Analysis of Operational Performance of Intermodal Transport Terminals in Slovakia in the Context of Intermodal Transport Infrastructure Development in EU Countries

The development of intermodal transport and the increase in transport performance in this segment of the transport market are, among other factors, determined by the quality of transportation infrastructure. Transportation infrastructure for intermodal transport includes not only transportation routes but also nodal points where a change of transport mode occurs. These nodal points of transport mode change are intermodal transport terminals. The throughput capacity of individual components of the internal infrastructure of a terminal can be a limiting factor in determining its performance, such as the number of transshipped intermodal transport units. Therefore, it is essential to analyze the current state of operational performance of functional terminals in Slovakia and compare it with the anticipated customer requirements. Based on this analysis, it will be possible to determine the capacity utilization of terminals and, if necessary, decide either on densifying the existing network of terminals or on the relevant development of selected components of the internal infrastructure of existing terminals. The analysis is primarily focused on a critical element of the internal infrastructure of terminals, which is the performance of transshipment facilities.

The article discusses the directions and trends of development: special, special and free economic zones, with the aim of obtaining new opportunities and benefits from investment for the national economy. Their development, currently, is is even more related to: development of new technologies, improvement of high-tech economic spheres, the production of innovative products, the improvement of the quality of transport infrastructure and the recreational and tourism economy sector. The establishment of specific, special, and free economic zones aims to draw investments, diversify the creative economy, foster export growth, and create new employment while also offering the possibility of economic growth and regional collaboration.
 The directions and trends in the development of special, special, and free economic zones are still significant today as one of the key instruments for economic development within the Eurasian Economic Union and international economic activity of the national economy. Their creation and development provides potential for economic growth, cooperation in the region and is aimed at attracting investment, developing exports and creating new jobs.
 This article's goal is to examine the development patterns of SEZs, SEZs, and SEZs for the growth of the national economy's foreign economic activity. It also draws conclusions from the data collected and suggests potential routes for the development of these zones.

ECONOMIC EFFECT FROM CITY INFRASTRUCTURE POT (PASSENGER PUBLIC TRANSPORT) IN GERMANY

. Transport infrastructure is an important part of public capital and a major aspect of political and scientific discussions. In addition, investments in transport infrastructure have an impact not only on the region to which cash flows flow, but also on the supra-regional level due to the network characteristics of the infrastructure and its importance for connecting regions. Despite its obvious importance, investments in transport infrastructure are the main reason for underfunding, with an increasing number of stakeholders expressing their dissatisfaction with the current state of the network. A more detailed analysis distinguishing between different types of motorways and structures confirms these conclusions and highlights the importance of the Bundesstraßen network compared to the autobahn system. The estimated impact of bridge quality is quite ambiguous and requires further research to achieve a better understanding. This article analyzes the impact of the quantity and quality of transport infrastructure on regional economic production.

Need-based approach for modeling multiday activity participation patterns and identifying the impact of activity/travel conditions

People consume time and space given to them in order to participate in various activities, and the range of time and space that individuals can consume differs according to activity/travel conditions such as the working time, commuting time, the quality of transport infrastructure, etc. The accessibility toward opportunities to participate in these activities may have an impact on individual’s quality of life, and the accessibility to non-work activities has a larger impact than accessibility to mandatory activities. Therefore, the research objective of this paper was to examine how activity/travel conditions affected activity participation patterns.The mandatory activities that are not significantly affected by changes in activity/travel conditions were excluded from the research and the focus was on the changes in patterns of discretionary activities. To consider discretionary activity patterns with large day-to-day variability, multiday analysis was performed. For multiday analysis, the need-based theory suggested by prior studies was used as a theoretical background. To statistically analyze the need-based theory, a hazard-based duration model was utilized, and the general hazard-based duration model was extended to analyze the heterogeneity between latent classes. The time-use survey was conducted to collect multiday activity/travel diary data, and in order to relieve fatigue of survey respondents, the survey was simplified and conducted online.The results indicated that people's discretionary activity patterns are affected by various socio-demographic attributes, time budgets, and space budgets. In most of the activities, differences in activity patterns between the latent classes were identified. Furthermore, in this paper, the changes in activity patterns due to the opening of GTX-A (the express railway planned for the Seoul metropolitan area) were predicted using the model estimation results. Accordingly, it was found that as the GTX-A line opens and the time–space budget expands, the frequency of discretionary activities increases, i.e., induced demand occurs.

