The Role of Churches in Hungary in Providing Pastoral Care and Humanitarian Help for Migrants

The author is a Lutheran pastor with a Master’s Degree in International Relations. He is a Doctor of Military Science (PhD) and a senior staff member at the National University of Public Service, also holding the position of General Secretary of the Ecumenical Council of Churches in Hungary. The publication tackles the problem of how Protestant Churches have been involved in the migratory processes. The aim of this paper is to explore the core function of the humanitarian service provided by Protestant Churches and the Catholic Church in Hungary, with special regard to the ethnic and religious aspects of the refugee problem.

AGU election results

AGU's President‐Elect for 1988–1990 will be G. Brent Dalrymple of the U.S. Geological Survey, Menlo Park. Marshall E. Moss will take the position of General Secretary, and Juan G. Roederer will remain Foreign Secretary. Moss and Roederer will serve through June 30, 1992. Dalrymple will be President‐ Elect until June 30, 1990, and President through June 30, 1992. The full election results are shown in Table 1Section officers will serve from July 1, 1988, to June 30, 1990. Each section's president‐ elect will serve 2 years before becoming president and will have full voting rights on the AGU Council for all 4 years.

The Future of the General Secretary

Historically, the position of General Secretary has been the most important in the Soviet political structure and the vehicle through which individuals have been able to establish their personal primacy. During the post-Khrushchev period attempts were made to place clear limitations upon that position in order to prevent the recurrence of an activist, powerful General Secretary. The reforms were aimed at (a) producing greater institutional definition of the position of General Secretary and (b) creating a higher level of institutional structuring within the immediate political context in which the post was located. However the attempts at institutional definition have proved to be less restrictive than they had at first appeared, while the higher level of institutional structuring rests upon conventions of political behaviour. Such conventions can change when the political personnel changes, and such a personnel change is now underway. A favourable environment, in which pressures from within the system for a more activist style of leadership enabling the General Secretary to escape from the constraints that have developed around his office, might result.
