Threshold Analysis of Fiscal Policy Variables and Private Investment in Nigeria

This paper investigates the relationship between fiscal policy variables and private investment in Nigeria for the period 1970 – 2019 with a view to establishing the threshold level of each of the key fiscal policy variables in relation to private investment. The study employed annual and quarterly time series data covering the period 1970:1 to 2019:4 which were sourced in part from the Central Bank of Nigeria’s Statistical Bulletin and National Bureau of Statistics (NBS). Data collected were analyzed using econometric techniques. The variables used were private domestic investment, budget deficit, recurrent and capital government expenditure, oil and non-oil government revenue and public debt. The main findings are: First, there is an evidence of a double threshold effects of the fiscal balance. When exceeding a budget deficit level of 3.98 per cent of GDP or a fiscal surplus level of 3.2 per cent of GDP, private investment is negatively affected. Also, increase in government total expenditure beyond the third regime made private investment to become less productive. As regards public debt, the results revealed that private investment had the most positive impact on economic growth in the first regime of public debt. A resort to public debt beyond this level will make private investment less productive thereby inhibiting growth. The study therefore, concludes that government should be cautious in resulting to debt instruments to finance its deficit. It should also make a concerted effort to increase its expenditure especially in the provision of infrastructural facilities as this directly influence private investment decision positively.

Adequate Funding Panacea for Development of Educational Administration and Planning Programme in Tertiary Institutions in Nigeria

This paper discussed adequate funding panacea for development of educational administration and planning programme in tertiary institutions in Nigeria. Secondary data were used in the paper. The secondary data were collected from print and online publications. The paper noted that adequate funding of educational administration and planning programme in tertiary institutions will lead to availability of funds for effective administration of educational administration and planning programme, employment of adequate academic staff, provision of modern infrastructure facilities, effective staff training, provision of adequate instructional materials and development of research in educational administration and planning programme. Based on the points identified in the paper, the paper hereby recommended that the governments should increase budgetary allocation for tertiary institutions and preference should be given to educational administration and planning programme which will lead to adequate funds for effective administration, employment of adequate lecturers and provision of infrastructure facilities, instructional resources and development of research programme in educational administration and planning programme.

Analisis Organisasi & Pengembangan Kapasitas Kelembagaan Pada Sektor Wisata

The problems that exist in the Pekalongan Regency Tourism, Culture, Youth and Sports Office (Disporapar) on the one hand are problems in the organisational structure, especially in charge of Tourism, which has no sub-fields, even though the workload is very high. Another problem is that many tasks in the tourism sector have not been handled properly, such as the implementation of the licensing process and public services in the tourism sector, the implementation of qualifications and administration of tourism services, coordination and formulation of standards, norms and tourism promotion, and facilitation of tourism product development and the tourism business world and the creative economy in the tourism sector. On the other hand, it is a heavy responsibility for Disporapar to coordinate, communicate and socialise due to the low participation of the community to become "people aware of tourism".The purpose of the study was to analyse efforts to develop institutional capacity in public services in the field of tourism in Disporapar Pekalongan Regency. Analyse the factors that hinder and support capacity development efforts in public services in the field of tourism in Disporapar Pekalongan Regency. The data used are primary and secondary data. With data collection techniques using interviews, observation and documentation. Data analysis techniques through four stages that must be passed, namely information collection, data reduction, data presentation and drawing conclusions.Based on the results of the analysis of the above research, the conclusion is that first, the development of institutional capacity in coordinating public services in the tourism sector at the Pekalongan Regency Disporapar is not yet sufficient internally, such as budget improvement, improvement of organizational structure, recruitment of human resources apparatus, and provision of infrastructure facilities. Second, externally, there has been no development and improvement of tourism objects that are adequate for the consumption of local and foreign tourists in Pekalongan Regency. Thirdly, there is a lack of participation and awareness of the people to form "Rakyat Sadar Wisata" groups, but more people are not aware of tourism, so there is still "robbery" and destruction of tourist attraction facilities, illegal parking in tourist attraction areas, inadequate number and condition of tourist attraction facilities, and a lack of investors. However, there is a relief in the support from the Provincial and Central Governments as well as the availability of large areas of coastal, inland and mountainous land in Pekalongan Regency and the many potential natural resources in Pekalongan Regency that have not been utilised. Mounting of New Programme in Public Universities in Nigeria: Problems and Way Forward

This paper titled "Mounting of New Programme in Public Universities in Nigeria: Problems and Way Forward" examined problems of mounting new programmes in the public universities in Nigeria. Secondary data were used. The secondary data were gathered from print materials and online publications. The paper concluded that funding, personnel, infrastructure facilities problems, National Universities Commission (NUC) bottleneck, lack of instructional resources and brain drain are the major problems that have affected the mounting of new programmes in Nigerian public universities. To address these problems, the paper suggested that public universities should be adequately funded to enable them to mount new programmes in their respective institutions. Adequate budgetary provisions should be made for the employment of personnel, provision of infrastructure facilities and instructional resources. Universities should be granted autonomy to enable them to develop their programme without interference from any institutions outside the universities.

