A Study on the Licensing Process for the Floating Nuclear Power Plant in Indonesia: A Suggestion for the Revision of Government Regulation Regarding Nuclear Power Plant Licensing

Indonesia is currently revising some Government Regulations regarding the licensing process of the nuclear power plant. In the current revision process, the latest technology such as small modular reactors and floating nuclear power plants are also considered to be regulated specifically. In current regulations, regardless of the type and technology, the licensing for nuclear power plants is regulated generally. Considering its unique nature and character, the floating nuclear power plant should have more specific requirements for the licensing process. This paper is carried out to analyze the specific requirements that should be considered for the licensing process of the floating nuclear power plant in Indonesia. The results of this study are expected to be a suggestion for the Government Regulations revision.

Analysis Of Flexural Resistance And Environmental Feasibility Of Ferrocement Concrete Slabs From Fly Ash And Sandblasting Waste

Sandblasting waste from the shipbuilding industry and fly ash waste from industry and electric steam power plants in Indonesia are relatively high in quantity, are B3, and can potentially cause serious environmental pollution. This research aims to utilize this waste as material for ferrocement concrete, where the SiO2 and Al2O3 content from fly ash replaces some of the cement, silica sand from sandblasting waste replaces sand, and additional wire mesh as reinforcement. The method used is a quantitative experiment, where the material to be used is tested for gradation and TCLP. The finished ferrocement concrete is tested for flexural strength. The test results show that the raw material meets the gradation standards in SNI 03 2834 2000, as well the TCLP test results which show that the B3 heavy metal content is Barium, Zinc, and Copper in the sandblasting waste value is below the quality standards of PP No. 22 of 2021 Appendix XI so that all materials can be used for mix designs. The mix design created has a composition ratio of 1S:1.5PB, 1S:1.5PB:50AT, 1S:2PB, and 1S:1PB:50AT. The 1S:2PB ratio composition has the highest average flexural strength, namely 17.46 MPa, which is suitable for light vertical load construction work

Determining the Location of Solar Power Plant in Indonesia Using Fuzzy-AHP TOPSIS

Solar is a promising renewable energy source for Indonesia's increasing electricity demand, which grows at the rate of 3.3% annually. However, high investment costs and unclear policies hinder Solar Power Plant (SPP) development. Considering the potential for growth in energy demand and the low long-term operational costs, it is imperative to foster SPP expansion in Indonesia. This study aims to identify location criteria and potential SPP development sites in Indonesia. We employ Multi-Criteria Decision-Making (MCDM) combining Fuzzy-AHP and Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) methodologies to assign criteria weights and prioritize alternative SPP locations. Results show that, from all respondents using the geometric mean in the Fuzzy Analytic Hierarchy Process (AHP), it is found that the Economic criteria give the highest weight at 31%, and subcriteria of Land Availability, Peak Sun Hours, Geographic Location, Distance from Transportation Networks, Construction Costs, and Government Regulations contribute significantly. The ranking of alternative solutions indicates that South Sumatra Province holds the highest priority for SPP development with a 0.572 score, closely followed by North Sumatra at 0.571

Literature survey and analysis of phytoremediation strategies for Cs-137 decontamination

Phytoremediation has become a sustainable solution for mitigating cesium-137 (Cs-137) contamination and has been implemented in areas affected by the Chernobyl and Fukushima nuclear disasters. Despite the absence of nuclear power plants in Indonesia, incidents of Cs-137 contamination have been reported in Batan Indah Housing Complex, emphasizing the need for effective decontamination techniques. The aim of this study was to analyze the bibliometric characteristics of research works on phytoremediation in addressing Cs-137 contamination during the last ten years (2013–2022) by foreign and Indonesian authors. This research is important both globally and in specific contexts, such as Indonesia, particularly in the context of policy and practical applications. For example, when facing issues like Cs-137 decontamination in the BATAN Indah area, the research can have local relevance and contribute to solving immediate problems. This study utilized the Scopus database and retrieved 2,123 article titles within this topic over the last decade. Several indicators were used to examine the publications: productivity of authors, collaboration between countries, top-cited articles, keywords analysis, and publication trends. The results show that the number of publications fluctuated over previous decade with an average publications age of 5.54 years. Onda Y from the University of Tsukuba, Tsukuba, Japan become the most prolific and collaborative author. Japan being the most productive and collaborative country, while Indonesia ranked 42nd with only 9 publications regarding the topics. The bibliometric analysis provides a foundation for understanding the development of science on this topic and uncovers that there is still plenty of space to conduct phytoremediation research in Indonesia, especially for Cs-137 contaminated soils, which have increased over the years.

