Three facets of urban metabolism (case of Kazakhstan)

ABSTRACT The urbanisation growth causes problems related to the provision and consumption of resources, ecology, and social living conditions in cities. The purpose of the article is to study the dependence of metabolic factors and the level of urban conveniences on the urbanisation level and to justify the need to monitor these processes and improve the management of urban systems with the purpose to achieve sustainable development objectives. Three aspects of the problem of urban metabolism and sustainable development of cities are considered in the article. They are energy consumption by megacities, social aspects of metabolism and growth of megacities, problems of urban improvement. The increasing risks of negative impact of urban growth on the environment and living conditions has been proven. It is shown that the resettlement flow of village residents to cities, especially large ones, remains high despite the deterioration of the environmental situation in large cities and the lag in the urban infrastructure development from the population growth rate. The expediency to expand the context of the urban metabolism problem was noted, including the exchange of resources between urban and rural to reduce spatial inequality, and to increase the sustainability of urban and rural settlements.

The Sustainable Development of Agricultural Economy Based on Panel Data Under the Background of New Rural Development

The “Three Rural Issues” has always been the top priority of my country’s economic development, which related to the construction process of modern agriculture, the development effect of agricultural economy and the development speed of the national economy. In recent years, the state and local governments have taken the construction of new countryside as the starting point, seriously discussed many problems faced by the agricultural economy in the process of development, and took targeted measures to effectively solve them, which better promoted the construction of new countryside. Agriculture plays an important role in the national economy and is the foundation of national economic development. Under the background of new rural construction, we must strengthen the management of agricultural economy. This paper analyzes the main contents, characteristics and existing problems of agricultural sustainable development under the background of new rural construction, and puts forward solutions that hope to be discussed by a wide range of partners.

ANALYSIS OF CONSUMERS' ATTITUDES TOWARDS THE SUSTAINABLE DEVELOPMENT OF THE TOURISM SECTOR IN THE LITHUANIA REGIONS

In the article, the author analyzes the attitude of consumers towards the sustainable development of the tourism sector in the Lithuania regions. The purpose of the research is to analyze the attitude of consumers towards the sustainable development of the tourism sector in the Lithuania regions. During the research, a quantitative survey (questionnaire survey) was conducted. Data collection methods - analysis of scientific literature and sources, document analysis, questionnaire survey. The article analyzes the consumers' attitude towards the sustainable development of the tourism sector from a theoretical point of view and presents the results of the conducted research. It is concluded that the respondents consider the following factors of sustainable development of the tourism sector to be the most important: development of ecological tourism; accessibility of tourism; creation of tourist routes accessible to all; certification of tourism services; development of the common national route and development of bicycle tourism infrastructure, etc. According to the respondents, the following problems of sustainable development of the tourism sector are usually encountered: economic problem: insufficient investments in the development of sustainable tourism; lack of knowledge about the essence and principles of sustainable tourism in local politics; underdeveloped tourism sector infrastructure, etc.

STRATEGIC MANAGEMENT AND SUSTAINABLE ECONOMIC DEVELOPMENT

The article is devoted to the search for conceptual solutions to the problem of ensuring sustainable economic growth in the new unstable economic conditions. This topic remains extremely relevant in the modern world, where various challenges are faced, such as climate change, resource depletion, population growth, increased social inequality and other problems. The authors explore the evolution of the concept of sustainable development, highlighting various essential aspects of understanding the category of sustainability. In different time periods, climate change and environmental challenges, social justice and efficiency, global cooperation and risk management, digitalization and technological innovation have consistently been at the center of the problem of sustainable development. As a result, strategies to reduce the negative impact on the environment and adapt to climate change have been replaced by strategies of green technologies, which, in turn, have been replaced by strategies of international cooperation and coordination of actions by all members of society to solve global problems of our time. The authors prove the importance of considering not only environmental, but also social aspects when developing sustainable development strategies to ensure social justice and improve the quality of life of all segments of society. In conclusion, the authors conclude that risk management related to economic instability, environmental changes and other factors requires new strategies for sustainable development, which in turn is impossible without effective public management, public involvement, and informed decision-making.

