Introduction to Higher Education's Role in Public School Reform and Community Engagement

'We Are Radical': The Right to the City Alliance and the Future of Community Organizing

This paper seeks to situate current efforts of The Right to the City Alliance and selected member groups in a longitudinal and cross-sectional qualitative study of the limits and potential of contemporary organizing. For three decades politicians, policy makers, advocates, academics, and even activists have promoted community-based efforts as the primary vehicle for contemporary social change. Local organizing has been seen as the best site and strategy for initiatives as diverse as community economic development, public school reform, social service delivery, and challenging the powers that be. In almost all cases these efforts have been constrained and moderated by a global political economy of neoliberalism, which promotes community initiatives at the same time as it foists additional burdens on local communities and community organizations. An overview of the Right to the City Alliance and selected member organizations reveals its relatively unique, alternative model of organizing. Study of the organization and its model enables us to look at some of the limits of this nascent effort, including how well the alliance model accomplishes the need for greater scale and power. It also enables us to compare it to other community organizing efforts and see how it fits with and informs contemporary mobilizations since 2010.

The Rationalizing Logics of Public School Reform

The research herein uses a mixed methods approach to examine how organizational phenomena at the macro level of analysis translate into phenomena at the micro level. Specifically, the research attempts to explain how cultural institutions may translate into individual attitudes and actions, such as public school teachers’ decisions about using instructional practices prescribed by reform. The findings suggest that public school teachers rationalize their instructional practices by drawing on the logics of three core cultural institutions: bureaucracy, democracy, and markets. When the logics of these institutions are violated, teachers reduce their reported use of prescribed instructional practices.

Valuing youth resistance before and after public protest

The tragedies of Columbine and September 11th led public schools to step up surveillance practices in urban schools – producing an environment with less freedom and more control. While students are aware of the seeming powerlessness they face at the hands of security guards and surveillance technologies, they are also engaged in developing new ways to cope with, negotiate, and respond to these practices and injustices. Everyday surveillance is matched by everyday resistance. Moving Forward, Looking Back: Renewing the Struggle for an American Curriculum

Rationales for public school reform in the United States are often tied to historical perspectives on the birth and development of schools and are buffeted by the assumption that the history of public schooling says much about how reform efforts should proceed. This interpretive article explores 2 such perspectives on 21st-century schools: those of Diane Ravitch, distinguished educational historian and commentator; and those of Herbert Kliebard, considered one of the preeminent authorities on the development of the American curriculum. This investigation reveals that Ravitch's longstanding condemnation of progressivism and curricular differentiation as the source of what ails public schools fails to account for the demise of the schoolteacher as the central force in early 21st-century schools—a factor that Kliebard identifies as crucial to understanding the nature of 21st-century schools. It is then suggested that recommitment to teachers as the educational center of gravity in public schools may provide new insight into understanding how school reform on the 21st century might move forward.

New Orleans’s Unique School Reform Effort and Its Potential Implications for Special Education

Four years following the decimation of the New Orleans Public Schools by Hurricane Katrina the city has been described as the center of a unique urban public school reform effort. This effort is a combination of events that transpired just before the storm and those that have occurred as a result of it. In particular some claim that the emerging public school configuration seeks to be one that is comprised entirely of charter schools, thereby allowing public schools in New Orleans to become a “system of schools” as opposed to a traditional school system. While a fundamental operating principle of charter schools is increased student academic achievement in exchange for school autonomy and innovative practices, an additional responsibility of the charter schools in New Orleans is identical to that of their counterpart traditional public schools: the provision of special education services in accordance with the Individuals with Disabilities Education Improvement Act. Accordingly, this article presents an overview of the seminal reform events that have occurred to date and discusses the potential implications of this reform effort with respect to the provision of special education services.

Public School Reform, Expectations, and Capitalization: What Signals Quality to Homebuyers?

This paper offers new evidence on how housing markets capitalize school quality information. We use school assessment measures and house transaction data from a single school district that is coterminous with a unified city‐county local government to examine the effects of two school assignment policy changes. The unusual school district‐city‐county government structure minimizes properly tax rate and public service variation across observations, reducing the source of one problem that plagues many capitalization studies. The school reassignment events reveal direct ties between school quality capitalization and households' expectations—the latter reflected in private school enrollment and tax referendum voting. Different school performance measures convey different information to home owners. In particular, student test scores do not affect house prices when broader school performance measures are published. Prices respond to measured school improvement, but improvements in a given school are more highly valued than being reassigned to a better school.

In discussing reform of public schools, the conversation is usually about schools; in this article I examine the meaning of public, drawing on Dewey's (1927/1954/1988) understanding of the nature of a public and its importance to democratic life. Vouchers and other market challenges to public education are a danger to the existence of a public, and a threat to democratic life. I consider the relevant differences between publics, markets, and audiences, and their relation to democracy. Finally, I consider public schools as both a reflection of public will and a central means to create a public.
