MANAGEMENT STRATEGY FOR IMPROVING THE QUALITY OF MADRASAH IN BANTEN PROVINCE: QUALITATIVE SYSTEMATIC REVIEW

This systematic review aims to determine the management strategy for improving the quality of madrasah in Banten Province. The method used is a systematic review. The number of research results (journals and theses) reviewed is 4 documents. The inclusion criteria used are related to the management strategy for improving the quality of madrasas in Banten Province. The protocol used in the review is the Prism model. The conclusion of this review is that the management strategy for improving the internal quality of madrasas, for example, is carried out by managing the quality of education and intensifying local content, increasing the formulation of the vision and mission of madrasah, improving the quality of teachers, improving active learning processes, improving the quality of facilities, and improving the quality of output. Another strategy, for example, is to integrate learning values and local culture for the public of Banten Province.

STRATEGI KEPALA MADRASAH DALAM PEMBERDAYAAN KOMITE MADRASAH UNTUK MENINGKATKAN MUTU MAN 2 MODEL MEDAN

This study aims to determine: 1) The Principal's Strategy in Empowering Madrasah Committees to Improve the Quality of Madrasahs at MAN 2 Medan Model, 2) To determine the role and cooperation of the Madrasah Principal with the Committee in Improving Education Quality at MAN 2 Medan Model, 3) To find out Supporting and inhibiting factors in Improving the Quality of Education in MAN 2 Model Medan. This study uses a descriptive qualitative approach because in this study more emphasis on meaning, description, circumstances, and processes rather than the results of an activity. So that the data obtained by the author can be described rationally and objectively following the reality in the field. This research was conducted at Madrasah Aliyah Negeri 2 Model Medan. As for obtaining data in this study with data collection techniques as follows: 1) Observation, 2) Interview, and 3) Document Study. The results of the study indicate that the Madrasah principal's strategy is an important factor in determining the success of quality improvement in Madrasahs. The quality of education as a pillar of human resource development is very important for the progress of the nation. Even the future of the nation is often said to lie in quality education, meanwhile, quality education is only found in quality educational institutions. Therefore, efforts to improve the quality of education and the quality of learning are strategies for the creation of quality education. Based on the research results, good collaboration between the madrasah and the madrasa committee has yielded good results, there has been an increase in the quality of students and continues to fulfill learning facilities, all of which cannot be separated from the role of the madrasa committee, as the supervisor of the madrasa committee has a major role in improving the quality of madrasas. The existence of the madrasa committee is one of the success factors for madrasas in improving the quality of madrasas and as supervisors for madrasa programs that have been approved by the madrasa committee. We also need to know that every program running in the context of madrasa development does not run smoothly, of course, there are criticisms and rejections from various circles and parents of students. This is one of our efforts at this madrasa to provide an understanding of the programs that will be implemented transparently, we do this pattern so that there are no misunderstandings so we involve the madrasa committee in developing madrasas, one of which is also a supervisor.

Local Strength-Based Human Resource Management Strategy for Developing the Quality of MTsN 3 Malang

The enactment of Government Regulation Number 19 of 2005 concerning National Education Standards, followed by several Permendiknas as its elaboration, is a major challenge for improving the quality of madrasas which are managed through management based on local strengths. The purpose of this study is to describe the human resource management policies at MTsN 3 Malang, the management achievements, local strengths that characterize their development, as well as an analysis of challenges and effective steps in implementing human resource management policies. Based on the description of descriptive data using qualitative research methods carried out at MTsN 3 Malang, it is known that human resource management policies at MTsN 3 Malang are carried out based on a combination of government regulations and madrasah policies. Based on the current condition of human resources, the placement of teaching and educational staff is not in accordance with the needs, both in number and qualifications. The effectiveness of implementing local strength-based management at MTsN 3 Malang is related to the principles of madrasah leadership, basic skills and abilities of teachers and employees, commitment in implementing management to understand each other, respect each other, be mutually responsible for a job at hand, with the motto of sincere charity. Challenges in the implementation of human resource management policies that occurred at MTsN 3 Malang, both internal challenges and external challenges, can be overcome by carrying out teacher and employee quality development programs through quality improvement programs, developing and optimizing the use of infrastructure facilities, awarding policies for teachers and outstanding employees to spur the creativity of teachers and employees in their daily performance.

