Analisis penatausahaan inventarisasi barang milik daerah berdasarkan Permendagri Nomor 47 Tahun 2021 pada Bapenda Kota Manado

Inventory is an activity to collect data, record and report the results of data collection on Regional Property (Permendagri 47/2021). Inventory is carried out to provide good data on Regional Property in an effort to create orderly administration and physical order as well as simplify the implementation of management of Regional Property. This research aims to 1) determine the implementation of regional property inventory procedures in the process of data collection, recording and reporting of regional property data collection results at the Regional Development Planning Agency of North Sulawesi Province; 2) know that the implementation of regional property inventory procedures in the process of data collection, recording and reporting of property data collection results is in accordance with Minister of Home Affairs Regulation Number 47 of 2021. This type of research is qualitative research with a descriptive approach. The research results show that the regional property inventory procedures carried out at BAPENDA Manado City are in accordance with Minister of Home Affairs Regulation Number 47 of 2021 concerning Procedures for Implementing Bookkeeping, Inventory and Reporting of Regional Property. However, there are obstacles that often occur, namely problems in inputting data due to the SIMDA BMD application not yet accommodating all of Permendagri No. 47 of 2021 so that it can hamper the process of inputting BMD data.

Innovative development of the AIC: problems and strategies for their solution

Currently, there are many unresolved problems in agricultural sectors: low level of production and processing of agricultural products, presence of significant number of small-scale farms, financial instability of agricultural entities, insufficient rates of improvement of market infrastructure, which hinders innovative renewal of agricultural sector, and digitalization processes. The goal is to substantiate the strategy for technological modernization of the republic's AIC. The methods are based on scientific research by domestic and foreign scientists, data from the Bureau of National Statistics, Agency for Strategic Planning and Reforming of the RK, scientific institutions, and information from official sources. Results - issues of innovative transformation and use of digital platforms to achieve high efficiency of agro-industrial production and its structural transformations, overcoming challenges and risks that pose threat to the country's agro-industrial complex were studied. Methodological approaches to managing innovation processes are considered, main reasons hindering the achievement of high results in the republic’s agriculture and building its potential are shown: low technical equipment, inefficient use of natural resources, in particular land and water, lack of the necessary system for storage, transportation and sale of products, unattractiveness of this area for investment. Conclusions - analysis of world practice shows that in the context of transition to innovative path of development of agricultural sector, regulatory role of the state, designed to ensure technological progress, increases and becomes a key factor responsible for developing a strategy for creating mechanisms for its implementation and financial support, and formation of a new type of economy. The systematic nature of implementation of innovative projects in agribusiness will help increase the number of jobs and specialists with new competencies.

Analysis of Per Capita Income towards A Poverty-Free Region in Sampang Regency

A poverty-free region is one of the seventeen Sustainable Development Goals (SDGs) targets approved by the United Nations in 2015. It aims to end extreme poverty for all people earning less than $1.25 per day and promote inclusive and equitable development. Per capita, income is one of the critical indicators of human resource development and the economy. This research aims to identify economic growth in the context of per capita income and to monitor and evaluate the achievement of the SDGs Without Poverty in the Sampang district. This qualitative study uses a descriptive analysis approach, with data collection methods including observation, documentation, and library research. The research focuses on the achievement of the SDGs Without Poverty indicator, which consists of five key indicators: (i) Percentage of the population living below the national poverty line; (ii) Implementation of the social protection system; (iii) Guarantee of economic resources and fundamental service rights (health, housing, lighting); (iv) Strengthening and development of disaster-resilient areas, and (v) Government policies and proportions in poverty alleviation, as well as several sub-indicators set by the National Development Planning Agency. The study results showed that the increase in per capita income had a negative but insignificant correlation with the poverty rate. However, per capita income positively impacts realizing the SDGs Without Poverty. It has achieved the goal of ending extreme poverty for all people with an income of less than $1.25 per day.

