EVALUATION OF INFORMATION RESOURCES USED IN TEACHING PROGRAMMING

The study proposes a methodology for assessing the quality of information resources used in the study of programming languages. The methodology is based on factor analysis, which is based on the analysis of the usefulness of information used by students of information resources in the study of information technology. A comparative analysis of these resources and their capabilities in the development of the graduates’ competencies demanded by the professional business community is carried out.

The article substantiates a theoretical and methodological approach to the selection of tools for the selection of methods and mechanisms to support the export of innovative products of the region based on the quality of information development of its economy. This approach to the choice of tools improves the assessment of regions, based on the quality of information resources of the economy. The evolution of the information resources of the economy along the chain is evaluated - knowledge forms competencies that interact when creating intellectual property objects that turn into intangible assets. The evolution of this kind makes it possible to assess the economy of the region in the qualitative characteristics of interconnectedness with its innovation subsystem. What correlates the regions according to four levels of quality of innovative development: the 1st level (western metropolitan regions of Russia and hydrocarbon producing centers of concentration of resources and opportunities allowing to implement innovative projects concentrating the evolution of information resources of the Russian Federation. It solves national-scale tasks and big goals of Russia's innovative development - this level of regions corresponds to the model of the global center). The innovation subsystem of regions of this level creates a large number of intellectual property objects further on (OIS). 2nd level (large industrial regions with "million-strong" cities concentrating industry and scientific and educational centers actively implementing intellectual property - using the model of the Asia-Pacific region of the world economy of the catching-up type). These regions are increasing production volumes most rapidly and in constantly increasing volumes, based on existing developments. Based on the existing production and innovation potential, the volumes of OIS are increasing, although in smaller quantities than in the regions of the 1st level, but these OIS are adapted to the production implementation and the needs of the real sector of the economy. Level 3 (transition to a catch-up model - these are the largest industrial centers with a separate element of science and innovation on a small scale).This level targets and concentrates large volumes of production of intermediates and raw materials, creating know-how to increase its production, with insignificant volumes of officially registered OIS. Level 4 global periphery - raw materials industries predominate, in the absence of the necessary concentration of resources to create an OIS and know-how, the population constantly decreasing from the region has a low level of higher education, which results in a weak development of the information base of the economy due to the import of IA from outside).Such regions are poorly integrated within Russia, the export of raw materials and semi-finished products of low conversion dominates, and other production potential decreases. The tools for choosing methods and mechanisms to support the export of innovative products of the region through the typology of regions, under the influence of key factors determining the quality of information development of the economy is disclosed in this article.

Assessment on Usage of the Library Website Resources by Students in the Information Studies Programme at the University of Dar es Salaam

The study investigated students' usage of electronic resources available on the UDSM Library's website. Specifically, the study determined whether information studies students were aware of the electronic resources, how frequently they used them, and whether their demographic characteristics influenced their usage. The study also examined the students' satisfaction with the functional and non- functional attributes of the website resources. A mixed-methods research design combining both qualitative and quantitative data collection methods was used. The sample consisted of 118 student respondents who were selected using a stratified random sampling technique. The data were collected through questionnaires and interviews with class representatives and three library staff familiar with website design. The study employed content analysis to analyze the qualitative data and Statistical Product and Services Solution (SPSS) for chi-square tests to analyze the quantitative data. Observations were also made on aspects that could be observed, such as response speed and user interface. The results of the study reveal that the majority of respondents were aware of the electronic resources available on the UDSM Library website, and there was a relationship between awareness and the respondents' years of study. The study also found that most respondents frequently accessed and used the website's resources, and this was not influenced by gender. However, open- access repositories and e-books were preferred to subscribed resources and journals, respectively. Although respondents were generally satisfied with the quality of information resources, they were dissatisfied with some non-functional aspects of the website, including response speed, accessibility of information resources off-campus, and multiple and misleading user interfaces.