Energy, Exergy, Exergoeconomic, and Environmental (4E) Analysis of the Existing Gas Turbine Power Plants in BOB - PT. Bumi Siak Pusako Pertamina

The power plants in Indonesia are mostly used to supply energy for the industrial sector, including the upstream oil and gas as well as mining companies. Several companies operating in Riau contribute to the status of the region as the largest oil producer in Indonesia. These companies rely on self-generated electricity for their operations with subsequent impact on the environment. Therefore, this research was conducted to analyze the flow of energy, exergy, exergoeconomic, and environment at the 6 MW power plant operated by BOB - PT Bumi Siak Pusako - Pertamina Hulu. The second law of thermodynamics was used to evaluate energy efficiency as the maximum achievable effort. This was further integrated with economic principles to appraise the useful and wasted costs associated with thermodynamic systems through the concept of exergoeconomics. The results showed that the thermal efficiency of the gas turbine power plant was 42.85% and the exergy efficiency was 33.22% with the largest loss recorded in the combustion chamber to be 3.091 MW in the form of vibration, friction, or expansion of the components. It was also discovered that the exergy efficiency of each component was above 75%, thereby indicating the components of the gas turbine power plant components were in good condition. Moreover, the largest exergy destruction cost was 2349.16 USD/h and the exergy cost was 3,778.05 USD/kWh. The exhaust emission generated by the gas turbine power plant was 0.21 kg/s or equivalent to 0.1425 kg/kWh requiring a forest area of 11.63 ha. The results showed that the analytical method used could be comprehensively developed and applied to other power plants in Indonesia. It could also be used to understand system performance, identify energy losses, optimize energy efficiency, and link economic aspects with energy use.

The volcanic aspect on determining Site of nuclear power plant in Indonesia: Gap analysis between standard and regulations

The development of nuclear power plants is in three phases. The first phase is a consideration before the decision on the NPP construction program is approved, the second phase is the preparatory work for making contracts and preparing for the construction of NPP after the NPP construction policy is approved, and the third phase is contracting, licensing and building the first NPP. As a volcanically active country, Indonesia contains over 130 active volcanoes that are part of the Pacific Ring of Fire. The volcanic aspect is one of the safety factors considered while deciding the location of an NPP. Research on the potential of natural external risks to the determination of nuclear power plants in Indonesia, including the volcanic aspect, has been conducted based on the safety reference or safety guide of the IAEA and the Nuclear Energy Regulatory Body (BAPETEN) Regulation. Due to technological advancements, safety needs have evolved so the existing Indonesia National Standard (SNI) must be updated to comply with BAPETEN regulations. The substance in SNI 18-2034-1990 relating to volcanic features seems less relevant in actual conditions, given that more complete and exact criteria for determining a site guarantee the safety and health of residents and surrounding the environment site. The study intends to conduct a gap analysis of volcanic issues in SNI and volcanic regulations. The method used is identification requirements for volcanic aspects in SNI 18-2034-1990 about Determining Site of Nuclear Reactor Guidance with BAPETEN Chairman Regulation (BCR) number 4 of 2018 about Nuclear Installation Site Evaluation Safety Provisions and BCR number 5 of 2015 about Evaluation of Nuclear Installation Sites for Volcanic Aspects, and analysis uses a qualitative method of inductive techniques. The outcome of this research applies to suggesting a revision of SNI number 18-2034-1990, especially the volcanic aspect.

Techno-economic feasibility study of solar photovoltaic power plant using RETScreen to achieve Indonesia energy transition

Indonesia, a key player in the global energy transition, faces surging electricity demand and ambitious renewable energy goals. In response, the government introduced a new regulation about renewable energy tariffs, including tariffs for photovoltaic (PV). However, there remains a gap in the academic literature regarding PV power plant feasibility studies under these tariffs. To address this gap, this study investigates the feasibility of a utility-scale solar photovoltaic (PV) power plant in Indonesia, focusing on the newly implemented renewable energy tariffs based on Independent Power Producers (IPPs) and Indonesia's state-owned electricity company (PLN) perspectives. Five scenarios were developed based on the proposed 26 MW solar power plant on Nias Island utilizing RETScreen software. The results showed that based on the IPP perspective, the newly implemented renewable energy tariff was inadequate to make the project feasible, however, an introduction of a 10 USD/t CO2 emission incentive would make the project financially viable for IPPs. Therefore, it is recommended to introduce emission incentives as a strategic approach to attract investors and stimulate investment in Indonesia's PV power plants market, to accelerate Indonesia's energy transition. Conversely, the results also showed that the project is very profitable for PLN due to the significant cost-savings from the de-dieselization, leading to a reduction in the average generation cost for Nias.

