Management of the investment activities of the mining industry

The paper studies the main directions of investment activities of mining enterprises within the framework of the industrial development program. The principles of investment activities of mining enterprises have been substantiated, which are correlated with the priorities of socioeconomic development and tools for stimulating investment in the mining industry. At each level of approach to investment activity management of mining enterprises, there is a link between the enterprise and the external environment to assess the investment attractiveness of investment objects and their competitive advantages. Competitive advantages have been revealed, which are largely determined by the direction of investment activities of mining enterprises as a result of direct investment, on the one hand, and the role of investment activities in increasing the competitive advantages of the mining industry. Taking into account the risk-forming factors of the macro – and micro environment of the mining industry, the foundations of the investment processes development have been substantiated when choosing financing instruments, which provides the optimal ratio of return and investment risk for all stakeholders.

LEVERS OF STATE REGULATION OF STRUCTURAL CHANGES IN THE NATIONAL ECONOMY

The article is devoted to the research of problems of formation and implementation of mechanisms, methods and measures of state regulation of structural transformations of the national economy. The interpretation of mechanisms, methods, tools and means of state regulation of the economy in domestic economics is studied. It is substantiated that the main shortcomings of the application of the program-target method of national economy management are chronic underfunding of state and local target programs, weak involvement of stakeholders and ineffective control over the implementation of programs and projects. It has been analyzed the European experience of the state practice of coordinating structural changes in accordance with the priorities of socio-economic development, in particular the application of such a regulatory tool as tax benefits. It is proved the expediency of using a reactive and proactive system of public administration in achieving the strategic goals of the national economy, which will more optimally determine the necessary means for their implementation, as well as prevent and respond to negative socio-economic effects. The measures of public administration within the mechanism of state regulation of structural changes in national economy are systematized. The basic tools of state regulation of structural reform of the national economy with grouping by mechanisms, tools and features of their application are determined. It is noted that the applied methods and tools of state regulation may stimulate and / or limit effects on different groups of stakeholders. It is investigated that the tools of state influence on economic processes are constantly expanding, including through digital technologies, and can have a significant difference in performance depending on the scope, level of relations, strategic goals and operational objectives.

International Assistance for Reconstruction of Donetsk Region

International technical assistance helps to solve the current problems of countries. International Technical Assistance (ITA) is aimed at rebuilding the Donetsk region due to the effects of the military conflict. However, in modern conditions, there is an insufficient elaboration of both theoretical and practical issues of international assistance in Ukraine. The purpose of the article is to characterize the provision of international technical assistance in the reconstruction of the Donetsk region. Information on the ITA (2016-2019) was analyzed. The main directions of the ITA were identified: receiving humanitarian assistance; support for the development of entrepreneurship, development of education, restoration of the infrastructure of medical and educational institutions. The study identified problems with the provision and using of ITA: the imperfection of strategic planning of ITA revenues; coordination of activities between donors and ITA recipients; inconsistency of the ITA with the tasks, strategies, priorities of socio-economic development of Ukraine and the tasks of sustainable development of the country; lack of a regulatory mechanism for obtaining and using ITA; effective monitoring and evaluation of the use of ITA; transparency in the use of ITA; consistency in work on MTD projects; inefficient use of MTD funds. External and internal factors to increase the efficiency of ITA using were identified. The following recommendations were proposed: international technical assistance should be provided on the basis of: 1. Coordination: with national, regional and local strategies; priorities and tasks of reconstruction of the Donetsk region from the consequences of the military conflict; activities of ITA donors and recipients in the processes of project preparation, control and monitoring of ITA implementation. 2. Improvement of: ITA management methods (planning, budgeting, control and monitoring processes, calculation of efficiency from ITA using); a regulatory framework for the implementation of the ITA (adoption of the Law of Ukraine «On International Technical Assistance»). 3. Taking into account the state budget of Ukraine the resources of the international technical assistance. 4. Implementation of the mechanism of co-financing of ITA and recovery programs.

