The Role of Public Administration Encapsulating Public Policy Making and Implementation in Ghana

This paper was aimed to highlight on the Ghana Public Administrative relevant tasks, the extent to their level of involvement, and the ways they influence through their participation thereby leading to the effectiveness and efficiency encompassing Ghana public policy implementation. The study mapped its investigation on empirical literature review that principally focused on the processes, actors, context of participation, among others. The analysis of the role(s) the public administration of Ghana plays, as a democratic state was drawn paying attention to the three variables such us Process, Actors or Stakeholders, and context in addition to outcomes. Mapping the performance of participatory episodes in terms of process, actors, and context as well as outcomes makes Ghana Public Administration possible to understand the multiple dimensions of knowledge, beliefs, and power, as well as meaning and values that they frame the public policy making and implementation in Ghana. Recommendations were enumerated at the end of the study encompassing transparency and accountability so as to avail the vacuum for policies to be participatory and inclusive in Ghana Modern Administration.

Ethics Adviser Role in Public Administration

The paper presents a series of national considerations regarding ethics adviser role in ensuring integrity in public administration in Romania. Across all public authorities in Romania must be a constant concern to be identified causes of breaches of conduct by public officials. Accurate and timely identification of all causes of the breaches of conduct can lead to identifying the most appropriate ways to prevent violations of rules of conduct, namely the adoption of the most effective strategies and measures to reduce these cases. It is also indispensable as professional and efficient exercise of the function of ethics advice each institution and public authorities. The social relevance of the subject matter derives from the benefits of ethics counselling. The purpose of this paper is to present the main advantages of ethics counselling in public administration. The role of Ethics Advisers is extremely important in the context in which the level of public authorities and public institutions has been given less importance to analysing and individualizing the causes and consequences of civil servants' failure to comply with the rules of conduct. To be assured ethics in public administration at each designated institutions and public authorities is a public officer to monitor compliance with the rules of conduct and to provide advice on issues of ethics of civil servants from the institution. In this way ensures quality of service and relations with citizens, institutional image and prestige. As a result, the activity of the officials responsible for monitoring compliance with rules of conduct and for providing advice on ethical issues - ethics advisers - can play in this context is particularly relevant and responsible authorities should combine their efforts to ensure adviser ethics best framework to allow taking active, responsible and implementation of duties provided by law. Loose Governance in Action: Tinkering Around in a Shrinking City

Eva Sørensen noted that “liberty is a way of governing not an opposing concept.” This is a powerful statement for public administration to contemplate as American society drifts further toward networked governance approaches. This article considers the role of public administration in community economic development projects when tinkering around with new ideas in legacy cities. Focusing on a worker-owned cooperative case in Cleveland, Ohio, we use in-depth interviews, observations, and document reviews to analyze the structural, conceptual, and contextual conditions leading to the formation of the cooperative. We discovered that innovative initiatives are not always well planned, can happen in the shadow of administration, and, in fact, might need to be structurally and functionally loose to enable social entrepreneurial bricoleurs (tinkerers) optimal space to play around with ideas. We argue that public administrators need to be aware of the overarching conditions framing community economic development projects (doxa) and offer a way for public administrators to think about their role within loose governance in order to gain and/or sustain political capital.

Redesigning Public Organizational Change with Care

This article explores how design might be able to contribute to scaling and sustaining innovation in the public sector. It argues that nurturing capabilities of design in public administrators will be beneficial because they are change agents for social innovation, and they need higher contextual intelligence and communication skills to deliver efficient and effective policy outcomes. We analyze public organizational complexities and capabilities to identify different opportunities in managing large‐scale organizational change. We examine existing case studies of collaboration between design communities and the public sector and identify that establishing lab‐like space or pilot programs is insufficient for sustaining and scaling innovation in the public sector. We then propose that deep‐level issues lie within public administrators' mindsets and public organizational capabilities, to which redefining public personnel training and development programs would be a possible point of intervention. In the networked environment, the role of public administrators at every level is different from pure conformity; they should be cross‐pollinators who have strong contextual intelligence and influence that enable all actors in the public policy network to collaborate. The vision of this research is not to turn public administrators into professional designers, but to provide different approaches for observing, making sense of, and communicating public policy narratives to address the challenges of responsiveness and adaptability in the public sector in the 21st century.

