Users' Willingness to Adopt Health Information in WeChat Public Platform of China.

WeChat public platform has become an important source for the public to obtain health information. We aimed to explore the key factors affecting users' willingness to adopt health information and their action mechanisms. From April 2023 to May 2023, the users of WeChat public platforms were surveyed via online questionnaires, and the factors influencing users' willingness to adopt health information and their action mechanisms were analyzed using quantitative statistics and structural equation model (SEM). The influencing factors of users' willingness to adopt health information in WeChat public platforms could be divided into the following three dimensions: health belief, information, and platform. Perceived benefits, perceived threats, information quality, source credibility, and platform atmosphere all have significantly positive effects on information adoption willingness. Among them, information quality also positively affects users' perceived benefits; perceived barriers negatively affect the willingness to adopt information. Through the analysis of the influencing factors of users' willingness to adopt health information in WeChat public platforms, it could provide reference for enhancing the public health information service capability of WeChat public platforms and elevating the health self-management level of the public.

Implementasi Sistem Informasi Pelayanan Publik Terintegrasi (SI-PUTRI) (Kabupaten Ogan Komering Ilir, Provinsi Sumatera Selatan)

This research aims to analyze the implementation of the integrated public service information system (SI-PUTRI) which measures the level of the Community Satisfaction Index (IKM). The transition from manual assessment to digitalization makes it faster, easier, more transparent and integrated. With the SI-PUTRI innovation, the public can assess the public services of the Ogan Komering Ilir Regency government for the services provided to the community. SI-PUTRI makes it easier for the public to assess the level of satisfaction digitally so that the assessment is recorded in an integrated document so that it can make it easier for the government to evaluate the public services provided. The indicators of problems in implementing SI-PUTRI are factors that influence the relationship between SI-PUTRI and improving service performance. The second is factors that influence the success of SI-PUTRI implementation, such as the characteristics of implementing agents, work environment, social and political conditions and suitability. performance.

Penerapan Permen PANRB 29/2022 dalam Penilaian Kinerja Pelayanan Publik di Kecamatan Rungkut Kota Surabaya

Rungkut District is one of the public service units with the lowest community satisfaction index in Surabaya City District in 2023. So monitoring and evaluation needs to be carried out in order to get recommendations and improvements. The aim of this research is to assess the performance of public services based on the regulations of the Minister for Administrative Reform and Bureaucratic Reform (PermenPAN RB) Number 29 of 2022. The research method used is descriptive qualitative research with a content analysis approach. Data collection techniques through observation, documentation and assessment follow the format of PermenPAN RB 29/2022 with form-02 calculations as the evaluator. The results of the research show that the performance of public services in Rungkut District is good but with caveats. Because it can be seen from the service policy aspect that the availability of standard information and service announcements is an obligation of service providers; aspects of HR professionalism, namely service implementers who are responsive and implement a culture of service implementers; aspects of facilities and infrastructure, namely the availability of facilities and infrastructure supporting services; aspects of public service information systems to inform and support service operations so that they become known to the public; the complaint consultation aspect, namely the availability of a special place for consultation and complaints to provide information and complaints to the public; The existence of public service innovation makes it easier to provide online licensing services. Suggestions from researchers need to increase the media for publishing service information and providing infrastructure for disability groups.

Rancang Bangun Sistem Informasi Administrasi Publik Berbasis Website di Desa Cileles Kecamatan Jatinangor

The design of a website-based public administration service information system is a system for solving problems in the administration section in Cileles Village. The design of this website-based administrative service information system uses the Rapid Application Development development method with stages with the Joint requirement planning (JRP) technique, Joint application design (JAD) technique, information system construction and transition. The research method used is descriptive method, to obtain data using the method of observation, interviews and literature study. This website is implemented using the PHP (Hypertext Preprocessor) programming language and uses the Laragon application to connect to the MYSQL database. The results of the study show that website-based public administration services in Cileles Village can improve people's welfare in the process of making public administration services more effective and efficient.

