Значение ценностных ориентаций личности руководителей органов внутренних дел Российской Федерации при выполнении профессионально-служебных задач в особых условиях

In the modern conditions of society, facing various challenges and threats, the issue of managing employees of the internal affairs bodies of the Russian Federation is becoming especially relevant. The ability of law enforcement agencies to effectively respond to non-standard situations, such as terrorism, natural disasters or mass riots, largely depends on the level of professional training and value orientations of the personality of their leaders. In this study, we will consider the key aspects associated with the features of the value orientations of the personality of the heads of the internal affairs bodies of the Russian Federation and their importance for work in conditions requiring special qualifications and readiness for quick decision-making. The scientific study is devoted to the currently relevant problem of purposeful mastery of holistic and sustainable qualities by the subject of professional activity. The value sphere has a key impact on the relationship between subjects, the moral qualities of the individual. The professional activity of the head of the internal affairs bodies of the Russian Federation (hereinafter referred to as the OVD) should be focused on constructive interaction in the professional environment, avoiding the destructive tendency leading to the denial of the limitations that underlie official activity. In order to successfully fulfill the tasks facing law enforcement agencies, the heads of the OVD must use all available resources, adapt to changing conditions and constantly improve managerial competence, direct efforts to preserving personnel. This will ensure not only the professional readiness of the police to act in special conditions of official activity, but also the safety of citizens, which is the main goal of the activities of the internal affairs bodies.

Agent-based model for forecasting the impact of the population life quality on migration movement in the context of the Russian Federation federal districts.

The Russian Federation is characterized by an extremely uneven distribution of the population across the country, which contributes to the asymmetry of economic and socio-demographic development of the regions, a shortage of qualified specialists for the development of the resources of Siberia and the Far East, and an increase in global risks in general. In this regard, the use of modern management technologies, in particular, multi-agent simulation modeling, to support decision-making on managing migration processes becomes relevant. Since the main incentive for active citizens to change their place of residence is investing in the development of the region and providing the necessary conditions for a comfortable life, the purpose of the study is to develop an agent-based model for forecasting the impact of the population life quality on migration flows between the federal districts of the Russian Federation. One of the tasks solved using the model is to track the direction of migrant movement relative to the Republic of Bashkortostan when changing the controlled parameters. The simulation model was designed using modern CASE tools; UML diagrams and a mnemonic diagram of the decision-making support process for managing the demographic development of the region were built in the course of the work. Scenario experiments were conducted to predict changes in the population size in the study areas. Within the framework of the research, the authors applied the object-oriented methodology of simulation model design, agent-based approach for its implementation, as well as an agent-oriented approach for its implementation and statistical analysis methods when setting up experiments. The toolkit developed as a result of the study can be used by the representatives of executive authorities and government officials to develop a balanced resettlement policy, assess the possibility and conditions for developing regions of the Russian Federation with low population density.

Problem of staffing shortage in the Ulyanovsk region of the Russian Federation and some ways to solve it

The article examines the problem of personnel shortage in the Ulyanovsk region in the context of current economic and political transformations. The reasons for the shortage of qualified specialists are analysed, which include both positive factors (rapid economic development and technological changes) and negative ones (demographic changes, industry characteristics, imbalance in the labour market and migration). Statistical data on the level of unemployment, migration, and population structure are provided, which makes it possible to identify the main trends and predict the further development of the situation in the labour market. Particular attention is paid to the problem of migration of graduates of higher educational institutions and their impact on the economy of the region. The article also examines the impact of international and interregional migration on the labour market and demographic situation in the region. Possible ways to solve the problem of the personnel shortage are discussed, including improving the material and technical base of educational institutions, adapting educational programmes to the requirements of the labour market, and introducing a multi-level system of control over the migration. The proposed measures are aimed at creating conditions for attracting and retaining the qualified specialists in the region, which in turn will contribute to its sustainable economic development.

