Engineering Leadership in Public Policy Resolution

Since the mid-1960s it is not unusual for large public projects to be highly controversial. Frequently the conflict is more about the values being supported by the goals of these projects than about their technical aspects. Nevertheless, resolution of pertinent public policy conflicts is essential if a proposed project is to proceed and avoid litigation or termination. The list of interested parties may include a wide range of public entities as well as private citizens. Of the potentially involved parties, it is typically the engineer who is in the best position to understand the project and to identify new alternatives and options to meet the project's goals, while maintaining public confidence. To be successful in this endeavor the engineer must provide leadership, apply “new” tools, and possibly act as a facilitator to hear the issues, seek new approaches, and promote solutions that simultaneously meet the public's concerns and the project's objectives. Performance analysis of cut-through buffered banyan networks with finite buffer size

In this paper, we present an analytic model to estimate the performance of cut-through buffered banyan networks with finite buffer size. Two conflict resolution policies are considered in order to resolve conflicts when two packets are destined to the same output link, and their performances are compared. Our analytic model enables analysis of the networks in which buffers are unevenly distributed, i.e., each stage has a different buffer size. It is shown that if buffers are properly distributed in the network, higher throughput and lower delay are possible, although the improvement is considered small. Finally, in order to validate our model, some analytic results are compared to simulation.

Concurrency Control for Replicated Data in Distributed Real-Time Systems

The design and implementation of time-critical schedulers for distributed replicated database systems must satisfy two major requirements: transactions must be able to meet the timing constraints associated with them, and mutual and internal consistency of replicated data must be preserved. In this paper, we present a replication control algorithm, which integrates real-time scheduling and replication control. The algorithm adopts a majority consensus scheme for replication control and attempts to balance the criticality of real-time transactions with the conflict resolution policies of that scheme. The algorithm employs epsilon-serializability (ESR), a correctness criterion which is less stringent than conventional one-copy-serializability, to guarantee the robustness of the scheme. The performance of the algorithm is evaluated and compared with a real-time token-based algorithm. The algorithm is extended to use the notion of quorum consensus, and the effects of read quorum on the performance is investigated.

On a class of Banyan networks and tandem Banyan switching fabrics

This paper examines the operating characteristics of a class of tandem Banyan switching fabrics (TBSF's) built using bi-delta networks. We use the functional equivalence between bi-delta networks to induce an equivalence between TBSF's. A weaker form of equivalence guaranteeing identical performance under conditions of symmetric traffic is studied, and a sufficient condition for weak equivalence between functionally distinct TBSF's is established. These results hold for a variety of conflict resolution policies (CRP's) in addition to the one studied by Tobagi et al. (see IEEE J. Select. Areas Commun., vol.9, p.1173, 1991). Simulations indicate that a TBSF constructed by cascading omega networks, (or in fact any other TBSF in its weak equivalence class), performs better than the two TBSF's studied by Tobagi et al., and converges rapidly to a theoretical lower bound on the loss rate, in the region of interest. A token-based synchronization scheme for distributed real-time databases

Schedulers for real-time replicated database systems must satisfy two major requirements: transactions should meet their timing constraints, and mutual consistency of replicated data should be preserved. In this paper, we present a synchronization scheme, prove its correctness, and evaluate its performance in a distributed real-time database system. The algorithm adopts a token-based scheme for replication control and attempts to balance the urgency of real-time transactions with the conflict resolution policies. In addition, the algorithm employs epsilon-serializability (ESR), a new correctness criterion which is less stringent than conventional one-copy-serializability. The algorithm is flexible and very practical, since no prior knowledge of the data requirements or the execution time of each transaction is required.

Bilateral Institutions and Transgovernmental Relations Between Canada and the United States

Preceding essays have documented the dramatic growth of transnational relations between Canadians and Americans and have emphasized the development of new issue areas—private, local, regional, and national—between the two countries. As these relations expand in scope, complexity, and occasionally conflict, we would expect to see a corresponding growth in Canadian-American institutions to provide mechanisms for policy coordination, bargaining, and conflict resolution. The increase in formal governmental institutions between Ottawa and Washington has indeed been notable, but we must not conclude that these institutions constitute the core of the intergovernmental relationship. The informal and formal communications between federal government bureaucracies and between officials of the states and provinces are no less important; hence, the essay will focus not only on the bilateral institutions but also on the phenomenon that Nye and Keohane have called transgovernmental relations, that is, the non institutionalized relationships between subunits of governments and the activities they undertake that remain reasonably immune from central control (see their preceding essay in this volume).

Judicial Review as Political Behavior: A Temporary Check on Congress

Nullification of federal statutes by the United States Supreme Court is conceptualized as conflict over public policy. Two expectations prevail in an effectively functioning democratic system: (a) public policy conflicts between elective and nonelective agencies will be minimal and (b) such conflicts will tend to be resolved in favor of the elective agency. Differential attitudes within a nonelective agency, however, may lead to deviational behavior. Hypotheses concerning the attitude structure of nonelective actors and ultimate resolution of policy conflicts between the Court and Congress are formulated and tested. The results suggest that (1) the conflict rate is a function of an attitude continuum and (2) there is a pronounced tendency toward resolution of policy conflicts in favor of the elective agency. S.
