Improvement of the management system of the enterprise under the conditions of global risks

In the conditions of increased turbulence of the economy, the need to implement an effective management system at enterprises, which would ensure constant improvement of the production process and the implementation of measures to increase the competitiveness of products, goods and the organization as a whole, becomes more and more important. One of the methods of effective management is the implementation of a management system focused on achieving results based on quality goals, namely meeting the needs and expectations of consumers, enterprise development and environmental protection. The changing economic, political and social climate in the world creates new challenges and risks for enterprises, which requires them to have more flexible and effective management systems. Globalization of the economy, which forces business to maintain its competitiveness in the world market, is one of the primary difficulties. In addition, companies must maintain a high level of security of their data and information due to the growing number of technological and cyber threats. The main problems of system management are problems with personnel, problems with the latest technologies, the problem of insufficient control and the problem of the lack of a clear strategy. The article examines the problems of improving the management system of enterprises in the conditions of global risks and crisis phenomena with the help of the implementation of design thinking and Lean management. The main problems of management are defined, taking into account the modern problems of the external environment. An analysis of the features of system management was carried out, the definition of the concept of system management was systematized and formed, taking into account foreign and domestic research. The role of system management in the overall management system of a modern enterprise is determined. The general directions of improvement of the management system of the enterprise are considered. Special attention is paid to the experience and prospects of implementing design thinking and Lean management in modern enterprises.

MULTI-CRITERIA EVALUATION OF THE MULTIFACTOR STOCHASTIC SYSTEMS EFFECTIVENESS

Subject of the research in the article is the evaluation of complex multifactor stochastic systems functioning effectiveness according to a variety of correlated criteria. The problem actuality is determined by the fact that an independent evaluation of system effectiveness for each of the mutually correlated criteria for the system under consideration is not informative. In well-known works in the direction of multiple correlation, a relatively simple problem of estimating the correlation between one resulting parameter and a set of influencing factors is considered, which is not enough for the analysis and management of multicriteria systems. In addition, the known results do not take into account possible significant differences in influencing factors mutual correlation values. Purpose of Work is to develop a methodology for a comprehensive assessment of system effectiveness according to a variety of interrelated criteria. Tasks to be Solved: splitting the set of system parameters into two subsets (parameters determining the effectiveness of system and parameters affecting it), forming additive convolutions of parameters included in subsets, developing a methodology for calculating the multiple correlation coefficient between the components of the selected subsets, developing a method for differentiating a scalar function from a vector argument by this argument. Applied Methods: nonlinear programming, multidimensional correlation analysis, method of differentiation of scalar functions by vector argument. These methods are used for forming and calculating a multiple correlation coefficient between the set of system effectiveness complex criterion components values and its control parameters set values. Results Obtained: proposed methodology provides the possibility of solving the problems of system management, taking into account the revealed relationship between the multi-criteria evaluation of system effectiveness and values of its controlled parameters. At the same time, an important advantage of the obtained result lies in the possibility that arises when using it to take into account the joint (group) influence of control variables on the complex criterion of system efficiency. The developed technology of scalar functions differentiation by vector argument has great practical importance which expands the arsenal of computational mathematics.

Research and implementation of non-linear management and monitoring system for classified information network

Abstract In order to better realize the secret-related information monitoring system, an algorithm based on a nonlinear network is proposed and is combined with the traditional algorithm. This article mainly analyzes the theory of nonlinear networks, designs and trains new network parameters according to their own needs, and combines the nonlinear network as a feature extractor with the existing intrusion detection and wandering detection algorithms, which greatly improves the recognition ability of traditional algorithms. The main feature of a nonlinear network is that it can extract the positional features of objects from the network while also extracting object features, that is, positioning and classification are realized in the same network. As a feature extractor, this network can not only have a higher recognition rate than background difference, hog, and other algorithms but also have a greater ability to extract position information than other convolutional neural networks. The successful application of nonlinear production network systems in TV stations at all levels has greatly improved the editing and production capability and efficiency of TV programs. How to ensure the safe, reliable, stable, orderly, and efficient operation of nonlinear production network systems requires vendors and TVS Taiwan technical staff to jointly conduct in-depth research and summarize their findings. In this article, from the perspective of TV users, information components in nonlinear production network systems are analyzed, including class, title management mode, storage space management, material management, security management, and workflow management in nonlinear systems. Make some analysis, discussion, and summaries of network system and operation management problems. The experimental results show that the nonlinear algorithm in this article has a significant advantage over the original tracking algorithm; that is, most tracking algorithms do not have the ability of category recognition during the initial tracking process, which means that these tracking algorithms cannot accurately know what they are tracking. Because the nonlinear network has the ability to output categories, whether it is initial tracking or tracking loss recovery, nonlinearity has fundamentally better advantages than other tracking algorithms. Therefore, it can be predicted that there is a strong recognition ability in the later monitoring and wandering detection. It has been proved that the nonlinear algorithm can be effectively applied to the secret information monitoring system.