STRATEGI KEPALA MADRASAH DALAM MENGIMPLEMENTASIKAN PROGRAM TAHFIDZUL QUR’AN DI MADRASAH ALIYAH NEGERI 1 SAMPANG DAN MADRASAH ALIYAH AL-ITTIHAD AL-ISLAMI CAMPLONG SAMPANG

This study aims to describe the strategy of the madrasa head in implementing the memorizing (tahfidz) al-Qur'an program in MAN 1 Sampang and MA Al-Ittihad Al-Islami Camplong, with sub foci including (1) madrasa head planning, (2) madrasa head program implementation, and (3) the implications of the madrasa head strategy, which was carried out by MAN 1 Sampang and MA Al-Ittihad Al-Islami Camplong Sampang Madura. The results of this study indicate that: 1) planning the tahfidzul Qur'an program namely; cooperating with various parties both inside and outside the school, determining the coach of tahfidz who already memorized 30 juices. 2) The process of implementing the Tahfidz program is carried out every week at 06: 50-07: 30 WIB in each class using the Muroja'ah and Tikrar methods, the depositing process can be carried out on male or female coaches or assistant coaches. 3) Implications of the program of tahfidz al-Qur'an namely; improve the quality of madrasas, the number of student memorization that exceeds the target, and student achievement in non-academic fields. PEMANFAATAN JARINGAN PENGGERAK SEKOLAH MADRASAH MUHAMMADIYAH (JPSM) DALAM BENCHMARKING MADRASAH MUHAMMADIYAH DI PURBALINGGA

JPSM is a place for teachers and school principals to have a desire to cooperate in accelerating the progress of their respective schools. One of the JPSM programs in Purbalingga is to help bridge the madrasa benchmarking process. Benchmarking Muhammadiyah madrasa in Purbalingga is a strategy to improve madrasa quality. Improving the quality of Muhammadiyah madrasa has implications for the level of public trust, indicated by an increase in the number of students. This research uses a qualitative approach. The research method used is descriptive method, describing and describing the phenomena that exist, both natural and engineering, pay more attention to the characteristics, quality, interrelationships between activities. Data collection techniques with interview studies with JPSM administrators, principals and madrasa teachers; study of madrasah benchmarking data, data on the number of students, madrasah achievement data, and JPSM profiles; and Madrasa internal environmental observational studies. The results showed that; first, JPSM is beneficial for madrasah progress, namely in an effort to improve madrasa quality through benchmarking activities; secondly, benchmarking can improve the quality of madrasas, which is suspected to have increased the number of students.

Kontribusi Pengembangan Sumber Daya Manusia dalam Upaya Meningkatan Mutu Pendidikan Madrasah Aliyah Al-Amiriyyah Banyuwangi

The purpose in this study are: (1) To find out how is human resources of Madrasah Aliyah al-Amiriyyah Blokagung Tegalsari Banyuwangi 2019/2020 academic year; (2) To find out how the education quality of Madrasah Aliyah Al-Amiriyyah Blokagung Tegalsari Banyuwangi 2019/2020 Academic Year; (3) To find out what are the factors that can improve the education quality of Madrasah Aliyah Al-Amiriyyah Blokagung Tegalsari Banyuwangi 2019/2020 Academic Year; (4) To realize the contribution of human resources development a which applied in improving the education quality of Madrasah Aliyah Al-Amiriyyah Blokagung Tegalsari Banyuwangi 2019/2020 Academic Year. This research method uses descriptive qualitative, data collection through interviews, observation and documentation. Data analysis uses interactive three models, while the data validity technique uses triangulation. Based on the clarification of inhibiting and supporting factors, the contribution of human resource development in improving the education quality of MA al-Amiriyyah Blokagung Tegalsari Banyuwangi can be explained as follows: (1) Teacher Training based on the respective fields of expertise held by the Religion Ministry. The human resources quality of educators and educational personnel is one of the factors in improving the quality of madrasas, by the qualified human resources quality, it is expected to produce cadres quality. (2) Direction from the Head of Education and Boarding School Caregiver, this briefing aims to provide motivation to educators and education staff.

