective systems of financial risk-management at enterprises of the real sector of economy.

Financial Development and Real Sector Growth: An Empirical Investigation of Nigerian Economy (1970-2022)

The implementation of several banking sector reforms in Nigeria were undertaken to enhance accessibility of finance to especially, the real sector of the Nigerian Economy, but surprisingly the sector is still bedevilled with inadequate access to finance especially from the deposit money banks that warehoused about 90% of the total financial sector assets. High nominal interest rate is the major cause for many firms to avoid bank-borrowing. These myriad financing challenges facing the real sector calls for the assessment of finance-growth nexus in Nigeria. In this regard, this study examines the long run relationship between selected financial development indicators and real sector growth in Nigeria over the period 1970-2022. Based on the nature of the study, correlational research design was adopted while secondary data source was mainly employed. Johansen and Juselius’ (1990) approach to cointegration and Vector’s Error Correction Modelling (VECM) was used to determine the extent of the relationship between the variables. The findings of the study revealed that in the short-run, liquid liabilities of deposit money banks, trade openness and credit to the private sector exert statistically significant influence on the real sector of Nigerian Economy while in the long-run, liquid liabilities of deposit money banks, trade openness, credit to the private sector, interest rate spread and government expenditure exert statistically significant influence on the real sector of Nigerian Economy. Conclusively, the study affirmed that the Mckinnon and Shaw (1973) theory of Financial Liberalisation can explain the paucity of funding to the real sector of the Nigerian economy. The policy implications of the study are; financial reforms should focus providing low-cost credit and liberalising the interest rate. Also, government and deposit money banks should direct their on-lending activities and credit facilities towards encouraging and financing entrepreneurs to increase investment and in turn real sector growth.

The study is based on the hypothesis that the implementation of artificial intelligence into the real sector of economy is inevitable. The authors consider the regulatory framework of artificial intelligence as well as its historical aspects. The basic trajectories of the artificial intelligence implementation on the example of the food industry (modeling and optimizing food technologies, identification, assessing the quality and safety of food products) are indicated. It was noted that the prerequisite for implementation of artificial intelligence technologies in the food industry is a clearly outlined transition from mass nutrition to personalized, associated with the production of mainly combined products of complex ingredient and chemical composition. Applying of artificial intelligence technologies can significantly optimize the resource of time, increase the efficiency and accuracy of purchases, help reduce the cost of purchasing products, eliminate biases in decision-making, and provide the most personalized recommendations for buying goods. The study results include the analysis of Russian and foreign scientists researches in the field of artificial intelligence and its application in the food industry. The research methodology is based on such theoretical methods as comparison, analysis, systematization, deduction, abstraction, and generalization. The article also reveals legal and conceptual aspects of artificial intelligence application, its advantages and possibilities, considers promising areas for further penetration of artificial intelligence in the food industry.

Інвестиційні процеси в регіональній економіці на прикладі Львівської області: стан і проблематика

The article updates the issue of approbation of the methodology for analyzing investment activity and investment development at the regional level. The purpose of the article is to carry out an analysis, as well as to determine problematic aspects of the course of investment processes in the regional economy using the example of Lviv region. It is shown that Lviv region is characterized by a capacious internal market and a high level of development of the real sector, financial and credit and investment infrastructure, transport, logistics and trade systems, construction complex, educational, scientific and ICT potential, which both created the prerequisites and ensured the inflow of sufficient significant volumes of capital investment, as well as its placement in the branches of the real sector of the regional economy, productive areas and areas with a high level of added value, which characterizes the investment development of the region as sufficiently high. The shortcomings and weaknesses of the investment development of the region are identified. These include the presence of systemic defects in the investment climate of the region, low specific indicators of investments, low investment activity in sectors of the real sector of the economy with high added value, small investments in intangible assets in sectors that form human and innovative potential, critically small volumes of foreign investment, in particular direct, limited public, inter-municipal and cross-border investments, underdevelopment of the system of venture financing of investments in innovation. It is proved that a proactive and high-quality regional policy of realizing the investment potential of the region should be aimed at overcoming and leveling threats to the further development of investment processes in the region, namely such as the deterioration of the economic situation, stagnation of the production sphere, demographic crisis, depopulation of territories, loss of human capital, economy shadowing and withdrawal of capital from the country, high level of foreign migration activity of business, loss of basic components of innovative and technological potential, strengthening of structural and spatial disparities, branch and sectoral disintegration, etc.

It is indisputable that the real sector of the economy requires investment, especially in the current technological age. Banks, on the other hand, possess significant financial resources, but due to insufficient, asymmetric information and the underdeveloped financial system, the interaction between the real and financial sectors is ineffective. The "late response" of the financial sector to changes in the real sector has become the cause of a chronic oversupply of financial services, resulting in a situation where the level of liquidity in banks is largely independent of economic cycles. The paper aims to identify the ways in which interest rate fluctuations impact the real and financial sectors of the RA economy and to evaluate this impact. The paper analyzes trends in the main indicators characterizing the real and financial sectors of RA, as well as the behavior of various types of interest rates according to the factors determining them. It comments on the macroeconomic developments in RA caused by interest rate fluctuations. With the help of econometric models, the study estimates the effect sizes between various links on the interest rate path. The study made it possible to highlight the problems with the transmission mechanisms of the monetary policy of RA and suggest possible solutions. As a result of the assessment, it was found that deposit and credit interest rates, interbank repo rates, and one-year government bond yield rates respond to changes in the refinancing rate of the Central Bank in different time lags.

The study is based on the hypothesis that the implementation of artificial intelligence into the real sector of economy is inevitable. The authors consider the regulatory framework of artificial intelligence as well as its historical aspects. Applying of artificial intelligence technologies can significantly optimize the resource of time, increase the efficiency and accuracy of purchases, help reduce the cost of purchasing products, eliminate biases in decision-making, and provide the most personalized recommendations for buying goods. The study results include the analysis of Russian and foreign scientists researches in the field of artificial intelligence and its application in the food industry.