THE INFLUENCE OF JOB SATISFACTION ON EMPLOYEE PERFORMANCE IN PLANNING AGENCY REGIONAL DEVELOPMENT BONE DISTRICT

This study aims to determine the effect of job satisfaction on employee performance at the Regional Development Planning Agency in Bone Regency. The type of research used in this research is descriptive quantitative. The data processed are the results of distributing questionnaires to employees at the Regional Development Planning Agency Office in Bone Regency with a sample used of 32 respondents. The data analysis techniques used in this study are validity and reliability tests, coefficient analysis and simple linear regression. The results showed that the job satisfaction variable had a positive and significant effect on employee performance at the regional development agency of Bone Regency with a Significant value of 0.000 <0.05 and the coefficient of determination test with an R Square value or coefficient of determination of 0.072, and an Adjusted R Square value of 0.830 or with an influence level of 83% and 17% influenced by the limitations of this research model. Based on the results of this study, there is an Influence of job satisfaction on employee performance at the Regional Development Planning Agency of Bone District.

Examining The Impact of Various Factors on Working From Home

The COVID-19 pandemic has brought about unprecedented challenges, prompting governments worldwide to implement social distancing measures to curb the spread of the virus. As a response, many organizations, including government agencies, have adopted remote work policies, such as working from home (WFH), to ensure the continuity of their operations while safeguarding the health and safety of their employees. The Regional Development Planning Agency of Gunungkidul District is no exception, facing the need to implement WFH measures amidst the pandemic. However, transitioning to remote work presents various challenges, particularly in ensuring the effectiveness and sustainability of public services. Therefore, understanding the factors that influence the successful implementation of WFH in this context is crucial for maintaining the quality and efficiency of public services. This study focuses on identifying these factors by examining six key variables: the availability of computers and internet networks, the ability to master technology and information, HR governance rules, organizational culture, performance evaluation instruments, and the physical conditions of the working environment. These variables were chosen based on their potential impact on WFH within the Regional Development Planning Agency. By utilizing the structural equation modeling method with the partial least squares (PLS) technique, this study aims to analyze the relationships between these variables and their effects on WFH implementation. The survey conducted with all staff of Bapeda Gunungkidul District provides valuable insights into how these factors interact and influence the successful adoption of remote work practices. The results of this study highlight the significant influence of computer and internet network availability on WFH implementation, as evidenced by the path coefficient value of 0.632, the T statistic value of 4.201, and the V value of 0.000. This finding underscores the importance of adequate technological infrastructure in facilitating remote work and ensuring the continuity of public services during challenging times like the COVID-19 pandemic. This study sheds light on the critical factors that impact the successful implementation of WFH in the Regional Development Planning Agency of Gunungkidul District. By understanding these factors, HR management can better navigate the challenges of remote work and develop strategies to optimize WFH practices, thereby maintaining the delivery of essential public services amidst crises.

How Social Media Data Mirror Spatio-Temporal Behavioral Patterns of Tourists in Urban Forests: A Case Study of Kushan Scenic Area in Fuzhou, China

Exploring the spatial distribution of tourist attractions and comprehending the spatio-temporal behaviors of tourists within tourist attractions can provide local planning agencies, destination marketing organizations, and government departments with essential evidence for decision-making processes. This study examines the spatio-temporal behavior patterns of tourists in the Kushan Scenic Area by analyzing GPS trajectory data acquired from social media platforms. The investigation primarily utilizes three research methodologies: grid analysis, Markov chain, and K-means clustering. The grid analysis results reveal three spatial distribution patterns within the scenic area, while the outcomes from the Markov chain and K-means clustering delineate six tourist movement patterns, along with three choices regarding travel time. This finding holds significant practical implications for enhancing the attractiveness of scenic areas, optimizing spatial layout, and improving tourists’ experiences.

