The relevance of the research topic lies in the fact that the problems of entrepreneurs are always topical, since entrepreneurial activity is associated with a variety of legal issues and problems, including tax, labor, corporate and other legal aspects. The article considers one of the solutions to the problems – an appeal to the Commissioners on Protection of Entrepreneurs’ Rights in the constituent entities of the Russian Federation. In 2023, the Commissioner under the President of the Russian Federation on Protection of Entrepreneurs’ Rights was contacted 125,367 times, of which 100,026 appeals were sent to the Commissioners on Protection of Entrepreneurs’ Rights in the constituent entities of the Russian Federation. Contacting the Commissioner on Protection of Entrepreneurs’ Rights is one of the key mechanisms for obtaining legal assistance and conflict resolution, promotes the confidence of entrepreneurs in the legal field, stimulates economic growth and the development of entrepreneurial activity. The subject of the study is the requirements for the appeals of business entities sent by the Commissioners on Protection of Entrepreneurs’ Rights in the constituent entities of the Russian Federation. The purpose of the study is to analyze the form of the appeal, the mechanism of its submission, and the practice of considering appeals by ombudsmen. The article examines the definition of the concept of "appeal"; the form of appeal to Commissioner on Protection of Entrepreneurs’ Rights in the constituent entities of the Russian Federation; the mechanism of appeal to the Commissioner for Human Rights under the President of the Russian Federation as a body whose appearance preceded other specialized institutions; the provisions of federal legislation and local orders of the Commissioners on Protection of Entrepreneurs’ Rights. As a result, examples of business support measures by Commissioners on Protection of Entrepreneurs’ Rights in various constituent entities are considered. The conclusion is made about the appeal as an effective form of protecting the rights of entrepreneurs, the successful practice of protecting entrepreneurs by the Commissioners on Protection of Entrepreneurs’ Rights and the effective functioning of their offices as a state body.

The development of information technology becomes a point of solution to the problems that exist in the business of juice stalls Khupi 7 engaged in culinary, especially the sale of coffee than needed a system with a user interface in the form of Point of Sale applications that can provide convenience to business owners and workers in conducting sales transactions and data processing of goods and making reports. Business angel investing during the covid-19 economic crisis: evidence from Scotland

ABSTRACT The onset of the coronavirus pandemic in early 2020 quickly gave rise to a concern that the resulting economic uncertainty would produce a collapse in angel investing. In view of the critical role that business angels play in financing the start of the entrepreneurial pipeline, a decline in their investment activity would have a negative effect on the ability of entrepreneurs to start and commence the scaling process which, in turn, would compromise an entrepreneur-led economic recovery from the coronavirus pandemic. This paper draws on two unique data sources on investments made by business angels in Scotland before and since the onset of the pandemic. It shows that business angels continued to invest since the onset of the crisis although their investment activity declined sharply between Q2 and Q3 2020. Investment activity stabilising in Q4 and has significantly increased during 2021 and is now above pre-Covid levels. Angels have increased their emphasis on follow-on investments and in businesses that have raised one or more previous rounds of funding. This highlights a potential problem for entrepreneurs seeking to raise their first round of angel funding that policy-makers need to address.

How to kickstart an AI venture without proprietary data: AI start-ups have a chicken and egg problem — here is how to solve it

Even when entrepreneurs have innovative ideas for applying AI to real-world problems, they can encounter a unique challenge to kickstarting their AI ventures. Today’s AI systems need to be trained on large datasets, which poses a chicken-and-egg problem for entrepreneurs. Established companies with a sizable customer base already have a stream of data from which they can train AI systems, build new products and enhance existing ones, generate additional data, and rinse and repeat. Entrepreneurs have not yet built their company, so they do not have data, which means they cannot create an AI product as easily; however, this challenge can be navigated with a strategic approach. This paper presents five strategies that can help entrepreneurs access the data they need to break into the AI space, as well as examples of how these strategies have been used by other companies, particularly in their early stages. Specifically, the paper discusses how entrepreneurs can: 1) start by offering a service that has value without AI and that generates data; 2) partner with a non-tech company that has a proprietary dataset; 3) crowdsource the (labelled) data they need; 4) make use of public data; and 5) rethink the need for data entirely and instead use expert systems or reinforcement learning to kickstart their AI ventures.

