Implementation of the Village Financial System (Siskeudes) in Managing Village Fund Allocations in Cibuntu Village, Cibitung District, Bekasi Regency

Currently, the implementation of village financial management in Cibuntu Village, Cibitung District, Bekasi Regency has used applications based on computerized information systems. The application is the Village Financial System (Sisekudes) application developed by the Financial and Development Supervisory Agency (BPKP) torealize clean village financial management. However, in the implementation of Siskeudes in Cibuntu village there are several problems that occur. Therefore, researchers are interested in conducting research on the implementation of Siskeudes in managing village fund allocations in Cibuntu Village, Cibitung District. The research method used is a qualitative method with a qualitative approach because researchers need to go directly to the field with the object of research so that the data collection techniques used by researchers are interviews and documentation. The results showed that the implementation of the village financial system in terms of policy content had been implemented well, but there were still some obstacles that occurred, such as the internet network in Cibuntu Village which was less stable which resulted in the Siskeudes application being unable to be used. In order for the implementation of siskeudes to run well, the government must collaborate with the private sector to improve the quality of the internet network in Cibuntu Village.

التضامن الأسري والاستدامة: دراسة حالة دولة الإمارات العربية المتحدة 2023

The current research deals with the topic (family solidarity and sustainability), a case study of the UAE, as one of the axes of social development, important in facing social and economic problems facing families, thus directly affecting the factors of sustainability of family stability. The research aims to reveal the most prominent procedures, policies, and initiatives undertaken by the UAE in supporting families, and to identify its role in supporting family solidarity in its relationship to sustainability and sustainable development in international standards, especially related to the achievement of economic and social sufficiency of the families, and to confirm its role in supporting the cohesion of families, and the sustainability of their stability. The research was based on the descriptive-analytical method. To fit it with the nature of the subject studied, and relied on collecting information and analysing its content, reviewing the content of data, policy documents, and procedures that the UAE has implemented in the field of family care, and its approach to the concept of family solidarity, sustainability, and sustainable development goals, according to the Global Agenda 2030AD, in addition to a number of relevant statistical indicators. The research shows that the UAE has undertaken many initiatives and measures, and launched a number of policies that work to support family cohesion and enhance elements of solidarity among its members. It showed the integration of these procedures and policies with other dimensions of development, economy, and environment, and their compatibility with the sustainable development goals known as the “2030 Agenda”, the research revealed the existence of gaps that reduce family solidarity and negatively affect family cohesion, such as high divorce rates, and late age of marriage for women, and recommended a number of measures to avoid these gaps, which reflects positively on development, thus ensuring its sustainability.

One Health Surveillance System in Gujarat, India: A Health Policy and Systems Research Protocol for Exploring the Cross-Sectoral Collaborations to Detect Emerging Threats at the Human-Animal-Environment Interface.

The close interaction between humans, animals and the ecosystem has been a reason for the emergence and re-emergence of zoonotic diseases worldwide. Zoonoses are estimated to be responsible for 2.5 billion human illnesses and 2.7 million deaths worldwide. Gujarat is a western state in India with more than 65 million people and 26 million livestock, and includes surveillance systems for humans and animals; however, more evidence is needed on joint collaborative activities and their effect on the early warning response for zoonoses. Thus, this study aims to investigate sectoral collaborations for early warning and response systems for emerging and re-emerging zoonoses, aiming to develop a One Health surveillance (OHS) system in Gujarat, India. This case study uses policy content analysis followed by qualitative and quantitative data collection among state- and district-level surveillance actors to provide insight into the current cross-sectoral collaborations among surveillance actors. It helps identify triggers and documents factors helpful in strengthening cross-sectoral collaborations among these systems and facilitates the establishment of an OHS system in Gujarat, India.

Reform Policy on Internationalization of Higher Education in Malaysia

Malaysia is committed to building a united, multiracial, and modern nation, and its education reform is closely related to national development. In January 2015, the Ministry of Education released the " Blueprint for Higher Education Development in Malaysia (2015-2025)" aimed at promoting English language education. The development of the internationalization of higher education in Malaysia is led by policy, and through the development of a strong education policy that Enhances the operability of education policies to provide safeguards for the internationalization of Malaysian higher education. To understand the background, content, and stages of the internationalization policy of Malaysian higher education, and to analyze the motivation of the internationalization policy of Malaysian higher education.

