The design scheme of urban and rural planning management system based on GIS

In urban construction and development, computer technology, information technology and CGI technology have been widely used in urban planning and management, and there are more and more application studies on related information systems. Although excellent results have been achieved in the overall development, there are still many places to be improved. CGI, as a combination of technology and geographic information system technology, applies innovation in the field of urban planning, which can not only show the characteristics of distributed, interactive and dynamic, but also fundamentally ensure the operation efficiency of urban planning management information system. Therefore, on the basis of understanding the current development status and application research of urban planning and management information system, this paper mainly studies the design scheme based on geographic information system technology according to the key technologies of urban planning and management system, so as to improve the effect of traditional urban planning and management and provide more quality services for social residents.

Application of ArcGIS 3D modeling technology in the study of land use policy decision making in China

In this paper, a land use management information system based on ArcGIS 3D modeling technology is constructed to process land use policy decisions through ArcSDE spatial data engine and Oracle relational database to realize a land use planning management information system. Using genetic algorithm in order to use for regional land use optimization allocation, the introduction of multi-intelligent body system in this algorithm will be able to enhance the optimization search ability of the algorithm and make the genetic algorithm to obtain land use planning supported. The behavior of the main body of the integrated land use planning decision maker will guide the development of the quantitative structure of land use in terms of spatial layout toward sustainability. The experimental results prove that the target is better than the other three types of scenarios under the integrated benefit model, then it is reduced by 18.67%, 15.98% and 16.61%, and the number of spatially contiguous areas is increased by 9.4%, 13.8% and 0.8%, respectively. The proposed model can reasonably configure the regional land use quantitative results and spatial layout, and coordinate the needs of different land use decision makers.

Analysis of Incentive Policy Implementation For Regional Health Workers Handling Covid-19 In Regional Financial Management In South Tangerang City In 2021

There are differences in the results of the implementation of Innakesda policy in the regions carried out by the Regional Government. There are local governments that have succeeded in implementing this policy and there are also local governments that have not succeeded in doing so. The analysis was conducted to see the success of Innakesda policy implementation from the dimensions of actors, content, context and processes in local financial management. The location of the research was carried out in one of the areas that successfully implemented the Innakesda policy, namely South Tangerang City. The conclusion of the study provides an illustration that there are situational context factors in handling the pandemic that rely on the role of health workers as the frontline, structural factors on the principle of decentralization of local government administration and cultural factors. Innakesda policy content in the harmonization of regulations and various efforts to evaluate policy implementation is also carried out by the central government and the results are used as input in making improvements to policy content to accelerate the realization of Innakesda in the South Tangerang City. The Political Will of the Mayor of South Tangerang is a key role in Innakesda policy implementation process in managing regional finances from the planning and budgeting stages through integration and coordination of refocusing and budget reallocation while maintaining conformity/alignment of achieving RPJMD targets and staying focused on the COVID-19 handling program. In the implementation and administration stages, the South Tangerang Government pays attention to the principles of order and compliance in regional financial management supported by a smart reporting system using technology for the Planning, Budgeting and Reporting Management Information System (SIMRAL).

Characteristic analysis and integration method of urban planning data based on GIS of internet of things

The analysis of urban planning data provides a fast and effective means of information acquisition and management for urban planning management. However, there is currently no suitable feature analysis method for analyzing urban planning data. In order to conduct a comprehensive and detailed feature analysis of the urban planning data, this paper studies the overall design of the urban planning management information system based on the Internet of Things GIS, and conducts a horizontal spatial difference analysis and a vertical spatial evolution analysis. The composition of land used for 2015–2019 was analyzed from multiple angles including land distribution, and the rational evaluation of urban construction land structure and analysis of construction land trends in XX Province were carried out. City A, City B construction project site selection opinions have the most approved areas; City B, City D and City F construction land planning permits have the most approved areas; City A, City D and City E construction project planning permits have the most approved areas. The total approved area of the construction project site selection submission in XX province increased rapidly from 2015 to 2016, and then fell continuously for the next two years. The highest value of 47.74 % in 2018 and decrease to 36.92 % in 2019. In the past five years, the proportion of land used for public facilities has fluctuated steadily, around 10 %. From 2015–2016, the proportion of land used for public management and service facilities remained basically unchanged, about 10 %. There was a certain increase in 2017, rising to 19.39 %, then decreasing to 6.56 % in 2018, and returning to about 10 % in 2019.