INSTITUTIONAL ASPECTS OF THE CLUSTER DEVELOPMENT OF THE REGIONAL ECONOMIC SYSTEM

Purpose: The heterogeneity of the economic space has intensified in recent years in the process of transition and laying the foundations of a market economy in the CIS countries, as well as in the EU regions, due to its expansion. This unevenness was manifested as a result of different starting levels of economies, different resource endowments, the choice of their targets and priorities for socio-economic development, and the increased authority of local authorities. Methodology: This is analytical-logical research that has been done through content analysis and documentary and library research. Result: Problems of market fiasco in the regions, as well as the important role of local institutions in regional development are also noted in the EU and serve as a strong argument for the need for government intervention in regional policy, primarily from the standpoint of regulating the innovation sphere, financial assistance to create jobs or clusters capable of self-development. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of Institutional aspects of the cluster development of the regional economic system is presented in a comprehensive and complete manner.

<span>В статье рассмотрены предлагаемые недавно принятой «Стратегией пространственного развития РФ на период до 2025 года» меры по реализации потенциала экономического роста страны</span><span class="myHorizontalScaleForEmDashSpaceBefore"> </span><span>–</span><span>за счет как нового территориального зонирования, так и сохранения механизма особого режима ведения предпринимательской деятельности для выделенных зон. Для оценки перспектив реализации подобных мер проведен анализ развития уже существующих территориальных зон с особым типом административно-экономического режима. В работе даны обзор и характеристика семи вариантов подобных зон, проведен анализ реализации нормативов, определяющих текущее состояние их функционирования, выявлены проблемы формирования территорий с особым административно-экономическим режимом в регионах Восточной Сибири (Иркутская область, Республика Бурятия и Забайкальский край). Определены для данных регионов особенности и проблемы реализации особых экономических зон (ОЭЗ), зон территориального развития (ОТР), территорий опережающего социально-экономического развития (ТОР) и др. Для преодоления выявленных проблем реализации ОЭЗ установлена необходимость 1) конкретизации правового режима с включением системы правового регулирования для оптимального достижения поставленных целей; 2) внедрение модели «умного» регулирования.</span>

Integrated reporting of the priority socio-economic development area and its relevance to the potential users

ECONOMIC EFFICIENCY OF ENERGY AUTONOMY OF THE AIC DUE TO THE USE OF BIOFUELS

It has been substatiated in the article that renewable energy sources have recently become one of the important criteria for the sustainable development of rural areas. The emphasis is placed on the search for new and improved existing technologies for the production of alternative energy sources, expansion of their implementation areas. It is substantiated that the main reasons for such attention to the energy supply of rural territories are expected exhaustion of fossile fuels resourses, sharp increase in their prices, imperfections and low efficiency of their use technologies, harmful effects on the environment. It is shown that the situation of energy dependence can be changed by conducting the corresponding energy policy, improving the regulatory framework and attracting investment in the development of non-traditional and renewable energy sources. It is highlighted that Ukraine has sufficient opportunities to provide an adequate amount of biofuels, primarily through the use of biomass potential of agricultural crops and fast-growing energy crops. It is researched that in conditions of a complex socio-economic situation in Ukraine, a significant energy dependence on energy imports, the search for alternative energy sources is of particular relevance. It is estimated that Ukraine is among the dozens of countries - the largest consumers of energy resources, with a small share in the structure of the world's product. It is proved that energy saving today becomes one of the most important priorities of socio-economic development in the national and regional dimensions. The necessary condition for successful work in national and world agrarian markets is constant work on increasing the competitiveness of products, in particular, reducing its value by reducing the energy intensity of production. It is substantiated that agricultural producers are actively working on the issue of reducing energy consumption per unit of output. It is determined that the majority of these measures is aimed at increasing the productivity of agricultural crops, increasing productivity of the livestock sector, technical and technological re-equipment of the production process. It was emphasized that special attention should be paid to the branches of animal husbandry, because this industry is a serious source of alternative energy production. This applies not only the large live-stock producing agro-holdings but also the small households that operate in rural areas, for which live-stock production is subsidied by the state. Besides, it may become a source of energy supplies for their own needs as well. It was investigated that each year large livestock farms and poultry farms can receive environmentally friendly biofuels in an anaerobic way and significantly improve the quality of sewage. It is determined that thermal efficiency of cogeneration units of biogas production depends very much on equipment for electricity generation. For example, the use of gas-fired internal combustion engines has a thermal efficiency of 70% to 75%, while in the case of using gas turbines and boiler-wastes thermal efficiency can reach more than 90%. It is concluded that one of the ways to reduce the dependence on energy imports and to improve ecology in rural areas of Ukraine is to develop alternative energy generation in agro-industrial complex. Ukraine should create all opportunities for the development of innovative technologies for the implementation of renewable energy sources; to provide conditions for serial production and implementation of bioenergy facilities; to promote the formation of the equal competitive environment for different types of fuel. This will promote green energy production