Thoughts on the construction of public health informatization for community health archives grass roots management system.

With the development of social economy and the continuous improvement of people's living standards, people expect to receive high-level medical services, and the requirements for medical care are also getting higher and higher. However, there are still objective problems such as rising medical costs, difficulty in seeking medical treatment, uneven distribution of medical resources, low efficiency of medical services, and uneven medical quality. This paper first analyzes the significance of public health informatization construction, focuses on the elements of public health informatization construction, and expounds the status quo of health informatization construction and the existing problems in community health informatization. Then, this paper expounds the construction of public health informatization based on the grass-roots management system of community health records, and discusses the construction of a health information platform centered on the health records of community residents. Afterwards, this paper proposes and studies the functions of the community medical information archives management system from three aspects: the composition of the community medical information archives management system, the problems of system management, and the development requirements of the system, and proposes an algorithm based on a decision tree model to enhance public health informology. Finally, on the basis of experiments and investigations, Internet technology and decision tree model algorithms are introduced into the public health information system construction of the community health archives system to build a new public health information system, and the satisfaction rate can be increased by 23%.

Decision-making in a state cybersecurity

Nowadays, the issue of cyber security as a component of information security of the state is extremely relevant for Ukraine and the World community. Even so, it should be taken into account that the use of cyberspace expands people's communication capabilities, promotes the development of information technologies, research and novelty, and stimulates the development of industry and the economy. Nevertheless, the advantages of modern cyberspace can lead to new threats to people, society, national and international security. Along with initiatives of natural (unintentional) origin, the number and power of cyberattacks is increasing. These cyberattacks are inspired by the interests of individuals, groups, states, and associations of states. Increasing the effectiveness of mathematical modeling of state cyber security information systems can be ensured by modeling both the complex system and the subsystems that are the essential part of it. It stimulates the progress of models and algorithms that allow solving complex problems of system management and processing of the information flow. Furthermore, it is necessary to limit the tolerance interval of the solution for each task of the complex system of cyber security information systems. The following steps should be taken into account: – assignment of directive terms for solving problems; – information related tasks of information processing and transmission. The analysis of the research shows the weakness of a conventional approach to the complex solution of the problem of the synthesis of mathematical models and algorithms for determining the time of decision-making in the system of both security and information cyber security; methods of countering threats, mathematical methods of modeling, creating and evaluating models of both cyberattacks and cybersecurity and solving the problem of synthesis of mathematical models and algorithms for determining the time of decision-making in the system of both security and cyber security information systems. The defined issue is an unperformed part of the general problem of ensuring information security in complex systems of technical protection and information cyber security. The tasks belong to the class of problems of nonlinear mathematical programming. Performing them, methods of the theory of nonlinear programming can be used. The main priority of the tasks is its large dimension, which has a number of tasks that are performed in the network and are introduced in the information correlation. One of the current approaches to perform non-linear programming problems of large dimensions is the use of approximation methods of the theory of non-linear programming, the essence is that the solution of the finite-dimensional nonlinear complementarity problem is carried out as a result of solving a sequence of problems of a simpler type, which require significantly optimization operating costs than the original problem. Linear approximation is not always effective as it allows to obtain only a necessarily approximate value. Lately, the new research has introduced an approach to eliminate this fault with the help of auxiliary quadratic equation. The minimization method takes a special place among these methods. Unlike other methods of this class, it converges to any initial approximation and does not require assumptions about the convexity of functions, does not require firm positive certainty of the matrix of second derivatives of Lagrange functions, and has a fairly simple structure of the auxiliary quadratic problem. Hence, the linearization method has a linear rate of ascent. However, there is a modification of the method that means that at a considerable distance from the extremum point, the speed of convergence is linear, and with sufficient proximity to it, it is quadratic. Solving quadratic problems is not exact and only those restrictions with the maxima acceptable limits can be taken into account. This feature minimizes the dimension of auxiliary problems and thereby minimizes the computer complexity of the original nonlinear problem. The described algorithm is implemented in the form of applied programs for evaluating the effectiveness of algorithms for determining the time of decision-making by cyber security information systems. Thus, the given results can be used in the development of effective decision-making time determination algorithms based on mathematical models for decision-making support systems of the cyber security information system, as well as for modeling complex technical systems and assessing the effective use of several computing information systems. Optimization Modeling for Regional Energy System Management Coupled with Energy–Water Nexus and Carbon Emission Reduction: A Case Study