Analysis of Dominant Factors Driving Civic Engagement on of the Bandung City Government’s Social Media

ABSTRACT Bandung as an urban area has a substantial population of social media users. However, civic engagement through the official social media platforms of the city government remains remarkably limited. The objective of this study was to scrutinize the core determinants influencing civic engagement on the social media platforms operated by the Bandung City Government. The research methodology employed a case study approach, complemented by a quantitative analysis of content sourced from their Instagram and Twitter (X) accounts. The findings elucidate three pivotal factors significantly shaping civic engagement on the Bandung City Government’s social media platforms that is particularly the presence of public service information; consistency of administrator responses to public interactions; and comprehension levels concerning the subject matter presented.

Challenges and Opportunities in Transforming Rural Governance Through E-Government in Indonesia

General Background: The adoption of E-Government systems is increasingly important in improving public services, particularly at the local government level, to enhance transparency and accessibility. Specific Background: In Indonesia, Village Information Systems (SID) have been introduced to streamline communication, resource management, and service delivery in rural areas. Sugihwaras Village in Sidoarjo Regency is one such location where SID has been implemented. Knowledge Gap: Despite its potential, the effectiveness of SID implementation remains underexplored, particularly in terms of communication, resources, and its impact on rural governance. Aims: This study aims to analyze and describe the implementation of E-Government through SID in Sugihwaras Village, focusing on the four indicators: communication, resources, disposition, and bureaucratic structure, using Edward III's policy implementation model. Results: The findings indicate that communication and resource allocation are the primary issues hindering SID effectiveness. Inadequate operator training and a lack of budget for operator fees have led to outdated information and diminished motivation. However, strong commitment from local government and adherence to standard operating procedures (SOPs) have ensured that the system continues to function. Novelty: This study highlights the crucial role of consistent training and budgetary support in enhancing E-Government systems at the village level, particularly in rural Indonesia. Implications: Strengthening operator skills and ensuring adequate financial support are essential for optimizing SID as a tool for public information transparency and service delivery, contributing to improved rural governance and E-Government effectiveness. Highlights: Communication gaps limit the Village Information System's efficiency. Budget constraints reduce operator motivation and system updates. In maintaining its existence in the eyes of the public, the Ministry of Energy and Mineral Resources uses social media as a means to communicate, publish and promote its various products. Instagram is one of the social media used to disseminate information as well as build branding through interesting content. The aim of this research is to find out how the Instagram @kesdm social media owned by the Secretariat General of the Ministry of Energy and Mineral Resources (ESDM) of the Republic of Indonesia is managed by the Communications, Public Information Services and Cooperation Bureau (KLIK). The approach method used is an exploratory study. In implementing social media activation activities, the planning stage is the first discussion which begins with understanding the purpose of using the social media platform, the type of content to be posted and the target audience. Every time content is created, the social media team will create a content upload schedule or what is usually called Editorial Planning. . Furthermore, at the implementation stage, all types of content plans that have been created will be immediately executed. In the final stage, namely evaluation, the Instagram @kesdm social media team will create a monthly report as a form of accountability for the KLIK Bureau for all activities related to managing Instagram social media.

Analysis of the Effectiveness of Based Public Services Information and Communication Technology (ICT)

This research is entitled: Analysis of the Effectiveness of Public Services Based on Information and Communication Technology (ICT): Study of the National Public Service Complaint Management System for People's Online Aspiration and Complaint Services (SP4N LAPOR) at the Communication and Information Service of the Riau Islands Province. The aim of the research is to determine the effectiveness of public services that utilize information and communication technology (ICT) with the SP4N LAPOR Application service at the Riau Islands Province Communication and Informatics Service (Diskominfo). The SP4N LAPOR Application is an application that can be used for category purposes. reporting in the form of aspirations and appreciation, as well as requests for public information and complaints and reports in the reporting completion category. and one of the government's efforts to provide high-quality public services for the community. In measuring the level of program effectiveness, researchers used Champbel theory (in Mutiarin and Arif, 2014). Also this research is descriptive in nature by applying qualitative methods. Informants were determined by applying purposive sampling techniques. In data collection, research instruments were used, including field observations and interviews with several informants. Then documentation studies are used for the documents in the research. Meanwhile, data analysis techniques are carried out through data reduction, displaying data and drawing conclusions on research that has been carried out. In the research results, it was found that the effectiveness of ICT- based public services with the SP4N LAPOR application in the Riau Islands Province Communication and Information Service (Diskominfo) was running quite effectively, although there were a number of obstacles, including limited reliability human resources in the field of information technology and obstacles. others in the form of the Riau Islands Provincial Government, especially Diskominfo, do not yet have an Information and Communication Technology (ICT) master plan and an Electronic Based Service System (SPBE) architecture.