IMPLEMENTATION OF THE CONCEPT AND THEORY OF MANAGEMENT FUNCTIONS IN EFFORTS TO IMPROVE QUALITY

Implementation of madrasa management contains two aspects of study, first the assessment in the conceptual setting of an approach in running a particular business in the education segment that seeks to maximize competitiveness through continuous improvement of products, people, processes, and organizational environments or institutions, and both studies cover the way they are delivered, which includes ten characteristics from i.e. customer focused (internal and external); obsessed with quality; use scientific approach; continuously improving quality; education and training; exercising controlled freedom; have unity of purpose; as well as involving and empowering educators and students. Both aspects must become a unified whole so that efforts to achieve goals can be obtained optimally.

Implementasi Manajemen Strategis pada Program School Improvement

Madrasa quality improvement is a crucial thing in the progress of Islamic education in Indonesia. School Improvement is a program that works to improve the quality of madrasas, especially at MTsS Maqama Mahmuda. The purpose of this study was to determine the description of the strategic management process that occurred at MTsS Maqama Mahmuda from the school improvement program. The form of this research is descriptive qualitative with the subject of the study consisting of the chairman of the foundation, the head of the madrasa, the teaching staff, the teaching staff and one parent of the santri. The data used in this study are primary data that is the result of non-participatory observation and in-depth interviews and secondary data, which are documents that support this research. Based on the research results, several research findings can be found, including: 1) There is an analysis of the internal and external environment of madrasas in preparing strategic plans in the School Improvement Program 2) Formulation and reformulation of strategic planning by considering risk management 3) Implementation of effective strategic management through commitment and consistency from educators and education staff 3) Effective control and evaluation system by prioritizing the principle of rigor, transparency, accountability and sustainability. So it can be concluded that through the implementation of effective and efficient strategic management at MTsS Maqama Mahmuda has produced good performance from the School Improvement Program.

MANAJEMEN PERUBAHAN DALAM MEWUJUDKAN MADRASAH BERPRESTASI

Abstact: The head of the madrasah embodies a madrasah that has achievements with the aim of improving the quality of madrasas nationally and internationally. Where competition is getting tighter, madrasas are progressing rapidly and other madrasas are out of business. These madrasas have a different strategy from other madrasas. This study aims to find out about change management and the implementation of the achievement of madrasas that have been accomplished.

Implementation of Operational Assistance Policy in Madrasah (Case Study of the Implementation School Operational Assistance Policy Management in Improving Madrasah Quality in East Java)

This study aims to describe and analyze the implementation of the School Operational Assistance policy, find out the supporting and inhibiting factors for implementing School Operational Assistance policies in madrasas, and find a model of implementing management policies in improving the quality of madrasas in the Regional Office of the Ministry of Religion of East Java.This type of research is descriptive qualitative. Researchers describe, analyze and interpret policies to improve the quality of madrasa education. The subjects of this study are; (1) Regional Office of Ministry of Religion of East Java, (2) Head of Madrasah Education Head of Regional Office of Ministry of Religion of East Java, (3) Head of Madrasah Education Section of Sidoarjo Regency, and (4) Head of Madrasah recipient of School Operational Assistance. Data collection using in-depth interviews and observation methods. The data analysis technique used in this study was inductive using phenomenological procedures.The results of this study indicate, the implementation of the School Operational Assistance policy in madrasas is carried out to improve access, quality, equity and quality of madrasa education. The existence of the program received support and positive responses from the madrasa management. Factors supporting the implementation of the policy are guidelines and technical guidelines, preparation of Madrasah Work Plans (RKM), assistance to madrassas, and higher public awareness. Community awareness factor in becoming the main supporting factor in implementation. The madrasah education quality development model is carried out with a variety of programs and activities whose budgets are taken from the School Operational Assistance funds. Many madrasa managers utilize School Operational Assistance funds to improve the quality and quality of education by strengthening the competence of teaching staff, improving facilities and infrastructure, strengthening graduation standards, and increasing the availability of reference access, whether in the form of books, magazines, scientific journals, and other sources learning can be used. Supervisi Akademik Pada Guru Sebagai Langkah Peningkatan Mutu Madrasah

This paper aims to examine the academic supervision of teachers as a step to improve the quality of madrasas. The teacher has an essential role in improving the quality of learning. Teacher quality will significantly affect the quality of knowledge and the resulting output. However, teachers must have capable abilities based on pedagogical, professional, social, and personality competencies. Academic supervision is a routine activity that must be carried out by supervisors and madrasa heads, so the role of supervisors to supervise and foster is very much needed. The part of supervisors is still not maximized in conducting supervision and coaching. This situation has an impact on the quality of teachers in the teaching and learning process, not only that it will affect the quality of madrasas.