Under global climate change and resource crisis, the correlation and restriction between energy, water, and carbon emission are increasingly prominent, which has posed great challenges for the sustainable development of energy systems. This article develops a dual-interval stage-fuzzy credibility-constrained programming model for regional energy system management problems with energy–water nexus (EWN) and carbon emission reduction, in which uncertainties expressed as discrete intervals, probability distributions, and dual-interval fuzzy numbers can be addressed. It can provide a trade-off among economic cost, system risk, and environmental objective. Then, the hybrid programming method is applied to a case of Guangdong Province, China to verify its applicability, where a series of scenarios with respect to water resources and carbon emission constraints are explored and examined. The robust solutions of optimal strategies for electricity generation, capacity expansion, water supply, and carbon capture are investigated and obtained. Results disclose that different scenarios associated with water resource availability and carbon emissions would deeply affect the EWN system planning: (1) Compared with low carbon emission standard, the proportion of renewable power generation under high carbon emission scenario would increase by [1.39, 1.68] %, [1.69, 2.35] %, and [1.49, 1.94] % in periods 1–3, respectively. (2) Scarce water availability scenario would restrict coal-fired power generation and simulate the development of renewable energy. These findings can be useful for decision makers to gain deep insights into energy system management in a sustainable way considering energy structure adjustment, multiple uncertainties, EWN, and carbon emission reduction.

Democratization of PV Micro-Generation System Monitoring Based on Narrowband-IoT.

Power system configuration and performance are changing very quickly. Under the new paradigm of prosumers and energy communities, grids are increasingly influenced by microgeneration systems connected in both low and medium voltage. In addition, these facilities provide little or no information to distribution and/or transmission system operators, increasing power system management problems. Actually, information is a great asset to manage this new situation. The arrival of affordable and open Internet of Things (IoT) technologies is a remarkable opportunity to overcome these inconveniences allowing for the exchange of information about these plants. In this paper, we propose a monitoring solution applicable to photovoltaic self-consumption or any other microgeneration installation, covering the installations of the so-called ’prosumers’ and aiming to provide a tool for local self-consumption monitoring. A detailed description of the proposed system at the hardware level is provided, and extended information on the communication characteristics and data packets is also included. Results of different field test campaigns carried out in real PV self-consumption installations connected to the grid are described and analyzed. It can be affirmed that the proposed solution provides outstanding results in reliability and accuracy, being a popular solution for those who cannot afford professional monitoring platforms.

Efficiency evaluation of BRICS\u2019s national innovation systems based on bias-corrected network data envelopment analysis

The very limited studies that tried to measure the efficiency of national innovation systems (NISs) in BRICS economies were limited to the assumption that the innovation process at national level consists of one stage only and got different and conflicting results. Therefore, this study endeavours to measure the efficiency of sub-processes within the BRICS’s NISs and identify where the system failure lies in each NIS. Bias-corrected network data envelopment analysis (DEA) is used to measure the efficiency of total NIS and the efficiency of the other sub-processes within the system: (1) knowledge production process (KPP), and (2) knowledge commercialization process (KCP). The results showed that NISs in BRICS economies suffer from low performance in commercializing their outputs of universities and research organizations. While, on the other hand, their performance in creating scientific and technical knowledge is good in comparison to other studied countries. We suggest that the reason behind this imbalance is the network system failure associated with weak institutions and high uncertainty in the economy. In this study, we argue that the problem in BRICS NISs is not a problem of resources, but it is a problem of system management and institutions. Some bridging policies are suggested to be adopted by BRICS economies to improve their innovation performance and overcome the system failure of weak links between universities and industry.

