Policing terrorism in India

Policing terrorism in India is fraught with difficulty. India is a large, heterogeneous democracy that is surrounded by countries experiencing their own intense problems with terrorism. The legal structure, inherited from the colonial past, is struggling to cope with the demands placed upon it by a country of 1.1 billion. India is a federation and this also complicates the structures needed for counter-terrorism. Despite the democratic framework, policing in India is largely an inheritance from the non-democratic colonial past—a past that paid scant regard to the doctrine of separation of powers. Given these problems, India’s performance in policing terrorism has been mixed. We should not look for any early resolution of the problem of terrorism, either through preventive investigation or political amelioration of the issues that contribute to terrorism. But for all of that, India has done well to adhere to its basic democratic norms in the face of what is, by Western standards, a major terrorism problem.

Education Professionals and the Construction of Human Rights Education

The UN Decade for Human Rights Education began in 1995, and since that time many nations have reported activities and programs in line with the decade (United Nations 1998; UNHCHR 2005). While 1995 was a pivotal year in the history of human rights education, the curricular movement neither began nor ended with the UN Decade. Human rights education has been developing for several decades, and efforts to introduce human rights into formal school curricula have included diverse and ongoing activities by nongovernmental organizations (NGOs), intergovernmental organizations (IGOs), and dedicated individuals throughout the world. Beyond advocating for human rights education in schools, the actors involved in promoting human rights education also have been involved in creating and developing a curricular movement. This article builds on previous comparative education research by analyzing the current discourse surrounding this emerging education model— human rights education. The first section provides a brief history of human rights education in formal education. The second section reviews research on international reforms, emphasizing analyses of processes in global diffusion and variation at national or local levels. Closely related, the third section discusses linkages and relational and associational processes that spread ideas and construct new models such as human rights education. Analysis of issues of e-government in Indian police

This paper reports the proliferation of e-government in a critical domain of civil administration, namely, police in India. The research brings out a whole array of issues, possible relationships, trends and impacts of e-government in the given domain. The paper also serves to suggest a possible framework for studying the response of a segment of governance to embracing e-government. A questionnaire-based survey was used to elicit the responses. The findings help point to which direction the policymakers need to redirect their attention to reinforce the momentum of e-government.

The police are faced with new challenges in a democratising India that is beset with corruption, and has a predominantly parochial social structure, an unequal distribution of national wealth and prevailing poverty. Policing urban areas is also becoming difficult in view of increases in the poor, the unemployed, organised crime, pressure on infrastructure and basic amenities, illegal settlements and ruralisation of the urban territories. There has been a growing perception of the decaying policing system in terms of credibility, popular image, corruption and attitudinal dimensions of policing in India (see Indian National Police Commission Report, vol. II, Delhi: Government of India, 1979).

Women Police Stations as a Dispute Processing System

In 1992, the Tamil Nadu State government in India began to introduce all-women police stations whose primary role is to deal with crimes against women, including family violence and dowry disputes. Dowry giving is a customary practice in India, which often results in disputes between young wives and their new families. As a result, the young women may be subjected to physical and mental ill treatment, sometimes resulting in death. Using detailed data from 474 case records and interviews with 60 dowry victims, the present study examines how women police stations serve as a dispute processing system, and describes the services extended by the stations to the victims of dowry disputes. Many cases were successfully resolved and violence was frequently reduced. The study holds implications for the extension of training in dispute resolution for women police in India.

The armed police in the British colonial tradition

The model of policing which originated in Ireland was designed to police a foreign land and is known as the colonial system. Describes the influence of the colonial model in the development of the armed police in India, used for order maintenance rather than the prevention and detection of crime. Contrasts with the Metropolitan Police system are drawn and the history of the Indian police is outlined. Although successful in protecting British commercial and political interests in the past it no longer serves the more recent needs of India, e.g. dealing with underlying social problems, allowing democratic ideals and freedom. A civilian model needs to be developed.