The Regional Development Planning Agency (BAPPEDA) of West Aceh Regency plays an active role as a coordinating planner, and controller of implementation as well as researcher and development of regional development. In planning, BAPPEDA coordinates so that regional heads can carry out all tasks and activities in order to achieve harmony, integration and harmony between all agencies, including agencies and regional offices, in order to achieve maximum use and effective results. In planning an infrastructure development is the main task of infrastructure and regional development This study aims to determine the roIe of the RegionaI DeveIopment PIanning Agency (BAPPEDA) in West Aceh district infrastructure development. This study uses a qualitative method, presenting in the process of analyzing information obtained from respondents and informants. Questionnaires, field notes and other official documents are sources of data collected directly at the Regional Development Planning Agency (BAPPEDA) in West Aceh District, while the informants in this study are functional officials and staff in the Infrastructure and Regional Development section (IPW) in Bappeda Aceh Barat District, and the*data collection method was a questionnaire in which 32 respondents were asked a series of questions or written statements to answer. The resuIts of this study can be concluded that the role of the Regional Development Planning Agency(BAPPEDA) in infrastructure development in West Aceh District is a task in the field of Infrastructure and Regional Development, as coordination and synchronization of regional development planning in the field of Infrastructure and Regional Development. And the Regional Development;Planning Agency (BAPPEDA) as a planning agency in the region as a support for government affairs in the field of planning and supporting government affairs in the field of research and development functions more as coordinator of management of infrastructure development both from government agencies and with the private sector/community.

Islamic Education on Quality Digital Culture Transformation in The Succes 2030 SDGs

Facing an era of disruption, there must be a program to prepare human resources with the right digital skills to face change and maximize the potential of Indonesia's digital society. Islam faces increasingly strong pressures from globalization towards the demands of digital culture. The government's efforts are focused on encouraging the achievement of goals and increasing the quality education development index in Indonesia through the SDGs until 2030. Therefore, the aim of the research is to describe Islamic education towards quality digital cultural transformation in making the SDGs 2030 a success. The method in this research uses literature studies which involves library materials such as Bappenas (Regional Development Planning Agency) data, books, journals and other internet-based information. The conclusion of this research is that technology is increasingly bringing innovation and insight into world developments which makes people proficient in its use. Islamic education efforts in maximizing digital culture aim to shape, plan, train and develop every Muslim individual to be proficient in Islamic knowledge and life experiences. So, it doesn't just focus on digital cultural transformation in making the SDGs a success in 2030. But more on how Islamic education controls, designs and encourages digital culture.

The Influence of Leadership and Work Culture through Work Motivation on Employee Performance

The performance of employees at the Tabanan Regency Planning, Research and Development Agency has a big role in achieving organizational goals, therefore improving employee performance is very important to do. There are many factors that can affect employee performance, namely leadership, work culture and work motivation. The aims of this study were to determine (1) the direct effect of leadership and work culture on work motivation, (2) the direct effect of leadership, work culture and work motivation on employee performance and (3) the indirect effect of leadership and culture through work motivation on performance employee. The data in this study were collected using a questionnaire method which was distributed to respondents, namely as many as 55 employees at the Planning, Research and Development Agency of Tabanan Regency. The data analysis technique used to achieve the objectives of this study is path analysis which examines the direct and indirect effects between variables. The results showed that (1) leadership and work culture have a direct significant effect on work motivation, (2) leadership, work culture and work motivation have a direct significant effect on employee performance and (3) leadership and work culture have a significant influence indirectly through work motivation on employee performance.

