Analysis of the Effect of Using the SIPLah Application on User Satisfaction in Procuring Elementary School Books in Pangkalpinang City

The advancement of information technology has become more widespread across various sectors, particularly in education. The integration of information technology has increasingly simplified many aspects of human life. This study aims to evaluate the impact of the SIPLah (School Procurement Information System) application on user satisfaction in the procurement of books for elementary schools. SIPLah is a government-provided digital platform designed to streamline the procurement of goods and services within schools, promoting greater transparency, efficiency, and accountability. The research data was collected through surveys involving SIPLah users, such as school principals, teachers, and administrative staff engaged in book procurement. The study measured variables including ease of use, system reliability, procurement process speed, and user satisfaction with the procurement outcomes. The analysis revealed that the SIPLah application has a significant impact on user satisfaction. Among the factors studied, ease of use and system reliability had the most positive influence. However, some respondents reported technical challenges, such as delays in data updates and insufficient technical support. To enhance future user satisfaction, the study recommends improvements in technical services and system optimization.

Information System for Procurement of Goods and Services of the Politeknik Harapan Bersama (SIPHARBER)

The application of information technology in various fields, including higher education, is rapidly evolving and has extended to critical operational activities such as the procurement of goods and services. This research aims to design and implement a Procurement Information System at Politeknik Harapan Bersama (SIPHARBER), which is expected to enhance efficiency, transparency, and accountability in the procurement process. The system is designed to facilitate coordination between the procurement unit and vendors, reduce the time required for tender processes, and minimize errors in data processing. The development method used for this system is the Waterfall model, which involves stages from requirement analysis to system testing. The outcome of this research is a web-based information system accessible by all related units, enabling real-time monitoring of the procurement process by the leadership, and simplifying vendors' processes to offer their products or services. With the implementation of SIPHARBER, the procurement process at Politeknik Harapan Bersama is expected to be conducted more effectively and efficiently.

School Procurement Information System (SIPLah) as Moderating of Determinant of Fraud in Goods/Services Procurement

This study aims to analyze the effect of accountability, transparency, and organizational culture on fraud in the procurement of goods and services with a procurement information system in schools (SIPLah) as a moderator. The sample of this study was 258 members of the public primary school (SDN) BOS fund management team in East Lombok consisting of school principals, school treasurers, and school operators based on purposive sampling. The results of this study indicate that each variable of accountability has a significant negative effect on the tendency of fraud in the procurement of goods and services, transparency has a significant negative effect on the tendency of fraud in the procurement of goods and services, and organizational culture has a significant negative effect on the tendency of fraud in the procurement of goods and services. In addition, the results of the analysis show that the implementation of SIPLah can strengthen (increase) accountability in reducing the tendency of fraud in the procurement of goods and services. In contrast, the implementation of SIPLah has not proven to strengthen the influence of transparency or organizational culture on the tendency of fraud in the procurement of goods and services through comprehensive coaching and supervision from the Education and Culture Office (DIKBUD) and Inspectorate district. East Lombok is needed because there are still differences in the understanding of the school BOS fund management team on what is not allowed in the procurement of goods and services to education units.

School operational assistance in basic education: Organizational responses to policy complexities

This study aims to analyze variations in school responses in dealing with the complexities of School Operational Assistance (SOA) policy implementation. Several policies that gave rise to complexity in this study were included such as the policy of transferring SOA funds directly to schools, the policy of implementing the remaining SOA funds as a deduction for the following year's SOA funds, the policy of spending based on the Procurement Information System in Schools, and the policy of financial planning and reporting based on the School Activity Plan and Budget Application. The sample for this study consisted of 24 schools consisting of elementary and junior high schools that had remaining SOA funds for 2019-2021 in Yogyakarta City, Sleman Regency, and Gunung Kidul Regency. This research is qualitative research using interview techniques with school principals, SOA treasurers, and senior teachers. The data obtained were processed using the NVivo qualitative software. Based on the results of processing data sourced from interviews, there are three variations of school responses in dealing with policy complexities, namely acquiesce, compromise, and adjustment. The novelty of this study is the emergence of an adjustment response. The results of this study have an impact on policy makers so that in formulating policies it is necessary to look at old policies that are still valid so that policy actors do not experience a dilemma.