In the current era of the industrial revolution, Indonesia has also developed information technology which has an important and fundamental role, both for society and the government. This study discusses the application of digital marketing strategies and the role of management information systems in population administration services in Petemanon Village. Living in an all-digital way encourages the Surabaya City Population and Civil Registration Office to present innovations in the use of information technology in the form of web-based public service information systems. The innovation of a website-based public service information system offers many conveniences supported by the implementation of digital marketing strategies through Instagram. The research method used is descriptive research whose data is obtained from observation and documentation. Based on the results of the discussion, it was found that the implementation of digital marketing strategies and management information systems has an important role in assisting the implementation of population administration registration.

Design and implementation of embedded hardware in furniture control based on DSP

The continuous progress of embedded technology and Internet of Things technology has accelerated the arrival of the era of home intelligence. By designing a smart home control system based on embedded DSP technology, it can detect temperature, humidity, flammable gas leakage, smoke, fire, and other indicators in the home environment, and carry out intelligent control of the detected security risks. The core of the system is the smart home management terminal, which is responsible for the network interconnection inside and outside the home. Terminal hardware includes a high-speed DSP chip, various interface modules, and so on. The software adopts the C/OS-II operating system to realize multi-task processing. This paper briefly summarizes DSP technology and embedded technology, and proposes the composition of intelligent home control system based on embedded DSP technology, as well as the hardware and software design and implementation of the system. Through the smart home system, users can control home conditions and obtain public service information anytime and anywhere, which is highly practical.

Enhancing Effectiveness of Programming and Quality of Information Services in the GLAM Sector Through the Serious Leisure Perspective

ABSTRACT Serious leisure enthusiasts, including hobbyists, volunteers and amateurs, continuously need information to deepen their knowledge and improve their skills in their chosen leisure pursuits. The Serious Leisure Perspective (SLP) is a conceptual model that categorises leisure activities and outlines the main components of each category. This paper aims to demonstrate how the SLP can inform policy and practice for public programming and information services across the GLAM sector. To achieve this goal, the author used the SLP as the theoretical framework, reviewed the literature and re-analysed the data pool in his ongoing research trajectory on the informational aspects of serious leisure to address the emergent research questions. The findings suggest that the SLP can inform and transform the policies and practices within the sector in various ways. Firstly, information professionals can benefit from the SLP as a conceptual model to review and revise their current policies and practices. Moreover, they can seek partnerships with local clubs and communities of serious leisure enthusiasts to foster collaboration and use their knowledge and expertise. Finally, adopting the new approach can extend their domain of action from conventional information services to vibrant cultural hubs, which can empower their communities.

Examining information needs of public data service users: a study based on the ‘Message Board for Leaders of People’s Daily in China’

Introduction. Governance process optimisation is critical to achieve the goal of improving public services efficiency. Public data service is crucial starting point for realising this goal. However, practical challenges persist in public data service, including unclear processes and insufficient identification of public data service citizens’ information needs. Method & Analysis. We employed an inductive methodology to analyse the public data service users’ information needs and annual distribution among information needs. Based on a data-driven approach, we mapped these information needs sub-categories into four main procedures in public data service. This paper further identified the hierarchy of information needs based on public data processing levels. We utilised Sankey diagram to effectively illustrate cross-analysis result between topics and information needs’ subcategories. Results. The typical levels of public data service users’ information needs include informing, utilisation, problem-solving, social life service, and society governance. Furthermore, our study reveals the data flow among sub-categories of public data service information needs follows the logic of Datafication- Government to Government-Government to citizens- Data to Optimiation. Conclusion. Government departments should ensure public data quality and facilitate efficient data circulation processes. We recommend understanding relationships between public data resources and services derived from them through a problem-solving lens. Our findings will serve as a reference tool for analysing information needs of public data service users in other countries.