ТЕОРЕТИКО-МЕТОДОЛОГІЧНИЙ АСПЕКТ КОНКУРЕНТОЗДАТНИХ ЗАКЛАДІВ СЕРЕДНЬОЇ ОСВІТИ ТА ЇХ ВИПУСКНИКІВ

The article examines the theoretical and methodological aspects of the competitiveness of secondary education institutions and their graduates, which are highly relevant in the context of globalization and rapid changes in the labor market. Modern economic processes require educational institutions to be highly flexible, capable of adapting educational programs to new demands, and preparing graduates who can quickly adapt to competition in the labor market. The relevance of the research topic lies in the necessity to analyze the factors that determine the competitiveness of secondary education institutions and the preparation of competitive graduates. The current system of secondary education faces challenges related to rapid changes in the labor market, the development of new technologies, and the need to adapt curricula to new realities. The growing competition among educational institutions requires them not only to improve the quality of education but also to constantly update teaching methods and integrate innovative approaches into the learning process. The aim of the study is to define the theoretical foundations of the competitiveness of secondary education institutions and develop methodological approaches to enhance the competitiveness of graduates in the context of preparing them for the demands of the modern labor market. The author establishes that an important condition for enhancing competitiveness is the development of not only professional knowledge but also personal qualities in graduates, such as motivation for continuous self-improvement, the ability to think creatively, and adaptability to changing professional conditions. In the author's opinion, the prospects for further research lie in a deeper examination of the impact of specific teaching methods and innovative technologies on graduates' competitiveness, as well as in the development of mechanisms that ensure effective interaction between educational institutions and the labor market to meet the demand for highly qualified specialists.

Interregional Migration in the Russian Far East and its Impact on Demographic Security

In this paper, we address the issues of demographic development of the regions of the Russian Far East and the impact of interregional migration on the size and demographic structure of the population. The study is based on official data published by Rosstat. At the level of the Far Eastern Federal District as a whole, the demographic dynamics are characterized by negative trends that have developed against the background of depopulation, as well as migration outflow to other regions of the country and abroad. However, at the level of individual subjects, the situation is differentiated. According to the results of 2023, the population of the Sakha Republic (Yakutia) and the Chukotka Autonomous Okrug increased due to natural and migration growth; in Kamchatka Krai, population growth was ensured by the excess of natural increase over migration outflow. At the same time, in other subjects of the Far Eastern Federal District, the population decreased both under the influence of natural decline and migration outflow. Migration outflow to other regions of the country is becoming one of the significant barriers to the demographic development of the Russian Far East: it is in interregional exchange that the subjects of the Far Eastern Federal District lose qualified specialists and talented youth. Therefore, maintaining current directions of interregional migration in the Far East can lead to a distortion of the demographic structure of the population, faster aging of the population, as well as a decrease in the demographic potential, which poses threats to demographic security. We conclude that measures of demographic and migration policy in relation to Far Eastern subjects should be targeted and aimed, first, at ensuring a higher quality and standard of living for the local population.

220 YEARS OF THE DEPARTMENT OF FORENSIC MEDICINE, MEDICAL JURISPRUDENCE NAMED AFTER HONOURED PROFESSOR M.S. BOKARIUS KHARKIV NATIONAL MEDICAL UNIVERSITY

The article is dedicated to the 220th anniversary of the Department of Forensic Medicine and Medical Law named after Honored Professor M.S. Bokarius of Kharkiv National Medical University – one of the oldest and most influential scientific and educational institutions in the field of forensic medicine in Ukraine. It highlights the history of the department's establishment since its founding in 1804, emphasizing the contributions of distinguished scientists and department heads to its development. The article describes the achievements of each stage of the department's activities, including the organization of the first anatomical theater, creation of educational materials, development of innovative methods in forensic medical examinations, identification of individuals, toxicology, and criminalistics. Special attention is given to the contributions of Professor M.S. Bokarius, who laid the foundations of modern Ukrainian forensic expertise, and his successors, who expanded and deepened research in forensic medical science. The article also highlights the significance of the department as a base for training highly qualified specialists, organizing scientific and practical conferences, creating educational materials, and establishing the Museum of the Department's History.

TO THE ANNIVERSARY OF VOLODYMYR MALASCHENKO

The article is dedicated to the 85th anniversary of the famous Ukrainian scientist in the field of mechanical engineering and machine dynamics, professor of the department of technical mechanics and engineering graphics of the National University "Lviv Polytechnic", doctor of technical sciences, academician of the Lifting and Transport Academy of Sciences of Ukraine, Volodymyr Oleksandrovych Malashchenko. After the restoration of Ukraine's independence, Volodymyr Oleksandrovych was one of the organizers of the process of training highly qualified specialists. Many of the candidate's and doctoral dissertations were defended under his supervision or opposition, not only in mechanical engineering but also in lifting and transport machines, agriculture, printing, oil and gas engineering. He is the author of more than 600 works, including more than ten monographs, more than 100 patents, about 30 study guides (of which six are in French), and about 20 articles in foreign publications indexed by scientometric databases. Volodymyr Oleksandrovych is also the author of a complex of study guides on machine design, which are widely used in the educational process of almost all technical universities of Ukraine. He is a member of the editorial boards of the magazines "Lifting and Transport Technology", "Bulletin of NTU "KhPI", series of Engineering and CAD", a member of the program and organizational committee of the international scientific and technical conference "Problems of Quality and Durability of Gears and Mechanical Drive".

