FEATURES OF THE CHOREOGRAPHIC ART OF AZERBAIJAN: CONCEPT OF TRAINING AND IMPROVEMENT OF PERFORMANCE SKILLS

The development of choreographic art is not a static process, it is steadily developing in accordance with the trends of the time. In modern conditions, leading experts in the field of ballet and national choreography through analytical research identify new forms of dance art and determine current trends in its development. Undoubtedly, the foundation of training professional personnel (ballet artists, dance ensemble artists) in the field of choreography is ballet school. However, the increased demand for choreographer, ballet master and ballet teacher requires new approaches to the educational process. Due to the need to preserve and develop traditions of choreography in the Republic of Azerbaijan, as well as with the aim of training highly qualified specialists in this field, the Baku Choreography Academy was established on the basis of the Baku Choreography School. The purpose of the study is to consider the features of the formation and development of Azerbaijani choreographic art in the context of evolution of the ballet school of Azerbaijan. Objectives: identifying the path of formation and development of the Azerbaijani ballet school; understanding and defining the significance of the production works of choreographers in the context of the choreographic art of Azerbaijan; substantiating the idea and innovation in pedagogical activities for the preparation and improvement of the performing skills of future ballet dancers and dance ensemble artists; defining promising tasks for improving the model for training choreographers based on the development of Azerbaijani dance. Research methods. In accordance with the goals and objectives set in the article, the methods developed by science historical analysis, comparative analysis, method of included pedagogical observation, analytical method of comparison of various pedagogic technologies. The results of the study are guaranteed by the extensive methodological validity of theoretical and practical provisions related to active approaches to solving problems. Describing the main features and principles of the formation and development of the ballet school of Azerbaijan, the authors of the article consider the issue of preservation of traditions, both choreographic art and education, and formulate with specific arguments. Experimental testing of theoretical provisions, based on a wide range of scientific and pedagogical sources.

Analysis of data on phytophotodermatitis caused by contact with the sap of plants of the genus Hogweed (<i>Heracleum</i> L.)

The rapid spread of overgrowth of plants of the genus Hogweed, associated with their use as an agricultural fodder crop, is currently a serious problem for the Russian Federation. This process has a negative impact on the biodiversity of the vegetation cover, destroying natural ecosystems and causing significant economic damage. However, the active spread of hogweeds on the territory of the Russian Federation would not be so catastrophic if it were not for their aggressive properties: in contact with the skin, plant sap causes phytophotodermitis, which is a burn similar to thermal burns of I, II and III degrees. The article considers qualitative and quantitative composition of the main biologically active substances of hogweeds sap and shows that the biologically active substances causing phytophotodermatitis are furanocoumarins. It has been established that the pronounced photosensitizing activity of furanocoumarins is determined by the presence of a furan ring at positions 6,7 and 7,8 of coumarin. Such compounds include psoralen and its main derivatives: xanthotoxin, bergapten, bergamotin, imperatorin, isopimpinellin and angelicin (isopsoralen) and its main derivatives: sfondin, pimpinellin, isobergapten. Substitution of furan ring condensed with coumarin ring as well as change of its position leads to loss of photosensitizing activity. It was determined that the activity of plant sap of the genus Hogweed is in direct dependence on such factors as qualitative and quantitative content of furanocoumarins in the plant sap, the amount of sap and the area of the skin lesion zone, the time of contact of the affected skin areas with the plant sap, the intensity of ultraviolet irradiation and the time of its effect on the affected areas, as well as the peculiarities of each person (e.g., age, skin phototype). The methods of standard therapy of three clinical forms of phytophotodermatitis were analyzed. It was found that currently no specific clinical recommendations for the diagnostics and treatment of phytophotodermatitis resulting from contact with the sap of hogweeds. At the end of the article, the conclusion is formulated that one of current and promising tasks of pharmaceutical technology may be the development of drugs used in the treatment of burns caused by the sap of plants of the genus Hogweed, taking into account the mechanism of action of furanocoumarins.

