In developed socialist society the problem of the further improvement and planned supply of the national economy with highly skilled manpower is one of the particular features in the development of a socialist economy and is an important prerequisite for the rapid growth of social production. It chiefly stems from the enormous scale of the economic and technical progress of our society, from the general orientation of economic development toward the substantial improvement in the well-being of the working people, and from the demands that are imposed on working cadres by the rapidly developing revolution in science and technology. What with the projected growth rates of labor productivity and the limited opportunity to hire additional manpower, principal emphasis should be placed on the reproduction of skilled labor power, on improving the forms and methods of training and retraining workers.