Faktor-Faktor Yang Mempengaruhi Kualitas Pelayanan Publik Di Kantor Desa

This research was carried out using case studies at the Batuyang Village Office, Pringgabaya District, East Lombok Regency, aiming to determine the factors that can affect the quality of public services. This study attempted to collect primary data using an open direct questionnaire, to 60 respondents, to ask for their assessment regarding 6 factors/variables that affect the quality of public services at the Village Office. The data that was successfully collected, then processed and analyzed with a Likert Scale. The results of the study show that the factors that influence the quality of public services at the Village Office include: the work motivation of the bureaucracy and village apparatus, the ability of village apparatus, social supervision/control, organizational/apparatus behavior, communication and organizational restructuring. According to the respondent's assessment and Likert Scale analysis, the variable that contributes/influences more towards the quality of public services, namely the organizational/apparatus behavior variable is in the Good Category (2.8), then the Good contribution is also followed by the bureaucratic and apparatus work motivation variables as well as the communication variable (2.7), then the variable of the ability of the village apparatus and the variable of social supervision/control (2.6) on the quality of public services, only the organizational restructuring variable whose contribution is not good (2.5). Urgent efforts being made by the Village Government to improve the quality of public services, namely the provision of infrastructure facilities so as to better support public services, such as the availability of online service facilities, creating a Village Information System (SID) and it is time for all villages to have their own websites. Changes in services from a manual system to an online system must be followed by efforts to increase the professionalism of public service officials (village officials) and also need to be revitalized, restructured and deregulated in the field of public services.

Assessment of Local Government and Community Cooperation in Rural Development: A Study of Ikwo Local Government Area of Ebonyi State

This study assesses local government and community cooperation in rural development with emphasis on Ikwo Local Government Area of Ebonyi State. The problem of the study focuses poor development of the rural communities, mismatch in the projects initiated and what the communities want and poor consultation of the people and collaboration between the communities and the people. The objectives of the study were to assess the extent to which local government and community cooperation have enhanced the provision of infrastructural facilities; improved the quality of education and provision of healthcare facilities in Ikwo Local Government Area of Ebonyi state. Three research questions and hypotheses guided the study. The study adopted a Descriptive survey research method with a sample size of 400 purposively drawn from a population of 384, 400 in Ikwo Local Government Area of Ebonyi State. A 15-item questionnaire was used for data collection. The data collected were analyzed using descriptive statistics like frequency count, percentage and mean scores. The hypotheses were tested with Pearson correlation analysis. The study revealed that the existing local government and community cooperation in Ikwo Local Government Area of Ebonyi State has not contributed to high degree in the provision of infrastructural facilities (0.60 > 0.05). However, results showed that the existing local government and community cooperation in Ikwo Local Government Area of Ebonyi State has not contributed to high degree in the quality of education (0.64 > 0.05) and the provision of healthcare facilities (0.62 > 0.05). The study however concludes that the government cannot adequately provide all the basic needs of the rural population neither would the rural communities do, hence the need for partnership between the two, government/community cooperation in Ikwo local government area has not significantly helped in the provision of infrastructural facilities, also government/community cooperation in Ikwo local government area has not contributed significantly in providing quality education and healthcare facilities to the people. Based on the findings, recommendations include that Government and Communities in Ikwo Local Government Area of Ebonyi State should intensify their efforts in the provision of infrastructural facilities in the rural areas to achieve rapid and sustainable rural development. Communities in Ikwo Local Government Area of Ebonyi State should be sensitized on the imperativeness of assisting the government in the provision of quality education to the members of the rural communities. The government should also encourage education by providing help to the poor members of the community to have access to quality education for knowledge and skill acquisition.