Survey of open educational resources among undergraduates in a state university in Nigeria

The purpose of this study is to find out how well Ambrose Alli University, Ekpoma, undergraduates are aware of and utilise free educational materials. Consequently, four (4) study objectives were developed to address the amount of awareness, level of use, purpose, and challenges connected with students’ use of OERs. The study adopted a descriptive survey design for a target population of 8,501 undergraduates across three faculties (Arts, Education and Physical Sciences) in the university enrolled for the 2018/2019 academic session. The study employed Yamane (1967) sample size determination and stratified random sampling technique to arrive at a sample size of 250 undergraduates which was allocated proportionally across the three faculties. A structured questionnaire was used to elicit responses which were analysed using descriptive statistics of frequency, percentage, arithmetic mean and standard deviation. The result of the analysis revealed a low level of OERs awareness among the undergraduates. Also, the study showed a low level of use of OERs among the undergraduates. Majority of those who used OERs affirmed their purpose for use to be acquiring free and quality information resources and increase their knowledge in their area of study. Findings from the analysis also revealed that lack of awareness and lack of knowledge on how to use OERs were major challenges confronting the use of OERs among the undergraduates. The study conclusively noted that embracing the full potential of OERs pushes universities to critically reconsider their policies and strategies especially in the areas of awareness and use by undergraduates who are the key beneficiary of the open access initiative

According to a sociological study in December 2021, an analysis was made of the consumer behavior of smartphone owners, an analysis of the supply and main business models of digital companies. It was found that young people spent about 8 hours a day in front of smartphone screens, of which 52% were on social networks and instant messaging and voice communication services and 12% on video hosting services, 7% on games, 4% on browsers, 5% on productivity apps, 1% on shopping, 1% on personal photos and videos, 18% on other applications. The main screen time is used by young people for unproductive purposes. It is necessary to regulate screen time, control the quality of information resources, conduct educational and explanatory work. The most popular and attention-consuming applications were social networks and video hosting, which collectively accounted for more than 58% of all screen time, an average of 5.8 hours per day. The business model of screen time companies is to advertise, collect and commercialize user data. The companies owning the majority of the main screen time applications were social networks. Digital platforms may own and operate infrastructure or provide a specific service on which merchants and developers depend. In the specific markets of digital goods, the efforts of business to monopolize are great. To protect competition, it is necessary to make adjustments to the antimonopoly legislation. The criteria for assessing the level of monopolization of the company’s market position, along with price and market share, are proposed to be expanded, such as network effects, switching costs, access to crucial data for competition, competitive pressure by innovation.

УПРАВЛІННЯ ПЕРСОНАЛОМ В ІНФОРМАЦІЙНО-АНАЛІТИЧНОМУ ЗАБЕЗПЕЧЕННЯ ФІНАНСОВОЇ СКЛАДОВОЇ СИСТЕМИ ЕКОНОМІЧНОЇ БЕЗПЕКИ ПІДПРИЄМСТВ

The article examines the impact of enterprise personnel on the quality of information resources in the system of economic security of enterprises. Threats that arise at the present stage in personnel management can affect the level of efficiency of production and sale of goods and services, the rational use of all types of resources. It is analyzed and determined that the dynamic development of social relations causes changes in economic processes and requires the introduction of systematic approaches to the management structure of the business entity as a whole. In the conditions of the need to strengthen control over the activities of enterprises, one of the determining directions for the growth of efficiency, stability and management capacity of the enterprise is the improvement of the system of economic security through its financial component by forming information and analytical support, developing procedures for verification and confirmation of information. Among the functional components of the system of economic security of enterprises, the financial component is the main one, given that it is the financial resources of the enterprise that determine the strategic goals of its economic activity, the competitiveness of products. The importance of the question of the influence of financial information, methodical support of the financial component, determines the relevance of the research. The impact on the economic security of the enterprise through the risks and threats associated with staff, its intellectual potential and labor relations in general and the quality of information resources in the economic security of enterprises in particular. Conclusions on improving personnel management for information and analytical support of the financial component of the economic security system of enterprises are substantiated. It is determined that in modern conditions there is a growing need to ensure, support in the short and long term stable and effective activities of the enterprise due to the stability of staff, which will affect the reliability and security of information, promotes modern effective forms of financial monitoring and control of staff, forecasting information to ensure the financial security of enterprises.