Using XML schemas to structure information models of capital construction facilities

Introduction. Building Information Modeling (BIM) is an auspicious approach that supports management and exchange of semantically rich 3D models across design disciplines. Recently, BIM has gained widespread acceptance in the AEC industry, and it improves the efficiency and quality of the process by facilitating the early exchange of 3D building models. At different stages of the life cycle, a building information model is gradually refined from rough conceptual design to detailed individual components. The task is to develop mechanisms for machine verification (authentication) of data transmitted to/from different systems (for example, from a customer to an expert evaluation authority, from a contractor to the urban planning management information system or any other state information system) in the form of an information model of capital construction facilities or certain components of an information model.
 Materials and methods. To substantiate the choice of the language employed to describe machine-readable documents, various use cases of XML schemas were analyzed, including the use of the Google Trends tool. Information systems, implemented in the Russian Federation, were also considered. Most of them use the W3C XML Schema language to describe XSD schemas.
 Results. A consolidated list of XML schemas, necessary and sufficient to maintain stages of the life cycle of a capital construction facility in terms of interaction with the Urban Planning Management Information System is presented. To ensure interaction between the life cycle participants and state information systems, it is necessary to have the list of XML schemas approved at the federal level. The paper presents matrixes of scenarios for the application of XML schemas in the following coordinates: participants, life cycle stages.
 Conclusions. XML schemas can be supplemented in respect of various stages of a life cycle of a capital construction faci-lity to be verified with due regard for further methodological approaches and changes in regulatory and technical acts; new approaches and the need for this supplementation must be substantiated.

Regional Population Family Planning Board is an institution / agency that functions to control the population by providing information on contraceptives to the community to form family planning. Family Planning is a government program designed to balance the needs of life and population. The family planning program is carried out by the government so that the family as the smallest unit of national life accepts the Norms of a Happy and Prosperous Small Family which is oriented towards balanced growth. To support this goal, it is necessary to collect data on fertile age couples. The fertile age couples data collection activity that was previously carried out manually is an administrative process as well as routine activities carried out. Based on the reality on the ground, the fertile age couples data collection which is carried out manually is deemed ineffective and inefficient. Therefore, it is necessary to implement a Family Planning Management Information System, among others, for online fertile age couples data collection with the aim of creating transparency in fertile age couples data and facilitating data collection on participants of fertile, targeted, and quality family planning couples. The place of research is the Regional Population Family Planning Board Curugkembar Sukabumi District. From the results of the application of the Family Planning Management Information System, it can be concluded that: The application of a Web-based Family Planning Management Information System at the Regional Family Planning Population Board, facilitates and speeds up data processing. The system also allows setting the service schedule and control. In designing a web-based Management Information System program, it minimizes the possibility of errors in the data entry process for fertile age couples on family planning. With the implementation of this Management Information System, delays in making reports will be minimized every month.

Data Flow Design for Power Network Planning Software

In view of the practical difficulties of basic data in the power grid planning work, and combined with the present situation of information systems in power grid companies, this paper puts forward the ideas about how to design planning basic data storage, and the flow of various data in the planning management information system, with the systematic analysis method and system integration mind. Firstly, the systematic analysis and multi hierarchy architecture method was employed to design and implement the power grid planning information system. Then the data flow theory was used to optimize the data flow within the panning system and the data inflow and data interfaces with external planning data source information systems. Finally, the organization architecture of the complex planning data was also designed finally. By applying the above results, a basic database and its advanced functions have been constructed. Practical application shows that the research results of this paper can integrate the existing data resources effectively, and ensure the accuracy and timeliness of the basic data for planning, so as to support the advanced planning function efficiently.

Integration and disintegration: the case of family planning in Haiti

This paper considers the impact of recent efforts to integrate the national family planning programme in Haiti into the Ministry of Public Health and Population as part of a broad-scale effort to improve rural health delivery. In spite of major investment over the last 5 years, there has been a decline in family planning activities, extremely low contraceptive prevalence and a lack of direction in the programme. The family planning management information system did not allow programme leaders and policy-makers to monitor programme results and take corrective action. Too rapid integration, based on little more than conventional wisdom, led to the disintegration of a family planning programme that had shown slow but steady growth and progress for 10 years. Steps needed to improve the situation are discussed.

Trends in Digital Control Applications in Pulp and Paper Industry

The first applications of real-time digital control to pulp and paper industry stem from early 60’s. Then a centralized hardware was applied to quite large and poorly defined problems. These early projects were not very successful; one of the main reasons being the unreliable and limited hardware. During 70’s the so-called packaged systems entered into the market. These were built by using the existing minicomputers and those systems were dedicated to smaller and well-defined problem areas; for example dry end controls of paper machine, batch-digesting, Kamyr digester, bleach plant etc. Today we are ahead a third generation of these systems in the Pulp and Paper Industry. The microprocessor technology has created the powerful microcomputers and the distributed digital instrumentation systems. This has lead to the concept: decentralized control and centralized reporting and supervision. This means that the lowest level of the control hierarchy will be handled by a digital instrumentation system and with a local datanetwork (data highway, bus) a hierarchical structure including area control and coordination, production planning and scheduling and management information system at the higher levels a total mill-wide hierarchy will be built. There is also clearly a trend towards more integration between process control functions and other EDP activities inside the organization. These existing systems and future needs and trends are discussed in the paper.

Design of a strategic planning management information system

Information systems that are to support strategic planning must be developed on bases that reflect the unique nature of strategic organizational decisions. This paper presents a systems design methodology which implements five basic criteria for the design of a strategic planning Management Information System (MIS). The methodology uses discriminant analyses of the perceived importance to managers of various categories of strategic information to delineate the most significant information requirements of various managerial groups. These results are augmented with similar analyses based on the personal characteristics of the potential system users in order to implement a design criterion related to the integrated nature of a planning MIS and a ‘teaching’ objective which is posited to be valid and feasible for such a system.