Nature-Based Solutions (NBS) in spatial planning for urban flood mitigation: The perspective of flood management experts in Accra

The rapid rate of urban expansion with its associated physical development in recent years conflicts with the urban ecosystem and the services it provides. In most Sub-Saharan African cities, rapid urban expansion often does not conform to existing spatial plans. Physical developments are sometimes carried out in unauthorized areas, contributing to urban floods. The Sub-Saharan African regions' flood management strategies mainly focus on engineering solutions but have not been fully functional in mitigating urban floods. There is a scarcity of knowledge on how urban flood-related NBS measures can be part of the spatial development in Sub-Saharan African cities for effective flood management. In order to address this gap, this study employed content and text analysis of policy documents and interviews to understand how current spatial and flood mitigation schemes in Accra, Ghana reflect possible NBS applicability and identify possible approaches to integrating NBS into existing planning schemes to prevent urban floods. The study found that Accra’s spatial plans and flood mitigation schemes reflect a possibility of NBS integration. Additionally, the study unveiled techniques for integrating NBS measures and possible implementation barriers and facilitation in the Ghanaian context, which can be linked to combating the challenges that the Ghanaian spatial planning and flood management authorities face. The research, therefore, contributes to knowledge of how NBS can be integrated into spatial planning systems and flood mitigation schemes in Sub-Saharan African regions.

Evaluating diffusion in policy designs: A study of net metering policies in the United States

AbstractIn the United States, some of the most important environmental policy innovations of the past decades have occurred at the state level. Net metering policy is one kind of policy that states have widely adopted in support of decarbonization goals. The widespread adoption of net metering policies varying in policy design, defined here as policy content, offers an opportunity to investigate to what extent policies that diffuse widely bear comparable designs, and furthermore, what factors influence diffusion in policy designs. Availing these opportunities, in this paper, we investigate (1) how (dis‐)similar the designs of American states' original net metering policies were; and (2) what factors explain the diffusion of policies that share similar design elements. To support our investigation, we model using event history analysis in a directed dyad setting, the factors that explain differential duration to adoption of net metering legislation containing specific elements of design by policy receiver states. We find that bipartisan legislatures are more likely to adopt the majority of design elements. This suggests that net metering appeals to policy makers across the political spectrum and that the latter compromise in integrating elements of policy design that benefit or burden different constituents. We also find that over time, states become less likely to emulate policy designs from jurisdictions whose citizenry embraces dissimilar values, suggesting that policy makers learn to tailor incentives to their local policy targets.

Is the photovoltaic power generation policy effective in China? A quantitative analysis of policy synergy based on text mining

To achieve carbon neutrality by 2060, the Chinese government needs to establish effective policies for promoting renewable energy. However, there is a lack of research on the quantitative assessment of policies and policy synergies. Focusing on the photovoltaic power generation policies in China, this study quantitatively examines the degree of synergy of the policies in terms of promulgating departments, goals, and measures. Additionally, this study expands the existing quantitative research on policy content analysis. The results show that changes in the degree of synergy between policy goals and measures tend to be consistent and that China's policies on photovoltaic power generation have gradually shifted to the combined use of different policy measures. Moreover, China relies more on traditional administrative resources and employs strong administrative power approaches, such as macro planning, regulation and supervision, and fiscal policies. Meanwhile, market-oriented approaches, such as financial measures, have not produced strong synergistic effects. Furthermore, the relative lag in policy formulation has resulted in a lack of policy continuity and systematization. Hence, the Chinese government should enhance the synergy between market-oriented and other policy measures, strengthen the structure of the policy system, promote cooperation between policy-promulgating departments, and improve the early warning mechanisms for policies.