Human rights as an object of national security of Ukraine

The article examines the concept of human rights, their meaning, the relationship with guarantees of observance and protection. The classification of types of human rights and freedoms is carried out. Guarantees of legality of restriction of rights are analyzed. The main aspects of human rights as a subject of national security of Ukraine are considered. Considering the problems of national security system management as a materialization of the regulatory strategy of this body, it is important to consider the role of law in this process. Law, as a regulator of public relations, is one of the effective tools, on the one hand, on the other - as a means of optimizing the functioning of the system of national security, in particular. It is determined that human rights are the main criterion for assessing the quality of statehood, the degree of its democracy, commitment to the legal basis, morality, universal values. Thus, human rights and freedoms and their guarantees determine the content and direction of the state. The issues of realization, protection and defense of human rights have become especially important in the context of modern negative factors, including military aggression in eastern Ukraine, economic crisis, quarantine restrictions, etc. It is concluded that human rights are closely linked to their security. According to the current UN classification, the satisfaction of citizens' rights should take place in the following areas of its security: economic security, health security, environmental, public, political, personal and food security. Today, human rights and freedoms are one of the most important objects of national security in Ukraine. By fixing real protection and guaranteeing the rights and freedoms of the individual in a particular community, human rights can act as a humanistic guideline for the development not only of the state as a whole, but also of the national security system formed in the country.

An Enterprise Resource Planning System Solution for Small-Mid Size Enterprises: An Information System Development Case Study

The paper aims to present a solution of managing an enterprise information system or enterprise resource planning (ERP) in small-mid size enterprises (SMEs). The research was focused on developing an integrated enterprise information system for resolving faced problems in managing SMEs’ business. The methods were investigating business requirements regarding information system, system analysis, system design which included processes, data, and interface model, implementation of system design using selected programming language, and system testing which included unit and integrated testing. The research produced a tested model of the enterprise information system and a working enterprise resource planning information system software named Qinova ERP. The system is implemented in a real environment, a hazardous waste transporter company in Indonesia, and the system has been tackling their business information system management problems. The system is ready to be employed to the different companies in the same industry with minor revision and to the other industries with some customizations to adapt their business requirements.

Water-Energy Nexus Management for Power Systems

The water system management problem has been widely investigated. However, the interdependencies between water and energy systems are significant and the effective co-optimization is required considering strong interconnections. This paper proposes a two-stage distributionally robust operation model for integrated water-energy nexus systems including power, gas and water systems networked with energy hub systems at a distribution level considering wind uncertainty. The presence of wind power uncertainty inevitably leads to risks in the optimization model. Accordingly, a coherent risk measure, i.e., conditional value-at-risk, is combined with the optimization objective to determine risk-averse operation schemes. This two-stage mean-risk distributionally robust optimization is solved by Bender's decomposition method. Both the day-ahead and real-time operation cost are minimized with an optimal set of scheduling the multi-energy infrastructures. Case studies focus on investigating the strong interdependencies among the four interconnected energy systems. Numerical results validate the economic effectiveness of IES through optimally coordinating the multi-energy infrastructures. The proposed model can provide system operators a powerful two-stage operation scheme to minimise operation cost under water-energy nexus considering risk caused by renewable uncertainties, thus benefiting customers with lower utility bills.

Решение задачи управления региональной социально-экономической системой с учетом эффективного объема трудовых ресурсов