‘Green economy’ as a strategy of modernization of older industrial areas in the Urals

This article discusses ‘green economy’ as a crucial principle of regional socio-economic de-velopment at its current stage. In the Russian context, this principle is particularly relevant in the light of the catastrophic increase in pollution of the human environment and habitat. ‘Green’ economy fo-cuses on modernization of production to ensure its sustainability and restoration of human habitat. The empirical part of the study deals with the social, economic and, above all, environmental problems (resource depletion, pollution, increased health risks) faced by older industrial regions in the Urals (Sverdlovsk, Chelyabinsk and Kurgan regions). These regions are now struggling with the decline of their key industries, such as mining and metallurgy. It is shown that the problems they cur-rently face largely stem from the orientation of the Russian economy towards raw material exports. The article also analyzes the innovation and technological potential of these regions and their priori-ties of socio-economic development. It is shown that their potential (e.g. human capital) is sufficient to modernize their economies. Some recommendations are formulated for these regions’ more efficient transition to the ‘green economy’. These include the development of high-tech industries and eco-friendly technologies, introduction of modern environmental standards of economic activity as the basis of modern regional socio-economic systems.

The state mechanism of legal regulation of social construction in the countries of the European Union and the possibility of its use in the system of state regulation of Ukraine

Housing reform is considered as one of the most important problems for the European Union and Ukraine. Providing the public with housing is an important factor in determining the level of development of society and the economy of the country as a whole. However, the possibility of reforming the housing complex is extremely difficult, since Ukraine is in a very complicated situation today (the war in the East, low rates of economic development, the growth of social conflicts and tensions). Adaptation of advanced foreign experience, consistent and coherent functioning of all authorities, businesses and public organizations are identified as a significant factor in achieving a faster and more qualitative effect of realization of the right to social housing in Ukraine. It is determined that the introduction of European experience in Ukraine is a necessary condition for the effective realization of the right to social housing. It has been concluded that housing construction satisfies one of the most important human needs - ensuring normal living conditions, which is a priority area of state regulation, namely, raising the level of social security of the population of Ukraine. In the process of transition to market relations, there was a decrease in housing construction and the aging of the existing housing stock, which was the result of the collapse of the existing system of state planning in the housing sector and the further removal of the state from the management of the process of creating an effective market mechanism for providing housing for the population. The course that Ukraine has chosen to integrate into the European community should identify new strategic priorities for socio-economic development of the country, reform the structure of the state economy, create conditions and opportunities for comprehensive human development. It is specified that the availability of housing and its qualitative characteristics are undoubtedly the main indicator characterizing the standard of living of the population and enshrined in the Constitution of Ukraine as a necessary condition for ensuring the rights and freedoms of citizens. Therefore, the degree of the solving of «housing issue» in our state from a quantitative and qualitative point of view should be considered as a determining criterion for the approximation and following of European standards of living.

АДМІНІСТРАТИВНО-ТЕРИТОРІАЛЬНІ ОСОБЛИВОСТІ ПЕРЕХОДУ МІСТ КАРПАТСЬКОГО РЕГІОНУ НА ШЛЯХ СТАЛОГО РОЗВИТКУ

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

Estimation of Ukraine’s foreign trade structure in order to determine the areas of export potential