Strategi Humas Dinas Komunikasi dan Informatika Kabupaten Maluku Tenggara dalam Pengelolaan Informasi Publik

The Department of Communication and Informatics (Diskominfo) of Southeast Maluku Regency plays a crucial role in supporting local governance and development. They focus on ensuring easy access to information for the public, especially in areas with limited internet coverage or low literacy rates. Diskominfo employs various strategies, including social media, digital platforms, as well as subscription-based radio and television stations. They are also responsible for providing public information services through various online platforms and seven public service applications. The information management process involves stages of collection, clarification, documentation, and distribution with principles of accurate news writing. Despite efforts to improve information access and public services, Diskominfo still faces several challenges such as telecommunication network blank spots, limited infrastructure, and the public's lack of knowledge about government information. To address these challenges, strategic issues such as expanding networks in blank spot areas, enhancing monitoring and evaluation, implementing electronic-based public service systems, and improving human resource capacity must be considered. Diskominfo of Southeast Maluku Regency continues to strive to ensure relevant and accurate information is available to the public, with the hope of supporting the development and empowerment of all layers of society in the region. INOVASI KOMUNIKASI PUBLIK: STRATEGI PENGEMBANGAN MEDIA PODCAST SEBAGAI ALAT INFORMASI DAN PELAYANAN PUBLIK DI DESA BANJARSARI KABUPATEN PROBOLINGGO

Current technological advances have begun to give rise to many new media trends, one of which is podcasts. Banjarsari Village, Probolinggo Regency is one of the villages that has a podcast program managed by PIK-R Banjarsari Youth. This program is one example of the information media and public services in the current era of digitalization. However, the problem is, that Banjarsari Village does not utilize existing facilities, and the podcast made has not reached most of the people of Banjarsari Village. Therefore, this study aims to formulate a podcast development strategy to build a digital society and provide digital-based public services in Banjarsari Village. This research uses a descriptive research method with a qualitative approach. Data collection is used through primary data, namely interviews, observations, documentation, and secondary data such as journal articles, reference books, websites, and also previous research. Through the perspective of Robbins and Coulter's strategy theory, it was found that there are three levels of strategy. First, corporate strategy, adding a YouTube channel as a differentiator of discussion topics and being active in social media as a consulting room. Second, competitive strategies, there needs to be consistency in uploading content and podcast administrators must be good at choosing content concepts and themes that can attract the attention of the audience. Third, functional strategy, the formation of a production team in creating podcast content as well as mentoring and training to Banjarsari Village youth. Digital Transformation of Local Government: Design and Development of the Pakuhaji District Community Service Information System Website

In the era of digital transformation, local governments are increasingly pursuing innovation to improve the quality of public services. This research aims to carry out digital transformation in the government of Pakuhaji District, Tangerang Regency, by designing and building an efficient and responsive public service information system website. Through a systems development approach, this research identifies community needs, evaluates existing service processes, and designs information technology-based solutions. The designed information system covers various aspects of community services, such as submitting correspondence, public service information, and managing population data. The use of web technology enables better accessibility for the public, increases administrative efficiency, and speeds up the handling of service requests. The application of responsive design principles and intuitive interfaces is also a focus in website development to ensure optimal user experience. The research methodology includes a community needs survey, analysis of existing service processes, and development of a website prototype. It is hoped that the results of this research can make a positive contribution to the effectiveness and efficiency of community services in Pakuhaji District, creating a local government that is more responsive and connected to the needs of its citizens. It is hoped that this digital transformation can become the basis for further development in realizing a technology-oriented government for the welfare of society.

Evolving from public health libraries as a place to focus on public health librarian expertise.

This article describes the evolution of academic public health library services from standalone academic public health libraries in 2004 to centralized services by 2021. Five public health libraries serving public health graduate programs (SPH) at public and private institutions were visited in 2006-07. Visits comprised tours, semi-structured interviews with librarians and local health department staff, and collecting of contemporary print documents. We compiled and compared visit notes across libraries. In 2022, we reviewed online materials announcing library closure or transition for timing and how services were to be subsequently provided. Libraries and SPH were co-located and most librarians maintained public health expertise though they did not have faculty appointments in their SPHs. Specialized statistical and geographic information systems (GIS) software and data were provided in partnership, often with other system libraries. Only two libraries had strong connections to health departments-one with direct service agreements and another engaged in public health training. Academic public health libraries' relationships with SPHs and health departments did not ensure their existence as standalone entities. Following a national trend for branch libraries, public health information services were centralized into larger health or science libraries. The scope and specialization of librarian expertise continues to be valued with several institutions having librarians dedicated to public health.