Challenges of Post-Covid-19 Pandemic in Providing Information Services in Public Libraries in Anambra State

This study investigated the challenges of the post-COVID-19 pandemic on public libraries providing information services in Anambra State. The study was guided by two research questions. This study adopted a descriptive research design. The population of the study are the librarians in public libraries in Anambra State. According to the Anambra State Library Board, there are 91 librarians in the public libraries. No sampling technique was used for the study since the entire population was small and manageable. Thus, the sample size of the study is 91 librarians. A self-structured questionnaire was used for data collection. The questionnaire was entitled: ―Questionnaire of Challenges of Post-COVID-19 Provision of Information Services (QCPCOVIDPIS)‖. The questionnaire was structured on a four-point scale with 17 items. The questionnaire was validated by two research experts at Nnamdi Azikiwe University, Awka. The instrument was subjected to test rest. The study used 10 librarians in public libraries in Enugu for the test of reliability and the Cronbach Alpha coefficient was used to determine the reliability of the instrument. At the end of the exercise, the study obtained a Cronbach Alpha coefficient of 0.89 and was considered reliable for the study. The researcher personally went to the libraries to collect and administer the questionnaire and retrieved it on the spot and 100% of the questionnaire was returned. The data obtained from the copies of the questionnaire were analyzed with mean and standard deviation. Mean scores of 2.50 above were considered ―Agree‖ while mean scores below 2.50 were considered ―Disagree‖. The study found that inadequate funding post-COVID- 19 affects the delivery of library information services because most public libraries across various states in the country suffer from neglect, displaying deteriorated structures and limited interest from successive governments. The study recommended that government should try as much to fund public libraries to enable libraries to sustain the provision of information services to the users. Government and library management should always work in synergy to make a budget for libraries that can help in the provision of infrastructural facilities.

Analysis of Vegetable Marketing Determinants and Performance in Taraba State, Nigeria

The study analyzed vegetable marketing determinants and performance in Taraba State, Nigeria. The specific objectives of the study were to describe the socio economic characteristics; determine the performance; examine the factors influencing the marketing margin; determine the structure of vegetable markets in the study area and identify the constraints associated with it. Multistage and random sampling procedures were employed in selecting 110 vegetable marketers for the study. The analytical tools employed were descriptive statistics, marketing margin, marketing efficiency index analysis, multiple regression and Gini coefficient analysis. Results revealed that 60% of the vegetable marketers were female with about 66.36% married and within the active age. The mean marketing experience was estimated at 8 years and majority, 89.09% of the marketers had access to market information with 85.45% using personal savings as their initial marketing capital. Marketing efficiency index of 114.40% indicated high efficiency with marketing margin of 24.48%. This implies that marketing of vegetable is profitable. The value of the coefficient of determination, (R2) of 0.8864 indicates that 88.64% of the variation in the marketing margin of the marketers was explained by the variables used in the model. The Gini coefficient value of 0.6858 indicated high level of inequality in earnings among the marketers hence high concentration. The major constraints identified were price fluctuation, 89.09% and perish ability, 72.73%. It was recommended that high level of sensitization on good storage systems, all season production and provision of infrastructural facilities be made to curtail the menace identified in the study area.

Assessment of post-harvest fish losses among artisanal fishers in northeast Nigeria

Fish is a perishable commodity whose quality must be maintained along the production and supply chain. The study aimed at assessing post-harvest fish losses among artisanal fishers in Northeast Nigeria. A multistage random sampling procedure was adopted to select 227 respondents. Quantitative data were collected with the use of close-ended questionnaires. Data collected were subjected to descriptive statistics and a multiple linear regression model. The results of the study revealed that the majority of the fishers were uneducated married men, with mean age and fishing experience of 46 and 8 years respectively. On average, 23.15% of fish caught are lost daily at post-harvest which could be attributed to the non-availability of infrastructural facilities, low literacy level, and management problems. Furthermore, results from multiple linear regression show that age, educational qualification, fishing experience, packaging materials, the time frame of fishing activities, and days of fishing in a week were found to be statistically significant (p < 0.05) with post-harvest fish losses. Conclusively, to improve the livelihood, ensure food security, and reduce the cost incurred by the Nigerian government on food importation post-harvest losses should be averted through policy formulation geared towards reducing post-harvest losses, provision of infrastructural facilities, training, and retraining of fishers.

