On the National Academy of Arbitrators' 75th Anniversary, A Former President Looks at ADR History for a Future Path

The National Academy of Arbitrators, a nonprofit organization of U.S. and Canada arbitrators (see naarb.org) held its 75th Annual Meeting and Education Conference in Toronto from May 11‐14, 2022. As I was the NAA president from 2021 to 2022, this conference marked the completion of my term in this leadership position. In accordance with tradition, I made a speech to the conference, sharing my experiences and hopes relating to the NAA's history, current challenges, and possible future. I emphasized the integrity and neutrality of the arbitration process, the importance of diversity, and the NAA's laudable traditions. Below is an Alternatives adaptation of this speech.

The President of Southern Plains University is dealing with coronavirus disease 2019 on-campus that has forced the university to move most of its courses online. Alongside this issue, the country is in a state of social unrest as multiple unarmed African American citizens were killed by local police and White citizens. During these divisive times, university constituents have expressed that the virtual learning environment has failed to provide an adequately safe online learning community for the diverse student population. In response to racially insensitive comments that were made in online courses, a frustrated faculty, and ongoing challenges due to the pandemic and the fight for racial justice, this university president looks to reassure constituents by cultivating an online culture that values diversity and inclusion.

The 2017 National Security Strategy of the United States

In mid-December, 2017, President Trump released his National Security Strategy (NSS). It is the keystone document that will provide the azimuth for prominent government leaders to guide them though the execution of core functions at federal departments, agencies and other governmental organizations in the months and years to come. It has 55 pages of content; it outlines essential issues that he and by extension, his National Security Council, see as of paramount concern for the United States. Broadly, the president looks to (1) protect the homeland, (2) promote U.S. prosperity, (3) leveraging strength to preserve peace, and (4) advance U.S. influence in the world (NSS, 2017, p. 4).

Unedited speech and writing often contains errors, e.g., the blending of alternative ways of expressing a message. As a result comprehenders are faced with decisions about what the speaker may have intended, which may not be the same as the grammatically-licensed compositional interpretation of what was said. Two experiments investigated the comprehension of inputs that may have resulted from blending two syntactic forms. The results of the experiments suggest that readers and listeners tend to repair such utterances, restoring them to the presumed intended structure, and they assign the interpretation of the corrected utterance. Utterances that are repaired are expected to also be acceptable when they are easy to diagnose/repair and they are ‘familiar’, i.e., they correspond to natural speech errors. The results of the experiments established a continuum ranging from outright linguistic illusions with no indication that listeners and readers detected the error (the inclusion of almost in A passerby rescued a child from almost being run over by a bus.), to a majority of unblended interpretations for doubled quantifier sentences (Many students often turn in their assignments late) to only a third undoubled implicit negation (I just like the way the president looks without his shirt off.) The repair or speech error reversal account offered here is contrasted with the noisy channel approach and the good enough processing approach.

ABSTRACTThe Presidential Address relates events which occurred during significant years in the life of the President with matters relevant to the Institute, past, present and still to come, and with what was written by previous Presidents. It considers actuarial education, and specially its links with universities, and then comments on the President's career as a life actuary.The role of the Appointed Actuary is discussed, and also what an actuary is and does. The international actuarial perspective is covered through a description of the Groupe Consultatif and of the President's other international involvement, especially with Africa. Other subjects covered include with-profits contracts, the dispersion of actuaries throughout England and Wales, the role of the actuary in today's changing world, the relationship between the Institute and the Faculty, and the role of the President. Finally, the President looks forward to what actuaries might be and do in the future.

Albright's Visit to China Sets the Stage for June Summit

President Clinton will travel to China in late June and early July at the invitation of Chinese President Jiang Zemin. He will hold talks with President Jiang and other Senior Chinese officials during the visit. The President's visit reciprocates President Jiang's visit to the United States last October-November. The President looks to the visit as an opportunity to expand areas of cooperation in our improving relationship with China and to discuss frankly areas of difference.

Safety Offshore—Loss Prevention in a Pioneering Industry

The President recalls his early days in a coal mining community which kindled his interest in mechanical engineering, and tells of his subsequent introduction into the nascent offshore oil and gas industry in the early 1960s. His career has been closely linked to the development of devices to drill for and produce oil in harsh environments in all quarters of the globe. Many of the novel ideas that emanated from a pioneering industry were subjected to the author's evaluation and certification, and the more interesting of these are described, together with pointers for future offshore developments. The Piper Alpha accident in the North Sea resulted in the Cullen Inquiry, to which the author presented the evidence of the Institution. Subsequent to this he has examined operating procedures of many offshore organizations and submits his evaluation of the Cullen recommendation and the prospect for safer operations in the future. Finally the President looks at unification and related matters, and offers views on the way forward for the Institution.