Now there is no single approach to the planning of normative indicators of the foreign trade structure and the optimization of foreign economic operations, including marketing mix, which consider the priorities of socio-economic development of the territories acting as the global market agents. The work proposes an expanded method for using the Grubel-Lloyd and Horvath indices when assessing the level of inter-industry trade, which will determine the priority fields of international cooperation in the process of developing a foreign economic strategy both at the state level and for an individual company interested in expanding the geography of trade in the global market via finding new partners and using non-discriminating marketing methods.The article reveals the existing trends in foreign trade of Ukraine that predispose current economic policy and foster the initiation of a new exporting strategy. Namely, the volume of total external debt exceeded GDP in 2014–2016; although a significant reduction of this ratio has been observed since 2017 due to the GDP shortening. Unfavorable trends were supplemented by the negative total balance of trade in goods and services in 2014–2018, with redistributing geographical structure in favor of the EU instead of the CIS countries (however, the exports in services, measured by absolute income, exceeded imports). The Grubel-Lloyd and Horvath indices, calculated for the recent trade data, proved a high level of diversification of Ukraine’s foreign economic activity, with significant intra-industry trade, but the scores of the Grubel-Lloyd index did not coincide by the geographical and commodity structure for the prevailing majority of countries. Nevertheless, new potential exporting destinations may be found, precisely because of the detected imbalances.

Priority Socio-Economic Development Areas: Their Effectiveness and Role in the Formation of an Optimal Tax Burden

The relevance of the research is due to the fact that priority socio-economic development areas (PSEDA) can be viewed as «growth points» for regional economies and are positioned as areas enjoying preferential taxation treatment. In this regard, it is extremely important to assess the optimality of the current tax burden level in a PSEDA with respect to resident enterprises. The purpose of research was a comprehensive study of a PSEDA located in the Amur Region by evaluating the effectiveness of the PSEDA operation; construction of an econometric model for assessing the impact of the tax burden on GRP growth due to the PSEDA establishment; comparison of the optimal and actual tax burden levels in the PSEDA. Based on the research findings, it has been concluded that by establishing an optimal tax burden in a PSEDA through granting special personal income tax benefits, it is possible to create a favorable tax climate in the entire region containing priority development areas. This will contribute to the accelerated economic development of a Russian region and fast relaxation of budget revenues lost in connection with granted incentives.

КЛЮЧЕВЫЕ АСПЕКТЫ ИСПОЛЬЗОВАНИЯ СУВЕРЕННЫХ ФОНДОВ В РЕШЕНИИ СТРУКТУРНЫХ ПРОБЛЕМ НАЦИОНАЛЬНОЙ ЭКОНОМИКИ

The problems of increasing the significance and effectiveness of involving sovereign funds in solving the most significant issues of the structural development of the national economy of Russia have been investigated. There is shown the importance of Russia's sovereign funds in such key areas as increasing non-tax revenues of the federal budget, ensuring the stability of the discharge of expenditure obligations, formation of a financial reserve for mitigating the consequences of unfavorable internal and external financial conditions, formation of investment resources for solving structural problems, ensuring the stability of the national pension system. The analysis of the main directions of spending the Reserve Fund and the National Welfare Fund in 2010-2017 is presented. The analysis results show that the debt management model of sovereign funds organized with the participation of Vnesheconombank is not effective enough. This conclusion can be explained by the complete depletion of the Reserve Fund's resources without the due effect for building the national economy's potential, as well as an increase of Vnesheconombank's problem assets to the critical level. It has been stated that the resources of the National Welfare Fund should not be considered as an additional source of domestic investment demand, since they are necessary for long-term sustainability of the pension system exposed to financial risks in the conditions of a stable budget deficit of the Pension Fund of the Russian Federation. It was inferred that it is necessary to form an investment model for managing sovereign funds. This model should base on the investment strategy for the medium term and correspond to the priorities of socio-economic development. An important element of such a strategy should be the regional investment interests, because structural development of the economy is a territorially differentiated problem.

The Role of State Policy in Attracting of Foreign Direct Investment to the Far East of Russia