The task of providing qualitative and accessible education to differently abled children has become a shared responsibility for all stakeholders (Ahmad,2015;Praisner,2003); which demands a change in attitude, the presence and accessibility of infrastructure facilities, different methods and strategies of teaching and learning, varied tools and techniques for assessment and evaluation, and the solution of issue of acceptance and accommodation of all learners at all levels in education system(Ahmad,2014;2015b;Stainback & Stainback,1984). Assistive devices and assistive equipments of Information and communication technology facilitate children with varied impairments in inclusive setting. A Qualitative Investigation of the Life and Times of the Monarch of Ancient Owu Kingdom, Nigeria

Traditional rulers and the crucial roles they play in maintaining peace and fostering developments in African states, most especially at the local level cannot be over emphasized. By Tradition, they are the major custodian of the culture and tradition of their people and by means of occupying the seat of a king they serve as the mouth piece and the rallying points of the entire Kingdom, both at home and in the Diaspora. This study seeks to review the life and times of the 13th Olowu of Owu, Oba Dr. Olusanya Adegboyega Dosunmu Amororo II. Data for this study was collected through interviews with close associates of the king, inhabitant of Owu kingdom, from persons who had worked with him and supplemented with secondary data. After analysis of interview transcripts, the study finds that His Majesty could be referred to as a man of many parts, whose trajectory cuts across different fields of human endeavors such as journalism, film production, politics, evangelism etc. The study concludes that his reign ushered in lots of developmental changes and the provision of infrastructural facilities in Owu Kingdom. Human Capital Development in Nigeria: Determinants and Challenges

The human capital theory is one of the foundational theories of socio-economic development. The founding scholars hold that any acquired qualities and abilities that help individuals and groups be economically productive is an individual or group human capital. However, the focus by classical human capital model on schooling and training as the major factors comprising human capital on all levels has made the human capital measurement tools to generally assess only educational attainment on these levels. This overly simplified approach creates difficulty in accurately assessing the strengths and weaknesses of human capital in a country but policy-makers and others use these simplified estimates of human capital because the factors suggested to have significant impact on human capital are mostly intangible and the collection of such data costly. To identify and analyze the significant factors affecting the Nigerian human capital and determine efficient and effective ways of improvement, this study administered 90 copies of questionnaires to participants who were selected using purposive sampling technique. Responses were retrieved from 78 participants. A descriptive survey design using tables and mean scores was applied to the retrieved data. Findings revealed that human capital development is not limited to only investment in health and education but includes all policy measures which favour a country’s human population such as the provision of infrastructural facilities, enabling environment for businesses while reducing tribalism and other social vices all promote human capital development. Public opinion also suggested that having responsible families, even distribution of income and distributive justice in Nigeria will improve the state of her human capital.

Dimensions of human security and socio-economic development in Ilorin metropolis, Kwara State, Nigeria

Insecurity has become an important challenge to global human development. While wars among countries have reduced in the 21st century compared to previous centuries, civil wars and other forms of internal violence and conflicts have continued to have devastating effects on human populations. This paper aims to examine the relationship between aspect of human security and socio-economic development in Ilorin metropolis. Primary data were sourced through structured questionnaire coupled with personal interviews to elicit responses to work on. Secondary data were sourced from published documents of the National Population Commission and the State Bureau of Statistics, journals, and other relevant literatures. Data collected were analysed using the Z-score, Lorenz curve, and Regression analyses. The study reveals that the present adaptive and institutional strategies aimed at mitigating human insecurity in the study area are rather insufficient. Using the widest bow of the Lorenz curve, the level of disparity is 18%, depicting a disparity in the pattern of socio-economic development. The conclusion from the study is that many of the sampled respondents still find it hard to satisfy their basic needs from the environment in socially acceptable standards. Given this, the following recommendations are made to improve the quality of human life in Ilorin. Policy makers should be committed to the task of advancing the socio-economic well-being of urban dwellers. Government should help by implementing policies addressing basic human security especially through the provision of infrastructural facilities, and employment opportunities thereby helping to shape the quality of life and income diversification.

Comparative Analysis of Spatial Disparities Based on Infrastructure Development and Socioeconomic Indices: A Case Study of Lahore

Infrastructure development and socioeconomic factors are directly related to the opulence and economic growth of any region. Disparity in the allocation of resources within a city has a huge influence on the socioeconomic factors of the population. Cities in developing countries manifesta vast disparity in the provision of infrastructural facilities and it leads to curbing the socioeconomic development of their residents. The current research aims to study the impact of disparity in infrastructure development on the socioeconomic factors has been assessed in the city of Lahore. Two towns of the city, that is, Johar town and Shalamar town were selected based on two different criteria to examine the impact of disparity in infrastructure development on the prevailing socioeconomic conditions. Primary data was collected with the help of a questionnaire encompassing major infrastructure development factors and socioeconomic indicators. Surveys were conducted in these towns with the disproportionate technique of stratified sampling. Data was analyzed through SPSS. Statistical Linear Regression Model was applied to determine whether a relationship exists among the infrastructural and socioeconomic indicators or not. The results showed that the town with better infrastructure development has far better socioeconomic conditions as compared to the less developed town within the same city.

