Proposition 13 spilled over from California into other states. It spilled over from the property tax into other policies. And scholars have even begun to accumulate evidence that it spilled over from the state arena into fed- eral fiscal policy as well. Proposition 13 was a pivotal moment that changed how Congress perceived public opinion on taxes and government spending in general.