In the paper, a problem of regional socio-economic system management is solved, as exemplified by one of Russia’s regions. An optimal management algorithm is created, with an effective capacity of the workforce taken into account. The statement of the problem is implemented based on a regional economic system macro model, with an effective capacity of a labor force and a physical capital to be viewed as development factors. The underscore preliminary proposition of the model is the fact that labor force effective capacity consists of both qualitative (labor productivity of a worker) and quantitative (labor pool) properties. The product is distributed into consumption, capital widening and sustainment investments, and regional socio-educational development potential. The qualitative property of the workforce is derived from these socio-educational potential investments. Adding a workforce effective capacity factor to the model is the key feature of the management problem statement. The problem-solving algorithm comprises two stages: building an objective optimal balanced growth trajectory and building an optimal trajectory of socio-economic system motion which would propel it to the balanced growth trajectory. The time of transitional period up to reaching an objective balanced growth trajectory can be changed by varying build-up rates of a socio-educational potential. The paper is first to use a two-factor approach in building an optimal investment distribution to solve the problem of socio-economic system management with a workforce effective capacity taken into consideration. Data on demography and volume of investments in educational, production, and social fields of the Udmurt Republic served as an information base of the model. Due to identify unknown parameters of the model, the data as of 2000-2019 was used. Optimal investment rates were calculated which would enable the socio-economic system to reach a balanced growth trajectory by the year 2025. The suggested method can also be used for building a development trajectory for a given socio-economic system, as well as for handling parametrical model calculations to determine their factors.

Optimal Management of Transactive Distribution Electricity Markets With Co-Optimized Bidirectional Energy and Ancillary Service Exchanges

This paper develops a novel co-optimized distribution system management algorithm for the distribution system operator to optimally manage the ever-increasing penetration of networked microgrids that are participating in the transactive distribution market as prosumers. For the first time, we evaluate how the incorporation of joint bidirectional energy and ancillary service exchanges could quantitatively increase the operation economy, flexibility, and reliability for both the microgrids and the distribution grid. We formulate the joint distribution system management problem using a bilevel programming approach, in which the upper level is a distribution system optimal management problem for the distribution system operator and the lower level is a microgrid optimal scheduling problem for each participating microgrid operator. Uncertainties from renewable energy generation and responsive loads within the distribution system are also incorporated in the problem formulation. The bilevel stochastic programming model is then reformulated as a single mixed-integer model to solve. The simulation-based case study supports that the proposed management scheme is capable of enhancing energy independency, system-wide efficiency, operational reliability, and economy of the distribution system in comparison with conventional transactive market management schemes.

Application of Big Data in the Management System of “Second Classroom Education” Platform in Universities

Second classroom education, as an important part of expanding education, is an important part of the talent training program and an important way to reform the talent training model. With the advent of the era of big data, the second classroom education in colleges and universities uses the corresponding artificial intelligence model and information technology system, thereby greatly improving the management function of the second classroom education. This essay explains the importance of a “second classroom education” platform management system in the era of big data, and analyzes the current situation and problems of system management. It has been proved that the use of big data is helpful to guide and help college students to participate in the second classroom activities efficiently, so that the ability of college students is fully developed.

An interval joint-probabilistic stochastic flexible programming method for planning municipal-scale energy-water nexus system under uncertainty

In this study, an interval joint-probabilistic stochastic flexible programming method is proposed by integrating interval joint-probabilistic stochastic programming and flexible programming into one framework. It can not only be effective for handling interval-fuzzy information associated with flexible constraints, but also be efficient for reflecting interactions among correlated random variables as well as the resulting joint risk. It is applied to the real-world energy-water nexus system management problem in Zhengzhou City, China. A series of management schemes are investigated through the proposed approaches, including (i) five satisfaction degrees linked to the flexible constraints of water resources availability and electricity demand-supply balance, (ii) five satisfaction degrees related to the flexible constraint of power output limit, and (iii) ten scenarios for different combinations of joint and individual constraint-violation levels between water resources availability and electricity demand. Results reveal that capacity expansion of renewable energy can increase with time, and the installed capacity of renewable energy at the end planning period can increase by 29.94%. Under consideration of energy and water resources availability, maximum power output limit, electricity demand-supply balance, pollutant and CO2 emissions control, and capacity expansion, decision makers in Zhengzhou can achieve a minimum system cost under the scenario of low water resources availability and high electricity demand (i.e. S10 (p=0.2, p1=0.19, p2=0.01)). These results can effectively support the 13th Five-Year Plan of Henan Province for Energy Development, which is required to choose more renewable energies with low water consumption.