Analisis Optimasi Transaksi Digital pada Sistem Informasi Pengadaan Sekolah (SIPLAH) PT. Intan Pariwara

This study aims to determine the optimization of digital transactions in the School Procurement Information System (SIPLah) at PT. Intan Pariwara. The research analysis used was an analysis with a qualitative descriptive approach. While the data collection method uses interview methods and observation methods. The results of the research on each parameter, the technology, marketing, transaction, customer service, product management and finance. SIPLah PT. Intan Pariwara has advantages compared to other SIPlah partners in the system and website appearance. Even so, it still has disadvantages, namely for the payment method it only has one payment method which makes the buyer have no choice.

Patient Service Care Information System (Case Study: Zainoel Abidin General Hospital Banda Aceh City)

Zainoel Abidin Aceh General Hospital is located in Banda Aceh City, Aceh Province, which is one of the health centers in the area. The growing community in the surrounding environment and even people from outside the region who continue to come for treatment at the Zainoel Abidin Aceh General Hospital require a good service to patients with the support of medical personnel and good staff who are expected to be able to provide professional health services this certainly cannot be separated from the management system in the hospital. The author limits the problem only to; How is the Patient Information System at the Zainoel Abidin General Hospital in Aceh and. Designing a Patient Information System at the Zainoel Abidin General Hospital Aceh using Visual BASIC.NET. From the description, the objectives of the discussion are; To find out the Patient Information System at the Zainoel Abidin Aceh General Hospital and Design a Patient Information System at the Zainoel Abidin Aceh General Hospital using Visual BASIC.NET. The Prototyping method is used as a software development model and evaluation activities are also carried out as an assessment of the results of the prototype being built. This goods procurement information system can avoid excess patients and overcome the scarcity of goods which is certainly highly expected by business actors and The creation of an information system program in order to obtain quality information and Based on the evaluation of the current desktop application display With the prototype design, it is known that each category has an increase in the usability value. Content, Organization and Readability previously had a value of 0.62 and increased to 0.71. The Navigation category was previously 0.66 to 0.69. The previous User Interface Design category was 0.62 to 0.64 and the previous Performance and Effectiveness category was 0.67 to 0.78.

Acceptance Analysis of School Procurement System (SIPLah) Using the UMEGA Model: Based on the Perspective of Users in Education Units

The Work Unit for Procurement (UKPBJ) of the Indonesian Ministry of Education and Culture has developed a Procurement Information System in Schools (SIPLah) to create effectiveness, efficiency, transparency, and accountability of the procurement ecosystem in education units. 103,619 education units have used SIPLah, this achievement has not met the target of 220,283 schools in 2019 which has increased to 442,960 education units in 2020. The level of user acceptance has a significant influence on achieving the target number of users, but UKPBJ has never conducted research related to this factor. As a result, user acceptance has not become a reference in determining strategies in the socialization and development of SIPLah. This study aims to determine the factors that influence the adoption of SIPLah from the user's perspective in educational units using the Unified Model of E-Government Adoption (UMEGA). In this exploratory research, the perceived risk variable on UMEGA which in the hypothesis has a negative effect, be changed to perceived security so that it has a positive effect and is in line with other hypotheses. There were 150 valid respondents who were analyzed statistically using PLS-SEM with SmartPLS 3.0 software. The results of the study can be concluded that factors of performance expectancy, social influence, facilitating conditions, perceived security, and attitude are factors that must be considered by UKPBJ in determining strategies to socialize and develop SIPLah, because these factors have a significant positive impact on user intentions in education unit to adopt SIPLah.

Unified Information System as an Element of the Public Procurement Digital Ecosystem (Analysis of the Experience of Use)

When using the Russian unified procurement information system (UPIS, zakupki.gov.ru) as an information resource for analytical research, a set of problems arises that limit its usefulness. Existing publications do not fully disclose this problem of the formation of a digital ecosystem. Most of them focus on the peculiarities of using the UPIS as a platform for the implementation of specific procurement procedures, ignoring its use for analytics and monitoring tasks. The purpose of the study is to critically reflect on the organizational, technical and informational aspects of the procedures for accessing the bulk of the UPIS information. The experience of extracting data from a one-year sample of contracts in the field of procurement of emergency aviation medical services in Russia was subjected to an expert assessment. The typologization of the identified problem areas of the UPIS was carried out in terms of the quality of the information received and the built-in mechanisms for organizing its storage and retrieval. The following points were revealed: insufficient standardization and unification of methods for filling in the details of the UPIS database; incompleteness and incorrectness of filling in the provided (mandatory) \ set of details of the UPIS database; the embryonic stage of the formation of the KTRU catalog, as one of the main selection mechanisms for the formation of target data samples; lack of unambiguous regulations for the codification of procurement objects; lack of standards in the submission and placement of copies of primary documents of contracts; the lack of systemic mechanisms and structures of the UPIS database, which would unify the presentation of individual stages of contract execution throughout its life cycle; permanent retrospective modification of the data of executable contracts. Based on the analysis of these problematic points, ways are proposed and specific recommendations for improving the UPIS are developed.

