THE HEALTH PRESERVATION IN A CONSUMER SOCIETY THROUGH THE PRISM OF THE DIALECTIC CATEGORIES OF “ESSENCE” AND “PHENOMENON”

Introduction. During each historical period, the issue of health preservation acquires new essence characteristics which are determined by the transformations of social systems. Under the modern overconsumption society circumstances, put on the current socio-economic and political situation in Ukraine, the problem of internal nature and systemic inter-influences of such phenomenon as health preservation becomes extremely stressed and urgent. Purpose: to analyze the semantic features of the dialectical categories of essence and phenomenon in the context of the personal health-preserving activity of the individual in today’s over-consumption society. Methods. Studying such phenomena as health and consumer society is interdisciplinary. Pluralism of approaches allows us to develop an effective theoretical and methodological basis in order to form alternative socio-philosophical views in the context of consumer risk reduction. The methodological basis of this article is a comparative approach which made it possible to match individual phenomena in health preservation in today’s consumption society. Results. Health preservation is often equated with caring for one’s physical and mental health, with healthy eating habits and sports. It is clear that for regular caregiving, the person must be motivated and characterized by willpower, self-discipline, and awareness of a healthy lifestyle. In other words, health preservation, as a process and as a phenomenon as a whole is extremely positive and beneficial in its essence. However, this positive characteristic of health preservation as a phenomenon would be real only if the person were not involved in other processes and phenomena that fundamentally change its positive nature. In the socio-cultural space of a consumer society, we have the opportunity to observe the distortion of the productive nature of health preservation, which is outlined not only by people’s desire to be healthy, and careful treatment of themselves but also by the artificially created motives and externally stimulated needs of their health-preserving activity. Conclusion. In a society of consumption, people’s health-preserving activity is in the space of increasing risks that are not being considered to be a threat because they are perceived as the satisfaction of needs and realization of desires. As a result, the substitution of concepts in the phenomenon of health preservation and distortion of its positive essence is taking place.

Characteristics of the level of economic security of Ukraine in the agrarian sector

Purpose. Economic security is an important component of any system, whether it is a state or a society, or a family. It reflects the ability to maintain and create conditions for restoring economic well-being and protecting interests. According to the political situation in Ukraine, the protection of economic security has become one of the most important issues for resolution. In recent years, the agrarian sector has become one of the key parts for GDP since the industrial business has now turned to the background. The purpose of the article is to determine the economic security level in the agrarian sector. Methodology. The authors have used the questionnaire method and have made a survey in 67 Ukrainian companies which are operating in the agriculture in the Lviv region, Ukraine. The survey was conducted from June to July 2018. Findings. Survey results show that enterprises have an extremely negative attitude to the state of economic security of the country. However, it should be noted that entrepreneurs believe that the level of economic security of their business is at a higher level in comparing with the level of economic security of the country. Research limitations/implications. As noted above, the study was conducted at 67 agribusiness enterprises in the Lviv region. In the future, this study may be the basis for the same research in other regions of Ukraine. Practical implications. In the questionnaire template, we have made the list of methods which can help to prevent the effects of negative factors that could damage the company's economic security. The list of these measures can be used by enterprises in practice to ensure a high level of its security. Originality/Value. It should be noted that the originality of our work is that we have combined the research of two areas: the economic security of the company and agribusiness. We have identified the main problems of agrarian sector in ensuring the economic security of enterprises and provided a list of methods to improve the level of this type of security, the use of which will lead to a better functioning of the firm. GREGORY YAKHIMOVICH – FAMOUS UKRAINIAN PUBLIC AND POLITICAL FIGURE: MILESTONES OF LIFE AND ROLE IN THE NATIONAL REVIVAL IN GALICIA IN THE FIRST HALF OF THE NINETEENTH CENTURY