Optimizing biomass supply for cofiring at power plants to minimize environmental impact: A case of oil palm empty fruit bunches in West Java

This study addresses the supply flow optimization to reduce global warming in a cofiring system, using the example of oil palm empty fruit bunches converted into pellets for use in power plants in Indonesia. Four oil palm mills, seven pellet plants and five coal power plants in the West Java Region were considered in this study to select the optimal supply chain. The study was performed using a life cycle assessment (LCA) for evaluating impact of single firing of coal and linear programming (LP) for optimizing the impact reduction of cofiring of coal and pellets. Our study indicates that the optimal environmental reduction can be achieved by constructing six of the seven pellet plants, which can substitute up to 1 % of the coal supply in five power plants. Accordingly, the emissions could be decreased by an average of 0.018 kg CO2eq/kWh for the power plants, which is equal to 0.2 Mt CO2eq/y or a 1.57 % reduction per year. By varying the emission factor of the pellet plants, our analysis showed a tolerable range in which the supply would not be affected. The sensitivity analysis at a 1 % cofiring rate showed that the increase in biomass supply from the oil palm mills had the highest reduction, whereas the reduction in transportation emissions provided much less impact. By adjusting the cofiring rate, the impact would not change after the 3 % cofiring rate because of the limited availability of Empty Fruit Bunch (EFB) feedstock. However, if sufficient supply could be provided, the environmental impact would be further reduced significantly. Furthermore, the scenario expansion indicated that only three pellet plants would be required for the minimum economic scale of production, although the environmental impact increased by 0.47 % compared to using six pellet plants. Therefore, this study can be used to determine the optimal supply chain scenarios by constructing an appropriate number of economically feasible pellet plants according to the biomass demand and cofiring rate of the power plant.

Analisa Karakteristik Pengujian Co-Firing Biomassa Bagasse Tebu di PLTU Rembang Kapasitas 2×315 MW

Energy utilization in power plants in Indonesia significantly relies on fossil energy sources, especially those obtained from power plants that use coal as the main fuel. The aim of testing co-firing of sugarcane bagasse biomass is to determine the effect of co-firing on the reliability and main parameters of coal-fired power plants and to obtain an overview of the feasibility of implementing co-firing which includes aspects of operational technical evaluation, production cost evaluation and environmental evaluation. The biomass effectiveness test was carried out at PLTU Rembang, with test variables of 100% coal, co-firing test of 1.25% and 2.5% sugarcane bagasse biomass with a maximum operational load of 315 MW for 6 hours. The results of data analysis were carried out descriptively. The tested sugarcane bagasse biomass had a calorific value of 2947 kCal/kg. Meanwhile, the coal used in PLTU Rembang has a calorific value of 4286 kcal/kg. The SO2 emission test results decreased in the Co-firing test of 1.25% sugarcane bagasse and increased in the Co-firing test of 2.5% sugarcane bagasse compared to the 100% coal test, while the NOx emission test results produced during the co-firing test firing 1.25% and 2.5% sugarcane bagasse biomass has a lower value than using 100% coal. The cost of co-firing electricity production from sugarcane bagasse biomass is 1.25% and 2.5% cheaper than the cost of producing 100% coal electricity. To reduce electricity production costs, the sugarcane bagasse biomass co-firing scheme needs to be emphasized by referring to HPT determination in accordance with PLN Perdir No.0004/DIR/2022, so that co-firing electricity production costs can be more economical.

INVESTIGATING THE EFFECTIVITY OF PROMOTING ELECTRIC VEHICLE TO REDUCE AIR POLLUTION: AN ANALYSIS OF INDONESIA POWER PLANTS

Purpose: Fossil fuels such as coal, oil, and natural gas, release carbon dioxide and other greenhouse gases when burned for energy production. Transitioning from fossil fuels to renewable energy sources is essential for addressing climate change, ensuring energy security, protecting the environment, and fostering sustainable economic development. The combination of environmental benefits, technological advancements, and supportive policies makes electric vehicles (EV) a promising and sustainable solution for the future of transportation. In Indonesia, the use of EV is still in its earliest stage, and the popularity of EV in Indonesia is yet very low due to its price and charging problems. The government has introduced some incentives to promote EV to the people, however, the results still yet to come. This paper investigated the effectiveness of EV transition to reduce pollution based on existing power plants in Indonesia. Methodology: We computed the proportion of renewable power plants from all power plants and used the data of CO2 emissions per kWh of various power plants to analyze the CO2 emission of conventional and EVs using the data of CO2 emissions from fossils. Findings: We found that 86.8 percent of the electricity used in Indonesia is generated from fossil fuels. However, based on the power consumption rate per km of travel, we found that EVs emit 46 to 49 percent lower CO2 than fossil-powered vehicles for the same travel distance. Originality/value: Despite the domination of fossil-fueled power plants, promoting EVs can help to reduce greenhouse gas emissions in Indonesia.