Implementasi Kebijakan Pelayanan Perizinan Usaha Mikro Kecil Menengah Berbasis “Online Single Submission Risk Based Approach” (Oss Rba) Di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Kabupaten Bintan

The system (OSS RBA) is a platform for administering business licensing that is digital-based and has been issued for business actors who will carry out business activities assessed based on the level of risk of business activities. The purpose of this study is to find out the Application of the Policy Contents of Government Regulation No. 5 of 2021 Concerning the Implementation of Risk-Based Licensing Services for MSME Actors by the DPMPTSP of Bintan Regency. The related indicators in this study are: 1). Government Regulation, 2). Resources, 3). Communication, 4). Disposition or Attitude of Executors, 5). Assisted Services Clinic. This type of research uses a qualitative descriptive analysis technique with 8 informants. The results of the research (1) In Government Regulation No. 5 of 2021 the Bintan Regency Investment and One-Stop Services Service already has Standards, Goals and Targets in implementing the OSS RBA system. (2) Resources which include, Human resources that are adequate and have obtained BIMTEK in providing services to business actors, Financial Resources are still inadequate because DPMPTSP applies a budget priority scale for OSS RBA system policies, and Adequate Resources for Facilities and Infrastructure in the process implementation of OSS RBA system services. (3) Communication, DPMPTSP has collaborated with DKUPP Bintan Regency which has been granted derivative access rights for the OSS RBA system and socialization has been underway to business actors who are micro, small and medium enterprises

Decentralized Policy-Hidden Fine-Grained Redaction in Blockchain-Based IoT Systems.

Currently, decentralized redactable blockchains have been widely applied in IoT systems for secure and controllable data management. Unfortunately, existing works ignore policy privacy (i.e., the content of users' redaction policies), causing severe privacy leakage threats to users since users' policies usually contain large amounts of private information (e.g., health conditions and geographical locations) and limiting the applications in IoT systems. To bridge this research gap, we propose PFRB, a policy-hidden fine-grained redactable blockchain in decentralized blockchain-based IoT systems. PFRB follows the decentralized settings and fine-grained chameleon hash-based redaction in existing redactable blockchains. In addition, PFRB hides users' policies during policy matching such that apart from successful policy matching, users' policy contents cannot be inferred and valid redactions cannot be executed. Some main technical challenges include determining how to hide policy contents and support policy matching. Inspired by Newton's interpolation formula-based secret sharing, PFRB converts policy contents into polynomial parameters and utilizes multi-authority attribute-based encryption to further hide these parameters. Theoretical analysis proves the correctness and security against the chosen-plaintext attack. Extensive experiments on the FISCO blockchain platform and IoT devices show that PFRB achieves competitive efficiency over current redactable blockchains.

Methodological reflections: Developing the WHO database of Violence against Women policies.

This paper presents methodological reflections from the development of the WHO Violence against Women (VAW) Policies Database to inform future efforts to create similar public health policy databases for government accountability. Using the WHO Global Plan of Action on Violence accountability measures as a starting point, the Database was developed over a two-year period in consultation with a reference group. A subset of indicators was piloted before finalization of a full list and the structure of the Database. Available VAW policies from 194 WHO Member States were reviewed by a team of consultants, who conducted content analysis and data entry. A 'Manual and User Guide' was developed to record decisions related to the processes for developing the Database. This guide was used to draw out key reflections in relation to policy indicators; inclusion criteria for policy documents; languages and analysis; quality assurance; and sustainability. The process of developing the Database evolved iteratively in response to many factors, including the content of policies and the specificities of policy-making in each jurisdiction. Pragmatic decisions about the number of indicators and the types of policies to review were informed by pilot tests across a range of geographies. Standardization of analysis and data entry was ensured through the provision of in-depth guidance for researchers, and regular and open communication within the team was key to quality assurance. Online translation services enabled review of policy documents in most languages. Documentation of the methodology ensured that others could replicate processes with fidelity in the future. Despite complexities, it is possible to develop a sound methodology for analyzing the content of policy documents in a manner that yields findings that are useful in holding governments accountable for the commitments to address VAW and other public health issues in policy.