The article analyzes the social and political activities of Gregory Yakhimovich – famous Ukrainian public and political figure in the context of national revival in Galicia in the first half of the nineteenth century. Characterized the life and career of G. Yakhimovich. Reveals the background and consequences of the national revival in Galicia in the first half of the nineteenth century. Considerable attention was paid to the analysis of the influence of Gregory Yakhimovich on the national revival in Galicia in the period under study. It is noted that G. Yakhimovich played an important role in the revival of the national consciousness of Ukrainian Galicia, and during the revolution and after it played, as noted above, G. Yakhimovich, because in the second half of the nineteenth century. the restoration of the struggle for the political and cultural rights of all of Ukraine began, and thus the preconditions for the revival of the national statehood of 1917–1920 were formed. Since the formation of the Main Russian Council and until the last days of his life, G. Yakhimovich was a spiritual and political leader of the Ukrainians of Galicia. He actively defended the rights of the Ukrainian language, negotiated with the emperor and the supreme leadership of the state regarding the protection of the national interests of Ukrainians, sponsored the training of talented Ukrainian youth, etc. In addition to socio-political, church, administrative and scientific activities, G. Yakhimovich also engaged in other affairs, in which he manifested himself as a person with a significant amount of talent. Among other things, he designed a grass mowing machine and developed a spray plan on the Xiang River. For his outstanding achievements in the Austrian Empire, he was awarded the noble title of the Baron and the Order of the Commander's Cross of Leopold (at that time, the highest state award). Since he was the son of the Ukrainian peasants, this state title demanded a great deal of respect for this person and recognition from the side of society and the state. In addition to socio-political, church, administrative and scientific activities, G. Yakhimovich also engaged in other affairs, in which he manifested himself as a person with a significant amount of talent. The current political situation in Ukraine boosts interest in the political views of G. Yakhimovich, which should facilitate the unification of the Ukrainian nation for the purpose of preservation of national statehood. The intellectual legacy of G. Yakhimovich occupies a prominent place in the history of the Ukrainian people. Historical and legal study of his interesting political views is a major contribution to modern processes of state-building in Ukraine.

ДОЦІЛЬНІСТЬ ВІДКРИТТЯ РИНКУ ЗЕМЕЛЬ СІЛЬСЬКОГОСПОДАРСЬКОГО ПРИЗНАЧЕНЯ В УМОВАХ НЕСТАБІЛЬНОЇ ПОЛІТИЧНОЇ СИТУАЦІЇ В УКРАЇНІ

The article considers the first consequences of opening the market of agricultural lands in Ukraine. And also to what extent the political situation in Ukraine affects the success of land reform. Despite the fact that Ukrainian land reforms are still ongoing, on July 1, 2021, an important milestone was reached: the partial launch of the market for the sale of agricultural land for individuals. The reform process was complex and involved an active public debate between various stakeholders on market mechanisms and forecasts. The basic principles of functioning and development of the market of agricultural land in Ukraine are determined. The intermediate stages of land reform, which became the impetus for the introduction of the land market, have been identified. The current information of the Ministry of Agrarian Policy and Food on the land market in Ukraine as of 31.12.2021 is presented. The main problems faced by small and medium-sized farmers in bidding with large agricultural producers have been identified. If the state does not support small and medium farmers, we can assume that the open market of agricultural land in our country was premature. Due to the lack of a transparent and evidence-based policy on this important topic, this discussion was prompted by several fundamental societal fears about the consequences of launching a market. As a result, after the launch of the market for the sale of land, it is necessary to assess whether public concerns have any basis in the current development of the market.

Зовнішня трудова міграція в Україні на початку ХХІ століття: соціологічний вимір соціальних перспектив

Мета статті – стислий аналіз феномену української зовнішньої трудової міграції з позиції соціології, де він розглядається як складова частина соціальної системи суспільства. З’ясовано роль та значення зовнішньої трудової міграції у внутрішньому системному процесі. Наведено думку науковців і практиків щодо чинників, змісту та перспектив існування зовнішньої трудової міграції в Україні. Результатом дослідження стає авторське розуміння деяких рис можливого стану українського суспільства, яке перебуває в динамічному русі, що розпочався після подій 2014 р.
 Зроблено висновок, що збереження високих темпів міграції впродовж ще кількох років треба розглядати як головний чинник трансформації соціальної системи в Україні. Її наслідком має бути, насамперед, спрощення елементної бази соціальної системи, зменшення позитивної активності її суб’єктів, активізація процесу «некерованого хаосу» й, нарешті, слабкість системи перед натиском зовнішніх сил.