Study on The Potential Contamination of Heavy Metals: Analysis of Cr and Pb Contents From Power Plants in Indonesia Using the Batch Leaching Method

Coal ash, stemming from the combustion process in power plants, emerges as a potential pollution source due to its metal content. Recognized for housing various metals with environmental contamination potential, this study meticulously delves into the metal analysis of chromium (Cr) and lead (Pb) within four distinct samples of fly ash (FA) and bottom ash (BA) sourced from diverse coal-fired power plants across Indonesia. Employing the batch leaching method, the coal ash samples (FABA) underwent a 6-hour immersion in deionized water, replicating environmental scenarios akin to rainwater interaction with coal ash at disposal sites. XRF analysis scrutinized the chemical composition of each sample, while the leaching filtrate underwent analysis via pH meter and AAS to ascertain pH values and the concentrations of Pb and Cr. Results unveiled a substantial pH variation in the leachate, fluctuating from the initial deionized water pH of 7.00 to a range between 6.86 and 9.18. Notably, subsequent leaching indicated undetectable concentrations of Pb in all samples, with most exhibiting low Cr concentrations post-leaching, except for FA-2, FA-4, and BA-4, which displayed modest Cr concentrations. The scarcity or low concentrations of Pb and Cr post-leaching suggest an efficacious process inhibiting heavy metal release. This study offers profound insights into the chemical intricacies of coal ash, underlining its potential environmental ramifications. The absence of detectable heavy metal concentrations post-leaching underscores a minimal risk of environmental pollution, underscoring the imperative to comprehend the chemical reactions intrinsic to the leaching process for optimal waste management strategies.

The Utilization of Sugarcane Bagasse as Turbine Drive Fuel in Steam Power Plant at PG. Kebon Agung

The use of energy by society is increasing and is not matched by the availability of raw materials. Fuel oil and coal are dwindling and even running out. Therefore, to overcome this problem the government issued Presidential Regulation No. 5 of 2006 concerning the National Energy Policy, where the utilization of biofuels is targeted at 2% in 2010 and 5% in 2025. To overcome this, methods are carried out by using renewable fuels and processing residual production materials such as the use of bagasse waste as fuel. Electrical energy sources from PLN and power plants in Indonesia are the main sources of electricity distribution used by consumers (industry). At PG. Kebon Agung has its own 4 steam power plants to meet the electrical energy needs needed to drive production machinery. Utilization of bagasse has the potential as a renewable fuel as a substitute for coal to gain resource and cost efficiency. In this study, the authors attach a cost comparison to the use of bagasse with other fuels, a comparison of the use of electrical energy from PLTU with PLN, and waste treatment to get efficiency and benefits in terms of costs and natural resources. With this research, it is hoped that readers can save resources and increase the efficiency of using biomass fuels.

Scenario mitigation of threats and disruptions to development plan of Nuclear Power Plan (NPP) in Indonesia

Plans for the development of nuclear power plants in Indonesia have existed since the Soekarno regime in 1945, but have never reached the policy implementation stage until the current presidency of Joko Widodo. This is related to obstacles that can be in the form of Threats, Disruptions, Obstacles and Challenges (AGHT), so that it always fails in the implementation process, both on a global, national and regional scale due to issues in the social, political, technological, and other realms. The purpose of this study is to analyze the scenario of Threats and Disruptions mitigation scenarios for the development of nuclear power plants in Indonesia. The results of the study indicate that the mitigation of the threat of nuclear power plant development plans in Indonesia is through First Track Diplomacy and Second Track Diplomacy, guided by Law No. 10 of 1997 in decision making, and integrated community involvement in supporting government programs. Mitigation of disruptions to the nuclear power plant development plan in Indonesia through a policy of targeting the energy mix by optimizing the use of NRE other than nuclear, while developing a nuclear power plant development plan, implementing a Carbon Tax, socialization through K/L cooperation regarding the use of nuclear energy for nuclear power plants, various fields and second track diplomacy.