Purpose– Considering the ongoing international debate on the role of public administrations in economic systems, the interest around public service motivation (PSM) has significantly grown among practitioners and scholars in the past two decades. Following the research streams that have investigated topics of organizational behavior within the public context, the purpose of this paper is to examine the influence of PSM on public employees’ feelings of job satisfaction. The novelty of the study lies in linking some characteristics of the work context presumed to be more prevalent in public organizations with specific job characteristics, regarded as relevant antecedents of job satisfaction.Design/methodology/approach– The study is based on two complementary studies conducted in an Italian public administration. The paper shows how PSM influences job satisfaction, job engagement, and life satisfaction.Findings– This paper shows how PSM influences job satisfaction, job engagement, and life satisfaction. First, it enriches the existing research on PSM by analyzing how it can be managed in complex organizations. Second, it informs the literature on job satisfaction and work-related stress and relates to the intersection between organizational behavior and human resource management that informs the drawing up of HR policies. Furthermore, the paper sheds new light on how to deal with such problems and at the same time opens new avenues for investigations.

The joint position of civil and administrative law specialists concerning an opportunity and need to obtain by public law subjects of the juridical person status is presented in this article. Public entity is a civil law subject, but it is presented by its public bodies. Considering features of public authorities as juridical person, authors draw the conclusion about a secondary role of a civil status. The article suggests new classification of administrative law subjects for public and private subjects depending on their role in public administration. The category of the juridical person of public law could be useful to settle the problem of the state “double face” in private relations. At the same time the authors call attention to various and ambiguous prospects of the Russian legislation development in this concept should be employed. The authors have formulated the principle of correct adoption according to which traditional civil concepts have to be accepted by public law in their initial understanding, without distortions, and vice versa.

Re-Conceptualising Public Health Interventions in Government: A Response to Recent Commentaries.

In their responses to ‘Understanding the role of public administration in implementing action on the social determinants of health and health inequities,’1 authors Clavier,2 Breton,3 O’Flynn4 and De Leeuw5 raise a range of additional insights from public administration and the frontline of public health policy advocacy. These include the importance of ideas and ideation processes,2 structural changes to policy administration and the creation of boundaries4 and the prominent but potentially limited initiative Health in All Policies (HiAP).3,4 When we put these together, an important confluence of ideas emerges that speak to contemporary public health challenges. In my response, I use HiAP as an anchor by which to interrogate how these insights might come together to focus our research and action agenda.

The Role of Public Administration in the Elimination of Inequality

The problem of inequality is now requiring solutions that could not be fully found to solve the problem of poverty. The research question that will be investigated is how to establish a clear distinction between poverty and inequality in public policy debates and how public administrators could formulate and implement policies that will alleviate the current world of inequality. The elimination of poverty will always be difficult because politicians and bureaucrats do not have full control over its geographic and demographic roots. While equality can be understood as parity in the enjoyment of fundamental rights and freedoms, and equality of opportunities with regards to education and work and the fulfillment of one’s potential, in policy debates it is the lack of such conditions that is viewed as inequality . Thus, equality is not necessarily viewed as equality of economic conditions but primarily as equality of opportunities for achieving them. This is why it is necessary to refer to the concept of social equity when addressing inequality. The article will review and analyze current literature on poverty, inequality and social equity and will suggest some new approaches for the elimination of inequality. Although the necessary initiatives to achieve such an objective have to come from politics, public administrators will ultimately be the ones to provide a definite plan or procedure to ensure the fulfillment of these political initiatives. The article will address how public policy makers can promote equity and social justice.

A radical public administration? Green radicalism and policy influence among local environmental officials in Sweden

ABSTRACTGreen radicalism among local environmental officials in Sweden is examined with the aims of theoretically elaborating on different dimensions of Green radicalism in the context of public administration, exploring the dimensionality of Green radicalism among officials, and examining the extent to which Green radicalism is associated with policy influence. Three types of Green radicalism are identified: Green ethics, Green institutional change, and Green activism. Survey data (N = 701) show that the three theoretical dimensions are present among officials, and that there is no negative association between radicalism and influence. It is primarily officials with Green activism beliefs who perceive themselves as able to influence policy. These findings suggest a need for more nuanced understanding of and further studies into the role of public administration in the quest for more radical Green reforms.