Analysis of the Current Situation of Sustainable Development of the Yangtze River Economic Belt based on SDGs

This paper evaluates the level of sustainable development of 11 provinces and cities in the Yangtze River Economic Belt from 2011 to 2020, and analyzes its spatial and temporal differentiation and trend evolution characteristics. This paper adopts the coupling coordination model based on CRITIC-entropy weight combination weight, spatial autocorrelation model, spatial Markov chain and other methods, based on the measurement indicators of the United Nations Sustainable Development Goals, and conducts a comprehensive evaluation from four aspects: innovation-driven, welfare guarantee, resources and environment, and economic development. The research results show that the sustainable development level of the Yangtze River Economic Belt presents the characteristics of continuous improvement, regional difference, hierarchical leap, spatial dependence, spillover effect, etc. According to the research findings, this paper puts forward some suggestions, such as strengthening regional coordinated development, optimizing spatial planning and governance, coordinating policies and work, promoting rule of law and innovation, etc., aiming to promote the high-quality development of the Yangtze River Economic Belt, achieve the coordinated development of economy, society and ecology, and localize the SDGs. This paper’s research has important theoretical significance and practical value for deeply understanding the current situation and problems of sustainable development of the Yangtze River Economic Belt.

GEODESY IN SOLVING PROBLEMS OF SUSTAINABLE CITY DEVELOPMENT: ANALYSIS OF URBAN TERRITORY PLANNING

The article focuses on the creation and implementation of a geodetic planning system aimed at ensuring the sustainable development of urban areas. The main emphasis is on the use of open and accessible software, integration of full-fledged GIS and DBMS components. The process of determining the most suitable GIS platform for GSP included a detailed analysis of various GIS systems taking into account their functionality, which allowed to choose QGIS as the optimal solution due to its high functionality in the field of geodata management, support for various data formats, user interface and dynamic development. The structure of the GSP is based on two main platforms: the QGIS GIS system for cartographic data presentation and analysis, and the Microsoft Access DBMS for performing all data operations. Interaction between these platforms is provided through the eVis module built into QGIS, which allows for efficient planning of urban area surveys and land use management. The main tasks solved with the help of GSP are the planning of primary surveys to identify target plantations, detailed taxation of plantations with the creation of samples according to specified parameters, obtaining point maps of the distribution of various types of vegetation, planning sample surveys with specific geospatial conditions, as well as geo-information and tax analysis in in solving the problems of sustainable development of cities. The implementation of GSP provides significant advantages for planning the sustainable development of urban areas, allowing more efficient use of land resources, optimizing urban management processes and intensifying scientific research in this field. The development and integration of modern digital technologies in the field of urban planning play a key role in achieving the goals of sustainable development.

Sustainable Economic Development: Theory of Institutional Constructivism

The paper is devoted to the formulation of the problem of sustainable development of the intellectual economy and the use of the theory of constructivism in relation to solving the problems of institutional design of socio-economic systems. The purpose of this work is to explore the possibilities of applying the theory of constructivism to solve the problems of institutional design in the context of sustainable development of the intellectual economy. The author of the work proceeds from the need for a reasonable approach to action, which creates the basis for constructing an institutional environment, the source of which is the paradigm of self-organization of socio-economic systems, which underlies the theory and practice of radical constructivism. The study shows the links between sustainable development and the theory of institutional constructivism by identifying important goals, directions, and strategies. Based on the awareness of current global and national processes, the key issue is the transition to an innovative type of development. This transition involves important steps that involve changing the focus from traditional approaches in economics and production to strategies based on advanced technologies. This research is conducted by researchers, policymakers, and practitioners dealing with economic development, sustainability, and innovation.

Межцивилизационный диалог как основа устойчивого развития

The problems of sustainable development have been discussed at the international level for more than 50 years. During this period, several international documents were adopted that formulated the goals and objectives of sustainable development, as well as the obligations of states in the field of reducing the negative impact of human activities on the environment. However, none of these documents yielded a practical result. The article analyzes the reasons for this and concludes that the main reason is due to the fact that the concept of “sustainable development”, developed by Western experts and based on the ideological model of Western civilization, contains structural contradictions inherent in this model and reinforces unstable practices that have led to the current crisis. There is a need for a transition from “sustainable” to “responsible” development based on reasonable human activity and equal dialogue between all civilizations. BRICS can become the institutional basis for such a development scenario.

EFFECTIVE IMPLEMENTATION OF GREEN ENERGY IN UKRAINE: THEORETICAL AND APPLIED ASPECTS

In today’s realities, the impossibility of further sustainable economic progress without taking into account the most important problems of global sustainable development becomes especially obvious. Continuing to ignore environmental problems and the rapid depletion of natural resources in long-term development strategies, especially in such an important field as energy, threatens to undermine the evolutionary sustainability and security of future generations. Therefore, resource-saving and ecologically clean alternative energy should be considered as inevitable for the sustainable development of both the energy industry and the country’s economy as a whole. Optimizing the rational use of limited resources is the basis not only of strategic management of the country, regions and industries, but also of socio-economic development, the effectiveness of which is manifested only in conditions of sustainable growth.