Algorithms of training programs for simulator training of ship's engine room personnel

The ship's engine room personnel (mechanics, electromechanics) ensure the technical operation and safe functioning of the ship's power systems. Professional training and retraining of marine specialists of ship's engine rooms is necessary due to the constant improvement of equipment and automation of electric power systems of modern ships. To ensure high-quality training of the ship's engine room team, simulator training is used with a set of modern simulators of ship power plants and electric power systems that meet the standards of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers. In the course of the study, block diagrams of training algorithms have been developed; program features and examples of their operation have been shown. The obtained algorithms for training on simulators make it possible to implement both the initial training of cadets and the retraining of specialists when improving their qualifications. In the course of simulator practice, the opportunity to develop competencies for working with high-voltage equipment (3–10 kV) of modern ships in accordance with the requirements of the STCW Convention and the STCW Code is of particular importance. Algorithms for training in high-voltage equipment maintenance should be introduced into the educational process to improve the level of qualification of specialists.

The article shows that changes in the field of education are aimed at creating optimal conditions for the formation of competence not only in its professional field, but also in adjacent areas of knowledge. Currently, educational organizations are faced with the task of fulfilling the requirements of teaching physics to train highly qualified specialists for students studying in technical specialties. The activity of students in training contributes to the orientation of educational programs to the labor market, needs. The purpose of the article is to apply the knowledge and skills acquired in physics lessons in their professional field, that is, to form professional competencies.

Some legislative amendments of the Draft CC of Ukraine in comparison with the current CC of Ukraine

The article considers a range of important novels, provided for by the Draft Criminal Code of Ukraine (CC), which are offered in substitution to the provisions of current CC. The authors analyze the concept of the grounds for criminal liability, emphasizing precise definitions of the elements and features of the corpus delicti, which play a key role in the criminal offences’ qualification. Special consideration is given to the institute of accompliceship. The draft also provides for the introduction of the intermediate perpetrator as a separate category, who is not an accomplice, as well as extension of provisions on accompliceship with a special subject. The exclusion of the concept of “public danger” from the definition of a criminal offence, leaving only the feature of “criminal illegality”, is also considered. The authors support this amendment and note that “public danger” may be taken into account during the criminalization and decriminalization of acts. The system of criminal legal remedies is particularly considered. The Draft CC retains such types of punishment as community service, fine, restriction of liberty, fixed term or life imprisonment, and excludes arrest, forfeiture of property and correctional labour. The authors of the draft consider probation supervision as a social and educational measure and a means of supervision, but not the type of punishment, since it applies during or immediately after the completion of the basic punishment. The draft also excludes revocation of a military or special titles or qualification class from the punishment system and determines it as a disciplinary measure. The importance of the introduction of standardized sanctions which will correspond to the gravity of the offence and will be prescribed by the General Part of the CC and, simultaneously, will remain in the Special Part for the convenience of practical application, is also noted. Particular attention is paid to safety measures, inter alia compulsory psychiatric assistance, provided to persons who have committed acts in a state of insanity or partial insanity. Such assistance may be outpatient or in-patient, and its duration depends on the treatment results.

FACILITATOR AS AN IMPORTANT ROLE POSITION OF THE FUTURE PRIMARY SCHOOL TEACHER IN THE PROCESS OF IMPLEMENTATION OF STEM EDUCATION