The role of state policy in the safeguarding and reproduction of the intangible cultural heritage of Russia

The subject of the study is the value-semantic roles and instrumental functions that were assigned to the intangible cultural heritage in Russia's conceptual and strategic documents affecting its preservation and use. The purpose of the work is to determine the current value-semantic and functional position of the intangible heritage in the structure of public administration in Russia, as well as to assess possible prospects for further development of this institution. The implementation of the Russian state approach to the preservation, actualization, popularization and use of intangible cultural heritage is interdisciplinary and interdepartmental. Therefore, in order to assess it more systematically and identify promising areas of development, it is necessary to expand the range of practical research to analyze the entire range of provisions of Russian state policy affecting these issues. The cultural approach seems to be the most heuristic way to achieve this goal. The research uses the method of content analysis, comparative and cultural-historical methods. The author identifies the importance and scope of the intangible cultural heritage at each stage of its institutionalization in Russia, proposes a periodization of the historical dynamics of this process, and substantiates the need to form a Russian national approach to the preservation and use of intangible heritage in comparison with the UNESCO discourse. The author concludes that the progressive institutionalization of the intangible heritage of Russian culture in domestic state policy has allowed us to take into account the creative aspects of scientific, professional and socio-political discourse, as well as harmoniously integrate this institution into a multi-level model of socio-cultural policy. Special attention is paid to the promising tasks of the Russian state policy in the field of intangible heritage in the context of the development of the existing system of its protection.

Review of Application YOLOv8 in Medical Imaging

Deep learning has revolutionized medical imaging analysis, with YOLOv8 emerging as a promising tool forvarious tasks like lesion detection, organ segmentation and disease classification. This review investigates YOLOv8’sapplications across diverse medical imaging modalities (X-Ray, CT-Scan and MRI). We conducted a systematic literaturesearch across databases like Pubmed, ScienceDirect and IEEE to identify relevant studies evaluating YOLOv8’sperformance in medical imaging analysis. YOLOv8 achieved high performance for meningioma and pituitary tumorswith and without data augmentation (precision >0.92, recall >0.90, mAP >0.93). Glioma detection showed lowerperformance but still promising results (precision >0.86, recall >0.81, mAP >0.86). Breast cancer detection with SGDoptimizer yielded best performance with an average mAP of 0.87 for mass detection. The model achieved high accuracyin detecting normal (mAP 0.939) and malignant lesions (mAP 0.911). YOLO v8 on Dental radiograph successfullydetected cavities, impacted teeth, fillings and implants (precision of >0.82, recall of >0.78 and F1-Score of >0.80). Lastly,for lung disease classification, YOLOv8 achieved high accuracy (99.8% training and 90% validation) in classifyingnormal, COVID-19, influenza and lung cancer disease. With the importance to improve clinical decision-making andpatient outcomes in healthcare, the YOLOv8 algorthm underscores the importance of pre-processing, augmentation andoptimization of key hyperparameters.

Educational models and technologies in the era of digital transformation

At present digital transformation of the society faces the problem of a shortage of a highly qualified personnel - specialists in the field of the latest information technologies, intellectual scientists with a high-quality fundamental education. The solution to this problem lies in the introduction of new educational models and technologies. The purpose of the research is to study the strategy for the formation of a new conceptual scheme of modern education. It has been emphasized that two leading educational models are currently being successfully implemented and complement each other: the classical model of «completed» education with the basic principle of «education once and for life», covering the need of the society for the generation and dissemination of knowledge, as well as the storage of cultural ideals, and the second model, called the «lifelong education model», which meets the principle of «lifelong education», corresponding to the rapid changes in technology and the nature of digital transformations of the society. The article pays special attention to new educational technologies such as: 1) analytical technologies, which are based on the analysis of big data from educational institutions in real time; 2) adaptive (or intellectual) learning, which is based on the principles of personalization of learning and building an individual educational trajectory; 3) Smart education, using learning tools in an interactive educational environment with elements of distance and mobile education. The methodological basis of the research is a systematic approach and general methods of scientific knowledge, such as analysis, synthesis, generalization. The relevance of the topic is associated with increased attention to the problem of matching the quality of the Russian education with the promising tasks of the digital transformation of the Russian society. Key conclusion. A high professional level of the personnel reserve, which will be able to practically implement state digitalization programs, is possible and is associated with the construction of a new concept of modern education.