ПРОБЛЕМИ ПРИБЕРЕЖНОГО СУДНОПЛАВСТВА В СИСТЕМІ СТАЛОГО РОЗВИТКУ ОДЕСЬКОГО РЕГІОНУ

The article presents problems and opportunities in development of coastal passenger shipping, its role in the system of sustainable development of Odessa and Odessa region. At present, due to the existing social and political situation in Ukraine and in the world, number of cruise vessels entering the Black Sea is decreasing. Therefore, it is needed to find alternative ways to attract tourists to the Odessa region, as well as opportunities for the development of inland sea tourism. The resurgence of coastal navigation using coastal vessels can contribute to this process. In favor of the need of coastal shipping development shows the fact that the number of motor vehicles used to carry residents and visitors of Odessa, both within the city and to the rapidly developing coastal areas, is also increased. Unfortunately, Odessa region coastal transport infrastructure cannot provide with maritime transport services that meet international standards. It also analyzes current condition and world experience of coastal passenger traffic in Black Sea Region and overseas, tourist potential of Odessa and Odessa Oblast for renewal of coastal shipping by using small vessels. We systematized factors that raise difficulties for development of passenger maritime transportation in the region and suggest solutions for creation of maritime transport and tourist traffic of Odessa that will increase reputation and marketability of Odessa region according to standards of European seaside resorts. The creation of a competitive water transport infrastructure is an important part for the sustainable development of the Odessa region. Statistics about the numbers and reasons of accidents involving small-sized vessels were analyzed, practical recommendations for ensuring of safety passenger transportation were given. In the article we also consider possible development of inner water transport as a component of city public transport and the role of public authorities were designated. There were emphasized advantages for city and region in solving problems of infrastructure provision for recreation area that will help in solving ecological problems and attract tourist to our region.

Notion of religion and God in John Dewey's philosophy

In the 20th century the interest to the works of a famous American scientist Dewey grows, that results from the change of economical and political situation in Ukraine. The notion of democracy, pedagogic, politics, religion, new direction in the philosophy of instrumentalism appears to be a key one in Dewey's studies. This research was built on the study of the views on religion and the notion of God, which we held for actual and important for the understanding of Dewey's system of philosophy. The aim of this article is to separate the doctrine of religion and relation to God in biographical context of Dewey. According to the aim of the article its task is to examine the notion of experience, namely faith in religious understanding of the scientist, and to determine the evolution of his views on religious knowledge. The analysis of the historiography of the problem leads to the conclusion that mostly foreign scientist like Robert B. Westbrook, Alan Ryan, Steven S. Rockefeller worked with this topic. Still interesting for us remain the works and views on religion of the main representatives of pragmatism - of Charles Piers, William James and, of course, of Dewey. The detailed study of the materials concerning the formation of scientist's views on religion enables us to systemize the periods of his interest to the questions of religion. S. Rockefeller in his work John Dewey: Religious and Democratic Humanism describes six periods of the development of Dewey's religious thinking: first period, from young age to the end of 1870s; second period, from 1878 to 1892; third period, from 1882 to 1887; fourth period is determined by three main directions as darwinistic terminology, transition from absolute to ethical idealism and use of the pragmatic control of truth; fifth period, 1894 to 1928; during the sixth period J. Dewey combines all previous periods and writes the work A Common Faith [2] in 1934. It was researched and established that Dewey's views on religion and God were formed in the years of his studying at the University of Vermont. They were changing during his whole life being influenced by the acquaintance with the works of German classics, Darwinism and the social life of the scientist.

FACTORS INFLUENCING ON UKRAINIAN LABOR`S MIGRATION WITHIN THE CONDITIONS OF EUROPEAN INTEGRATION

The article presents factors influencing on the Ukrainian labor`s migration within conditions of European integration. We denoted the impact factors on migration processes in Ukraine within conditions of European integration. This analysis allows to work out measures for improving migration policy, and as a result � economical growth of the country. We defined the causes and effects. We traced the Ukrainian migration flows into the international economy. The impact factors of Ukrainian labor migration abroad within conditions of European integration in the current political and economic situation are the demographic situation, the unemployment rate, the rate of wages, migration policy, the political situation in Ukraine and in the world as well. We established the impact direction of each factor on the dynamics for the number of working migrators. So, in particular, the reduction and ageing of the population in the EU countries; the presence of hidden unemployment in Ukraine; the problems of youth employment after graduation; the excess of the EU countries� wages in 3-5 times over Ukraine`s wages; the absence of specific activity in Ukraine aimed at repatriation of Ukrainians, and, on the contrary, the presence of such activity in foreign countries; political instability in Ukraine are all factors that contribute increasing of Ukrainian migrants� number to the EU.