SOCIAL ASPECTS OF SUSTAINABLE DEVELOPMENT OF REGIONS OF KAZAKHSTAN

In the modern world, the development of the economy of any country is closely linked to the sustainable development of regions. Social processes play a crucial role in the sustainable development of a region. Much attention is paid to these processes in scientific works on economics, politics, sociology and interdisciplinary studies. We have touched upon the economic aspects of social development of regions. When writing the article such methods of scientific cognition as system approach, comparative and statistical analysis were used. The data on average monthly wages were used. Taking into account the presence of other sources of income, we also analysed the data on nominal cash incomes of the population by regions. In the analysis we used average per capita indicators to adjust for differences in the population size of the regions. The comparison was carried out using the unevenness index. The calculations revealed that the unevenness of both indicators is growing, which does not correspond to the current trends of sustainable development. The importance of the problem of sustainable development of regions in terms of social development is obvious, so we believe that the results of the research conducted in this article can be used for further scientific developments. The impact of artificial intelligence application on enterprise environmental performance: Evidence from microenterprises

The progress of artificial intelligence (AI) technology is an important way to solve the problem of global sustainable development. This paper discusses how AI, as a new scientific force, affects the pollution reduction of enterprises from a micro perspective. In this paper, the robot data provided by the International Federation of Robotics and pollution data of industrial enterprises in China are used for empirical analysis to test the effect of AI on pollution performance of enterprises. The results show that the application of AI can reduce enterprise emissions through technological innovation effect and labor substitution effect, and this result remains robust after sample substitution and variable substitution. Further heterogeneity analysis shows that AI has a more significant impact on enterprises in big cities and southern cities, as well as large enterprises, old enterprises and non-technology-intensive enterprises. The research results of this paper provide an effective reference for solving how to achieve green and sustainable development of artificial intelligence applications.

An Ecosystem Approach to Balanced Territorial Development

Relevance. The problems of sustainable development of rural areas are extremely relevant nowadays, especially in the context of deepening localization and the increasing role of territorial and natural resources. research objective. The purpose of the article is to develop theoretical and methodological aspects of sustainable development of territories, encompassing rural areas with small urban settlements, based on the ecosystem approach to form a unified multi-level strategy for the development thereof. Method and data. The paper substantiates an application of the ecosystem approach to the development of rural areas in increasing the efficiency of rural businesses, budgetary spending through prioritization of state support recipients, stimulating sustainable development of enterprises and the industry, and increasing the consistency of regional economic policy. The conceptual foundations of this approach are presented, and an algorithm to select participants in a rural ecosystem is proposed. results. The proposed approach allows operationalizing self-organization processes in an ecosystem, ensuring a balance of interaction processes of its participants. The research results have contributed to solving the problem of territorial socio-economic ecosystem formation by proposing an algorithm to select target indicators for achieving sustainable development goals, taking into account the specifics and development trends of territories. Conclusions. The conclusions arising from the conducted research provide scientists, government bodies with the necessary information for a better understanding of practical mechanisms to provide balanced territorial development, ensure the move from fragmentary unsystematic measures of state support to effective differentiated and targeted regional policy of rural areas.

Agrarian integration: Theoretical foundations

The benefits of international economic integration have led to an increase in the number of integration groups. The sensitivity of the agri-food sector to liberalisation and its importance have led to the allocation of a separate chapter in regional trade agreements. The importance of foreign trade and food security, as well as their special significance for Ukraine, which has signed dozens of regional trade agreements and is one of the largest exporters of certain types of agri-food products, confirm the relevance of the study. The aim of the article is to analyse the theoretical foundations of international economic integration with a focus on the agricultural sector, identify its specific features and develop relevant proposals. To achieve this goal, the author used the methods of theoretical generalisation, abstract and logical, specification, analysis, and synthesis, which allowed to study the features of international economic integration in the agricultural sector, to formulate conclusions and proposals. The information base was based on scientific research, regional trade agreements, etc. As a result of the work carried out, the development of international economic integration was analysed with due regard to the agricultural sector. The article suggests allocation of the main goals of integration, their classification, definition and substantiation of risks. Among the main objectives of integration in the agricultural sector, it is proposed to allocate the following: ensuring the domestic demand for food of the required quality at an affordable price, taking into account the comparative advantages of the member states, increasing exports to third countries, based on the potential of the member states, and solving social problems. Taking into account the goals of sustainable development and global problems of mankind, it is proposed that the main goals should also include environmental issues and rational use of resources. The goals of integration are defined as one of the main prerequisites for its successful development, which is confirmed by the content of the relevant treaties and agreements. In practice, international economic integration can contribute to solving the problem of food security and development of the agricultural sector, production, in particular through the inflow of new technologies, foreign investment, etc. The development of intra- and extra-regional trade is envisaged as a result of harmonisation of product quality standards, increase of its competitiveness, etc. This should be facilitated, first of all, by a clear definition of goals, their implementation through an appropriate set of measures defined by country, and monitoring of implementation