Application of Madrasah Based Management in Improving the Quality of Aliyah Madrasah Education

This study aims to identify and describe the steps to implement madrasah-based management, describe the forms of community participation in contributing to improving madrasa quality, identify and describe madrasa efforts in order to ensure effective communication between schools and communities and describe the results of improving madrasah education quality. . The approach used in this research is a qualitative approach through descriptive analysis. The research subjects were the head of the Madrasah, the teacher, the school committee, students and the community. Data collection techniques using interview, observation and documentation. Data validity checking techniques with triangulation include credibility, transferability, dependability and confirmability. Data analysis techniques are using data reduction methods, data presentation and drawing conclusions. The results of data analysis show that the application of madrasah-based management is inseparable from the factors that can support and hinder the process of implementation. Community participation in the development of madrasah-based management can grow and develop in conditions of openness because of the mutual trust between madrasas and the community. One of the efforts of the madrasa committee in exploring community participation in madrasa development needs to get support from all components of education, both teachers, madrasa principals, students, parents / guardians of students, community, and Madrasah Aliyah Al-Aziziyah. Therefore we need close cooperation and coordination among the education components so that efforts to improve the quality of education carried out can be effective and efficient.Keywords: Application of MBM, Community Participation, Quality of Education

PERAN KEPEMIMPINAN KEPALA MADRASAH DALAM MENGEMBANGKAN BUDAYA MUTU

The world is undergoing rapid and global changes. Therefore, in the era of globalization, quality of human resources is needed. The thing that needs to be considered in improving the quality of madrasas is building a quality culture of madrasas. The headmaster of the madrasah provides an important role in the formation of a strong madrasa culture.
 This study aims to: (1) Obtain a description of the steps of the headmaster of the madrasah in developing the madrasah quality culture, (2) to know the Quality Culture Reality of Madrasah.
 This research shows that (a) the head of the madrasah articulates the vision and mission for the effectiveness of his leadership in bringing madrasah to become culturally quality continuously. (b) The head of the madrasah has leadership values ​​that are believed, and then realized into the life of the madrasah organization, and has an impact on efforts to improve the quality culture of madrasah. For the process of developing a quality culture through four phases, they are the preparation phase, the acceptance phase, the implementation phase and the commitment phase.

Kepemimpinan Transformasional Kepala Madrasah dalam Meningkatkan Mutu Madrasah (Studi Kasus di MA Matholi’ul Huda Bugel Jepara)

This study describes the principal's transformational leadership in improving the quality of madrasas conducted at MA Matholi’ul Huda Bugel Jepara. This research is a qualitative research. Collecting data through observation, interviews, and document review. Data analysis in this study uses interactive models such as those developed by Miles and Huberman. The results of the study indicate that; first, the value of transformational leadership which includes four aspects, namely: Idealized Influence or Inspirational Motivation, Intellectual stimulation or intellectual stimulation, Individualized consideration or individual consideration; secondly, the leadership of the head of the madrasa Aliyah Matholi'ul Huda Bugel Jepara has built trust with teachers and employees, through a reliable example of the madrasa principals, the compatibility between what is said and done, the opportunity for teachers and employees to express opinions, give opportunity to take part in duties and responsibilities, also take part in various trainings; third, the quality of the MA Matholi'ul Huda Bugel Kedung Jepara with the title of "very good" with evidence of the superiority of the results of the national and madrasah examinations in the last 3 years always get 100% graduation with an average score of 8.50, many students have achieved achievements Provincial and national level competitions

Pengaruh Pelaksanaan Tugas Kepala Madrasah Terhadap Profesionalitas Guru di MTs Negeri Model Kota Sorong

In developing a madrasa, it requires a leader or madrasa head who is capable and has leadership skills. the quality of madrasas is determined by the quality of madrasa head leadership. The madrasa head can successfully lead the madrasa if he understands the existence of a madrasa as a complex and unique organization, and is able to carry out his role as a leader, manager, administrator and supervisor. In order to carry out their duties properly, a madrasa head needs to have professional subordinates, in this case, the teacher. Every step of a teacher in dealing with every task and responsibility entrusted to him needs to be carried out as well as possible. This is the meaning of professionalism itself. The purpose of this research is to prove the influence between the implementation of the duties of the madrasah headteacher professionalism. This study uses a quantitative approach to the type of descriptive research and data analysis using the SPSS 16 For Windows program. The population in this study were all teachers in Sorong City Model MTs, totaling 43 people as respondents. The results of the data analysis showed that there was an influence between the implementation of the duties of the madrasah headmaster on the professionalism of teachers in the Sorong City Model MTs, which only affected 10.5%, the rest of which was 89.5% influenced by other factors.