The scientific article analyzes the scientific and pedagogical literature and highlights the role of the facilitator as an important position of the future primary school teacher in the process of implementing STEM-education. Based on a thorough analysis of scientific and pedagogical sources, the essence of the concepts "STEM teacher", "facilitator", "facilitation" and "pedagogical facilitation" was clarified. It is highlighted that a STEM teacher is a new generation pedagogue who not only imparts knowledge, but also creates conditions for the development of students' critical thinking, creativity and innovative approach to solving problems. When implementing STEM-education, such a teacher acts as a "leader" of an integrated approach to learning, successfully combining the study of science, technology, engineering and mathematics. This paper presents the key aspects that define the role of the facilitator in the professional activities of primary school teachers in the process of implementing STEM-education. It has been determined that a STEM primary school teacher should be a qualified, creative and energetic specialist, interested in developing scientific thinking and technological literacy of their students. Being a teacher-facilitator in STEM-education in primary school requires flexibility, creativity and constant openness to new approaches. The article proves the necessity of forming the position of a facilitator in future teachers at the level of their professional training in pedagogical institutions of higher education. It is emphasised that in this context it is important to ensure a qualitative balance between theoretical and practical training of future teachers. Based on the analysis of information sources and available experience, the article provides advice to a future teacher-facilitator who will implement STEM-education in primary school: create a stimulating STEM-educational environment; engage students in practical activities; take into account the individual characteristics and interests of each student; engage students in teamwork in groups; focus on the development of critical thinking in children; encourage students to experiment and solve real problems etc.

Диверсифицированные подходы и стратегии формирования инженерного мышления у студентов педагогических вузов

The relevance of this research lies in the need to train highly qualified specialists with engineering thinking. These specialists are crucial for developing the country’s scientific and technical potential. The training of such specialists with a broad and flexible mindset starts from school, where the teacher plays a fundamental role. Objective: the goal of this study is to identify effective methods, approaches, and practices that can be used to develop engineering thinking in future teachers of physics and computer science and application of these methods and practices in the training of graduates from pedagogical universities. Hypothesis: the study hypothesizes that if the educational process in pedagogical universities is based on diverse approaches and strategies, it will contribute to the development of engineering thinking in students. Methods (tools): the research used various methods and tools to address the issue including theoretical research and analysis of publications in scientific journals on the subject of engineering thinking formation, synthesis and methods of logical generalizations, the questionnaire aimed at studying the readiness of future teachers to develop engineering thinking of students (by O. R. Schaefer, T. N. Lebedeva, S. V. Kraineva, and G. S. Kochetkova). Results: by assessing the potential for developing engineering thinking in the training of future teachers, we have described the experience of the Faculty of Mathematics, Physics, and Computer Science at the South Ural State Humanitarian and Pedagogical University in developing this type of thinking. The survey has shown to what extent intending teachers of physics and computer science are prepared to develop engineering thinking in their students. Main conclusions: using the technological tools available in subject laboratories of techno-parks, models of engineering research, and practice-oriented tasks allows intending teachers of physics and computer science to work more effectively with information that contains engineering solutions. This, in turn, helps them achieve the desired outcomes in developing engineering thinking. Practical Significance: The experience of developing engineering thinking in educational institutions can be applied in teacher training. The results of this research can be used to plan and optimize the system of professional development and retraining for teachers.

The historical experience of the six waves of Russian emigration and the current policy of preventing brain drain

The article analyzes the consequences of emigration after the start of the special military operation for the scientific and engineering potential of the country. First of all, attention is paid to IT-specialists. Within the framework of the historical sociology approach, a model of 6 waves of emigration from Russia over 100 years has been proposed. The waves of Russian emigration are consistently considered with reference to the problems of the relationship between the intelligentsia and the government and the "brain drain". The characteristic of each of the waves of emigration, features, motivations, social composition, orientation, allowing them to be distinguished from each other not only by time periods, is given. Thus, waves No.1, 2, 3, 6 had a political and ideological justification, waves No.4, 5 were exclusively economic, the outflow of qualified personnel was associated with waves No.1, 3, 4, 6. The "idea of a common fate" with Russia was considered as an alternative to the assimilation of emigrants in the host country. A comparative analysis of the perception of Russian emigrants by the host country (the West) in the conditions of the Cold War and detente (the "third wave" of emigration) and in the conditions of hybrid war (the "sixth wave") is carried out. Conclusions are drawn based on the indicated trends that, under the conditions of sanctions, there was no collapse of the Russian economy in general and the IT industry in particular, and there was no personnel disaster with the departure of qualified specialists.

ЦИФРОВЫЕ КОММУНИКАЦИИ В HR: НОВЫЕ ВОЗМОЖНОСТИ ДЛЯ СОВРЕМЕННОГО БИЗНЕСА

Currently, communication technologies have become firmly established not only in the life of society, but have also become integral assistants in the implementation of business processes. Modern conditions for introducing new digital communication technologies into their activities pose two important tasks for organizations: providing the communication process with the necessary technical means and highly qualified specialists to ensure the effective implementation of this area of work. The introduction of digital communication technologies is of particular relevance in the work of HR services. The fairly rapid development and transformation of communicative methods of communication requires new knowledge and work skills from personnel management specialists, and from the employer to highlight a new area of activity - communications management. The purpose of the study is to, based on an analysis of modern communication technologies, determine the possibility of their use in the work of personnel services.