Optimising public transport to increase tourist flows

The paper proposes ways to optimise public transport in order to increase tourist flows to four well-known tourist destinations in the Czech Republic, namely Český Krumlov, Jánské Lázně, Lednice and Macocha, during the spring and autumn seasons. It was found that the quality of public transport infrastructure needed to be improved if tourist flows were to increase. It has been found that tourism development is entirely dependent on the quality of transport infrastructure in order to achieve an increase in tourist flows. A long-term marketing study was carried out in the destinations above with the aim of gathering data on the number of tourists in each of them, the availability of public transport and its timetables, and the needs of tourists in order to improve public transport service. Research has shown that most tourists use secondary transport. This is due to convenience, lack of time, increased comfort, personal requirements and lack of provision of public transport. In addition, there are problems with rail service to some tourist destinations, and the intensity of the bus network varies, which is not convenient for tourists from different population groups. It was found that the capacity of the bus service to the selected destinations is sufficient and can positively influence the growth of tourist flows without increasing logistics costs just by changing the organisation of public transport. Based on the competitive advantage analysis results for the four destinations studied, the weaknesses and strengths of rail and bus transports were identified. Most tourists report that rail transport is more convenient mainly because of its well-connected transport service and affordable prices compared to aeroplanes or cars. It was found that the number of passengers is influenced by the geographic component of the terrain; two destinations (Jánské Lázně and Macocha) are located in the mountains and have a limited infrastructure network due to the undulating terrain, and thus not all means of public transport reach these destinations. It is verified that Český Krumlov is the most optimal of the destinations studied. The study revealed a relationship between the quality of transport infrastructure and the increase in tourist flows to the tourist destinations studied. We propose to develop a model to optimise the transport service in cooperation with a network of tourist information centres. To refine it, further surveys need to be carried out in different directions during the summer and winter seasons.

Transport accessibility assessment of rural tourism facilities

The paper presents the results of theoretical understanding of the transport accessibility of rural tourism facilities and an empirical study of the opinions of rural tourism consumers. On the basis of a brief review of scientific publications on the development of various types of rural tourism and the impact of transport accessibility of tourist facilities on them the relevance and significance of the research is determined. The factors that influence the choice of tourist products are formulated. Estimated judgments of survey participants are analysed and latent variables and the role of quality of transport infrastructure in the choice of tourist products are established on the basis of a statistical procedure of factor analysis. The data obtained constitute an important input for transport accessibility of rural tourism facilities and infrastructure decision-making in regions with a large share of rural areas.

The modern Russian village is a collection of rural territories, but divided according to their condition: they partially have a stable state, but most of them are unstable. Sustainable development of rural areas is an urgent task of the Russian government. In order to change the quality of life of rural areas in Russia, reforms have been repeatedly carried out in the agricultural sector, as one of the defining national projects of the country’s economy. Agrarian transformations are currently being carried out in Russia with the aim of transforming the structure of the village and forming an actual group of land owners. The effectiveness of reforms in the agricultural sector affects the development of the region’s economy and rural population. The differences between urban and rural populations are gradually decreasing, but today they still remain significant. The relevance of rural development is an important aspect in the development of the agro-industrial complex of Russia, affecting the competitiveness of our country, its economic security and the viability of the population. Rural territories play an important role in ensuring the country’s food security. Also, the state of rural areas leaves its mark on labor resources, the development of natural potential, the preservation of culture, ecology and the maintenance of stability and peace. The modern world is developing, and the state of rural areas is still characterized by a poorly developed sphere with low incomes of the population and unsatisfactory living conditions. There is insufficient investment in the development of rural areas, the absence or poor quality of transport infrastructure and a high dependence of the state of the economy of the agricultural sector on the quality of public administration. Sustainable development of rural areas is the main goal of regional policy, which contains organizational, economic, financial, legal measures that coordinate the activities of federal and territorial authorities, local self-government bodies, with a goal. rational use of resources, improvement of the quality of life of rural population, efficiency of agro-economy of rural territories The Republic of Tatarstan, as a region quite prosperous among the regions of the Russian Federation and rich in natural resources, has also experienced the consequences of the ongoing agrarian reforms, like all rural areas of our country

Accessibility and Public Transport Mobility for a Smart(er) Island: Evidence from Sardinia (Italy)