Tracing policy diffusion: Identifying main paths in policy citation networks

Citation-based main path analysis (MPA) has been widely applied to identify developmental trajectories of science and technology, while rarely used to detect paths of policy diffusion. Compared with scientific publications and patents, policy documents show some distinct characteristics, such as citation relationships with different legal validity, which could be considered to improve the policy citation analysis. To this end, this study formally constructs a policy citation network based on a plethora of citing/cited links embedded in the textual content of policy documents and proposes a preference-adjusted main path analysis (PMPA) approach to track historical routes of policy diffusion. PMPA incorporates two kinds of policy citation preferences, including validity bias and time bias. An evidence analysis from China’s new energy policies (NEPs) is implemented to show the efficacy of the proposed approach. The results unveil that the preference-adjusted main path approach can capture more important policies and more informative main paths of policy diffusion than the original MPA. Moreover, our research can yield in-depth insight into the evolutionary process of policy diffusion and provide guidance for policy-makers and industry decision-makers to formulate practical policy-making.

IMPLEMENTASI PROGRAM PEMBERDAYAAN MASYARAKAT (PRODAMAS) DALAM PERCEPATAN PEMBANGUNAN INFRASTRUKTUR (STUDI KASUS KELURAHAN NGRONGGO KOTA KEDIRI)

Prodamas is a breakthrough program of the Kediri City Government in accelerating regional development through direct community participation (empowerment). Prodamas seeks to realize the ability and independence of the community in infrastructure development, community economic improvement, and social community. This research uses descriptive research with a qualitative approach which is limited by the research focus, namely (1) Implementation of the Community Empowerment Program (Prodamas) in Ngronggo Village, City District, Kediri City seen from Merilee S. Grindle's theory which contains policy content and implementation context; (2) Supporting and inhibiting factors for the implementation of Prodamas. The data analysis method uses the Interactive model according to Miles, Huberman, and Saldana (2014) with four stages, namely data collection, data condensation, data presentation, and conclusion drawing. The results showed that the implementation of the Community Empowerment Program (Prodamas) in Ngronggo Village, City District, Kediri City based on policy content and implementation context is in accordance with the theory of Grindle (2017), it's just that the desired degree of change has not been measured, then the resources used need development and adjustment. Supporting factors for the Prodamas program come from human resources, teaching, budget, facilities and infrastructure, and academics. Meanwhile, the inhibiting factors come from bureaucratization which is still complicated, human resources, and the fact that the Prodamas program is still ineffective.

Examining the debate on government's communication strategies for covid-19 management in online media: A content analysis

The Covid-19 pandemic has had far-reaching effects worldwide, impacting various aspects of society and the economy. For this, governments have faced significant challenges in addressing this global crisis. Amidst the outbreak, there have been public debates and disputes surrounding government communication and policies related to Covid-19. The lack of public understanding of the implemented measures has led to criticism of the government's response, seen insufficient and ineffective in communicating with the public. This study focuses on analyzing controversies and debates surrounding government policies during the early stages of the pandemic. Using a quantitative content analysis approach, the study examined policy content sourced from popular Indonesian news media portals. The research findings indicated that the president played a central role in conveying government policies, which primarily focused on macro-level strategies to combat the pandemic. However, the communication of these policies has generated significant controversy and discord among the public.

Analyzing Barito River Channel Management's Policy Implementation in Using Natural Potentials to Increase Income

The purpose of this research is to analyze and find out the implementation, constraints in the process and strategies that can be used as a solution to the obstacles in the policy process for managing the Barito River Channel in exploiting natural potential as an increase in income in the Province of South Kalimantan. This study uses the theory of policy implementation put forward by Grindle which consists of policy content and policy context. The research method used is a qualitative approach with a descriptive research type. Informants in this study as many as 10 people. The data analysis technique used is data reduction, data display, and conclusion. The results showed that the implementation of the Barito river channel management policy in exploiting natural potential as an increase in income for the Province of South Kalimantan had been carried out properly and PT. Ambapers will obtain a concession for the next 20 years. To increase revenue, a strategy is needed to explore potential levy objects, renegotiate the profit-sharing system with partner companies, develop lanes in the Barito River Channel so that ships with a larger capacity can pass through, develop tourism potential in the Barito River Channel. Barito River, developing a new business in the field of boat rental, developing a business in the accommodation and lodging sector for crew members operating in the Barito River Channel, and developing shipping lanes in the Barito River Channel up to the province of Central Kalimantan.