ENTREPRENEURIAL ECOSYSTEM IN THE REPUBLIC OF MOLDOVA: THE ROLE OF GOVERNMENT POLICY

The article presents and analyses the entrepreneurial ecosystem in the Republic of Moldova, as a solution for an integrated approach to the problems of entrepreneurs. Entrepreneurial ecosystems represent a set of interdependent actors and coordinated factors so as to increase the productivity of SMEs. The paper includes: (I) investigating the literature on entrepreneurial ecosystems; (II) analysis of the role of public policies in creating and supporting entrepreneurial ecosystems; (III) finalizing the components of the entrepreneurial ecosystem in the Republic of Moldova and performing their evaluation through the prism of international rankings. The aim of this research is to elucidate the role of entrepreneurial policies with a holistic approach to the creation of the entrepreneurial ecosystem. The key challenge for the authorities is to identify the pillars that contribute to the development of an ecosystem. However, the existence of a large number of entrepreneurial support programs and projects does not necessarily lead to a qualitative increase in the number of enterprises. The results of the research showed that the authorities promote policies to support the business environment with a fragmented approach and an emphasis on increasing quantitative indicators. At the same time, the analysis of the components of the entrepreneurial ecosystem in the Republic of Moldova, through international rankings, indicates the deterioration of the business environment conditions. The research methodology is based on the analysis of policy documents on SME support and data provided by reports of international organizations (World Bank, World Economic Forum, Organization for Economic Cooperation and Development, etc.).

The article examines naming as one of the key elements of brand management, its role, and its meaning. This study addresses the most pressing problems for entrepreneurs during the creation of brand names. Also, the main negative consequences of choosing the wrong name are analyzed. The article discusses the most commonly used methods of generating names, examines the history of its choice by large companies (successful and negative experience). The process of developing the name is represented. The main approaches and tools for the names forming and classification of naming are considered and analyzed. The name plays an important role in the development of the brand. Besides, it is the first thing that draws attention to the brand and one of the key factors, which customers will eventually memorize about the product.

Precio de venta en una empresa importadora de prendas de vestir, Lima 2018

El objetivo de la investigación fue analizar la determinación del precio de venta en una empresa importadora de prendas de vestir, Lima 2018. La determinación del precio perennemente es un problema para los empresarios que inician un negocio, la empresa en investigación no es indiferente a este problema. El siguiente artículo es de naturaleza descriptiva, de enfoque mixto porque permitirá la riqueza de los resultados, asimismo es de tipo proyectiva, se aplicó las técnicas de la entrevista y recopilación documental, se entrevistó a cuatro colaboradores de la empresa vinculados al problema de estudio, también se realizó los cálculos de los costos de importación, comparación con los precios de la competencia y se determinó los precios con dos métodos de determinación de precio de venta en base al costo. En consecuencia, la empresa no aplicó ningún método de determinación de precios, se observó y determinó que vendía sus productos al costo reflejado en el kardex, sin adicionar un margen de contribución. Así mismo, la determinación de los costos fue incorrecto debido a la falta de inclusión de los gastos relacionados a la importación, por otra parte, en noviembre del mismo año se aplicó un tipo de cambio incorrecto al precio Free on board incidiendo negativamente en el costo del producto.

The paper deals with the problem of entrepreneurs and self-employed people on the modern Russian labor market. There has been little discussion about self-employed people although it occupies a prominent place on the Russian employment market. The author defines the term ‘self-employed people’, their place and role in the social and economic structure of society. The unstable market situation in this regard is considered as the main source of economic and social problems of employees involved in the informal sector. The state should recognize their official status to legalize their labor market position and consolidate their social status as well. The inefficient state measures applied is due to a lack of knowledge of this group. Entrepreneurship is defined as an adaptive measure in the uncertain employment situation. The study notes the changing reasons for choosing entrepreneurship because of the changes in the age structure of the group, the engagement of more young people in it. The author concludes that there is a difference in self-identification of two groups under review: social self-identification of entrepreneurs is more reasonable and realistic as it considers a large number of factors (level of education, wealth, prestige, and public usefulness).