• Multimodal integration model for Public Transport Service (PTS) in an island scenario • Mobility-based spatial interpretation for the benefit of the population • Use of real data obtained by the Kriging method • Transport modes do not reflect the socio-physical and economic reality of the island The purpose of this paper is to highlight the critical aspects of islands context transportation accessibility by suggesting a more innovative, safer, and more sustainable framework for public transport service (PTS) and place-based organisation, as well as by integrating the latest tendencies in mobility. Specifically, this research focuses on multimodal integration models for PTS that consider the existing infrastructure system and the socioeconomic issues typical of an island environment. This topic has received inadequate consideration in the scientific literature on islands. To achieve these aims, an analytical-numerical approach is adopted. Starting from initial origin-destination matrices (O/D) surveyed by the National Institute of Statistics (ISTAT), a methodology was implemented to compute the geographical distribution of trips, and thereafter, the values distributed over the whole region were interpolated by Surfer software with the Kriging method. This methodology was applied to the Sardinia case study particularly emblematic because it has seen a tremendous transition over the previous decades, resulting in a massive socio-economic gap between inland and coastal areas, that led to an increase in private vehicles for transportation purposes, primarily for business and pleasure. The application, replicable in other islands that have highlighted the same socio-economic problems linked to poor mobility planning, shows an accessible spatial planning approach, combining PTS and rental for driver services, by considering the principles and issues of island contexts. This research gives an important scientific contribution by emphasising the quality of transport infrastructures, place-based organisation, population distribution, and physical configuration of the Insular Region, as well as by considering the most pressing issues of island contexts. Findings could help island governments in revising their policy and practice of transport, accordingly.

Transport infrastructure, CO2 emissions, mortality, and life expectancy in the Global South

This study examines the interplay between transport infrastructure, CO2 emissions, and health outcomes. The study focuses on economies in the Global South from 2006 to 2016 periods. To achieve the study's aims, CO2-induced health outcomes are generated, and the effects of transport infrastructure on CO2-induced life expectancy and mortality are assessed. The instrumental variable and system GMM estimates suggest that the quality of transport infrastructure in these economies has not improved the reduced life expectancy induced by CO2 emissions. A similar conclusion follows when mortality is analysed, such that transport infrastructural quality in these economies worsens the death rate caused by CO2 emissions. Further improvement in infrastructural facilities and a reduction in CO2 emissions will be necessary for achieving a good health outcome.

THE PROPOSITION OF COMMUNITY NATURE-BASED TOURISM DEVELOPMENT PATTERN FOR AKSU-ZHABAGLY WORLD HERITAGE SITE

This study investigates the community-based ecotourism (CBET) model using the Aksu-Zhabagly natural world heritage site (NWHS) as a sample. The aim is to propose a suitable CBET model for Aksu-Zhabgly nature-based tourism destinations by employing a combination of field observation, examination, evaluation, and cross-country comparison of ecotourism models. The study identifies strategic recommendations for the CBET model for the Aksu-Zhabagly WWF by analyzing foreign successful CBET models and comparing them with Kazakhstani models. The results conclude that income generation and job creation, tourism revenue sharing for community development, and natural resource protection are the advantages of the selected foreign CBET models. At the same time, the higher quality of transportation infrastructure, frequent use of the mass media, priority local employment, and nature conservation are the main positive outcomes оf Aksu-Zhabagly tourism. The model comparison results show that foreign models perform better than Aksu-Zhabagly in meeting the requirements (the highest authority, community participation stage, benefit distribution, tourism marketing, staff trained program, and the quality of service and tourist facilities) for sustainable tourism development. Finally, the paper recommends that economic development, environmental protection, culture and heritage, marketing and image, favorable political environment, and residents’ empowerment are the main essential to effectively implement the sustainable development of CBET in the Aksu-Zhabagly tourist destination.

Leverage Factors Affecting the Sustainability of Seaweed Agro-industry Development in Central Sulawesi, Indonesia

There has been a decline in seaweed prices in Central Sulawesi in the last five years, particularly in the processing and marketing sub-systems. The processing problems have constrained the volume of market demand. In contrast, marketing problems have disturbed the fulfillment of industrial and consumer demand for raw materials, thereby declining economic activity and profit. This research aimed to examine the leverage factors affecting the sustainability of the seaweed agro-industry integrated between sub-systems in Central Sulawesi Province. The collected numerical and non-numerical data were analyzed using the multidimensional scaling approach of the RAP-Seaweed technique. The results revealed that social conflict, labor absorption, the low value-added of the seaweed processing, and the high cost of raw material procurement caused the unsustainable development of the seaweed agro-industry. Therefore, government policies are required to facilitate investment in the seaweed industry, supported by enhancing the quality of transportation infrastructure, the use of local workers, and the security stability of the local area

