ETHNICITY AND POLITICS IN RED SEA PROVINCE, SUDAN

SUDAN IS OFTEN portrayed in the west as being simply divided into an Arab Muslim north and an African Christian south, but this is a gross oversimplification. The present article is intended to draw attention to the full complexity of ethnic politics in Sudan, by focusing on some of the ethnic minorities within 'the North' and the ethnoregionalist movements that have claimed to represent them. These movements must be analysed in terms of the objective ethnic distinctions which essentially define them, but also in terms of their incorporation into the Sudanese economy and state. This analysis must take place within the context of the continued dominance in northern Sudan of the Umma and Democratic Unionist Parties, closely associated respectively with the Ansar and Khatmiyya religious orders that form the basis of Sudanese Islam. 1 The Khatmiyya is a Sufi order introduced into Sudan in the early nineteenth century, the Ansar are the successors to the Mahdist movement that overthrew Egyptian rule in the late nineteenth century. The two orders are ruled by and based around respect for the Mirghani and Mahdi families respectively and have their own particular rites and observances. Each has a large following in the rural areas, where allegiance to an order tends to go hand in hand with tribal identity. The Khatmiyya following is concentrated in the extreme north and the east and that of the Ansar in the west. Their associated parties, Islamic though not 'fundamentalist', are able tc) win enormous numbers of votes, especially in these areas of traditional religious allegiance. In the elections of April 1986, these parties triumphed, not only in Arabic-speaking areas, but also in areas where, it might be thought, they would have been vulnerable to challenges from ethnoregionalist movements. This failure of the ethnoregionalist movements is also important because of the appeal made by the Sudanese People's Liberation Movement to the minorities of the north.