Система інтелектуальної власності України: сучасний стан та перспективи розвитку

The article reviews the current state of the intellectual property system based on a wide range of sources. The author characterizes the general trends in the development of this sphere. She analyzes the main legal acts that determined the directions and principles of reforming the legal protection and enforcement of intellectual property.In the study, the author points out that Ukraine’s position is rather weak. In the report for 2022, the International IP Index is calculated for 55 countries of the world according to 50 unique indicators, which are divided into 9 categories. Ukraine's overall score is 19,87 out of 50 (39,74 %). There are significant difficulties in the implementation of national legislation and international treaties. The author emphasizes that despite the efforts of all branches of government at the highest level, there are still difficulties in law enforcement, lack of qualified specialists interested in the development of intellectual property. There are significant problems in the organization of the work of the High Court of Intellectual Property. The author emphasizes that not all legislative changes have a positive impact on the possibilities of intellectual property protection, some innovations require balanced approaches, taking into account the opinions of experts and practitioners.Reforms are accompanied by institutional changes. From November 8, 2022, the state organization «Ukrainian National Office of Intellectual Property and Innovation» became the entity performing the functions of the National Intellectual Property Authority. The head of the newly created institution emphasizes transparency of activities, strengthening of the expert corps, attraction of young promising personnel, quality information resources and comprehensiveness in its activities. As of December 2022, the reset of the intellectual property sphere continues, which is complicated by systematic massive missile strikes on the critical infrastructure of the entire state.

Evaluation of quality and efficiency of information resources of educational libraries

The objective of the work was to analyze the quality of the information resources of educational libraries. Methods: A user survey of ten educational libraries was conducted to achieve this objective. Results: It was found that representatives of different target groups visit libraries for different purposes. Students and pupils use the library mainly to carry necessary textbooks and books, communicate, attend events. Academics, lecturers / professors, use it not only to obtain the book, but also to check references and read new publications in the library, use electronic resources, as well as to work on research. Sometimes pupils and students often need the help of library staff, indicating a lack of information literacy. Scholars, lecturers / teachers, are often able to fend for themselves. Electronic resources are the most effective, according to respondents, but visitors to educational libraries also continue to use traditional resources. Conclusions: Research shows that to increase the efficiency and quality of information resources of educational libraries, employees should focus their efforts on improving the information literacy of library users, as well as demonstrating the values of the library, inform about library services and maintain using information and communication technologies.

Federal libraries in virtual space: Current state and prospects

Abstract: The findings of monitoring virtual space of federal libraries: their websites and social media, are interpreted. The author analyzes search optimization indicators, i. e. website quality factor, website adaptiveness for mobile systems, as well as behavior indicators, e.g. average visit time, number of viewed pages per visit, etc. The comparison of these findings with prior research evidences on increasing quality of information resources under investigation. The efficiencyоf the federal libraries’ activity in VKontakte (VK), one of the most popular mass media and digital platforms, was analyzed with Socstat.ru web-analytics. The federal libraries’ VK communities are characterized by: number of subscribers, total number of posts, number of posts for a time period, average post length, and the average number of posts per day. Federal library user activity factors areal so analyzed; number of responses, average number of responses, average community engagement, and average post engagement. The author insists on the necessity of monitoring of library presence in the digital environment through web-analytics for libraries efficient integration into the single cultural information space.