Wage or remuneration is a problem that has never been solved until now. Wages are given as income that fulfills a decent living for workers. The government establishes a wage policy that protects workers through a minimum wage policy. The minimum wage is the minimum standard of wages by the entrepreneur to all workers based on the provisions in a certain area. The minimum wage in question has a form of conformity between the needs of a decent life by taking into account productivity and economic needs in accordance with Article 43 PP No.78 of 2015 concerning wages. What are the legal procedures and arrangements regarding the payment of wages by the entrepreneur according to the Law No. 13 of 2003 concerning employment and how is criminal responsibility for the entrepreneur who pay wages lower than the minimum wage (Case Decision No. 1662/PID.B/2015/PN.Lbp) as well as the role of the Civil Service Investigator in dealing with the problems of entrepreneurs who pay lower wages than the minimum wage. Wage procedures are based on the need for a decent living, one of them is the minimum wage setting policy by the government. Legal arrangements regarding payment of wages by the entrepreneur are regulated in Articles 88 to 98 of Law No. 13 of 2003 concerning Manpower with criminal provisions formulated in Articles 185-187 of Law No. 13 of 2003 concerning Manpower. The entrepreneurs who pay wages lower than the minimum wage in the Decision No. 1662/PID.B/2015/PN.Lbp convinced that he was guilty of violating the provisions in Article 90 paragraph (1) of Law No. 13 of 2003 concerning Manpower and had fulfilled the elements contained in Article 185 of Law No. 13 of 2003 concerning Manpower. The perpetrator is sentenced to imprisonment for 1 (one) year. The perpetrators can be held accountable for it by the reason that the perpetrator is able to take liability (physically and mentally healthy), there is an error, there is no excuse for forgiveness, the Civil Service Investigator of Manpower has the authority to resolve cases of entrepreneurs who pay wages lower than the minimum wage based on Article 182 of Law no. 13 of 2003 concerning employment. Employment Civil Servant Investigators (PPNS) must be more pro-active and professional and responsive in protecting the rights of workers/workers and judges should consider the losses incurred by workers/laborers who do not receive their salaries or rights in accordance with the minimum wage.. Entrepreneur is a person who sets up a business or businesses, taking on financial risks in the hope of profit. The concept of innovation and newness is an integral part of entrepreneur. Indeed, innovation, the act of innovation is difficult task. The Venture capital sector is the most vibrant industry in the financial markets today. Venture capital is finance provided by professionals who invests young, rapidly growing companies that have the potential to develop into significant economic contributors. A venture capitalist is an investor who either provides capital to startup ventures or supports small companies that wish to expand but do not have access to equities markets. In this study descriptive analysis is done to find out various problems faced by venture capitalists and entrepreneurs in different stages of venture capital financing. There could be various problems in different stages of venture capital, which are faced by both venture capitalists, which are faced by both venture capitalists and entrepreneurs. This paper is aimed from looking the problems from both venture capitalists and entrepreneurs and suggests some suitable strategies to minimize the problems. Data was collected separately from them. 5 (five) venture capitalists and 20 (twenty) entrepreneurs using a pre-tested and structured schedule in Bengaluru. Percentage analysis is exploited to derive the objectives. This paper would benefit e-retailers in understanding the obstacles and problems faced by venture capitalist and entrepreneurs in different stage. Knowledge, vision, meticulous planning, drive, dynamism, hard work, gambler's instinct and may be, a certain degree of ruthless for achieving results as per the plan of Venture capitalist and entrepreneur.

Valuutakontrolli rakendamine Eestis 1930. aastatel [Abstract: Implementation of exchange control in Estonia in the 1930s

Exchange control is generally managed by the national bank. Exporters have to transfer all of their earnings from foreign exchange to the national bank. The national bank considers different factors in redistributing foreign exchange among importers.
 After the devaluation of the British pound in the autumn of 1931, cash cover for Estonia’s currency decreased rapidly. The leaders of monetary policy ignored the statutes of the National Bank of Estonia and urgently decided to implement exchange control.
 The implementation of exchange control did not go very smoothly during its first years. Hurried implementation and lack of preceding explanation caused problems for entrepreneurs and citizens who were in need of foreign exchange. At first there was a great deal of dissension between the National Bank of Estonia and the Ministry of Economic Affairs. The ministry issued import licenses to importers but often the National Bank did not want to sell them any foreign currency (to be used to pay for goods) regardless of their legitimate licenses. The bank’s rationale for this course of action was the low level of cash cover for Estonia’s currency. This fact confirms the opinion prevalent in previous historiography that in its first years, exchange control was implemented for monetary policy purposes. Exchange control influenced almost everybody who needed to use foreign currency. Reasons had to be given even for the purchase of smaller amounts of foreign exchange.
 After the devaluation of Estonia’s currency in the summer of 1933, exchange control was used to protect the interests of Estonian foreign trade. The Ministry of Economic Affairs and the National Bank started collaborating more efficiently. National Bank Exchange Commission decisions approving exchange applications demonstrate this as well. The commission accepted almost all applications for foreign exchange after the devaluation. The number of applications nearly doubled during the second half of the 1930s. Cash cover for Estonia’s currency increased and the National Bank’s exchange policy became more liberal. After the devaluation, one of the important criteria for giving foreign exchange to importers was the trade balance between the source country and Estonia. Preference was given to traders who imported goods from countries with which Estonia had a positive trade balance. Comparison of export and import in the 1930s shows that in general, Estonia managed to maintain its trade balance. At the same time, exchange control had a negative effect on incentives. In countries where exchange control was implemented, trade volume recovered more slowly in the latter half of the 1930s than in countries where it was not implemented.