In recent years (since late 2013) the federal government has intensified the policy of foreign investors attracting to the Russian Far East, proclaiming the need to integrate this macro-region in the Asia Pacific region and creating development institutions of the Far East, as well as preferential conditions for investors – the territories of priority socio-economic development, free port of Vladivostok. Investors are given massive tax preferences, regime of free customs zone, a number of other preferences. However, from the point of view of foreign investors many instruments of state investment policy – rather its lack, than advantage. Investment policy of regional authorities in the Far East is currently ranked low, in the National ranking of investment climate in subjects of the Russian Federation Far East regions, with the exception of Khabarovsk Krai, located in the second half. By the volume of foreign direct investment (FDI) stock Sakhalin oblast stands out among the Russian Far East regions, occupying on this indicator the second place among all subjects of the Russian Federation due to the action of agreements on production section, which appeared in 1990- ies. The shares of other Far Eastern regions in the FDI stock in Russia is still small. The state’s efforts in recent years to attract FDI to the Far East led to some increase in the volume of FDI stock in the macro-region, but not in all subjects of the Russian Fed eration. Preferential regimes are increasingly attracted domestic rather than foreign investors. Among the projects with participation of foreign capital projects focused on the domestic market of the Far East (agriculture, services) and the use of macro-region natural resources dominate. Projects on creation of manufacturing industries which products can be delivered beyond the Far East, including for export, yet few. The prospects for improvement, given the existing experience of the gradual development of new regions by foreign investors, but it requires improvement of the state investment policy both at federal and regional levels.

<p>In accordance with the criteria developed by the Government of the Russian Federation in 2014, 16 cities in the Chelyabinsk region received the official status of mono-industrial towns. Only four of them belong to the category single-industry towns with a stable socio-economic situation. For the rest, vital capacity remains a priority. One ways to solve the problem is creating territories of priority socio-economic development. The first residents of territories of priority socio-economic development in the Chelyabinsk region were registered in the city of Bakal. At the end of 2017 it was<br />joined by Verkhniy Ufaley with its potential investors. In addition to the territories of priority socio-economic development, the Chelyabinsk region develops industrial parks on the basis of mono-industrial towns to attract funds into urban economy and create<br />new jobs. The current paper features an analysis of the problems that the first territories of priority socio-economic development and industrial parks in the Chelyabinsk region are facing, as well as prospects for their further development</p>

Инвестирование кластерных инициатив на ТОСЭР моногородов: проблемы и направления совершенствования

Introduction. Analysis of existing support measures for single-industry towns, clusters, investment and cluster policy in the Russian Federation, as well as of the practices in investors and residents attraction to single-industry towns, efficiency assessment of support measures to single-industry towns, monitoring of research activities and authorities reports indicate that investment problems, including cluster initiatives in the territories for priority socio-economic development (TPSED) of single-industry towns are far from being resolved. They are conditioned by the limitations imposed by the development and implementation of government programs in the Russian Federation, Federal special-purpose programs, Federal targeted investment program, infrastructure, investment and other projects, by fragmentary character of infrastructure development, risks existing for investment in the TPSED of single-industry towns, problems of regional investment policy, presence of infrastructure limitations for cluster development in the TPSED, and the single-industry towns profile. Aims. The aim of this article is to define directions for improvement of cluster formation investment vehicles in the TPSED of single-industry towns. The following methods were used: theoretical research, system analysis. Results. Suggestions were made for changes in the law referring to support and funding clusters and the TPSED of single-industry towns, long-term planning improvement and organizational support to investment vehicles. Conclusion. Recommendations suggested may appeal to regional developers of TPSED of single-industry towns aiming to use cluster approach, as well as may be applied in adjusting investment and cluster policy in the Russian Federation.

Comparative analysis of operational frameworks of special economic areas in Russia

There are fourteen types of special economic areas currently operating in Russia, with different federal ministries actively lobbying and then supervising the establishment of this or that type. We compare operational frameworks in different types of such areas, placing an emphasis on the areas of priority socio-economic development, which are now being established in closed towns, monotowns and the Far East. Unfortunately, Russia’s special economic areas are often criticized for their inefficacy due to the lack of systemic approach on the federal level and the conflict of interests between the key stakeholders (residents, municipalities, local companies, and local communities). Goals of regional development do not correlate with the national priorities and strategic goals. Another problem is inconsistent managerial decision-making both on the part of regional authorities and management of large enterprises. No clear, justified criteria are established to evaluate the areas' progress and no threshold values are specified. Although there is a significant concentration of special areas within certain regions, there is no integral, coordinated program or plan of action. Thus, synergetic interaction between the stakeholders is impossible. The existing procedure of establishing special areas takes into account neither the level of development of their host regions nor the quality of their development potential. These problems can be addressed through a regional industrial policy designed on the basis of the industrial-synergetic approach. Such approach makes it possible not only to focus on institutions of development and institutional transformations but also to take into account phase transformations and structural transformations in the system of areas of priority socio-economic development.