ПРИНЦИПИ ЗАБЕЗПЕЧЕННЯ АРХІТЕКТУРНОЇ ВИРАЗНОСТІ МОСТІВ

Introduction. Tourist attraction of Ukraine is one of aspects of economic development. Taking into account Ukraine’s desire to become a world level country and to develop tourist potential, there is a necessity to update the quality of transport infrastructure as well as its aesthetic expressiveness. Problems. Almost all of Ukrainian bridges (especially small and mid-sized bridges) look monotonously because they were built in context of money saving. Due to this reason, Ukrainians associate them exclusively with transport structures that serve only for passage of traffic and pedestrian flows and do not need an art expressiveness. Purpose. To analyze an existing Ukrainian and world experience of bridges and overpasses designing and building to reveal the ways of achieving their aesthetic attractiveness in purpose of its implementation in Ukrainian bridge designing. To propose the methods of updating an existing transport structures in Ukraine. Materials and methods. The Ukrainian and world experience of bridges and overpasses designing and building was analyzed during the research. Сomparative and descriptive methods let us to reveal common trends in world bridge construction and analyze the possibilities of using the world experience in Ukraine. Results. An analytical review of bridges and overpasses that were built in Ukraine and abroad. Revealed the ways of achieving their art expressiveness. Given the propositions of updating an existing bridges and overpasses in Ukraine in order to provide then with aesthetic attraction. Вefined the places where it is necessary to provide a positive art image of transport structures in order to develop Ukraine’s tourist potential. Conclusions. It’s important to stick to recommendation of DBN B.2.3-22:2009 about holding a competition before designing bridges to achieve an attractiveness of transport structures and to develop Ukraine’s tourist potential and reputation. In the conditions of considerable limited financial possibilities of our country, it is necessary to concentrate on the most visited bridges and overpasses on the main roads. The designing of artistically expressive construction of bridges is the task of the medium and longer term. But now due to pretty limited financial possibilities of country, it is worth to start with updating the image of an existing bridges. Relationship between transport infrastructure expenditures and costs and transport indicators - an overview of European and Ukrainian situation

Quality of transport infrastructure determines the quality of the provision of services for the transportation of goods and passengers. The infrastructure sector is a guarantee of efficiency, mobility and uninterrupted economic activity. However, the high quality of the transport infrastructure implies significant and long-term investments. According to a McKinsey research report, to support sustainable economic growth in the world in line with forecasts for 2030, it is necessary to cover the need for additional investment of $ 3.3 trillion annually, equivalent to 3.8% of world GDP. The purpose of this work is to analyze the existing European approach to assessing transport infrastructure expenditures and costs, their impact on transport performance at the country level, as well as trends in Ukrainian policy regarding the support and development of road infrastructure. Transport infrastructure costs include the investment in new infrastructure, the cost of upgrading the existing infrastructure, the cost of maintaining the infrastructure, and the operating costs to enable the use of the transport infrastructure. Directive 2011/76 / EU prescribes that the weighted average infrastructure charges should be linked to construction costs, as well as the costs of operation, maintenance and development of the corresponding infrastructure network. The official Eurostat data of investment and O&M costs of transport infrastructure based on the citizenship principle was taken for this study, namely: - the number of ton-kilometers traveled per year; - the volume of investments in road infrastructure per year; - the amount of funds for the maintenance of road infrastructure per year. The indicators were taken for countries of the EU for which statistics were available for 2016 and 2019. According to the study, the effect of investments in transport infrastructure is strongly manifested both in the same year and affects subsequent years in terms of the volume of annual transport work. That is, an increase in investment in road infrastructure clearly has a positive effect on the volume of transport work performed. On the other hand, the volume of investments in the EU infrastructure brings a much greater positive effect than funds for road maintenance. Thus, the experience of developed countries shows a positive relationship between investment in the maintenance and construction of transport infrastructure and economic performance of the state. Part of the research was devoted to the study of the impact of investments in road infrastructure of Ukraine on the example of the global Ukrainian infrastructure project "Big Construction". It is projected that in 2024, thanks to road works under the Big Construction, Ukraine's GDP will be 4.4% higher than GDP in 2020. But, as the research shows, good transport infrastructure is a necessary, but not a sufficient condition for growth. "Big Construction" project in Ukraine does not show any positive effect on the volume of performed internal transport work now. The reasons may lie both in more long-term effect from improving the infrastructure, and in the facts of corruption and theft of funds allocated for the project.