RESULT OF EXPERIMENTAL TESTS CONDUCTED TO EXPAND THE RAW MATERIAL BASE AND IMPROVE THE QUALITY OF ISOMERATION PLANT PRODUCTS

This article proposes ways to increase the octane number of the isomerate and increase the volume of plant feedstock by isomerizing pentane-hexane hydrocarbons. Modern changes in requirements for petroleum products in the country and coordination of the direction of development of the country's oil refineries and improving the quality of petroleum products, the use of new technologies such as hydrogen purification, alkylation, catalytic cracking, catalytic reforming, isomerization, etc. are becoming a fundamentally important link in oil refining. Over the past ten years, the efforts of the commonwealth of Independent States countries to replace old and obsolete equipment with new ones produced abroad and in distant countries, as well as the transition to European quality of transport fuel, have made it possible to use new methods of processing petroleum raw materials in our country, as well as to offer new domestic methods. The described technological method is aimed at improving the isomerization unit operating in practice; experimental and testing work was carried out in the central laboratory of the plant and tested in the specified production. Relevant research work related to production and the specified technological method was carried out with the participation of highly qualified specialists from the specified plant. The lack of research institutes and centers in the country, the weakness of scientific and business ties between industry and the research center, as well as the weak interest of financial companies supporting new methods invented by individual authors are a significant obstacle to conducting research in various directions. Test work was carried out at the “light naphtha isomerization” installation with an annual capacity of 600 thousand tons/year, which is part of the integrated installation LK-6u, which is an integrated installation of the Shymkent Refinery (Petro Kazakhstan Oil Products LLP). The main goal of the experiment is to obtain high-quality gasoline that meets Euro-4 and Euro-5 requirements by increasing the volume of raw materials and the temperature regime of the splitter column.

Three-Dimensional Ultrasound for Physical and Virtual Fetal Heart Models: Current Status and Future Perspectives.

Congenital heart defects (CHDs) are the most common congenital defect, occurring in approximately 1 in 100 live births and being a leading cause of perinatal morbidity and mortality. Of note, approximately 25% of these defects are classified as critical, requiring immediate postnatal care by pediatric cardiology and neonatal cardiac surgery teams. Consequently, early and accurate diagnosis of CHD is key to proper prenatal and postnatal monitoring in a tertiary care setting. In this scenario, fetal echocardiography is considered the gold standard imaging ultrasound method for the diagnosis of CHD. However, the availability of this examination in clinical practice remains limited due to the need for a qualified specialist in pediatric cardiology. Moreover, in light of the relatively low prevalence of CHD among at-risk populations (approximately 10%), ultrasound cardiac screening for potential cardiac anomalies during routine second-trimester obstetric ultrasound scans represents a pivotal aspect of diagnosing CHD. In order to maximize the accuracy of CHD diagnoses, the views of the ventricular outflow tract and the superior mediastinum were added to the four-chamber view of the fetal heart for routine ultrasound screening according to international guidelines. In this context, four-dimensional spatio-temporal image correlation software (STIC) was developed in the early 2000s. Some of the advantages of STIC in fetal cardiac evaluation include the enrichment of anatomical details of fetal cardiac images in the absence of the pregnant woman and the ability to send volumes for analysis by an expert in fetal cardiology by an internet link. Sequentially, new technologies have been developed, such as fetal intelligent navigation echocardiography (FINE), also known as "5D heart", in which the nine fetal cardiac views recommended during a fetal echocardiogram are automatically generated from the acquisition of a cardiac volume. Furthermore, artificial intelligence (AI) has recently emerged as a promising technological innovation, offering the potential to warn of possible cardiac anomalies and thus increase the ability of non-cardiology specialists to diagnose CHD. In the early 2010s, the advent of 3D reconstruction software combined with high-definition printers enabled the virtual and 3D physical reconstruction of the fetal heart. The 3D physical models may improve parental counseling of fetal CHD, maternal-fetal interaction in cases of blind pregnant women, and interactive discussions among multidisciplinary health teams. In addition, the 3D physical and virtual models can be an useful tool for teaching cardiovascular anatomy and to optimize surgical planning, enabling simulation rooms for surgical procedures. Therefore, in this review, the authors discuss advanced image technologies that may optimize prenatal diagnoses of CHDs.

