A leader must be an effective leader. The goal shared by all leaders is the same, which is to be able to guide people to a better life and help solve problems in the organization or community. The research methodology uses the qualitative method of Literature Review systematically the relevance of the data determined. An Islamic leader, that is the criterion of an ideal leader, namely: having knowledge, perfection of the five senses, ability, maturity, male, progressive, independent, justice, ahead of the pious person. A leader according to Imam Al-Ghazali there are 1) Principles of Faith, 2) Points of Justice include the Points of justice, not committing tyranny, being close to scholars, educating, not being arrogant, not betraying, not ignoring the needs of society, not greedy, not authoritarian, loving his religion, not seeking the pleasure of the people who are not in accordance with the teachings of the Shari'a.