BUREAUCRATIC REFORM THROUGH ORGANIZATIONAL RIGHTSIZING

The essence of bureaucratic reform is the demand for very fundamental changes to the government bureaucratic structure which has so far been seen as having many internal problems within it. Bureaucratic reform aims to build organizations that are agile and oriented towards public services with a focus on improving bureaucratic institutions. Bureaucratic reform by all regional apparatus including the Regional Planning, Research and Development Agency (BAPPELITBANGDA) of Pasuruan Regency indicates that regional apparatus are obliged to prepare organizational institutions appropriately, both in terms of size, main tasks, and functions and also appropriate for use. One of the Pasuruan Regency government's efforts in institutional reform is to change the nomenclature of Regency Regional Apparatus from BAPPELITBANGDA to Regional Research and Innovation Agency (BAPPERIDA). The type of research used by researchers is descriptive research with a qualitative approach. The data sources used are secondary data and the data analysis techniques used are interactive analysis techniques. The research results show that BAPPELITBANGDA Pasuruan Regency has combined elements of planning, research, and development by following the latest nomenclature. This change impacts the main tasks and functions of BAPPELITBANGDA which does not focus on development planning alone. Still, research and development is one of its main tasks and functions, even though research and development is not yet running optimally. With changes in size and function in the context of rightsizing, it can provide a more appropriate bureaucratic structure, so that the Rightsizing Organization structure can have the right function and size so that it can improve organizational performance. ANALISIS KINERJA BADAN PERENCANAAN PEMBANGUNAN DAERAH (BAPPEDA) KABUPATEN SIDOARJO DALAM PENYUSUNAN RENCANA PEMBANGUNAN JANGKA MENENGAH DAERAH

Development is a common issue faced by several regions in Indonesia. Regional development plans require the role of Bappeda in their implementation The importance of RPJMD in development planning is equally significant to the role and performance of Bappeda in formulating RPJMD for execution. The role of the Regional Development Planning Agency (BAPPEDA) is to serve as the starting point for determining the direction of development by maximizing resources and involving stakeholders in the development process. The purpose of this research is to determine the performance of the Sidoarjo District Development Planning Agency in formulating the 2021-2026 RPJMD The research was conducted using qualitative descriptive method, utilizing data from interviews, documentation, analysis, or observation. The data is then synthesized using a descriptive approach Descriptive methods analyze data in detail and provide a comprehensive and detailed overview of the phenomenon being studied. This research concludes that the performance of Bappeda Kabupaten Sidoarjo in formulating the RPJMD 2021-2026 meets five performance indicators: productivity, service quality, responsiveness, responsibility, and accountability. The performance indicator is in line with the results and processes of the preparation of the Sidoarjo Regency RPJMD for the period 2021-2025 carried out by several relevant government agencies together with the Sidoarjo Regency Bappeda. Child Marriage Prevention Strategy in the Regional Development Planning Board of Bone Regency

This research aims to analyze the effectiveness of the Child Marriage Prevention Strategy program implemented by the Regional Development Planning Agency (Bappeda) in preventing child marriage in Bone Regency. The study employs a qualitative descriptive analysis method through a case study in Bone Regency. Data was collected through interviews with Bappeda, the Women Empowerment and Child Protection Agency (DP3AP2KB), the Ministry of Religious Affairs (Kemenag), and the Watampone Class 1A Religious Court. The findings reveal that the implementation of the Child Marriage Prevention Strategy program in Bone Regency involves collaboration among various sectors and stakeholders committed to preventing child marriage. This mechanism encompasses several steps, including coordination meetings with various stakeholders, and monitoring, and evaluating the implementation and success of programs undertaken by each stakeholder in preventing child marriage in Bone Regency. The effectiveness of the Child Marriage Prevention Strategy program implemented by Bappeda Bone Regency has been proven effective in preventing child marriage, as evidenced by a significant decrease in the number of child marriages and dispensation for marriage cases at the Watampone Class 1A Religious Court in Bone Regency. The Child Marriage Prevention Strategy implemented by Bappeda Bone Regency represents a crucial effort to prevent child marriage, aligning with the principles of Islamic Family Law that prioritize child protection and well-being.