Policy Implementation of Teacher Competence in Practicing Islamic Teaching

This study aimed to find out the implementation of teacher competence, the practice of Islamic teaching, supporting and inhibiting factors of the implementation of teacher competence policy. The research used qualitative approach, and was conducted at MAN ( Madrasah Aliyah Negeri /Islamic Senior High School) 1 Bandung, MAN Cipasung Tasikmalaya, and MAN Ciwaringin Cirebon. The data were collected through observations, interviews, documents, and questionnaires. The study found that the implementation of a policy in Islamic schools model had been running effectively. The teachers’ competence had complied professionalism standard. The practice of Islamic teaching had described the dimension of religious practices dynamically and systematically. The supporting factors consisted of a qualified manpower, adequate structures and infrastructures, the atmospheres of excellent academic and spirituality, and the support from all elements of madrasa. The implication of the policy implementation of teacher competence in cultivating the practice of religious teaching in madrasas contributed to the improvement of madrasa quality, teacher competence and performance, and students’ good deed and achievement.

Process, Results, and Consequences of Madrasa Accreditation: A Case Study in Lampung, Indonesia

This is a scientific article of research on the accreditation of the so-called Madrasa or Islamic Education resulting positive and negative consequences. This research focused on the process and results of the Madrasa Accreditation in Lampung. The data was collected using Focus Group Discussion with Assessors Team and was triangulated with documentation from various sources. Data on the consequence of the Madrasa accreditation was collected and analyzed through questionnaires given to 15 members of Madrasa supervisors in Lampung province asking 11 aspects of Madrasa Quality enhancement. The findings showed that the Madrasa accreditation was done by the so-called BAN-S/M regularly in every 5 years-period, the process and results of the Madrasa accreditation in Lampung has anticipated the defect of the national education system implementation that enables to enhance accountability and stakeholders’ recognition. Madrasa can make continuous quality improvement as the practice of quality assurance to produce quality madrasa graduates. The consequence of the accreditation has enforced the commitment to place quality first on the 11 points of the quality enhancement. The madrasa accreditation has promoted the attainment of madrasa relevance to the need of the Indonesian community that suits the national decree of national education system. Implementasi Manajemen Peningkatan Mutu Madrasah

Discussing about the implementation of madrasa quality increasement management is inseparable from the concept of management, roles and responsibility of management, the concept of quality, and how to implement madrasa quality increasement management itself. The effort of increasingquality of madrasa is basically conducted to face the competitive educational world, especially to face the issue of ASEAN community which starts from 2015. Furthermore, the big challenge for madrasa is how should madrasaprepare themself in increasing students’ competencies and all aspect related to instructional process. Therefore, the concept related to management, roles and responsibility of management, the concept of quality, and how to implement madrasa quality increasement management itself will bediscussed below.Keywords: Management, Quality, Madrasa.

Manajemen Full Day School untuk Meningkatkan Mutu Madrasah di MTs Negeri 3 Kebumen

This research is a qualitative descriptive research with a case study approach on the implementation of the Full Day School program at MTs Negeri 3 Kebumen. The data sources for this research consisted of documentation, field visits and interviews with several elements such as: madrasa heads, Full Day School administrators, and teachers. Collection techniques used interview instruments, participatory observation, documentation. The qualitative data analysis technique uses 3 stages, namely 1) data reduction, 2) data display, and 3) data verification. The results of the study can be concluded that the implementation of Full Day School management to improve the quality of madrasas is carried out through four activity processes which include planning, organizing, implementing and supervising. Full Day School management is well implemented as evidenced by the achievements achieved by students through various competitions both in the academic and non-academic fields at various levels including sub-districts, districts, provinces and national events.