ELECTRON-BEAM GUN FOR MANUAL ELECTRON-BEAM WELDING IN LUNAR SURFACE CONDITIONS

In recent years, increasing attention in space topics has been paid to the exploration of the Moon. Not the least attention is paid to solving problems related to providing the necessary living conditions for astronauts, with the construction and assembly of a large number of technical devices and structures on site. The operation and development of orbital complexes, as well as the promising tasks of creating structures on the lunar and Martian surfaces, involve the introduction of technologies for the installation and repair of space objects. When working in open space, there are a large number of operations (first of all, repair and restoration or fixation of fragments of large-sized structures), for which it is difficult and impossible to prepare in advance. In addition, there is a possibility of emergencies that require urgent cutting, welding, or soldering technological operations, in which the process and volume of the operation will be determined by the cosmonaut directly on the spot, where he will be able to assess the volume and method of performing the necessary work. Therefore, the creation of modern electron-beam equipment for manual welding, which will contribute to the extension of the life of space objects and sometimes to the preservation of the lives of crews, is necessary. This equipment must be compact and efficiently perform operations on electron beam welding and related technologies under lunar surface conditions. The results of manual electron beam welding experiments carried out in open space indicate that the equipment, which was created earlier, makes it possible to weld stainless steels, titanium and aluminum alloys up to 1.5 mm thick. At the same time, the thickness of the material used in the manufacture of shells of manned space vehicles reaches 4...6 mm, and the length of welding seams can reach several meters. The purpose of this work is to create a new generation of equipment that will solve the problem of welding materials from 4 to 6 mm, which are mainly used in modern aerospace technology.

Microwave Receiving System Based on Cryogenic Sensors for the Optical Big Telescope Alt-Azimuth.

This article presents the results of evaluating the possibility of conducting radio astronomy studies in the windows of atmospheric transparency ~100, ~230, and ~350 GHz using the optical Big Telescope Alt-Azimuthal (BTA) of the Special Astrophysical Observatory of the Russian Academy of Sciences (SAO RAS). A list of some promising astronomical tasks is proposed. The astroclimat conditions at the BTA site and possible optical, cryogenic, and mechanical interfaces for mounting a superconducting radio receiver at the focus of the optical telescope are considered. As a receiving system, arrays of detectors cooled to ~0.3 K based on the superconductor-insulator-normal metal-insulator-superconductor (SINIS) structure are proposed. The implementation of the project will make it possible to use the BTA site of the SAO RAS not only to solve some astronomical problems (it is possible to consider the implementation of a single observatory, the VLBI (very-long-baseline interferometry) mode in the Suffa, EHT (Event Horizon Telescope), and Millimetron projects), but it will also be used to test various cryogenic detectors in a real observatory.

Chemical sensors on unmanned aerial vehicles: new possibilities for searching for mines and explosive devices

Increasing the effectiveness of anti-mine protection of troops, timely detection and marking of mine-explosive devices in the area, prompt informing of personnel of units operating in the area, search for methods and means that increase the reliability of the search and reduce the level of false detections, possible identification and marking of mines (explosive objects) are extremely relevant and, given the scale of demining that will need to be carried out on the territory of Ukraine after the end of hostilities, promising tasks. This can be achieved through the introduction of modern, reliable, effective, remote methods and means of searching, detecting, identifying and marking mine-explosive devices that work in real time with a fairly high speed. The purpose of the research is to justify the need to use chemical modules (equipped with a set of chemical sensors) installed on unmanned aerial vehicles for conducting engineering and reconnaissance actions for the search, detection and marking of mine-explosive devices. It has been established that the combination of unmanned aerial vehicles of the multi-rotor type with the appropriate chemical module will prevail over other means of reconnaissance of mine-explosive devices (barrages) in service and will meet such criteria as mobility, speed (operational), sensitivity, reliability, selectivity, reliability, stability. It is recommended that the chemical module include various appropriate sensors that will complement each other and cover the entire range of explosives used to equip mines and explosive objects. Chemical sensors that work on the principle of suppression of fluorescent radiation by the vapor of an explosive substance are promising. The effectiveness of demining with the help of unmanned aerial vehicles with a chemical module will depend on the probability of explosive vapors entering the chemical module's area of operation and the probability of detecting mine-explosive devices. At the same time, the equipment of unmanned aerial vehicles intended for conducting engineering reconnaissance not only with a chemical module, but also with other, additional sensors for detecting mines (explosive objects) by secondary signs will allow to increase the reliability of the search and detection of mine-explosive devices.

