The More You Travel The "July 21" Road, The Wider it Gets

Abstract It has already been six years since Chairman Mao issued the brilliant directive to "take the road of the Shanghai Machine Tool Plant and train technicians from among the workers." For the past six years, the working class of Shanghai has been resolutely moving forward in the direction Chairman Mao has led. Besides selecting a large number of workers with practical experience to enter higher-level schools to study each year, the mass movement for factory-run schooling has been intensively developing every day. So far, over 90 percent of the whole city's major industrial enterprises have already launched various forms of technical education. Altogether, there are over 200,000 staff and workers taking part in technical study. The entire city has 48 schools like the "July 21" Workers' University of the Shanghai Machine Tool Plant and over 7,700 students. There are over 300 spare-time secondary technical schools. In addition, there are also a great number of short-term technical training classes and all kinds of spare-time education.

The Economy of China: A Tourist’s View

I visited the People's Republic of China for two weeks, September 8-22, 1972, together with Professors John Kenneth Galbraith and Wassily Leontief, in the first of a series of visits by U.S. academicians and scientists arranged by the Federation of American Scientists and the Chinese Academy of Sciences. Our hosts were the Academy of Sciences, the Scientific and Technical Association, and Peking University. We spent a day in Canton, a week in Peking, a day each in Nanking and Hang-chow, three days in Shanghai, and nearly two days traveling by train. We spent two and a half days in Peking in discussions with economists from Peking University and from the Academy's Institute of Economics. A similar but less elaborate discussion took place in Shanghai with economists of Futan University. In addition, we visited an arts and crafts workshop, a cotton textile factory, a machine tool plant, a rural people's commune, a grocery supermarket, a large department store, an industrial exposition, a high school, and a hospital. We found all of these visits and discussions extremely informative. Nevertheless, we are acutely aware of the vast gaps in our information about the Chinese economic system. Very few macro-economic data were available to us, and we were not able to talk to economists and other responsible officials in the planning and operating agencies of the government. Strive to Build a Socialist University of Science and Engineering

Due to the intimate concern of our great leader, Chairman Mao, and the Party Central Committee under the leadership of Chairman Mao and Vice Chairman Lin, the proletarian revolution in education at Tsinghua University is flourishing. For over a year now the working class has led the revolutionary faculty, students, and workers in the school in holding high the banner of unity and victory of the Ninth Party Congress. Following Chairman Mao's brilliant ideas for educational revolution, and taking as the key link the "May 7 Directive" to "take the road of the Shanghai Machine Tool Plant by training technicians from among the workers," they are currently striving to build a socialist university of science and engineering.

Current Trends in the Reform of Higher Education in Communist China

After Chinese Communists launched their Cultural Revolution, most of academic authorities, specialists, and professors in institutions of higher learning were criticized and severely condemned in struggle campaigns; equipment, instruments, and facilities of these schools were sacrificed in armed struggles, old educational system was destroyed, and old teaching materials were denounced. For last three years, therefore, higher education in Communist China has remained in a vacuum. It was not until second half of 1968, when Chinese Communist Party announced policy that the reform of science and engineering education must follow road of Shanghai Machine Tool Plant and three other pilot programs, that a general outlook for reform of higher education emerged.

The Reform in Education at Colleges of Science and Engineering as Viewed From the Struggle Between Two Lines at the Shanghai Institute of Mechanical Engineering (An Investigative Report)

The former Shanghai School of Machine Building was mentioned in the investigation report entitled "The Way To Train Engineering and Technical Personnel As Viewed from the Shanghai Machine Tool Plant." It is the predecessor of the present Shanghai Institute of Mechanical Engineering. It was established in 1952, and operated under the jurisdiction of the First Ministry of Machine Industry. It was converted into a collegiate institute after it was integrated into the regular system of institutions of higher learning. Because of this conversion, there were many thought-provoking developments.

Business Comes Out of the Depression

T HERE HAS BEEN a slight depression. You would hardly know it from current stock market activity, daily increases in commodity prices, steel production or advertising lineage or the real scarcity that has just developed in the available supply of young men interested in selling jobs. Sales managers of large producers selling to retailers and to industrial users report that the supply of recent college graduates is exhausted, and they have not yet found an effective way of recruiting non-college prospects. Railroads are putting back on the sheets freight and passenger runs that have been suspended for years. Railroad shops are active again. Locomotive works and car builders are operating, some on double shifts. Machine tool plants are busy. The automotive and tire industries have set a fast pace in the consumer goods field, following closely by the textiles, shoe and apparel industries. Rayon production is at an all-time peak. Active markets are everywhere, for the man who knows how to reach them. Retailers are handling a holiday business equal in physical volume to the peak of 1929, and short of it in dollar volume by no more than the difference in price levels. You see few vacant stores, and fewer vacant houses anywhere.
