The directions of digital transformation of unimodal and multimodal freight transportation are being studied within the framework of the Superservice 22 project, the state information system of electronic transportation documents (GIS EPD), the automated ETRAN system, and the INTERTRAN project. The strategic goals of creating a national digital transport and logistics platform in Russia are determined. The experience of the phased construction of the LOGINK transport and logistics public information platform in China is summarized and investigated. Three stages of the development of the LOGINK information platform are distinguished and characterized: the stage of internal standardization; the stage of regional integration; the stage of international promotion. The types and flows of information exchange on the LOGIN transport and logistics platform are identified. The dynamics of the development of the LOGIN platform's international cooperation with seaports, leading shipping companies and global logistics operators is considered. The cooperation of the LOGINK transport and logistics platform with international organizations and institutions that set standards in the field of logistics and freight transportation is being studied. Strategic directions for using the LOGINK platform are being established within the framework of the “One Belt, One Road” initiative in order to increase China's influence on international freight transportation and global supply chains. Proposals are being developed to change the strategy of “international promotion” of the LOGINK platform and enhance its cooperation with logistics operators of alternative container transportation routes and cross-border transit routes, in particular with Russian ports, rail carriers and leading logistics companies in Russia. The stages of the implementation of the strategy of “international promotion” of the LOGINK information platform in the Russian market of transport and logistics services are determined and characterized in a meaningful way. The expediency of combining the LOGINK information platform with the ecosystem of digital transport corridors of the Eurasian Economic Union is substantiated.

Credit system of smart logistics public information platform based on improved neural network

In-depth discussion and research on the credit issues of the logistics industry are not only of vital significance to the in-depth development of the logistics industry, but also have a significant impact on the sustainable development of the entire logistics industry and even the Chinese economy. This paper combines machine learning algorithms to improve the neural network and builds a credit system for the smart logistics public information platform. When studying the credit evaluation index system of logistics enterprises, the majority of logistics consumers are used as the evaluation subject, and the logistics users are surveyed, and the initial index system established is scored. Then, the method of factor analysis is used to sort and analyze the results of the questionnaire and determine the final evaluation index. In addition, according to the development of logistics enterprises themselves, this paper uses the analytic hierarchy process to evaluate the credit ratings of logistics enterprises from the perspectives of logistics enterprise customers and managers. This will be more authentic and convincing for the evaluation results.

The main methodologies used in logistics information public platform have been reviewed in this paper. The following techniques have been covered: (i) Cloud computing system, (ii) logistics information platform, and (iii) operation mode based on Cloud Computing. The qualitative analysis of the work done by various authors has been presented based on (a) public cloud, (b) private cloud, (c) hybrid cloud.

Research on Dynamic Relation Model of LOGINK Service Innovation

By taking the national transport logistics public information platform as the research object, the differences between the logistics public information platform and service enterprises in organizational structure, operational management, information flow, etc., are analyzed in this article. ICT application has greatly improved the efficiency of logistics and reduced unnecessary costs. But it hasn’t been fully used in Chinese logistics. This paper focuses on how to be more effective in using ICT to construct modern logistic to improve logistics informatization. This paper reviews the lack of ICT application in domestic logistics through reviewing literature, such as oversimplified application of ICT in logistics, the undeveloped application of Internet of Things in logistics, slow development of the Logistics Public Information Platform and general phenomenon of information isolated island. This paper also further analyzes the trends on the domestic ICT application in logistics through literature and recent statistics. Based on the analysis, this paper gives practical advices on fully applying ICT to logistics, including achieving the overall integration of IT and CT, accelerating the construction of public platform with intelligent cloud logistics, strengthening industries cooperation and establishing a government-led mechanisms.

On the analysis of building a public information platform based on e-Commerce for coal logistics

Purpose: Putting forward the concept and features of the public information platform for coal logistics based on electronic commerce, as well as the requirements of upper and lower intersections of the coal supply chain. Meanwhile, this paper will also probe into the current condition of statistics management in coal logistics, and then discuss how to build a public information platform based on electronic commerce for coal logistics. Design/methodology/approach: According to the further exploring the concepts and relevant characteristics and the development of coal logistics and supply chain management in China of the current period. Findings / Practical implications: An advanced public information platform for coal logistics utilizes to best advantage modern information technologies and managerial concepts in the operation of coal logistics, such as e-commerce, e-information, supply chain management, etc. This not only stimulates efficient integration of business flow, information flow, logistics and capital flow of the coal industry, brings about in-depth integration of the logistics resources of the coal industry, but also greatly improves the efficiency of the operation of coal logistics, reduces the cost of coal logistics, and enhances the overall competitiveness of upstream and downstream companies along the coal supply chain. Research limitations/implications: Although the coal logistics public information platform has been applied in some enterprises in China, not yet in a broader range of applications, which need the joint efforts of all parties. Originality/value: Fitted to the e-commerce era, the Public Information Platform for Coal Logistics envisioned in this article is highly feasible and worthy of reference to relevant institutions.

Taking full consideration of China’s national situation, the development opportunities of MSLE’s informatization are discussed in terms of the powerful national informatization strategy, the key support on logistics industry, the pressing demand on logistic service generated by manufacturing industry, the intense competition among logistics software suppliers, the rapid development of public logistics information platform and advanced logistics technology development. Furthermore, the corresponding countermeasures at the aspects of enhancing soft power, utilizing external consulting services, popularizing compact and efficient information platform, keeping fast and smooth informatization construction policy, and strengthening project management and associated regulations are presented to help promote the informatization progress of MSLE in China.
