Research on Urban Rail Transit Network Command Center Information Platform

Drawing lessons from the constructions of domestic and foreign urban rail transit network operation coordination platform, the paper puts forward the structure of network command center information platform with the full life cycle management idea and the open architecture. Besides, it designs the main platform functions and explores key technologies such as the information fusion mechanism, real-time monitoring with GIS technology, equipment alarm monitoring and intelligent emergency decision. The network command center integrated information platform which has important functions in the operation coordination, resource sharing, and emergency decision is the main technical support system of urban rail transit network operation and management.It can grasp the real-time operation situation of each rail transit line, use for the daily operation supervision,and especially unify coordination control during emergencies to implement emergency linkage by organizing relevant departments and assembling the rescue resources.The running effect of the network command center information platform suggests that the system can effectively improve the urban rail major accident or emergency rapid response capability and scientific decision so as to ensure the safety of urban transportation.

The role of government, universities, and businesses in advancing technology for SMEs’ innovativeness

Knowledge and technologies play an essential part in this rapid-response capability, by maintaining opportunities for continuous improvement and innovation needed in the development of sustainable competitive advantage. However, the low capability of SMEs to provide the required resources is a barrier to the in-house technology development. Consequently, external resources such as government, businesses, and universities, to support their performance in developing technological capabilities utilize so-called ‘knowledge and technology transfer’ programs, which are needed as a shortcut to improve technological process innovation. This study provides theoretical and empirical support for the role of government, businesses, and universities in transferring knowledge and technology for SMEs’ innovativeness in emerging economies and the impact of process innovation on SMEs’ competitiveness. The results suggest policy directions for governments to support SMEs in emerging economies.

Autonomous Underwater Vehicles (AUVs): Their past, present and future contributions to the advancement of marine geoscience

Autonomous Underwater Vehicles (AUVs) have a wide range of applications in marine geoscience, and are increasingly being used in the scientific, military, commercial, and policy sectors. Their ability to operate autonomously of a host vessel makes them well suited to exploration of extreme environments, from the World’s deepest hydrothermal vents to beneath polar ice sheets. They have revolutionized our ability to image the seafloor, providing higher resolution seafloor mapping data than can be achieved from surface vessels, particularly in deep water. This contribution focuses on the major advances in marine geoscience that have resulted from AUV data. The primary applications are i) submarine volcanism and hydrothermal vent studies, ii) mapping and monitoring of low-temperature fluid escape features and chemosynthetic ecosystems, iii) benthic habitat mapping in shallow- and deep-water environments, and iv) mapping of seafloor morphological features (e.g. bedforms generated beneath ice or sediment-gravity flows). A series of new datasets are presented that highlight the growing versatility of AUVs for marine geoscience studies, including i) multi-frequency acoustic imaging of trawling impacts on deep-water coral mounds, iii) collection of high-resolution seafloor photomosaics at abyssal depths, and iii) velocity measurements of active submarine density flows. Future developments in AUV technology of potential relevance to marine geoscience include new vehicles with enhanced hovering, long endurance, extreme depth, or rapid response capabilities, while development of new sensors will further expand the range of geochemical parameters that can be measured.

Field amputation: Response planning and legal considerations inspired by three separate amputations

Surgical procedures in the field are occasionally required as life-saving measures. Few centers have a planned infrastructure for field physician support. Focused efforts are needed to create teams that can meet such needs. Additionally, certain legal issues surrounding these efforts should be considered. Three cases of field dismemberment inspired this call for preparation. In one case, an earthquake caused the collapse of a bridge, entrapping a child within a car. A through-knee amputation was required to free the patient with local anesthetic only. The second case was the result of a truck bomb causing the collapse of a building whereby a victim was trapped by a pillar. After retrieval of supplies from a local hospital, a through-knee amputation was performed. The third case involved a young man whose arm became entangled in an oil derrick. This patient was sedated and intubated in an erect position and the arm was amputated. Fortunately, each of these victims survived. However, the care these patients received was unplanned and had the potential for failure. The authors feel that disaster teams, including a surgeon, should be identified in advance as responders to a disaster on short notice. Legal issues including statespecific Good Samaritan laws and financial support systems must also be considered. As hospitals and trauma systems prepare for disaster situations, they should consider the eventuality of field dismemberment. This involves identifying a team, including a surgeon, and devising an infrastructure allowing rapid response capabilities, including surgical procedures in the field.