Політичне лідерство в сучасній Україні: проблеми становлення та розвитку

Досліджуються особливості формування політичного лідерства в Україні в умовах державної незалежності та актуалізується необхідність створення цілісної системи підготовки політичних лідерів. Підкреслюється, що політична практика цього періоду не висунула жодного загальнонаціонального лідера, який був би здатним об’єднати всі верстви українського суспільства в боротьбі за дійсну демократію, соціальну справедливість та всенародний добробут. Для сучасної політичної ситуації в Україні характерні такі явища, як криза державності, втрата політичного управління, криза національної ідентичності. В цьому контексті підкреслюється, що сьогоднішня реальність змушує переосмислити питання про роль особи, її внесок у політичний процес перехідного періоду розвитку суспільства.Робиться висновок, що в Україні відсутні система підготовки політичних лідерів як у загальнонаціональному масштабі, так і на регіональному рівні. Політичні партії, громадські організації теж не готують цілеспрямовано політичних лідерів, використовуючи системи стихійного відбору, що вкрай неефективно. В цьому плані особливої актуальності набуває комплекс проблем, пов’язаних з системою формування та підготовки політичних лідерів як у загальнонаціональному масштабі, так і на регіональному рівні.

Remittances, Spending and Political Instability in Ukraine

This paper analyzes remittances sent by Ukrainian emigrants to their country of origin. It explores the dependence on remittances of a household’s spending on human capital, savings and donations, against the backdrop of the political situation in Ukraine in 2004. The paper also explores the effect of the political instability in Ukraine on how the households receiving remittances used them. The results of a Ukrainian Longitudinal Monitoring Survey (ULMS) are used to explore households’ decision to spend on human capital development, save, or donate money; depending on their political views and future expectations. The main hypothesis tested is whether the individuals who supported and/or were involved with the Revolution (“pro-orange”), and who were optimistic about the future of Ukraine after the Orange Revolution, saved/donated more money than those who did not support the Revolution (“pro-blue-white”). In addition, the level of influence of remittances received from relatives or friends outside Ukraine on decisions to save and donate money is analyzed. The results show that the political views of respondents do not have a significant effect on decisions to save and/or donate money. However respondents’ political orientations do have a significant effect on the probability of receiving remittances - those who voted for “pro-orange” have a lower probability of receiving remittances from outside the household.

ОСОБЕННОСТИ ГОСУДАРСТВЕННОГО УПРАВЛЕНИЯ КАПИТАЛИЗАЦИЕЙ БАНКОВ В УКРАИНЕ

Research subject. The subject in this article is theoretical, methodical and applied aspects of state management of banks’ capitalization in Ukraine, a consideration which allows the estimate efficiency of Ukrainian banks refinancing and recapitalization, as well as to enunciate practical recommendations concerning an increase of their capitalization level. The purpose is an analysis of government support measures for the domestic bank system; furthermore the search for additional sources of financing bank funds and the development of capitalization level increase in conditions of social and economic transformations. Methodology. In the research there are used general scientific methods of learning economic facts and the use of processes in their steady development and correlation: logic analysis, methods of scientific abstraction, induction, deduction, optimization, grouping and comparison, as well as graphic and tabular methods. Results. The questions of government control in the bank system in the period of the world financial crisis is researched on international level by the Financial Stability Council, Basel Committee on Banking Supervision, specialists of the World Bank and International Monetary Fund. As a result of relative novelty of these problems only a small number of researches is devoted to the use of government bank support instruments and therefore further development of this topic has practical value for improving the renewal mechanisms of financial stability and reliability of the bank system in Ukraine. After the analysis of the government control measures of the domestic bank capitalization, since 2009, and the effectiveness of budget resources segregation on refinancing and recapitalization of bank institutions in Ukraine (including crisis period), it was found out that these mechanisms, unfortunately, did not change much the situation on the bank market. Taking into account the unstable political situation in Ukraine and its military conflict with Russia, which has influenced the inflation growth, depreciation of the national currency and panic outflow of deposits, furthermore the forecast of an intensified bank crisis is used as confirmation to the problems with liquidity and bankruptcy of numerous groups of the domestic banks. Therefore advisable is working of a structural and logical scheme of banks’ capitalization level increase, which consists of a selection of four categories of banks after stress-testing the measures of obligatory capitalization or processes of amalgamation and merging: financially consistent and reliable; 2) problem; 3) insolvent; 4) bad (helpless) banks. Conclusions. Realization of problem banks’ recapitalization with participation of the government is one of the possible variants of initiatives in handling the economic crisis’ condi-tions. Nevertheless, problems with deposit-returns and debt-discharges are better to solve by refinancing and restricting their liabilities than by recapitalization. In authors’ opinion, more reasonable methods of banks’ additional capitalization-financing is attracting resources from privatization of state property and introduces new activation mechanisms of citizens savings used, particularly for converting deposits of artificial and physical bodies in hryvni and dollars into the preference shares of domestic banks.