Evaluating the effect of transport infrastructure on the employment in Vietnam

During the process of international economic integration, the labor issue plays a vital, urgent, and long-term role in the sustainable development of the economy. The impact of employment on a country's investment decisions is significant. The material underpinning of a nation's socio-economic growth is its transport infrastructure. The impact of infrastructure upgrades on employment in Vietnam's economic sectors is the focus of this article. Furthermore, the study investigates whether the Vietnamese government's annual investment in infrastructure development benefits employees as projected (using data from the Vietnam General Statistics Office (VNGSO) for 19 economic sectors from 2005 to 2019). The results of the System Generalized Method of Moments (System-GMM) show that improving the quality of transport infrastructure can significantly increase employment rates in different sectors. The data show that transport infrastructure plays a key role in ensuring smooth connectivity of the entire national, regional and local economies. It reduces transport costs and facilitates the mobility of workers.JEL Classification J8; L91; O18

Komparativna analiza spremnosti za upravljanje transportom - slučaj CIE zemalja

Being the most cost-dominant component of the logistics management system, transport plays a vital role in the realization of trade activities across Europe, both on a national and micro level. Various indicators determine the efficiency of the realization of transport activities, amongst which the following hold high importance: quality of transport infrastructure (air, road, maritime, etc.), transport safety and security elements, as well as export/import procedures, etc. This paper aims to perform a comparative analysis among chosen European countries (focusing on CEE countries) concerning the level of transport management preparedness based on the previously mentioned elements. The analysis is performed by using the PROMETHEE II and entropy method. The obtained results should help determine the differences and similarities in transport management preparedness to synchronize better future national policies, strategies, and procedures concerning this issue.

ДЕРЖАВНЕ РЕГУЛЮВАННЯ ДІЯЛЬНОСТІ МОРСЬКИХ ПОРТІВ У СИСТЕМІ ЕКОНОМІЧНОЇ БЕЗПЕКИ УКРАЇНИ

The article defines Ukraine as an independent European country with the status of a maritime state, access to the Seas of Azov and the Black Sea, a long coastline, and a significant area of water space. Economic security in maritime transport is interpreted as a subsystem of economic security of the state, and its objects are defined as: security of port infrastructure, security of navigation, anti-terrorist security of transportation, man-made and ecological security of functioning of sea ports. The advantages, opportunities, weaknesses and threats of the port infrastructure of Ukraine are summarized. A conclusion was made about the low ratings of Ukraine in the Global Index of Competitiveness of Countries according to the indicator «Efficiency of Sea Ports» of the quality of transport infrastructure. It is shown that the criteria for the efficiency of the functioning of seaports are: the state of their material and technical base (quality), as well as quantitative indicators of the volume of export, import, transit, cargo turnover, the number of processed vessels, etc. An assessment of informational changes in the Register of Seaports of Ukraine has been provided. It is shown that at the moment only half of them are working due to the military aggression of Russia and the temporary loss of control over the seaports of the AR «Crimea» and the Sea of Azov, as well as the blocking of the Black Sea ports. The shift of business activity to the ports of the Danube region is shown. The measures of the state to reduce the danger of sea transportation in the conditions of martial law in terms of loss compensation, risk insurance, implementation of the multilateral agreement on the export of grain and food products from Ukrainian ports have been systematized. Organizational models of regulation of seaport activity are characterized. It is proved that their domestic form of state unitary enterprise of commercial type, managed by the Administration of Sea Ports of Ukraine, gravitates towards the «port-instrument» model. Reasonable expediency of transition to the «port-owner» model, which provides for the concession of port assets and infrastructure owned by the state, development of competition between sea ports, simplification of customs procedures when crossing borders, reduction of port dues rates, etc.

The Effect of Transport and Logistics on Trade Facilitation and Trade: A PLS-SEM Approach