ECONOMIC ANALYSIS AND TECHNICAL EFFICIENCY OF WATERMELON PRODUCTION IN NIGER STATE OF NIGERIA

The study examines the economic analysis and technical efficiency of watermelon production in Niger State of Nigeria. Multi-stage sampling procedure was used to draw up the sample and watermelon farmers in the area were the unit of the survey. Accordingly, 150 respondents were selected for the survey. Primary data were collected with the use of structured questionnaire. Information elicited for include socio-economic variables, farm information and management data, information on inputs and outputs and their relative prices, and information on constraints in watermelon production. Data were analyzed using descriptive statistics, farm budgeting techniques as well as stochastic frontier production function. The result of the analyses shows that the mean age of respondents was 41 years, 98% were males and most of them (88%) were married, and having average household size of 9 persons. A typical watermelon farmer in the study area realizes a gross farm income of N534,747.50/ha, and a net farm income of N459,769.56/ha and a return to investment of 6.13. The constraints to watermelon production in the study area include; inadequate capital for investment, high cost of inputs and their inadequacies, small farm size, poor market integration/pricing of produce, inadequate rainfall, problem of pests/diseases infestation, etc. It was concluded that watermelon is a profitable venture whose production can be increased if more land can be put under cultivation, ensuring that farmers have access to production inputs, provision of infrastructural facilities, land like good roads.

Farmers’ perception of the state of infrastructure on agricultural production in Delta state, Nigeria

ABSTRACT This article identifies farmers' perceptions of infrastructure availability and condition in rural communities in Nigeria. Multistage sampling procedures were used to survey a sample of 412 respondents. Data analysis used descriptive statistics and a binary logit regression model to analyse the effects of infrastructure on agricultural production. Results revealed, apart from roads, water, community centres/town halls and market structures, infrastructure was perceived to be in bad condition and effects farming activities. Regression results indicated nine variables positively influenced, and four variables negatively influenced, the development of rural infrastructure. Proximity to urban areas, corruption, capital flight, community commitment, finance, access of the rural people to government and the presence of social workers were statistically significant. Conclusions argue for improved provision of infrastructure facilities is needed to support agricultural production in Nigeria.

Strategic Repositioning of Koforidua Polytechnic

The study seeks to find out what changes are taking place in strategy in Koforidua Polytechnic and why? The methodology used in the study is based on qualitative approaches of documentary analysis. Data is collected through a content analysis of relevant documents. The scope of the study is limited to the researcher's interpretation of the strategic changes identified and articulated in official polytechnic documents. A framework for assessing and modeling changes in strategy provided by Ginsberg (1988) is adapted to suit the higher education context and applied in the analysis. The adapted framework is used as a tool to conceptualize changes in strategy in Koforidua Polytechnic. The findings indicate significant changes in strategy in Koforidua Polytechnic. The leadership of the polytechnic has introduced new strategic directions for the polytechnic, focusing on the provision of infrastructure facilities, improving financial resource mobilization, promoting research, strengthening collaborative partnership at home and abroad, and promoting good governance and planning. External and internal conditions provide pressure for the shift in strategic direction. The change in direction is a necessary measure which ensures the future of the polytechnic.

AVAILABILITY AND INSTRUCTIONAL USE OF INFORMATION AND COMMUNICATION TECHNOLOGY RESOURCES IN COLLEGES OF EDUCATION IN KANO STATE, NIGERIA

Abstract
 The study explored the availability of information and communication technology (ICT) resources for instruction in selected colleges of education based on institutional ownership in Kano State. The study used a survey research design. A researcher-designed questionnaire and an adapted checklist from the National Commission for Colleges of Education, Minimum Standard (2012) for data collection. Mean and simple percentages were used to analyze the research questions. A total of 286 lecturers were proportionately sampled from Federal College of Education, Kano and Sa’adatu Rimi College of Education, Kumbotso, Kano, which were purposively selected for the study. A reliability value of 0.72 was obtained for the frequency of utilization instrument using Cronbach Alpha. The findings revealed that the two Colleges of Education have almost all of the ICT resources required by National Commission of Colleges of Education (NCCE) in Nigeria. The findings also revealed that lecturers’ frequency of use of ICT resources for instruction was not fully encouraged. The study concluded that Colleges of Education in Kano state have basic ICT resources as required by NCCE. The study therefore recommended, among others, that government and school management should provide an enabling environment, such as the provision of infrastructure facilities, internet connectivity, and stable power supply, among others.