The economic impact of water diversion: evidence from China

Abstract Many areas in the world are facing the problem of sustainable development due to water scarcity. One of the reasons for this issue is that the regional distribution of water resources is inequitable worldwide. The water diversion is a potential way to ease the water shortages as a result of the unequal distribution of water resources. As is well known, the South-to-North Water Diversion Project (SNWDP) in China is the largest project of water diversion over the world, which is transferring water resources between two river basins. This paper analyses the economic impact of the water diversion with the example of the SNWDP. It was found that the economic status of the areas affected by the SNWDP increased, relative to other regions. This result is robust when estimating with alternative outcome measure or subsample, and with alternative methods. The mechanism analysis shows that the main reason for the increased economic development level is that the water diversion encourages growth of the service industry in the water-receiving areas by supplying water for domestic use. These results imply that the sectors with more value-added may benefit better from the water diversion.

Improved indicators for the integrated assessment of coastal sustainable development based on Earth Observation Data

ABSTRACT Target 14 of the Sustainable Development Goals (SDG 14) depicts a better future regarding the capacity of coastal environments to cope with several developmental challenges. However, gaps in the data and indicators restrict the effective implementation of this global plan. In this context, under the umbrella of the Digital Belt and Road (DBAR) Program, the DBAR_COAST working group (WG) aims to solve the problems of coastal sustainable development along the Maritime Silk Road (MSR). This paper demonstrates the recent efforts of the DBAR_COAST WG to develop indicators based on Earth observation (EO) data (i.e. the natural coastal protection index (NCPI), the local proportion of habitats protected index (LPHPI), and the coastal eco-erosion index (CEEI)), which complement the existing indicators related to SDGs 14.2, 14.5 and 14.7. These indicators all satisfy indicative, robust, scientifically sound and accessible data principles. Based on them, both the coastal protection (NCPI = 0.97) and protected area coverage (LPHPI = 0.38) in the MSR still had much room for improvement in 2020, and pressure from aquaculture expansion (CEEI = 0.11) showed significant regionally spatial heterogeneity. These indicators serve to provide a guideline for indicator-based assessment in monitoring the progress toward achieving SDG 14.

Currently, the Arctic, as it is known, is of strategic importance for Russia, therefore, in this regard, the problems of sustainable development of ethnic groups inhabiting the Arctic zone are also being actualized. In this regard, scientific research of various spheres of life in the Arctic zone of Russia, including Yakutia, is becoming important. Great attention is paid to the problems of the Arctic zone: environmental protection, socio-economic development of the region, creation of favorable living conditions for the population, etc. In this regard, the Russian government has approved the Concept of the Russian Federation's Chairmanship in the Arctic Council, as well as an action plan, during which various issues will be discussed, including strengthening trade ties between states, melting permafrost, global warming, combating environmental pollution, and human capital development. This article is devoted to the territorial development and numerical ratio of ethnic groups living in the Arctic.

Navigating the Nexus between Rural Revitalization and Sustainable Development: A Bibliometric Analyses of Current Status, Progress, and Prospects