Украинский кризис в польских печатных СМИ (ноябрь 2013 года – февраль 2014 года)

In this article was undertaken the trial of an comparative analysis of polish mass media as for spreading the news from Ukraine in the period from November 2013 to February 2014. Without understanding these processes, it is impossible to get the whole picture of the current political situation In Ukraine. The analysis embraces three most popular and most influential newspapers – „Rzeczpospolita”, „Gazeta Wyborcza” and „Nasz Dziennik”. In the article were established the trends concerning the presentation of the events. The style of presentation of the authors was also described as well as their preferences. Particular attention was paid to the semantic analysis of selected texts. It was shown, which lexical and rhetorical techniques are used by journalists Just to get the desired effect. Newspapers in Poland have a fairly high authority to influence public opinion. Despite the gradual replacement by electronic sources of information, traditional newspapers are still very popular. Therefore, it is very interesting, how the leading newspaper illuminated the events of Euromajdan which eventually led to the change of power and launched a series of processes changing Ukrainian society.

Preface to the Special Topic on AdMet 2015

The International Conference on Advances in Metallurgical Processes and Materials (AdMet 2015) was held in Kyiv, Ukraine, on June 3–5, 2015, and researchers and engineers from 12 countries attended the event. The first AdMet conference was held on 2007 in Dnipropetrovsk, Ukraine, and the second conference was initially planned for 2014. However, because of the political situation in Ukraine, it was rescheduled for 2015. Despite the intentions expressed by the organizers to relocate the conference to another country, they decided to keep it in Ukraine to reflect the substantial contributions made by Ukraine to the theory and practice of metallurgy. The local organization of AdMet 2015 was supported by the Paton Electric Welding Institute, National Metallurgical Academy of Ukraine, and Elmet-Roll Company. Multidisciplinary cross-country collaboration is becoming increasingly important with respect to sustainable development targets. Therefore, the purpose of AdMet 2015 was to bring together researchers from the domains of process metallurgy and materials science in order to share the latest advances in research and development, assist international collaborations for solving current and future societal and technological challenges, and promote the transfer of innovative technologies and materials. The conference topics covered thermodynamics, innovative metallurgical processes, advances in ironand steel-making technologies, process control, automation, online analysis, the design and properties of materials, modeling and simulation processes and materials, special melting, and environmental issues in metallurgy. From the proceedings of AdMet 2015, we have chosen several articles that discuss the environmental issues in metallurgy, especially the recycling, recovery, and reuse of by-products and waste, to meet the scope of the Journal of Sustainable Metallurgy. In addition, one review paper discussing the present situation of the steel industry in Ukraine is included. We hope this special topic is useful to many researchers by providing updates on the recent advances in this field. The third AdMet will be held in Lviv, Ukraine, in 2018, and it is our pleasure to invite the readers of the Journal of Sustainable Metallurgy to this conference.

Russian—Ukrainian Rapprochement of 2001: How Viable?

The first 18 months of Vladimir Putin's presidency turned out to be a period of unprecedented activity in Russian-Ukrainian relations. A number of problems were seriously approached, among these the issue of Ukrainian gas debts. At the same time, it remains unclear whether the new cooperative dynamics will prevail or whether the conflictual legacy of the 1990s will become an insurmountable impediment to further improvement. This article attempts to analyse the factors which determined the ongoing evolution in Russian-Ukrainian relations in order to demonstrate that the positive dynamics had to do with changes in the views of the Russian leadership and in the export strategies of Russia's big businesses, as well as the evolution of Ukraine's posture vis-à-vis Europe, rather than with the internal political situation in Ukraine in 2001. The article also examines the main remaining controversies between the two countries in the economic and humanitarian spheres and offers a view on whether reciprocally pragmatic approaches are possible.