National Center of Physics and Mathematics – a new form of organization of science

The article deals with the problem of activating fundamental scientific activity in the Russian Federation by combining the efforts of various scientific institutes – institutions of the Academy of Sciences, universities, industry and corporate science within the framework of the National Center for Physics and Mathematics (NCPM). The purpose of the article is to identify institutional features and substantiate promising organizational tasks of the NCFM, the main research methods are institutional, normative, comparative analysis. Institutionally, the NCPM will make it possible to get away from the existing division of science along departmental lines and related problems. It is proved that the use of the organizational “CERN model” in the NCPM will be able to attract a wide range of scientists from various Russian and, in the future, foreign organizations, will help the formation of a collaboration for conducting experiments and research at scientific installations of the “megasience” class. This will make it possible to form and work out a national model of the mobility of scientists. The territorial and personnel aspects of the NCFM are considered, measures are proposed to expand the types of activities, to activate the influx of students and postgraduates for subsequent work in scientific and knowledge-intensive industrial organizations, to reflect the peculiarities of the development of the territory of the NCFM location in strategic documents of various levels. Conclusions are drawn about the positive impact of the activities of the NCPM on socio-economic processes; about new opportunities for diversification of the military-industrial complex associated with the development of fundamental science; about accelerating the formation of a system of technological transfer; contributing to the organization of the system of strategic planning and scientific and technical forecasting in the country

Promises and pitfalls of environmental pragmatism

Environmental pragmatism has faced numerous criticisms for relativism and crude instrumentalism as well as for sidestepping the fundamental concerns of environmental ethics. Recently, Andre Santos Campos and Sofia Guedes Vaz have proposed a new ‘method’ of environmental pragmatism, justificatory moral pluralism, with the aim of overcoming these criticisms. It is argued that this new approach is plagued by the traditional concerns. Instead, the pitfalls of pragmatism can be avoided by adopting the central insight of the classical pragmatists that values may be revised in light of experience in a process that resembles scientific inquiry. The resulting view may not be satisfying for those who expect pragmatism to live up to its periodic promise of immediate and concrete results. Nevertheless, pragmatism presents the environmental ethicist with a range of promising tasks.

The evolution of the international legal regulation of the protection of cultural property in the event of armed conflict

INTRODUCTION. In recent decades, there has been an escalation of armed clashes in the territories of African states, the states of the Middle East and Central Asia with the participation of military formations, international terrorist groups that everywhere use the practice of attacking and looting cultural property as a military strategy. In this regard, of scientific and practical interest is a comprehensive study of the legal and organizational foundations of international legal regulation of the protection of cultural property during armed conflicts, evaluation of their effectiveness and identification of promising tasks for the development of additional measures and strategies for the preservation of cultural heritage, taking into account new challenges and threats.MATERIALS AND METHODS. This paper examines the provisions of key international treaties, decisions of the main bodies and specialized agencies of the UN, which together form the existing international legal regime for the protection of cultural property in armed conflict. The author also analyzes the jurisprudence of international criminal justice bodies on bringing individuals to justice for deliberate attacks on cultural sites as part of hostilities. Special attention is paid to the study of scientific works of both domestic and foreign scientists, within which international legal concepts are formed, designed to resolve existing problems in the current international legal regulation of the issue under study, as well as to form promising concepts in the framework of the development of the doctrine of international law. The methodological basis is made up of general scientific and special research methods.RESEARCH RESULTS. According to the results of the study, it was found that during the XX century states have consistently developed norms for the protection of cultural property from threats associated with armed conflicts, while the XXI century was marked by best practice in the application of the rules on liability for attacks on cultural property in situations of armed conflict in the activities of international justice bodies. In addition, it was determined that for the first time in the history of UN peacekeeping, the UN Security Council tested the mandate of the Multidisciplinary Integrated Stabilization Mission in Mali, in which the peacekeeping contingent, among other things, performed the tasks of protecting, safeguarding and restoring cultural heritage sites together with UNESCO. It seems significant to identify and generalize the prospects for the development of new international legal measures for the preservation of cultural heritage for future generations, taking into account the changing nature of armed conflicts, the intensification of the activities of international terrorist groups and the growing practice of destroying the centuries-old cultural heritage of peoples in the framework of the so-called “cultural cleansing". The topical aspect of the study was the establishment of new approaches of states to the protection of cultural heritage as a means of ensuring international peace and security.DISCUSSION AND CONCLUSIONS. The publication presents the author's objective assessments of the established international legal framework, judicial practice of international criminal justice bodies, as well as doctrinal approaches of both domestic and foreign scientists on the issue of international legal regulation of the protection of cultural property during armed conflicts. Separately, the forms of international legal cooperation of states at the UN site within the framework of the UNESCO profile organization for the development of modern regulatory and organizational foundations for the interaction of the competent authorities of states to prevent and suppress the destruction of cultural heritage, as well as the looting and illegal export of cultural property in the event of an armed conflict, especially terrorist groups.