Evaluating the Quality of Resources in the Management Process

Management processes occupy a special place in the quality management system. The result of their implementation is the coordination of all processes performed at the enterprise. Issues related to the resource support of management processes are not sufficiently covered in the scientific literature, which can be explained by the complexity, specificity and weak possibility of formalization of management processes. At the same time, the quality of the resources used must meet certain requirements. A list of resources used in the management process is given. The article substantiates a methodological approach to assessing the quality of resources in the management process, based on the use of qualimetry. The specific features of the management process that led to the choice of the methodological approach are listed. It is proposed to assess the quality of resource support for the management process using an integral indicator constructed by aggregating generalized indicators of the quality of information resources, administrative resources, human resources, psychological resources of the individual, professional resources, intangible resources, methodological resources and time constraints. A procedure for evaluating the quality of resources in the management process has been developed. Criteria for evaluating specific resources are formulated, taking into account their specifics.

Information resources as a source of development of the organization in the context of digitalization in the regions of Russia

Subject. This article discusses the issues related to the formation of information resources in an organization, which are necessary to increase the level of digitalization of its activities. Objectives. The article aims to identify problems related to the formation and management of quality information resources in the organization. Methods. For the study, we used the methods of systems, comparative, structural, and logical analyses. Results. The article identifies certain problems of the formation and use of quality information resources in the organization and proposes a method to sample labor time in the conditions of digital economy. The article also offers recommendations to build an effective system of information management and rational justification of labor standards, reducing social tensions. Conclusions. Effective information management will help form an innovative type of organization in the modern economy, reducing the costs of high-tech production processes.

Information Repositories and Learning Environments

Information repositories are collections of digital information which can be built in several different ways and with different purposes. They can be collaborative and with a soft control of the contents and authority of the documents, as well as directedto the general public (Wikipedia is an example of this). But they can also have a high degree of control and be conceived in order to promote literacy and responsible learning, as well as directed to special groups of users like, for instance, school students. In the new learning environments built upon digital technologies, the need to promote quality information resources that can support formal and informal e- learning emerges as one of the greatest challenges that school libraries have to face.
 It is now time that school libraries, namely through their regional and national school library networks, start creating their own information repositories, oriented for school pupils and directed to their specific needs of information and learning. The creation ofthese repositories implies a huge work of collaboration between librarians, school teachers, pupils, families and other social agents that interact within the school community, which is, in itself, a way to promote cooperative learning and social responsibility between all members of such communities. In our presentation, we will discuss the bases and principles that are behind the construction of the proposed information repositories and learning platforms as well as the need for a constant dialogue between technical and content issues.

Let Students Choose: Examining the Impact of Open Educational Resources on Performance in General Chemistry

General chemistry is a gateway course for most STEM majors, so student success is a priority for chemistry faculty. Providing quality information resources for students, including textbooks, is one way that instructors can support student learning. However, these resources can be prohibitively expensive for some students, causing them to opt out of purchasing a textbook or incur stress from the costs of time and money to obtain a textbook. Open educational resources (OERs) are no-cost materials, available in the public domain, that students and instructors can use to reduce the financial burden of college coursework. However, as chemistry instructors consider adopting OERs, they may be concerned about the time cost to reframe their courses around different materials, the risk of negatively impacting student learning, and whether the benefits to students outweigh those costs and risks. Although the financial benefits to students have been established, and the evidence suggests minimal risk of poor academic outcomes, the cost to instructors continues to be prohibitively high. In this study, the instructor used a commercial text as the official resource for the course and offered students a choice to use either the commercial textbook or an OER textbook. This soft adoption of OERs dramatically reduced the time cost associated with using the OER for the instructor, while providing financial benefits to students who chose the OER. To address the risk that using an OER might negatively impact student performance, we investigated the impact of student textbook choice on student performance in general chemistry, controlling for relevant academic and affective variables. We found that students using OER performed as well as students using the commercial textbook. With minimal effort, chemistry instructors can provide a no-cost alternative for students, with confidence that it will not detrimentally affect their learning.