This paper concentrates on the prospects for the intergovernmental cooperation which can create a stable basis for improving existing information tools and setting up the innovative means of legal regulation in the field of digital public procurement. The purpose of the study is to propose a modern model for the state regulation of procurement activities. The study supports the idea of the universal digital transformation of public procurement systems all over the world. It is also supposed to demonstrate what problems a newly developed model, aimed at introducing well-based digital public procurement, might face at the legislative level. The dataset has been obtained using dialectical, logical, comparative, and legal research methods. The tools used to assess the possibility of developing an legal regulation model in the field of public procurement can be applied by public authorities in various countries and international communities.

The Information System for Raw Material Procurement at PT.Derma International is still not well computerized which causes data inconsistencies on raw materials and this also slows down the process of data collection of Raw Materials. The design of this Raw Material Procurement Information System uses a design tool in the form of a System Development Life Cycle (SDLC). The diagrams used include: Data Flow Diagrams, Structural Charts, Flow Maps, and E-R Diagrams. The development of this application uses Visual Studio 2010 which is desktop-based and MySQL as a database with a good security level and supports flexible transactionals. After going through several stages of analysis and design, the Raw Material Procurement Information System is expected to provide convenience in data collection and reporting, minimize data errors and provide smooth production processes for the company

Information Systems Inventory of Goods in The Warehouse at PT. Transvision

On the other hand, the system currently running at PT. Transvision, especially in the inventory section, in data processing errors often occur delays in goods orders due to monitoring of stock items that are still done manually with the number of items available. Even if the goods that consumers are looking for are in empty stock because the delay in stock input of goods can cause sales to decline, the goods that should be able to be sold cannot be sold. The author makes a problem limitation only on the Inventory Information System at PT. Transvision Banda Aceh using Visual BASIC.NET application, which is the purpose of writing, namely to identify and design the Inventory Information System at PT. Transvision Banda Aceh. There are two methods that the author uses to collect data, namely field studies and library studies. From the results of research and observations that have been made at PT. Transvision Banda Aceh, it can be concluded that the existence of this Inventory Information System Program Information system at PT. Transvision Banda Aceh becomes precise, and accurate, especially in the inventory section. And obtain information about the inventory of these goods becomes easier and this information system is able to solve problems that often occur at PT. Transvision Banda Aceh is difficult in controlling and supervising the inventory of goods and planning the procurement of goods. Development of Human Resources in Android-based Information System for People with Social Welfare Problems

The problem in this study is that the process of data collection and final report of Persons with Social Welfare Problems has not been computerized properly so that the process of procurement of goods and distribution of assistance for has not been effective and well target. With the aim of his research To simplify the data collection process and final report so that the process of procurement of goods and distribution of aid is more effective and on target. The object of this research is the Procurement Information System and Distribution of Assistance for Persons with Social Welfare Problems in the Gorontalo-based Gorontalo City Social Service with the method used in designing this information system is a descriptive method that is research aimed at solving problems systematically and factually about the facts studied. The design phase includes, model design, output design, Input design, database design and technology design, to the system testing stage. Analysis of the data where the data obtained in the field will be analyzed in a qualitative manner. Qualitative analysis is used to describe the efforts made in the form of human resource development in the information service system of assistance for people with problems based on android-based social welfare towards smart city. The results obtained show that the application can be made and used.

OPRATION AND FORMATION OF ZTATE PROCUREMENT PACKAGE FOR EDUCATIONAL INSTITUTIONS OF KYRGYZ REPUBLIC BASED ON THE EXPERIENCE OF KSUCTA

Strategy Planning for Rice Seed Producer’s Information System Using Anita Cassidy Method

Strategic planning of information systems on seed producers is an action that needs to be taken in order to maintain and make the business grow faster. However, such information system usually been created through the system development life cycle (SDLC) or other methods that appropriate for business. This study used Anita Cassidy method for strategic planning of rice seed producer’s information systems in XYZ Ltd., as case study. The following stages has been done, i.e. visioning, analysis, direction, and recommendations. The final results of the stages carried out recommend business applications that can be implemented, namely: Rice seed certification information systems, E-Commerce of Rice Seeds, Rice Type Determination Applications, Irrigation Control Applications, Paddy Pest Resolution Applications, Rice Growth Monitoring Applications, Personnel Information Systems, Payroll Information System, Procurement Information System, Financial Information System.