The Relationship between Content of Policy and Context of Implementation towards the Deradicalization Program Mediated by Collaborative Governance: A Proposed Model

This research aimed to predict and analyze The Relationship between Content of Policy and Context of Implementation towards the Deradicalization Program Mediated by Collaborative Governance in Indonesia. This research was very significant due to the ontological level and sociological level for improving the deradicalization program. The problem was studied by conducting a quantitative research method. Data were collected through survey questionnaires to 100 prison guards in Indonesia and from related documents. Data were analyzed statistically by using Partial Least Square (PLS). The results were as follows: Content of Policy positively affected the Deradicalization Program, Context of Implementation positively affected the Deradicalization Program, Content of Policy positively affected the Collaborative Governance, Context of Implementation did not affect the Collaborative Governance, Collaborative Governance positively affected the Deradicalization Program. The Collaborative Governance mediated Content of Policy on the Deradicalization Program, the Collaborative Governance did not mediate Context of Implementation on the Deradicalization Program. This result provides a recommendation for academicians and practitioners in making a better public policy development and collaborative governance on the deradicalization program.

Implementasi Program Sistem Informasi Kinerja Pegawai Kabupaten Probolinggo (SIKePPo)

To improve and supervise the performance of the State Civil Apparatus (ASN) within the Probolinggo Regency Government, the local Regional Personnel Agency (BKD) made a breakthrough with a reporting application. Performance reporting through an application called SIKePPo or the Probolinggo Regency Government Employee Performance Information System application. The program implementation by the Regional Personnel Agency (BKD) of Probolinggo Regency seeks to improve personnel management and administration quickly, precisely and accurately. Although this program has been implemented well, it has not yet achieved optimal results. This study seeks to analyze the effectiveness of the implementation of program policies in the BKD of Probolinggo Regency. The two problems studied are: (1) the effectiveness of the implementation of the web-based SIKePPo program at the Probolinggo District BKD, and (2) the factors that influence the implementation of the SIKePPo program. The purpose of the study was to determine the effectiveness of the implementation of the web-based SIKePPo program at the Probolinggo District BKD and the factors that hindered the implementation of the web-based SIKePPo program at the Probolinggo District BKD. The approach used in this research is descriptive qualitative method with the application of Edwards III theory and Bambang Sunggono theory. Data was collected by means of observation, in-depth interviews, and documentation. The selection of informants used purposive sampling technique, and qualitative data analysis was inductive. The results showed that the implementation of the web-based SIKePPo program at the BKD of Probolinggo Regency was running quite well in accordance with the four elements that determine policy implementation, namely communication, resources, disposition, and bureaucratic structure. The factors that become obstacles in the implementation of the web-based SIKePPo program at the Probolinggo District BKD are related to policy content, HR support, infrastructure and communication facilities.

Implementation of social assistance policy for communities affected by the covid-19 pandemic in DKI Jakarta Province

The Covid-19 pandemic has significantly impacted health and the economy, leading many countries, including Indonesia, to launch social protection programs to mitigate the negative effects of the crisis. This research employs a qualitative research method with purposive sampling in selecting informants. Data analysis is conducted using the Miles and Huberman method, supported by the Nvivo 12 application. The research findings indicate that the implementation of social assistance policies for communities affected by the Covid-19 pandemic in DKI Jakarta Province involves two main aspects: policy content and policy implementation context. The policy content aspect encompasses factors such as influencing interests, types of benefits provided to the community, the expected extent of change, the roles of policymakers, the implementation of social assistance programs, and the limitations of available resources. On the other hand, the policy implementation context aspect includes power, interests, and strategies of the actors involved, the characteristics of institutions and authorities distributing social assistance, as well as the compliance levels and responses from policy implementers.