Collection development policy and utilization of information resources in academic libraries in Rivers State, Nigeria

The paper adopted descriptive survey research method to assess collection development policy and utilization of information resources in academic libraries in rivers state, Nigeria. The population of the study includes 42 professional librarians in three university libraries – University of Port Harcourt, Rivers State University, and Ignatius Ajuru University. Census sampling technique was used to sample all the 42 librarians. Three objectives guided the study. Self-developed questionnaire was utilized for data collection and 100% return rate was obtained. Descriptive statistics of mean (x̄) and standard deviation (±) was used to analyze the data. Findings revealed that that collection development policy has a positive influence on the utilization of information resources in academic libraries (x̄: 2.84 ≥ 2.5), several factors affecting collection development policy in promoting the utilization of information resources in academic libraries (x̄: 2.73 ≥ 2.5), and there are several ways to improve the effectiveness of collection development policy in ensuring the utilization of information resources (x̄: 3.57 ≥ 2.5). The study concluded that Libraries without a collection development policy or poorly written collection policy would suffer waste of fund, poorly offered library services, and low patronage or poor usage of the information resources by users. Among others, the study recommended that continuous training of library staff concerned with the activity of collection development, academic libraries should explore various ways of generating funds independently such as the offering of photocopy services to users, and academic libraries should learn to patronize local but quality information resources.

Assessing Information Needs of Final Year Diploma Students at Kitale Polytechnic Library, Trans-Nzoia County, Kenya

This study assessed information needs of final year diploma students and the aspects explored were the adequacy, relevance, access and challenges faced in the use of the information resources. The study was limited to Kitale polytechnic library and the focus was the information that students seek to satisfy their information needs. The theory adopted for this study was the Principle of Least Effort that was developed by George Kengsley and explored in a study of library use of graduate students by Zao Lang. The independent variable was information needs and library user satisfaction was the dependent variable. Access and use of information resources, information literacy level and staff skills and competencies were the intervening variables. A descriptive research design was adopted to describe the level of students’ information needs and use of the library. Qualitative method was used to collect textual data and quantitative method was used to collect numerical data. The target population of 426 library staff members and final year diploma students based on the polytechnic management records was purposively sampled for study. A sample size of 68 participants was selected for study. The main data collection tools were a structured questionnaire and an interview schedule which targeted students and key informants (library staff) respectively. A pilot study was conducted at Eldoret National Polytechnic. This involved four library staff members and four diploma students who were in their final year of study. Validity was sought by use of expert knowledge in the field of information science to ascertain accuracy of the research instruments and the split half method was used to achieve reliability of the instruments and information collected. The researcher used interview to collect data from the library staff and questionnaires were employed to collect data from the sampled students. Qualitative data was analyzed thematically while quantitative data was analyzed to generate percentages, frequency distribution tables and charts. The results established that majority of students need information for academic purposes while others use it for other information related requirements. The study also revealed that the library collection does not adequately cater for the information needs of students and it was further established that most of the library information resources are rarely relevant to students’ information needs. The study concludes that most polytechnics are not keen on issues related to limited resources, staffing and the quality of information resources and services which negatively affect students in the library. The study recommended that polytechnic policy developers should formulate library policies that are not only academically inclined but also aimed at promoting other information related purposes. The study also recommended that the Institutional management should increase library allocation of resources to ensure improved equipping of a balanced library collection that addresses the diverse information needs of students. The study further recommended that polytechnic library management should enhance its acquisition policy to help acquire information resources from publishers that are more relevant to students’ education and courses of study. The study should be useful to TVET department of the Ministry of Education in their quality assurance programs to formulate policies for polytechnics that maintain high standards of libraries and quality information services for students. The study further recommended that another study should be undertaken to explore more on the use of Wi-Fi in the provision of information services for polytechnic students; an area that deems necessary based on the studies that have been highlighted in this research.