Current issues of regulation of conduction of reliability and completeness checks of income, expenses, digitalization digital directions of public management at the federal level in the conditions of a new stage of digital transformation of public management

The article is devoted to the study of promising tasks of improving public administration processes at the federal level in the context of a new stage of digital transformation of public management. The author argues the relevance and significance of the research topic. The current stage of digital transformation of public administration in foreign countries and in the Russian Federation is analyzed and evaluated, expressed in the transition of the “digital government” public administration model to a new stage of development — to Version 2.0 — the “GovTech-government” model. A general description of the trend directions of GovTech-technologization in the world practice of public administration is given, examples of local experience of their implementation in foreign countries are considered. The thesis is proved about the possibility of achieving great results and effects in improving the processes of public administration at the federal level in the Russian Federation in this direction, despite the situation of socio-economic instability in the country. Emphasis is placed on the fact that for the purposes of a successful transition from the “digital government” model to the “GovTech-government” model, there is a need to centralize management in new priority cross-departmental development areas, introduce other “administrative” GovTech development tools that have been successfully tested and applied in the international practice of public administration at the federal level.

IDEAS OF V.A. MAKLAKOV ON THE RUSSIAN AUTOCRACY IN THE LATE IMPERIAL PERIOD

The study of the role played by the autocracy of the late Imperial period in the history of Russia is relevant because it enables to understand the factors of its viability and its loss. Of considerable interest for the study of this topic are the judgments of contemporaries who knew the main political characters of that time, the goals and motives of their activities, domestic political circumstances. The novelty of the work lies in analysing the ideas of a liberal, a member of the Central Committee of the Cadet Party V.A. Maklakov, he gave a characteristics for the potential and weaknesses of the autocracy at the beginning of the XX century.
 
 The purpose of the study is to interpret the representations of V.A. Maklakov about the autocracy’s responsibility for solving the problem of building relationships with the public, about the struggle of traditional and new forces in the Russian bureaucracy of the early XX century, the goals of their activities, their perception of autocracy, their attitude to the constitutional monarchy.
 
 Materials and methods of the study. The sources on the topic are the texts of V.A. Maklakov: a recording of a lecture that he delivered in 1909 at Tinishevsky College, memoirs written in exile, legislative acts, and memoirs of contemporaries. The theoretical basis of the research is the theory of modernization, which characterizes the process of a traditional system’s transformation into a modern one; an axiological approach that focuses on the study of the value system; a civilizational concept that substantiates the idea of the people developing their cultural identity.
 