Formy zarządzania publicznego w kontekście rozwoju miast w Polsce

The paper focuses on the problems relating to metropolitan centres in relation to the problems of city resources activation. Through literature analysis, the authors try to determine to what extent the result of the activity of the municipal government, with particular emphasis on the role of the executive body, affects the resources of the city. The latter are the result of public administration activities and processes of the free market mechanisms, therefore, the question arises about the role of public administration in relation to natural (free market) processes. The authors further take on the topic of the dual activities of local government: ensuring the collective needs of citizens and actions in order to improve territorial competitiveness (location attractiveness). An important element of this paper is the consideration of public management models in the context of management by the city mayors. Although the paper is theoretical, the authors make attempts to analyze the prevailing public management models and styles in metropolitan centres. (original abstract)

Public Administration in a Disenchanted World

Although Max Weber was pessimistic regarding the effects of rationalization and bureaucracy on human life and freedom, he saw the disenchantment of the world that results from the ascent of science and rationalism and the decline of religious and mystical interpretations of human experience as expanding the capacity for human freedom and moral responsibility. Moreover, he saw agonistic politics as checking the power of bureaucracy. Consequently, despite the conflict between the politicized character of American public administration and Weber’s views on the role of public administrators, his ideas on value pluralism and politics have important implications for American public administration.

Role of Public Administration in Fostering Urban Housing Rehabilitation

AbstractUrban rehabilitation has long been a major concern for academics, practitioners, and public authorities. The decline cycle of city centers in many countries, particularly in Europe and the United States, involves deteriorating conditions in housing, which lead to a decrease in the population, moving toward suburban areas in the well-known phenomenon called urban sprawl. Rehabilitation has difficulties in succeeding within a fully liberalized market, and usually requires public intervention at different levels to stimulate the renewal of housing, particularly in historical city centers. This paper reflects on the roles of public administration at different levels. It leverages the main conclusions on the Portuguese experience, whose lessons may be valuable to other countries.

The Governance of Big Data: Perspectives and Issues

Part of governance theory highlights that, within any policy domain or sub-system, the institutional structure plays a major role in shaping how policy issues are considered, actors interact, and outcomes are evaluated. This “modernist theory of governance” stands in contrast with another, “interpretive” approach, for which governance theory should provide explanations that refer to the reasons on which people act, especially by looking at actors' beliefs, preferences, and meanings. This paper investigates the formation of ideas about the role of a source of technological change and its implications for governance practices and regime. The study focuses on the emergence of Big Data and their expected role in public administration. Using Q-methodology, the analysis shows the formation of three viewpoints about Big Data and how public administration should deal with them. Findings of this study allow to draw some qualifications around the relationship between ideas and institutions for explaining governance stability and change.

Civil Service and Civil Society Collaboration: A Comparative Analysis of Disaster Management Results in China and the United States

This article explores the way natural disasters provide an opportunity to address relations between civil society and the state as mutually empowering. Such opportunity can be reinforced when civil servants help to mobilize the interests of marginalized communities into disaster management and collaborate with active civil associations in seeking to reduce disaster vulnerabilities. This requires that public administration be able to respond to disaster in an effective and equitable way. Civil servants should be capable of being socially reliable by building and maintaining trust in relationships with communities and civil organizations. Using the Gulf Coast Hurricanes (United States) in 2005 and the Wenchuan Earthquake (China) in 2008 as case studies, this article comparatively addresses the significance of public administration's role in developing mutual empowerment in state and civil society relations in the face of adversity. Given the fact that civil service capacity becomes a crucial factor in determining state-civil society relations, it also has important implications for the potential of democratization in China.

The area of transport of dangerous goods, as an important part of the protection of the environment, is also regulated by administrative norms. The Ministry of Internal Affairs and Department for transport of dangerous goods as a body within the Ministry of Transport have a crucial role in the performance of state administration in the area of transport of dangerous goods.

Local authorities in the context of energy and climate policy

Several measures to boost the energy system towards a low-carbon future can be planned and implemented by local authorities, such as energy-saving initiatives in public buildings and lighting, information campaigns, and renewable energy pilot projects. This work analyzes the public administration's role in energy and climate policies by assessing carbon-lowering measures for properties and services managed directly by local governments in central Italy.Both short- and long-term schemes were considered in the analysis of local authority energy strategies. The MARKAL-TIMES energy model was applied to long-term energy planning to assess the effect of low-carbon initiatives on public-sector energy consumption up to 2030. Two energy scenarios were built, i.e. a Business As Usual (BAU) scenario based on current or soon-to-be-adopted national policies, and an Exemplary Public Scenario (EPS) including some further virtuous local policies suggested by local authorities.Our results show that a 20% primary energy reduction can be achieved with respect to the baseline year by means of short-term energy policies (5-year time span), while a primary energy saving of about 30% can be reached with longer-term energy policies (25-year time span), even after taking the increase in energy demand into account.This work goes to show the part that local governments can play in energy policy and their contribution to the achievement of climate goals.