Implementation of Minister of Home Regulation Number 17 2016 At The Development Planning, Research and Agency Wajo District Regional Development

As part of implementing regional government research and development policies, it can carry out its duties and functions relating to; research, development, study, engineering, implementation, operation and evaluation of policies, hereinafter referred to as main research and development, are scientific activities aimed at generating new understanding/methods and/or developing their practical application in the context of science and technology within the scope of domestic governance. This study aims to determine the implementation of the policy of the Minister of Home Affairs Regulation Number 17 of 2016 and to find out the supporting and inhibiting factors encountered in the implementation of the policy of the Minister of Home Affairs Regulation Number 17 of 2016 at the Wajo Regency Regional Development Planning, Research and Development Agency, using the type of descriptive research with a qualitative approach. The results of this study indicate that, the implementation of the policy of the Minister of Home Affairs Regulation Number 17 of 2016, seen from the aspect of content and context shows an improvement in governance according to the analysis of regional research and development in carrying out regional development planning programs, by looking at an interest, the benefits of the policy making changes by involving responsive resources and strategies by implementing actors to apply the policy, this shows that the basic reference for this regulation can be carried out properly.

Analisis Sitem Pengendalian Internal Pada Kas Badan Perencanaan Pembangunan Penelitian Dan Pengembangan Daerah (Bappelitbangda) Kab.Sukabumi

This study aims to find out how the Analysis of Internal Control System in the Treasury of the Regional Developmen Planning, Research and Developmen Agency (Bappelitbangda) Kab.Sukabumi. This research focuses on the internal control system for cash because there is often misuse of agency assets. Therefore researchers are interested in conducting research on Intrenal Control System Analysis on Cash. The method used in this study is a qualitative method. Data collection techniques used are interviews, observation and documentation. The data analysis technique used in this study is by: (1) Collecting data to obtain the desired information. (2) Reducing data or summarizing the main things. (3) Presenting data to draw conclusions. (4) Summing up the results of the research The results of the research show Research and Development Agency (Bappelitbangda) Kab.Sukabumi is good and is in accordance with the system contained in PP No. 60 of 2008.

Conditions for Training Future Teachers on a Tolerant Basis: A Sociological Analysis in Case of Kazakhstan

This article discusses the main conditions and features of the formation of pedagogical tolerance among future teachers. The phenomena of tolerance and social distance are studied, problematic aspects in the field of pedagogical tolerance formation are considered, ways of their solution are proposed. The data of the Committee for the Protection of Children's Rights of the Ministry of Education and Science of the Republic of Kazakhstan, the international rating Kids Rights Index, the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan were used. The theoretical concepts and methodology of the Emory Bogardus scale of social distance are considered. The article also discusses theoretical approaches to the formation of tolerant values among students – future teachers and their practical implementation in the educational process of the university. Pedagogical tolerance is understood as a value, the formation of which is facilitated by conditions whose effectiveness has been confirmed experimentally. The Role of Stakeholders in the Provision of Minimum Service Health Care in Wonosobo Regency

Introduction: Wonosobo regency is one of the districts with the lowest achievement of minimum service standards in the health sector in Central Java. In 2022, Wonosobo District could only achieve 16.67%. The implementation of a policy requires the cooperation of all stakeholders. The low achievement of Wonosobo District shows the lack of commitment of the local government and other stakeholders in efforts to provide health services according to minimum service standards. Objective: This study aims to identify the stakeholders involved and how their roles in the fulfilment of health services according to minimum service standards in Wonosobo district so that it can be an evaluation material for stakeholders in optimising efforts to fulfil minimum service standards. Method: This research uses a descriptive method with a qualitative approach. The research informants were identified using a purposive mechanism based on stakeholder involvement. Primary data collection in this research was conducted through in-depth interviews using tools such as interview guidelines, recording and note-taking equipment. Secondary data was obtained through legislative documents and derivative products issued by the Wonosobo District Government and its subordinate organisations, as well as literature reviews. Result: The results of the stakeholder identification show that there are 9 stakeholders involved, representing policy-making groups (Wonosobo District Parliament, Wonosobo District Secretariat, Wonosobo District Development Planning Agency, Wonosobo District Health Office), policy-implementing groups (District Health Office, PHC and health cadres) and support groups outside the system (sub-district government, village government and PKK cadres). Conclusion: Based on the mapping conducted, there are two categories of stakeholders in this study, namely key players and subjects. Wonosobo District Parliament, Wonosobo District Secretariat, Wonosobo District Development Planning Agency, Wonosobo District Health Office, and PHC are in the key player position. Health cadres, sub-district governments, village governments and PKK cadres are in the subject position.