 The information system for the supply of raw materials is needed by the company determination of expenditure, input of raw materials, and can minimize supply of raw materials for optimal use throughout the process production.
 Designing and building a procurement information system using raw materials Material Requirement Planning (MRP) method with programming language Microsoft Visual Basic 6.0, WAMP as server and MySQL as database. The results obtained from this information system can be obtained planning raw material requirements and production optimally and accordingly with company expectations.

The Suitability Evaluation of Procurement Information Systems to the Needs of Users and Management Using Human, Organization, Technology-Fit (HOT-Fit) Framework

Management Information System (MIS) in government institutions was a crucial thing in supporting good services to the community. The established MIS often provided less optimum benefits since the MIS development did not go through a good planning and was not supported by a clear IT Masterplan so that an evaluation of the MIS implementation is needed, especially from 3 (three) main aspects, including aspects of Human, Organization and Technology. The procurement unit of Malang City has a MIS for procurement submission called siBaja which has been established since 2016. This study aimed to evaluate the suitability of siBaja to the needs of users and management using Human, Organization, Technology-Fit (HOT-Fit) framework with some modifications.To obtain the data, a survey method was used by distributing questionnaires to the application users.The data analysis model used was SEM-PLS by using SmartPLS 3.0 software. This study found that the implementation of siBaja was not fully fit for the relationship between Human-Technology that was indicated by the absence of a significant effect between US variable and SQ variable with a significance value of 0.899 at α = 0.05 and was not fully fit for the relationship between Organization-Technology factor which was characterized by the absence of a significant effect between SC variable and IQ variable with a significance value of 0.221 at α = 0.05.

Factors Causing Construction Litigation in Saudi Arabia

The problem of litigation and disputes in the construction sector is a major impediment to a country’s development goals. The purpose of this paper is to investigate the problem of high legal costs and long delays that arise due to litigation involving project owners, designers, contractors and other construction parties worldwide and in Saudi Arabia, as well as give recommendation according to the outcomes of this research. The causes of litigious behavior in Saudi Arabia and around the world were identified and documented; also the differences in litigation of the Saudi Arabian construction industry as compared to other countries were identified. Preliminary investigations revealed that there is some level of similarity in the nature of the causes. Thus, these causes were grouped into three main categories, which are expectation factors, communications factors and documentation factors. Further research based on existing literature showed that the practices used to minimize litigation in the construction industry were investigated. The following delivery processes were researched: Design-Build (DB) Delivery Method, Alliance Contracting, Construction Manager at Risk (CMAR), Best Value Model (BVM), Integrated Project Delivery (IPD), Public-Private Partnerships (PPP) and the Best Value Performance Information Procurement System (BV PIPS). Many of these delivery methods were found to have issues, which means the methods by observation do not seem to be the ideal solution to minimize litigation in the construction industry. The only delivery method found to have no litigation issues was the BV PIPS approach.

A Procurement Method that Considers Innovation

A challenge facing buyers in the delivery of innovative construction and facility services is to utilize expertise without increasing project risk. The traditional price-based Design-Bid-Build approach minimizes the utilization of expertise of expert construction vendors by using an owner driven specification. The non-traditional approaches such as design-build, construction management @ risk (CM@Risk), and integrated project delivery are more flexible but still have no methodology to minimize the risk caused by innovative practices. The Best Value Approach utilizing the Performance Information Procurement System (PIPS) and the Information Measurement Theory (IMT) has been tested for over 20 years with high customer satisfaction and performance. However, the use of past performance information still gave the perception of high risk when considering innovative concepts that have never been previously utilized. This research uses a case study of a hospital owner competing the risk of innovative systems with existing, proven systems. The research group had the opportunity to interject the Best Value Approach into the case study delivering the innovative service/equipment requirement, allowing them to see how the approach and created Best Value environment reacted to the expertise that uses innovation. The case study involves the delivery of cutting edge cancer technology, the proton cancer treatment equipment/system. Even though the delivered service is not standard construction, the delivery approach can be easily used in construction.