Comparative assessment of the environmental impact of nuclear power plant technology using life cycle assessment approach: A review

Nuclear power plants (NPP) are being considered as an alternative energy that could reducing greenhouse gas emissions. However, there are various challenges that need to be addressed regarding the variation of current nuclear technology such as environmental impact issues. To ensure the sustainability and effectiveness of nuclear power plants technology, a Life Cycle Assessment (LCA) approach can be used to study the environmental impacts of the nuclear power plant. LCA is a method for evaluating the environmental impact of a product or process from start to finish. By conducting a preliminary LCA study of each Nuclear Power Plant technologies, the environmental impacts of the stages of construction, operation, and management of radioactive waste can be understood. This study can also help compare the environmental impacts of nuclear power plants with other energy technologies. This preliminary study will review the environmental impact from pressurized water reactor, boiling water reactor, molten salt reactor, and compare with conventional coal power plant to provide compact summary of the technology. The results of the LCA study can help identify areas that require more attention in the development of nuclear power plants in Indonesia.

The effect of number of blades on the horizontal axis water turbine performance

Electrical energy is energy the main essential needed in living life for various aspects of utilities related to electronics with the provisions of the need for electric power consumption in units of Watts (W). The consumption for electrical energy is increasing along with the increasing population in this country. In 2020 the installed capacity of power plants in Indonesia will reach 72,750.72 MW consisting of 43,186.53 MW from National Power Plant (PLN) and 29,564.19 MW from non-PLN. Whereas in 2019 it was only 69,678.85 MW. This data shows that the installed capacity of power plants has increased by 3,071.87 MW. Therefore, this research aims to develop the horizontal axis water turbine and to investigate the performance of turbine with varying the number of blades. The experimental rig was built to conduct the experimental work. It is found that the most optimal number of blades is the number of blades 10 which produces a value of 0.704 Watt and speed of 789 RPM using a water discharge of 11.75 Liter per Minutes (LPM), 0.855 Watt and speed of 883 RPM using a water discharge of 13.22 LPM, and 0.889 Watt and speed of 913 RPM using a water discharge of 15.17 LPM. Electrical efficiency tends to decrease when the number of blades on turbine is increased due to a significant increase in speed of turbine with increasing of blade number while the electrical energy produced by the generator is relatively constant with increasing the blade number of turbine.

Solar Cell Manufacturing Cost Analysis and its Impact to Solar Power Electricity Price in Indonesia

World energy consumption continues to increase, with a growth of 1,3% annually during 2011 - 2021. To deal with that situation, in 2021, Indonesia Electrity Stated-Own Company (PLN) issued a report about the electricity supply business plan (RUPTL) 2021-2030. The power plant projected to grow is solar photovoltaic (PV), reaching 4,6 GW within ten years. However, in reality, the achievement of developing solar power plants is still 0,02 GW. Several factors that caused low realization are the solar power plant component industry needs to be better developed, and the regulated electricity price based on Presidential Decree 112/2022 needs to be increased. This study aims to determine the cost structure of solar module manufacturing and the impact on electricity prices. The calculation method used is financial modeling with economic parameters such as Internal Rate of Return (IRR), payback period, and Net Present Value (NPV) as parameters for project feasibility. The results of this study show that the economic price of solar power plants in Indonesia is USD 0,149/kWh. Meanwhile, based on a sensitivity analysis using electricity prices based on Presidential Decree, reducing solar module costs up to 50% still does not make the project feasible.

Critical Land Conservation to Save Biodiversity, Case Study: Organic Forest, Megamendung, Bogor, Indonesia

The Muara Karang steam power plant is one of the power plants in Indonesia which is managed by PT PLN Nusantara Power as a state-owned company. In carrying out its business, it has potential impacts on the environment, one of which is on biodiversity. The aim of this research is to analyze the potential of biodiversity resources by conserving critical land in the Organic Forest, Megamendung, Bogor, Indonesia. The method used is a natural forest model scenario including organic farming, reforestation, and sustainable organic farming in a natural rehabilitation process. Rehabilitation is carried out using an agroforestry system, intercropping between forestry and agricultural crops, and fertilization using manure. This planting was carried out by the community as a form of empowerment which succeeded in creating jobs as farmers and participating in managing the forest. As a start, 3,000 tree seeds and intercrops such as edamame, corn, cassava, and taro have been planted. The results of this research in monitoring in 2022, the proportion of tree habitat increased from 40% to 54%, the diversity index (H') of birds increased from 2.17 to 3.22, H' of mammals from 1.76 to 2.05, H' of herpetofauna from 2.08 to 2.82, and H' of arthropods from 3.73 to 3.87.