Problems of Electric Power System Management taking into account Sources Distributed Generation

This article provides a brief overview of the existing problems of managing the electric power system, taking into account the sources of distributed generation. The features of centralized and decentralized power supply systems are considered from the point of view of changing operating conditions, in particular, eliminating the consequences of technological violations. The main goals of the electric power system management have been determined, regardless of the number of sources and the category of consumers in terms of power supply reliability, as well as in emergency and post-emergency modes. The basic principles and sequence of power system management are presented. An algorithm for the efficiency of operation and dispatch control of the power system is considered, methods for ensuring the selective operation of relay protection and automation devices in the presence of several generating capacities are presented. A fragment of an electrical network with four energy sources is shown and the main measures to ensure its normal functioning are proposed.

Farmers' Perceptions of and Adaptations to Water Scarcity in Colombian and Venezuelan Páramos in the Context of Climate Change

This study examined how members of 2 water user associations in high-elevation ecosystems in Colombia and Venezuela perceive water scarcity as well as the relationship between their perception of and adaptation to it. Among study participants, adaptation was guided not only by the perception of climate change (disturbance of the seasons, decrease in precipitation, and more extreme temperatures) but also by the perception of the socioeconomic causes of water scarcity (increase in cultivated area and population, aging irrigation infrastructure, system management problems). Farmers in the Venezuelan study site have adopted new and more efficient irrigation technologies, restored degraded infrastructure, and undertaken various actions to preserve and conserve wetlands. In the Colombian study site, farmers created a new irrigation system that draws water from a nearby lake, creating access to an abundant resource. The study shows how perceptions of water scarcity in a climate change context are critical determinants of farmers' behavior, especially collective adaptation.

FINANCIAL ASPECTS OF HEALTH PROTECTION

In addition to education, health is a basic component of human capital. Until recently the significance of health of the population was not the subject of serious study in economic science. However, in recent research, health is increasingly treated as a factor with long-term effect on economic development. It was concluded that the realisation of various health programmes had pronounced and numerous economic effects. The improvement of health services resulted in reduced mortality rate between the developed and underdeveloped countries, which had effect on economic growth. The health of individuals is reflected in biological, psychological, and social sphere, and their interaction. The more healthy individuals in a society, the easier it is to drive economic development. Thus in the economy of health the “production “of health as an important process in human capital increases. Total health “production” is determined by numerous factors such as available income, property, degree of education, genetic predisposition and level of public health. Besides, many other factors that determine life style of an individual are also important, which influences the creation of health needs like smoking, alcohol and drug consumption etc. These factors have impact on health “production” by using the available financial resources. Here, the possibilities of new technologies to satisfy various needs for health care should also be mentioned, since they are unavoidably connected with the increasing finances. Treatment of health protection as a domain where health is “produced” leads to conclusion that it is possible, in analytical sense, to express the relation between health status (of an individual, certain group of people, or ethnic community) as a result of health protection system and factors that determine that status in the form of production function Health = F (health protection, other inputs, time). This does not refer so much to health industry, aimed at preventing diseases (although it is important as well), but, first and foremost, to prevention and healthy lifestyle (diet, physical activity, finding right measures for each thing, avoiding harmful substances and pollution of the environment). Healthy life, of course, includes sufficient free time and appropriate living standard. Health of labour is particularly affected by healthy diet, healthy working environment, appropriate daily, weekly, and annual breaks, appropriate housing, organized care of employees’ young children, organization of physical and social activities in the company, and the like. In this context, the central problem of health protection system management is how to provide maximum possible level of health status of population with the available finances allocated for health protection. Health economists, logically, cannot directly influence the improvement of health status of the population, but can be useful in increase of efficiency in the use of available finances for health care, i.e. increase the level of health status of the population by using the same amount of finances.

An Effective IoT Service-to-Interface Assignment Algorithm via Search Economics

The possibilities of Internet of Things (IoT) are much clearer nowadays than last century because of the matured hardwares, systems, and platforms. The so-called service-to-interface assignment (SIA) is one of the promising problems of IoT system management because a “good solution” may be able to reduce the utilization cost of an IoT device. Although traditional rule-based algorithms may be able to find out an approximate solution for the SIA, there is still plenty of room for improvement. The proposed algorithm-a novel metaheuristic algorithm called search economics for SIA-is built on the idea of return on investment of finance and economics. The experimental results show that the proposed algorithm is able to find out better results than other state-of-the-art search algorithms for SIA with multiple IoT devices in terms of the quality of the end result.