Features and public financing of digitalization and E-Government: The case of Kazakhstan

In Kazakhstan, for more than 20 years, the state policy on the formation of a single information space, aimed at reducing budgetary resources for the formation and maintenance of information resources of government agencies, as well as the creation of a unified communication environment. The relevance of the article is due to the following factors: the acceleration of digital modernization processes in Kazakhstan under the influence of global informatization and the consideration of the prospects of improving the efficiency of the Kazakh government through the introduction of information technology is not always recognized by society as an institutional advantage. As special methodological tools, the study used experimental, empirical and heuristic methods to analyze factors and identify problems in budget financing in the field of digitalization and E-Government in Kazakhstan. The main source of data is the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan. The main conclusions: there is a need for further economic and political modernization of Kazakh society through the widespread use of information technology, and in our view, the practical approach to the use of public financing to create a real e-government and the prospects for its development in Kazakhstan is interesting.

ANALISIS PEMANGKU KEPENTINGAN (STAKEHOLDER) TERHADAP PENGELOLAAN SUMBERDAYA AIR DAS WAE BATU MERAH KOTA AMBON

This study aims to identify the main roles and tasks of relevant stakeholders in managing water resources and analyze the stakeholders influence and interests in managing water resources of the Wae Batu Merah Watershed of Ambon City. The research method uses a descriptive with a qualitative approach. The sampling method was purposive sampling, which in this research was 13 agencies/institutions/Apparatus Organizations (OPD). The research identified relevant stakeholders main roles and tasks in the management of water resources of the Wae Batu Merah Watershed in Ambon City including 13 Regional OPD/ agencies/ government/institutions. The results of mapping the influence and interests of stakeholders related to water resources management in the Batu Merah watershed show that there are four stakeholders in quadrant I (subjects), namely the Soya State Government, Batu Merah State Government, PT Dream Sukses Arindo and PDAM Kota Ambon. Quadrant II (Player) are the River Basin Center of Maluku Province, the Maluku Provincial Forestry Service. The Maluku Provincial Watershed Management Center, and the Disaster Management Agency of Ambon City. Quadrant III (Crowd) are the Maluku Provincial Watershed Forum, and the Regional Technical Implementation Unit Forest Management Unit of Ambon City. Finally, quadrant IV (context setters), are the Research and Development Agency of Ambon City, the Regional Development Planning Agency of Maluku Province, and the Environment Office of Maluku Province.

Revive Textile and Product Textile Industry Performance Through Improved Implementation of Key Spatial Utilization Program Policies

The space utilization program policy, which is realized in preparing indications for the main space utilization program, is the key to achieving spatial planning objectives and a reference in regional development planning. This research aims to examine and analyze how the Bandung Regency Government (Department of Industry and Trade, Regional Planning, Research and Development Agency, Public Works and Spatial Planning Service, and Environmental Service) implements phase 1 space utilization program policies (2017- 2021) based on a combination of rational model and management models dimensions from Khan and Khandaker's policy implementation theory. The method used in this research is descriptive qualitative through interviews with sources using purposive sampling supported by literature from journals, data, and other reports from central and regional governments that are relevant to the research. The results of this research show that the implementation of the space utilization program policy has not been running optimally, so improvements are needed in terms of maintaining consistency between the main space utilization program and regional sectoral programs, through periodic monitoring before the 5-year review, improving the quality of resources in optimizing expenditure budgeting planning capabilities regional areas, building intense communication with SMEs and increasing cooperative connectivity between the TPT industry which functions upstream and downstream in the Bandung Regency area.