ANALYSIS OF PUBLIC SERVICES IN THE PROTOCOL AND COMMUNICATION SECTION OF THE REGIONAL LEADERSHIP OF BARITO KUALA DISTRICT

According to the community, services in the protocol and communication section of the Barito Kuala Regency Regional Leaders are not optimal, so activities involving regional leaders sometimes experience delays and can have an impact on the government's image. This study aims to determine and analyse how information and protocol services in the Protocol and Communication Section of Regional Leaders reach the community. The research approach used is qualitative. The data sources were five people. Data were collected through interviews and documentation. The collected data and information were analysed qualitatively based on narratives. The results showed that community services, information services, and protocol had been carried out, both directly and through the mass media. These service activities are always coordinated with regional apparatus organizations on an ongoing basis, and negotiations are carried out with interested communities so that these service programs are more effective. This research shows that maximum service has implications for building a better government image. Keywords: Public services, community services, information services and protocols

Creating a Rehabilitation Sports Public Service Information Systems Using Service Design Thinking: Physical Activity Management of the Disabled after Discharge in the Republic of Korea.

The Republic of Korea has established an institutional framework to expedite the provision of rehabilitation sports public services to individuals with disabilities post-hospital discharge (Act on Guarantee of Right to Health and Access to Health Services for People with Disabilities in December 2017). Regrettably, this service remains non-operational to date. This study employs a service design approach to identify and develop essential elements for the effective implementation of public rehabilitation sports services in Korea. Adopting the service design method, including the empathize-define-ideate-prototype phases, co-creation activities were conducted with three teams comprising people with disabilities, caregivers, rehabilitation physicians, specialized sports instructors, facility managers, and government officials, emphasizing equitable distribution. By leveraging the experiences of people with disabilities, these teams collaboratively engaged in creative activities to formulate strategies for delivering prompt and user-friendly rehabilitation sports public services post-hospital discharge. Contributions from each team were meticulously collected and organized, incorporating diverse perspectives into the development of the Korean Rehabilitation Sports Public Service Information System (KRSPSIS). Additionally, we presented a scenario illustrating the practical application of the KRSPSIS. Through this system, we anticipate providing more efficient and convenient rehabilitation sports public services to individuals with disabilities during the critical early stages following hospital discharge.

Analisis Sistem Informasi Pelayanan Publik pada Sistem Komputerisasi Tenaga Kerja Luar Negeri (SISKOTKLN) di Kabupaten Kepahiang

One of the embodiment of e-government spirit is an SISKOTKLN. Kepahiang is one of the districts in Bengkulu who already used Public Service Information System in SISKOTKLN program. This study aims to analyze Public Service Information System in SISKOTKLN programs in Kepahiang District. The method of this research is descriptive qualitative. Data collection techniques by direct observation, in-depths interviews, and documentation. The results of this study indicate that from the System Quality, Service Quality, User Satisfaction and Net Benefit user used in this study indicates that SISKOTKLN has run well and has achieved its goal that is to make administrative services of the TKI placement properly, quickly, easily and efficiently. The application of SISKOTKLN also has a positive impact on the service and performance of the organization. But for indicator of Information Quality is found that SISKOTKLN is not socialized directly to the community.

The public service information system is a variety of storage operations and management of communication information mechanisms from organizers to public addresses and vice versa as well as in direct word-of-mouth communication. The study in this research uses the theory of CMC (Computer Mediated Communication), as a format that is applied in the form of reading-based communication similar to document messages. The application method in community service is contained in the creation of the Cijengkol Village Website by utilizing the Wix platform as the basis for building the Cijengkol Village government Website with various stages associated with the Waterfall method. In addition, the initial phase of making this Website is by conducting discussions, creating details of the content, collecting databases, and designing the Website concept. The result of this research is that the Website has been handed over to the Cijengkol Village Government. This update can be seen from the profile photos of all village officials, surveys and documentation of some locations in Cijengkol Village, to ensure the completeness of administrative data. This handover is accompanied by knowledge transfer, especially to operators that will managing the Website.