 Study results. Maklakov characterized autocracy in the context of the ideas of legality and the right of the individual to freedom and self-determination. The Russian autocracy cared about the greatness of Russia, but the power of the monarch was not limited by laws. The idea of legality was present in the official ideology of the XIX – early XX century. Maklakov argued that the higher bureaucracy prevented the principle of legality from taking root in the country’s governance system. In the top leadership of the country, Maklakov singled out the “old” forces that defended the autocracy, and the “healthy elements” that solved promising national tasks of Russia’s development, they contributed to the transformation of an unlimited monarchy into a constitutional monarchy, defended the idea of interaction between the government and the society.
 
 Conclusions. The autocracy proclaimed the principle of legality, but did not seek self-restraint by the constitution. The “historical power” was put on the path of constitutional development by statesmen who understood their duty to Russia. They sought to rely on liberal social forces, but the cadets did not support their program. According to Maklakov, after publishing the Manifest on October 17, 1905 and the Basic Laws of 1906, the Russian autocracy took the form of a “liberal autocracy”, since it was limited by the constitution, which created the mechanism for interaction between the government and the State Duma. Nicholas II made no further attempts to regain unlimited autocracy.

SOCIAL HOUSING IN THE CONDITIONS OF PRESENT-DAY (on the example of Astana city)

The economic downturn and crisis in the country have decisively affected the housing problem, exacerbating the need for the formation of social housing. In this regard, there is a need to revise the existing classification of housing and introduce a new one-social housing, which contributes to the emergence of a new portrait of those in need. In the course of the research, typological groups of social housing and state housing construction programs in the Republic of Kazakhstan were studied. The purpose of the work is to identify the main directions and solutions of promising tasks of social housing in the Republic of Kazakhstan.

РАЗВИТИЕ ИССЛЕДОВАНИЙ КАЧЕСТВА ЖИЗНИ НАСЕЛЕНИЯ СЕВЕРО-ЗАПАДА НА ОСНОВЕ ПРИМЕНЕНИЯ МЕТОДОЛОГИИ ЭКОНОМИКИ КАЧЕСТВА

The article shows the problem of the scientific base forming for systematic comprehensive quality of life studies at the regional level to be provided, which is also relevant for the purposes of strategic planning and management. A meaningful research analysis of the quality of life at the regional level is carried out, the advantages and disadvantages of rating assessments are shown, the methodological basis for obtaining scientifically proven results of assessing and analyzing region’s quality of life is disclosed. The field of theoretical studies of the Northwestern Federal District population’s quality of life is characterized by substantial and methodological gaps that are evidenced by presented in the article results of a comparative analysis of Russian quality of life studies that are conducted at the regional level. In this regard, the application of quality economics methodology in order to achieve the set goals of regional development is proposed. The application of a multi-level quality management system for solving promising tasks and improving the quality of life in the region is justified. There are also recommendations on the Methodology application developed by the authors for assessing the quality of life that is built on the conceptual basis of the quality economy for assessing and analyzing the quality of life of the Northwestern Federal District.

Deep Learning in Visual Tracking: A Review.

Deep learning (DL) has made breakthroughs in many computer vision tasks and also in visual tracking. From the beginning of the research on the automatic acquisition of high abstract feature representation, DL has gone deep into all aspects of tracking to date, to name a few, similarity metric, data association, and bounding box estimation. Also, pure DL-based trackers have obtained the state-of-the-art performance after the community's constant research. We believe that it is time to comprehensively review the development of DL research in visual tracking. In this article, we overview the critical improvements brought to the field by DL: deep feature representations, network architecture, and four crucial issues in visual tracking (spatiotemporal information integration, target-specific classification, target information update, and bounding box estimation). The scope of the survey of DL-based tracking covers two primary subtasks for the first time, single-object tracking and multiple-object tracking. Also, we analyze the performance of DL-based approaches and give meaningful conclusions. Finally, we provide several promising directions and tasks in visual tracking and relevant fields.

A modern management system for an organization includes a number of important operations: cost planning, production planning, sales planning, financial planning. In the sectors of the economy, the management system is aimed at planning the activities of organizations in the short, medium and long term in order to ensure the maximum possible profit with minimal costs in conditions of market variability and support from the state, however, it differs in a soma management system for the sectors of the economy. The article shows an assessment of the management system in the branches of the agro-industrial complex, consumer market and ecology. The assessment of the development of three sectors of the economy in the current period in the Rostov region allowed us to consider various management methods in the industries and form a number of promising development tasks.