SOCIOECONOMIC POLICY EVALUATION: PARTISANSHIP AND PARTISAN BIAS EFFECT

Public support of socioeconomic reforms is one of the most important factors for their successful implementation, and conversely, lack of public approval doesn’t allow achieving the expected effect and may result in negative externalities. In this regard, it is relevant to study the origins of people’s opinions and factors affecting their evaluation of social and economic policies. This paper is devoted to the following aspects of this multidimensional problem as partisanship and partisan bias. Their research has been actively promoted by foreign scientists, but so far presented extremely limited in Ukrainian literature. In this paper the critical review of foreign scientific papers devoted to this topic is presented; the main hypotheses about the influence of party identification on public opinion and the effect of partisan bias are highlighted; features of the methodology are noted and research results are summarized. The methodology used by foreign specialists for research of this problem is based on experimental methods, among them the main place belongs to laboratory experiments. A laboratory experiment means observing people’s behavior (participants’ behavior) under strictly controlled conditions when the influence of uncontrolled factors is limited to a minimum. In foreign studies of partisan bias and its influence on citizens' evaluation of socioeconomic policies, laboratory experiments serve as the main tool for testing hypotheses. The results of the research give evidence, on the one hand, that the partisan bias mechanism provides wide possibilities to manipulate the people’s opinion and public opinion in general, on the other hand, that correct objective information about the policy content and goals can significantly weaken the partisan bias effect. Foreign studies prove that party signal influence depends on the people’s properties, policy content, political systems, and party characteristics. In Ukraine, there is a lack its own research in this field, however, as democratic institutions, civil society, and people’s political consciousness and activity develop, these studies become more relevant to the political and economic life in Ukrainian society.

Invisible energy policy and schools: how energy issues feature in the policies and documents of a UK secondary school

There is a growing research literature focused on ‘invisible energy policy’ that explores the complex links between policies in non-energy sectors and energy demand. Invisible energy policies are those that do not include energy as a visible policy objective but still pose implications for energy demand that are largely unrecognised in non-energy organisational settings. Within this innovative area of analysis, to date, little attention has been paid to how ‘energy’ features in the discourse of non-energy contexts. This paper makes a distinctive contribution by examining how energy issues, such as energy demand, travel, and energy skills, do or do not feature in the policy and wider strategy of a non-energy policy setting. The research focuses on the content of policies and other documents in the non-energy policy context of UK secondary schooling, using a case study approach. It aimed to identify how energy surfaces and/or remains absent in different types of documentary evidence at the school. The textual analysis shows how openings for energy to surface as a concern at the school are often heavily bounded in specific policy areas, such as sustainability and education. It also foregrounds the lack of recognition in the sample for how school operations and strategy can produce demand for energy more fundamentally. It argues that these openings for energy to surface can provide points of negotiation to discuss the more fundamental energy impacts of policy. The paper concludes by reflecting on the analysis’ implications for research on ‘invisible energy policies’ and low-carbon transitions.

The Content and Structure of Tourism and Public Policies: A Temporal Analysis of Stability and Change

Significant shifts in policy agenda and priorities may occur when exogenous and discontinuous macro-level events such as disease outbreaks, political transformations, and abrupt developments in visitor markets transpire. Such swings can be considerably challenging not only for policy-makers and decision-makers but also for stakeholders, especially when policy areas like employment, quality of life, housing, health, and education are weighed against growth and development considerations for hospitality, tourism, or other sectors. In extreme cases, policy swings can exacerbate social conflicts and cause commensurate disruption. Using the Hong Kong and Macao Special Administrative Regions of China as pooled comparative cases of policy-making, this study examines the content and structure of tourism-related and general policies across a 20-year pre-COVID period, how the different policy areas evolved and shifted in priorities, and the temporal correspondence of policy swings with factors, context, and conditions that likely precipitated them. The study adopts a mixed-methods approach combining large-scale text mining and content analysis of a large corpus of policy documents with qualitatively matching emergent macro policy shifts with relevant co-occurring events, aided by a theoretical framework generated from past studies. By unveiling the complicity of governance, social, and environmental conditions as well as external events with fluctuating policy priorities, the study dispels the static nature and fixed-planning perspectives of policy-setting, thereby advancing (a) a nascent framework by which policy-makers and decision-makers can adopt contingent and adaptable approaches to policy-making and (b) concrete principles for grasping the significance of tourism vis-à-vis public policies.