Research on Traceability Modelling of Tobacco Production Quality Based on Information Synergy

To improve the quality of tobacco production accurate traceability, this paper is based on “Quality Information Resource Pool” formed by tobacco production management information system, constructing a causal traceability model of tobacco production quality, researching and development of traceability algorithm for tobacco production quality based on extended event graph. The quality traceability of raw materials, silk, tobacco and cigarette batches was realized successfully, the real-time and accuracy of quality tracing in tobacco production are improved.

ANALISIS SISTEM INFORMASI MANAJEMEN BERBASIS KOMPUTER DALAM PROSES PENGAMBILAN KEPUTUSAN

Sistem Informasi Manajemen berbasis komputer mengandung arti bahwa komputer memainkan peranan penting dalam sebuah sistem informasi manajemen. Maka diperlukan sistem informasi manajemen yang baik untuk mendukung tujuan organisasi. Sistem Informasi Manajemen yang akurat dan efektif, dalam kenyataannya selalu berhubungan dengan istilah komputer-based atau pengolahan informasi yang berbasis komputer. Pada setiap proses diperlukan informasi yang sebagian dihasilkan oleh Sistem informasi manajemen. Informasi yang dihasilkan oleh sistem informasi dengan analisis khusus sangat bermanfaat bagi kebutuhan organisasi dan keputusan yang diambil untuk masing-masing tingkat (level) manajemen. English Abstract: This paper presents a solution to the problem of developing a competency model for a system of personal growth of management and teaching staff in areas of competence, aimed at promoting the information policy of educational organizations through expanding the opportunities for information openness and increasing the level of social trust, and assessing the quality of information resources created by educational organizations.

Trends of innovative development of intermediary activities of consulting services

Introduction. The international practice of mediation confirms the effectiveness of consulting services in solving problems of formation and development of innovative infrastructure in the economy of developed countries. Many research studies.An analysis and implementation of innovative trends requires constant th improvement and helps provide better services. The purpose of this paper is to formulate the main tendencies of innovative development of the intermediary activity of consulting services. Results. The popularity of consulting in Ukraine has been progressively relative to developed countries. The modern activity of various intermediary companies providing consulting services is aimed at qualitative innovative changes. The essence of mediation consulting services is a tool for developing partnerships that arise between the state, business, science and education, with regard to the rational use of information and intellectual resources in the enterprise innovation management system. For mediation, it is important to form a team of consultants who would possess quality information and intellectual resources and are able to turn them into professional services. Сonsulting services include: general tendency of globalization of economy, possibility of using thinking, ideas and experience of manager-consultant, adaptation of foreign experience to the conditions of national economy. Conclusion. Based on the conducted research it can be determined that the current stage of development of the intermediary activity of consulting services in Ukraine is transitional. It is innovation that promotes dynamic self-development and ensures the competitiveness of the enterprise in the market. Provided that the positive trends of innovative development for intermediary enterprises are analyzed and implemented, the country's economy will be able to occupy a worthy place in the global process of economic development.

Report from the Medical Library Association's InSight Initiative Summit 3: Bridge Building: What Bridges to Build and How.

At the Medical Library Association’s Insight Initiative Summit 3, held June 12–13, 2019, academic and hospital librarians joined with publishing industry partners to identify vexing problems in publishing and accessing health sciences information. Through a mixture of panel discussions with health sciences faculty, librarians, and information providers; small-group problem-solving exercises; and large-group consensus-building activities, the summit program invited participants to appreciate each other’s viewpoints and propose a collaborative project leading to tangible outcomes that could ultimately benefit end users. Several vexing problems were identified, including poor communication and mistrust between librarians and publishers, complexities in product pricing structures and licenses, and users’ difficulties in accessing and using vetted information resources. However, librarians and publishers agreed that building a better shared understanding of users’ needs and behavior would be the most useful bridge toward regaining trust, establishing more effective partnerships, and designing and delivering quality information resources that are easily accessible and maximally useful to health sciences researchers, educators, clinicians, and students.