Perspectives of linear motors in electrical engineering

The use of electric linear motion machines is one of the main directions of scientific research in the more advanced drive systems development. The relevance of this direction is due to a wide range of tasks that are set for electric drive systems and the complexity of their designs resulting from various kinematic chains. One of the advantages of using linear electric motors is their ability to compete successfully with other types of drives in many branches of technology, such as automation, instrumentation, robotics, medical technology, etc. The absence of a converter and the ability to perform different types of movement makes linear motors attractive for various applications. One of the promising tasks is the implementation of the translational movement of the mechanism working body using a linear electric motor. This provides new opportunities for the development and improvement of various industrial and technological processes.

Modern Legislative Process: from Legal Trends to Predictable Development Scenarios

The objectives of the article are to identify trends in the development of the legislative process in the Russian Federation and formulate proposals to improve its effectiveness. In order to achieve them, the legal regulation and statistics of the legislative process in the Russian Federation are analyzed, doctrinal concepts and forecasts of the development of the legislative process are studied, including in the conditions of digitalization and other global challenges.
 The research is based on the use of systemic, structural-functional, formal-legal, comparative-legal methods, methods of legal modeling and legal forecasting in their entirety.
 It is established that the development of the modern legislative process is carried out in the following directions: regulation by a large number of normative legal acts of different legal force, including legislative acts, as well as by-laws; high activity of some subjects of the right of legislative initiative along with low activity of others; systematic clearing of the legislative base, which is simultaneously complemented by the practice of introducing bills with a similar subject of regulation in place of rejected ones; the necessity and consistency of the model of direct participation of the President; increasing the role of the Government of the Russian Federation in the legislative process and the growth of its legislative work; increasing the number of initiators of federal bills or creating additional legal conditions and guarantees for the implementation of their legislative ideas and proposals while maintaining the current subject composition of the right of legislative initiative; preserving the practice of short-term planning of legislative work along with the increasing need to ensure a comprehensive and promising their planning; strengthening the interaction of the branches of government in the legislative process, including through the work of the Commission of the Government of the Russian Federation on legislative activities; scientific support of the legislative process and the increasing importance of its principles such as professionalism, scientism; information support of the legislative process; the impact on the legislative process of the level of development of legal technique, modern information technologies and procedures. Promising tasks for legal science that need to be solved to ensure the effectiveness of the legislative process are identified.

ПРІОРИТЕТНІ ЗАДАЧІ СМАРТИЗАЦІЇ ШОПІНГУ У ТРАДИЦІЙНОМУ ГІПЕРМАРКЕТІ ЗА ПРИНЦИПАМИ RETAIL 4.0

Retail 4.0 is the newest approach to Industry 4.0-based retail organization. Industry 4.0 involves the industry transformation to the most robotic production, which is controlled by intelligent systems based on cyber-physical devices with usage of Internet of things, cloud information resources, big data processing, and virtual reality. The paper proposes two promising tasks for the implementation of Retail 4.0 technologies in the practices of traditional hypermarkets and supermarkets with low investments. The first task concerns the optimization of the buyer's route, and the second task concerns the optimization of the route of the store employee who completes the online order. It is assumed that the trolleys with RFID-modules and a system of radio frequency identification of the location of devices are available in a supermarket. Task of routine optimization for a buyer with a smart trolley is reduced to a generalized traveling salesman task. The possibility of dynamic adaptation of the route due to changes in the availability of aisles and stock of goods is considered. Three monetization ways of the proposed routine optimization service are proposed. They are based either on direct payment by the buyer for optimal routing service, or indirect payment through increased loyalty or the ability to promote additional products through the recommendation module. Recommendations are provided at hand, i.e. directly in the trading zone near the area of visibility to the recommending product. The second task concerns the optimal completion of online orders by store employees. In addition to the possibility of dynamic adaptation of the route, to save time, it is additionally suggested to complete two similar small orders at the same time. The principles by which it is possible to identify the most similar pairs of orders from the point of view of their picking routes have been formulated.