Research on the Ecological Dissemination Characteristics and Control of Information in Microblog Network Based on the Complex Network Theory

On the basis of the information dissemination law in Microblog and its network topology, this paper analyzes the characteristics of the user nodes, structure characteristics of the groups, and the dissemination characteristics of the information of Microblog, and then proposes some related countermeasures to control and guide the healthy and rapid information dissemination of Microblog network. The research shows that the Microblog network renders mesh topology with good characteristics of cluster, centrality and similarity. The efficiency of information dissemination in Microblog network is relatively very high and the network is not fragile. Meanwhile, the node's role in the dissemination of information varies greatly, and it is easy to form opinion leader. It has important significance to strengthen the government's authoritative coverage and rapid response capability, make the opinion leaders play an active role in guiding correctly for the information dissemination management in Microblog network.

Actionable Knowledge and Strategic Decision Making for Bio- and Agroterrorism Threats: Building a Collaborative Early Warning Culture

Current trends in biosecurity and cybersecurity include (1) the wide availability of technology and specialized knowledge that previously were available only to governments; (2) the global economic recession, which may increase the spread of radical non-state actors; and (3) recent US and EU commission reports that reflect concerns about non-state actors in asymmetric threats. The intersectoral and international nature of bioterrorism and agroterrorism threats requires collaboration across several sectors including intelligence, police, forensics, customs, and other law enforcement organizations who must work together with public and animal health organizations as well as environmental and social science organizations. This requires coordinated decision making among these organizations, based on actionable knowledge and information sharing. The risk of not sharing information among organizations compared to the benefit of sharing information can be considered in an "information sharing risk-benefit analysis" to prevent a terrorism incident from occurring and to build a rapid response capability. In the EU project AniBioThreat, early warning is the main topic in work package 3 (WP 3). A strategy has been generated based on an iterative approach to bring law enforcement agencies and human and animal health institutes together. Workshops and exercises have taken place during the first half of the project, and spin-off activities include new preparedness plans for institutes and the formation of a legal adviser network for decision making. In addition, a seminar on actionable knowledge was held in Stockholm, Sweden, in 2012, which identified the need to bring various agency cultures together to work on developing a resilient capability to identify early signs of bio- and agroterrorism threats. The seminar concluded that there are a number of challenges in building a collaborative culture, including developing an education program that supports collaboration and shared situational awareness.

Online Estimation of Ship Dynamic Flexure Model Parameters for Transfer Alignment

This paper presents an online approach for estimating the dynamic flexure model parameters in shipboard transfer alignment (TA). Traditionally, the application of Kalman filters (KFs) to the TA process is often restricted because of the lack of real-time information on dynamic flexure characteristics, and a KF designed on the basis of inaccurate parameters of the dynamic flexure model will result in a large alignment error. To overcome this difficulty, a parameter estimation algorithm is proposed in this paper, which utilizes the angular increment difference measured by the master inertial navigation system (MINS) and the slave inertial navigation system. Specifically, the Tufts-Kumaresan method is introduced to compute the unknown parameters of the dynamic flexure model from the angular increment correlation function. Our simulation results show that the proposed method can estimate the dynamic flexure parameters with a high degree of accuracy, even in low signal-to-noise ratio conditions. This parameter estimation method does not require a priori knowledge of dynamic flexure characteristics and, therefore, provides the shipboard sensors with an accurate and rapid-response capability for alignment with the MINS.

Modelling and implementation of a car-like mobile robot for trajectory-tracking

This paper is devoted to design a car-like mobile robot (CLMR) for trajectory-tracking with system modelling, simulation and implementation. We analyse the requirements of the CLMR system, then propose a structure for trajectory-tracking and a scheme of implementation on embedded system. On this basis, the block diagram and simulations for different reference trajectories of two different implementations of the CLMR are provided in this paper respectively. Finally, a series of experiments are made to validate the design and show the performance of the proposed CLMR. According to the experiment results, the proposed CLMR system is proved to have an excellent dynamic characteristic, rapid response and stable capability for trajectory-tracking.