Abstract Trade facilitation promotes increased opportunities to participate in international trade. Current research has mainly analyzed the impacts of tariff-related and trade barriers. Nevertheless, as trade policies shift toward removing non-tariff barriers, studies addressing core elements become relevant, requiring a more systemic view at a simultaneous level. The study proposes that transportation infrastructure (i.e., roads, seaports, railroads, and airports) and logistics are core elements supporting trade facilitation efforts at the local level. The study provides empirical evidence on the direct and indirect effects among transportation infrastructure, logistics, trade facilitation, and trade. Partial least squares–structural equation modeling is the main empirical method employed to examine the interrelationship of the quality of transportation infrastructure, logistics, trade facilitation, and trade using a sample of 80 countries for the years 2012, 2014, and 2016. There is a large direct effect of transportation infrastructure on trade facilitation and a vast direct effect on logistics. Logistics has a small direct effect on trade facilitation. I also conduct mediation analyses, which show that logistics has a larger effect on trade via trade facilitation than transportation infrastructure quality has. These findings suggest that trade facilitation implementation might not be enough to tackle current challenges and ongoing economic development. Governments should prioritize the integration of logistics stakeholders in the public sector to optimize the benefits of global networks. Thus, the significance of transportation infrastructure and logistics in trade should not be neglected, as the private sector (i.e., logistics providers) play a large and relevant role in practice.

Using a regression model for enhancing evaluation of regional purchasing power parities of the national currency with the main focus on teachers’ salaries in Russia

Introduction. Purchasing power of national currency varies widely across countries and regions, thus inter-regional comparisons pose a problem of financial and economic indicators comparability. In Russia, this issue is being currently solved by using the state budget expenditures index and the cost of a fixed set of goods and services (consumer basket) calculated for each region. The aim of this article is to propose and evaluate an alternative method of improving the accuracy of inter-regional price differentiation estimates. Materials and Methods. This study is based on the research investigation by Costa et al (2019) conducted on a sample of more than 300 regions of OECD countries. Relying on that research, the authors collected relevant data on Russian regions and analyzed a multiple linear regression model. Within the model, a consumer basket cost was a dependent variable, and the average income, the share of industry and the share of services in gross regional product were considered as independent variables. Results. The parameters of the model revealed an acceptable level of its explanatory power (R2 = 0.76), as well as a significant influence of all factors. Applying the model, the authors received the predicted consumer basket cost. Both types of the consumer basket costs (actual and predicted) were correlated with the external factors of regional price differentiation, selected from the literature as evaluation criteria: transport infrastructure quality, social inequality level, market competition level, regional fiscal policy, etc. The analysis revealed that significant correlations with the external parameters were higher for the predicted consumer basket cost as compared to the actual one. The possibility of using the results of this study to improve the accuracy of the comparative interregional analysis of financial and economic indicators is illustrated by the example of comparing the nominal and calculated adjusted values of teachers’ average salary in all regions of the Russian Federation. Conclusions. The findings suggest that the predicted consumer basket cost allows to conduct more accurate assessment of the differences in the national currency purchasing power in Russian regions. The results of the study can be used to improve the accuracy in comparative inter-regional investigations of financial and economic indicators.

ЯКІСТЬ ДЕРЖАВНОЇ ПОЛІТИКИ В ГЛОБАЛЬНОМУ СЕРЕДОВИЩІ: ЕКОНОМІЧНИЙ ПРОРИВ РОЗВИНУТИХ КРАЇН І ПЕРСПЕКТИВИ ІМПЛЕМЕНТАЦІЇ В УКРАЇНІ

In order to systematize the experience of public policies of economic breakthrough in developed countries and consider the possibility of their implementation in Ukraine, the prospects for attracting the best foreign practices of public policy are identified, strategic objectives to improve its quality to ensure Ukraine's economic breakthrough in a global dynamic environment are outlined. It is substantiated that an economic breakthrough is possible due to a triad of program measures of public policy based on smart governance (economic strategy, favorable conditions for business; institutional framework of policy), which will ensure the implementation of smart governance technology in public policy in the face of growing global challenges and dynamic change. Systematization of state policies of economic breakthrough of world leaders of sustainable development, in particular the USA, Canada, Japan, China, Singapore, Republic of Korea, Finland, Sweden, France, Germany, revealed a number of policies of breakthrough technologies, stimulation of innovation development and support of high-tech development of the state. The author's system of indicators for assessing the quality of state policy of world leaders (index of corruption perception, ensuring the stability of state policy of economic systems, quality of transport infrastructure and electricity supply, adaptation of the legal framework to digital business models, government responsibility for changes in customs tariffs and long-term vision), which ensured the selected countries of the world with a high efficiency of public policy compared to Ukraine, is proposed. Recommendations for public authorities aimed at developing the main directions of Ukraine's economic breakthrough to improve the quality of public policy in a dynamic global environment are prepared. The priority directions of the policy of economic breakthrough and intensification of the state policy of ensuring the economy of prosperity and economic growth in Ukraine are outlined, substantiated by foreign experience and applied analysis of critical state-building factors of strengthening economic problems in the country.