Achieving sustainable rural development is challenging. However, revitalizing the rural economy is one of the most suitable strategies to overcome sustainable development problems. The rural revitalization strategy aims to create an idealized sustainable development model for rural areas which can avoid the current crisis and utilize institutional advantages to overcome the survival challenges of mostly small-scale peasant economies. The logic of the rural revitalization strategy lies in its essential value implication and practical orientation for consolidating the foundation in rural areas, including its characteristics and its ability to realize long-term sustainable development. There is growing interest in research on rural revitalization and sustainable development, but the current status, trends, and progress are unknown. This study examines the most recent advancements in research patterns for rural revitalization and the promotion of sustainable development from 1995 to 2023. It accomplishes this by thoroughly evaluating and analyzing published scholarly material. We performed a bibliometric analysis of the literature obtained from the Scopus database using VOS Viewer software version 1.6.15. We examined a total of 403 articles and evaluated them, focusing on the precise terms “Rural Revitalization” and “Sustainable Development”. We found that post-2018, there has been a notable surge in the popularity and acceptance of research related to these topics. China ranks first in terms of publishing the greatest number of research articles. The journal Sustainability has published the most articles on sustainable development and rural revitalization, followed by Land and the International Journal of Environmental Research and Public Health. The Journal of Rural Studies published the most cited document. Exciting research areas include the conservation of natural resources, ecosystem cities, and rural revitalization strategies. The research findings thoroughly evaluate academic output and propose thematic areas for further investigation.

The publication provides an overview of the 20th International Scientifi c Conference “Public Administration in New Geopolitical and Geo-Economic Conditions”, held annually at the Faculty of Public Administration of M.V. Lomonosov Moscow State University. During the conference, new trends in the science and practice of public administration, challenges of the modern world economy, problems and prospects of digital transformation of public administration, problems of regional and municipal management, features of staffing the public administration system, prospects for strategic planning, challenges and prospects of Eurasian integration, the role of BRICS countries on the path to establishing a new world order, issues of anti-crisis management of the public and commercial sectors, modern capabilities for managing social systems and personnel management in the face of the challenges of new times. The economic, political, legal aspects of the functioning of public authority, national issues, historical processes, social transformations, issues of sustainable development of the state, crisis phenomena at the macro-, meso- and micro levels, problems of sustainable business development in the context of modern global processes, new personnel technologies of domestic companies are considered.

ЕКОНОМІКО-МАТЕМАТИЧНЕ МОДЕЛЮВАННЯ СТАЛОГО РОЗВИТКУ У ДІЯЛЬНОСТІ ПІДПРИЄМСТВ

The article examines modern aspects of the use of mathematical models in solving problems of sustainable development of enterprises. The essence of the concept of sustainable development was considered and its importance for enterprises in the modern dynamic business environment was determined. The role of mathematical modeling in the decision-making process based on the application of specific methods and tools that help to analyze and optimize the production processes of economic entities in the context of sustainable development is studied. A complex of specialized mathematical models used for modeling sustainable development is considered, including such aspects as linear and non-linear programming, simulation theory, game theory, differential equations, etc. The peculiarities of the application of these models in the activities of enterprises were analyzed and their effectiveness in ensuring the achievement of sustainable development was determined. Practical examples of the implementation of economic and mathematical models at enterprises of various industries on the basis of reducing resource consumption, optimizing production processes, waste and risk management strategies, as well as planning future investments in sustainable development were studied. The importance of the development and improvement of economic-mathematical modeling methods for achieving the goals of sustainable development of economic entities is determined. The essence of challenges and obstacles that arise in the process of implementing economic and mathematical models to achieve sustainable development of enterprises, which include the objective need for access to a large amount of data, the complexity of interaction with counterparties, as well as the instability of the modern economic environment, is considered. Strategies and recommendations for overcoming these challenges are proposed, including the development of information systems and the actualization of the needs of business entities regarding the importance of sustainable development. The necessity of integrating mathematical models in the planning and economic activities of enterprises to achieve the efficiency of their sustainable development is determined. The importance of applying economic-mathematical modeling to increase the efficiency of enterprises and stimulate their sustainable activity to achieve strategic goals is proven.

Measuring the Impact of Technology Innovations and Renewable Energy Consumption for Enhancing Environmental Sustainability in India: Empirical Evidence from ARDL Approach

Rising carbon dioxide (CO2) emissions at a breakneck pace is a serious problem for sustainable development. To ensure climate-protected sustainable development, we have to promote safe and sustainable energy for the future. Here, the production and consumption of renewable energy is having a vital role. Apart from this, technological innovation is also crucial to taste the benefits of renewable energy and reduce the emission of different harmful gases. Against this backdrop, the present study intends to investigate the contribution of technological innovation along with the use of renewable energy in ensuring environmental sustainability in India using the ARDL model. Further, the Granger causality test is also performed in this study to check the direction of causality among the variables. The results of this study reveal that renewable energy consumption reduces CO2 emissions in India in both the short and long run. This means that using renewable energy would help India to bring environmental sustainability through reducing CO2 emissions. However, a positive relationship is noted between technological innovation and CO2 emissions. This may imply innovation in technology in India is unable to act as an instrument to bring environmental sustainability.