Developing a rapid response production system for aircraft manufacturing

In this paper, the modeling methodology of rapid response production systems (RRPS) is proposed, and a case study in an aircraft manufacturing company has been developed to illustrate the application of the methodology. A new RRPS model has been proposed, and 12 components included in the model are alarming system of abnormal events, rapid response service station, coordination processing center, evaluation management, problem management, response visualization platform, unified graphic user interface, database, knowledge base, rapid response team, operation procedure standards (OPS), and rapid response training. The developed RRPS has been illustrated and implemented in Shanghai Aircraft Manufacturing Company (SAMC); the test has shown that the proposed methodology and the corresponding RRPS model has improved the capability of rapid response to changes and reduced the economic losses caused by abnormal events. Besides, the discussion and analysis has suggested that the developed RRPS has the distinguishing characteristics of agility, integration, robustness, and leanness.

Control System Analysis of Hydrodynamic Retarder of Heavy Truck

In order to meet working requirements, the control system of hydrodynamic retarder of heavy truck should have the capability of rapid response and large flow. Based on the demands as above, a control system of hydrodynamic retarder was designed and simulated to obtain the dynamic characteristics of the control valve of oil-charge and oil-discharge. Finally, the time of oil-charge and oil-discharge of hydrodynamic retarder was computed and the results showed that the control system could meet the working requirements.

Automated, Real-Time Health Monitoring of Structures for Interplanetary Exploration Systems

Space exploration missions, specifically to Mars, involve complex operations as the search for water and other signs of extant or past life continues. Such missions require advanced robotic systems that are susceptible to structural and mechanical failures and operational faults, which motivates a need for structural health monitoring techniques relevant to interplanetary exploration systems. This paper presents an automated dynamics-based structural health monitoring system using laser Doppler velocimeter sensors, signal filters, and trained neural networks that is formulated for a subsurface interplanetary exploration drill prototype. The developed system presents advanced research accomplishments in the area of real-time structural health monitoring that include rapid-response capabilities of predicting drilling faults and failures before they occur and field demonstrations on an operating drill system.

Three-Degree-of-Freedom Step Motor Control Strategy Based on DSP

Based on the basic principles of analysis of vector control, given three-degree-of-freedom step motor vector control of software and hardware design based on TMS320F2812 for the control, from the simulation results show that: start and 0.2s faster when the speed reaches a given value, the torque increases instantly, but then resumed, when the speed is close to a given torque value becomes 0; 0.8s torque generated when the transition, 0.03s, the torque is stable at 200N • M, show that the system has a good rapid response capability and steady state performance. Realize the decoupling flux and torque control, which makes asynchronous motor DC motor with the same access to instant-response performance, and improve the control performance and system performance.

Team-oriented parts information sharing platform

In today’s fiercely competitive market, in order to survive and develop, enterprises must possess a high degree of flexibility and rapid response capability. The same requirements also stand true for the parts information sharing. In the new collaborative product commerce (CPC), in particular, this kind of information sharing is a challenge. The traditional parts library (Plib), designed as enterprise-level, is unable to provide flexible and effective information sharing in CPC. Considering the principle of virtual organization in CPC, teams’ potential information capacity is exploited. And a team-oriented parts information sharing platform is proposed. This platform consists of the team-oriented parts information model based on Plib standard, the architecture of this platform, and three types of parts information sharing patterns. As a result of this approach, the efficiency of the parts-information sharing is improved significantly.

Swift Observations of Novae

AbstractThe rapid response capability of Swift, together with the daily planning of its observing schedule, make it an ideal mission for following novae in the X-ray and UV bands. A number of both classical and recurrent novae have been extensively monitored throughout their supersoft phase. We report findings from these observations, including the high-amplitude flux variation often seen at the start of the supersoft emission, the optical plateau sometimes seen for recurrent novae, the differing relationships between the X-ray and UV variability, and the turn-on and turn-off times of the supersoft emission for the Swift sample of novae.