Analysis of existent catalytic filter materials for removal of iron and manganese

Decentralized water supply in war and post-war times is one of the main sources of water for the population and enterprises. As a source of water supply, as a rule, water from wells is used for this type of water supply. The main problems of drill-fish water are the increased content of iron, manganese, hydrogen sulfide, hardness salts, nitrates, sulfates, chlorides in some regions, high dry residue. The rapid development of technologies based on membrane technologies such as reverse osmosis or nanofiltration allow us to adjust the salt composition of water, remove nitrates and make water suitable for drinking needs and production cycles. But before membrane technologies, compounds of iron, manganese, and hydrogen sulfide, which can form inorganic impurities on the surface of membrane elements and cause their premature failure, must be removed. One of the best methods of pre-treatment of water before membrane systems is complex ion-exchange materials, which are simultaneously capable of removing hardness salts, iron, and manganese. But the main disadvantage of such pre-filtration methods is the use of tableted salt, which makes this method expensive and not environmentally friendly. Purification of water from iron and manganese on pressure filters by catalytic loading with subsequent dosing of antiscalant before membrane installations is a modern trend in local water treatment. Catalytic loadings have been used for quite a long time, but most manufacturers do not provide clear and practical recommendations for their use. The use of such materials, as a rule, largely depends on many factors and is based on the experience of the specialist's qualifications. Analysis of the technical parameters of filter materials, analysis of parameters of the source water quality are the main components of the selection and organization of the correct technological scheme of water purification.

Criteria for the authorization of training in medical specialist competence in internal medicine and rheumatology-A position paper of the German Society for Rheumatology and Clinical Immunology

The model advanced training regulations define the content of advanced training to achieve the qualification of medical specialist in internal medicine and rheumatology. There are currently no criteria for issuing the authorization in advanced training. This position paper describes the criteria proposed by the German Society for Rheumatology and Clinical Immunology (DGRh), which should be the foundation for the issuance of authorization for advanced training in the field of internal medicine and rheumatology and for the assessment of the duration. The model advanced training regulations 2018 and the advanced training plan recommended by experts function as the basis for this. Based on the criteria, the authorization for advanced training to advanced specialist training in internal medicine and rheumatology can be allocated in a standardized, graded and transparent manner throughout Germany. This enables an optimal quality of advanced training in rheumatology, which can be adapted to the future developments in the discipline.

Personal Factors as Predictors of Attitude Towards ICT Utilisation Among Lecturers of Students with Special Needs in Nigeria

Teaching students with special educational needs in higher institutions of learning, through the use of information and communication technology (ICT) facilities and equipment is beneficial to both the students and their lecturers. This study, therefore, investigates the contribution of lecturers’ personal factors (age, teaching experience, area of specialization and educational qualification) to the attitude of lecturers towards the use of ICT in teaching students with special educational needs in higher institutions of learning in Oyo State Nigeria. The descriptive research design was used, while the multi-stage sampling procedure was adopted for the study. There was a purposive selection of two institutions namely, the University of Ibadan and Federal College of Education (Special) Oyo, Oyo State, Nigeria. Using random sampling technique, 80 lecturers were selected from the two institutions. An adapted questionnaire on the attitudes of in-service teachers toward the use of the ICT was adopted for data collection. Data was analysed using frequency counts, percentages and multiple regression statistics. Demographic profiles revealed that the majority of the respondents were aged 44 years and above, highly experienced lecturers, Ph.D holders, special educators and from the non-science disciplines. The joint contribution of personal factors to lecturers’ attitude towards the use of ICT in teaching persons with special educational needs shows a multiple correlation R of 0.147 and a multiple R2 of 0.022. Also, the relative contributions of the independent variables to the dependent variable, expressed as beta weights, reveal: age (β = 0.02), teaching experience (β = 0.10), area of specialization (β = 0.07), and educational qualification (β = 0.03) respectively. The study concluded that the selected demographic variables are not significant predictors of lecturers’ attitude towards the use of ICT in teaching students with special educational needs in higher institutions of learning. It was recommended that all categories of lecturers, notwithstanding their demographics, should be encouraged to acquire more skills in the use of ICT tools for teaching their students with special educational needs and use these skills effectively for enhanced learning outcomes.