Launching innovative products on the market is a problem for entrepreneurs, especially when there is not a culture of production and consumption of that product. In this context, winemakers from the São Francisco Valley face the challenge of being recognized as producers of quality fine wines. The construction of this identity occurs at various times, and has the influence of various actors, including the media. Thus, recognizing the significant dimension of cultural representations, we seek to understand how these representations associated with Valley wine are being formed in the media. The research corpus was formed by print, television, radio and digital media. In its analysis, we used Barthes’ structuralist semiology. We observed that this wine’s cultural representation occurs in a stigmatized manner, permeated by prejudice. The predominance of negative aspects in the representation of this product has caused a shortfall from its desired recognition.

Motivation, perceived success factors and problems of entrepreneurs: evidence from a developing country in Asia

Small enterprises are increasingly playing a significant role in Sri Lankan economy. But, only a few studies have been conducted on motivations of individuals who are entering into entrepreneurial career, their perceived success factors and problems of Sri Lankan entrepreneurs. This study is based on the survey conducted with 76 entrepreneurs in Colombo district, Sri Lanka, to understand their motivations for entrepreneurial career; perceived success factors, and problems. The sample was selected from a list of entrepreneurs who were following the Certificate Course on Entrepreneurship at Open University of Sri Lanka. Results show that primary reasons for starting a business are to increase income, to obtain personal freedom, and to ensure job security. Factor analysis results revealed that owners of small and medium-sized enterprises are driven more by income related rewards than intrinsic rewards. Important business success variables include entrepreneur related characteristics, product and finance issues, social connections and human capital. Other critical success factors include management skills and government connections. Lack of reliable employees is the most serious problem faced by small entrepreneurs in Sri Lanka. In addition to that, weak economy, inability to obtain long-term finance, and too much competition, were also identified as important problems.

Equity Stakes and Exit: An Experimental Approach to Decomposing Exit Delay

Exit delay is an important problem for entrepreneurs as well as managers, however it is not well understood. One reason for the limited understanding is that rational theories of delay and behavioral theories of delay both anticipate that delay increases with the magnitude of sunk cost and the degree of uncertainty. Accordingly it is difficult to disentangle the two forms of delay. Further within behavioral delay, there has been limited effort to isolate which of the numerous proposed mechanisms underpin it. We attempt to do both by conducting a laboratory experiment for which optimal exit is well-defined and in which an entrepreneur group with equity stakes is compared to an advisor group whose compensation was based only on quality. The experiment yields three findings. First, we find that equity stakes induce both rational delay and behavioral delay. The paper attempts to measure challenges related to business of entrepreneurs in micro enterprise sector. For the methodology, the paper reviews relevant academic literature and primary data collection undertaken for the study and analysis of problems of entrepreneurs in leather shoes, petha sweet and silver ornaments clusters in western Uttar Pradesh of India. Review and data analysis validates and advocates focused efforts to improve the present status of entrepreneurs in micro enterprise sector. The present study is based on primary data collected from western Uttar Pradesh region and specifies the problems of three clusters, i.e. leather shoe, petha and silver ornaments.

The Startup America Partnership (SUAP) was launched in January 2011 at the White House to act as an independent private-sector alliance to increase the development, prevalence, and success of innovative, high-growth, U.S. firms. The founding chairman was Steve Case, the co-founder of AOL, CEO of Revolution LLC, and chairman of the Case Foundation. The Case Foundation and the Ewing Marion Kauffman Foundation provided launch funding.In nearly two years of operations, SUAP has developed a unique perspective on the many efforts intended to stimulate startups. Problems of Entrepreneurs in Micro, Small and Medium Enterprises in Chittoor District of Andhra Pradesh

The economic progress of every developing country, India being one of them, mainly depends upon the development of its industrial as well as agricultural sectors. Owing to the limitations of the agricultural sector in contributing adequately to the economy, the industrial sector has assumed greater importance in our country. Realising the importance of industrial sector for economic development, our planners, in their successive five-year plans designed for planned development, have aimed at accelerating industrial development through rapid industrialisation and rationalisation by exploiting and effectively utilising the rich natural and physical resources of the country.
