Construction Path of Rural Study Base Based on Service Design Concept

The establishment of rural study bases offers a promising opportunity to improve educational opportunities and community development in remote areas. This research investigates the development path of rural study bases using service design concepts that emphasize user-centric methods, stakeholder interaction, and iterative improvement procedures. Understanding rural communities' particular needs and goals allows remote study bases to plan and implement meaningful and impactful educational programs and services. Rural study bases strive to build favourable learning settings that encourage active engagement and cooperation by combining physical infrastructure development, digital resource integration, and community outreach efforts. This paper, using examples from diverse industries and situations, discusses essential issues and best practices for efficiently adopting service design principles in the establishment of rural study bases. Finally, rural studies based on service design concepts show promise for improving socioeconomic outcomes and empowering rural people through education. As an outcome, it provides high user satisfaction (94%), effective community outreach, excellent digital resource integration, enhanced academic performance, and strong stakeholder engagement

Tertiary Education Trust Fund Intervention on Physical Infrastructural Development and Financial Resource Generation in Public Universities in South East Nigeria

The insufficient financial allocation and inadequate supply of basic physical infrastructural facilities in Nigerian public universities gave rise to this study on Tertiary Education Trust Fund (TETFund) intervention on physical infrastructural development and financial resources generation in Public Universities in South East, Nigeria. Two research questions guided the study while two hypotheses was tested at 0.05 level of significance. The study adopted a descriptive survey design. The population of the study comprised all the 231 staff from the five (5) federal universities in South East, Nigeria. This consisted of 16 staff in TETFund offices and 215 Heads of Departments in the five federal universities in South East, Nigeria. The entire population was used as the study sample purposively. The instrument used for data collection a was a researcher developed questionnaire. The instrument was validated and the reliability of the instrument was established using Cronbach alpha to determine the internal consistency which yielded a reliability index of 0.72. In analyzing the data, mean scores and standard deviation were used to answer the research questions. The t-test was used to test the hypotheses at 0.05 level of significance. The findings revealed among others that, TETFund intervention had significant impact on physical infrastructural development in federal universities in South East, Nigeria. Based on the findings, it was recommended among others that, TETFund should improve its intervention in providing physical infrastructural facilities towards ensuring qualitative university education in public universities in South East, Nigeria.

THE NEXUS BETWEEN TRADE INFRASTRUCTURE DEVELOPMENT AND EXPORT: THE CASE OF CENTRAL AND EASTERN EUROPEAN COUNTRIES

The focus of economic policymakers in Central and Eastern European countries (CEEC) is on developing and improving national infrastructure, including roads, railways and other forms of physical infrastructure needed for the realisation of economic activities, with the primary goal being to create a favourable business environment for foreign investments and export intensification. The article aims to examine whether the development of infrastructure in these countries has contributed to the increase in exports and to what extent, which would likewise examine the justification of infrastructure investments as a part of the economic strategy and foreign trade policy. The method of panel regression analysis with fixed effects was applied, which confirms the positive and statistically significant impact of infrastructure on export, justifying the initiative for the development of national infrastructure in the observed countries. Based on the obtained results, valid conclusions have been drawn regarding the theoretical and practical implications of the research, which point to the importance of physical infrastructure development as one of the leading determinants for export incentives.

Peran Asia Muslim Charity Foundation Dalam Pengembangan Manajemen Pendikan Islam di Ma’had Al-Birr Universitas Muhammadiyah Makassar

Asia Muslim Charity Foundation (AMCF) as an Islamic philanthropic institution has been a very important role in the sustainability and improvement of the quality of Islamic education in Indonesia. This research aims to formulate and describe the role of AMCF as an Islamic philanthropic in developing education at the Ma'had Al-Birr Muhammadiyah University of Makassar. This research used a descriptive-qualitative approach. Data collection techniques used open interviews, direct observation, and documentation studies. The results of the research show that first, the successful implementation of education at Ma'had Al-Birr is due to the high commitment of Ma'had leaders and Unismuh Makassar in carrying out the vision, mission, and goals of Ma'had education. Second, the form of educational management development implemented at Ma'had Al-Birr is the development of physical infrastructure, human resource development, and the transformation of Ma'had into the Undergraduate (S1) program. The transformation of Ma'had to the bachelor program includes teacher management, leadership management, curriculum management, facilities and infrastructure management, student management, and financial management which are integrated with the academic system of the University of Muhammadiyah Makassar.

Development of Practical Learning Media 5-Speed Manual Transmission

President of the Republic of Indonesia, Joko Widodo, emphasized that currently the focus of education is to provide job skills to the younger generation. Vocational education and training will continue to be strengthened in line with the shift in development strategies from physical infrastructure development to human development. The closer the student is in working life, the better and professional educational goals are achieved. The purpose of this study is to create a 5-speed manual transmission learning media that can be used for learning. There are media test and tool use test with implementation power test and user response. The results of the test showed that media trials and tool use trials resulted in 75% feasibility. Policy coherence for resilience in Sri Lanka coherence of climate change adaptation (CCA) disaster risk reduction (DRR) and sustainable development goals (SDGs)

PurposePolicy coherence is a complex and tough task for many developing nations because their capacity to examine and deliver evidence-based inputs to policymaking is limited, and policy dialogue platforms need to be effectively used. Resolving these difficulties is a critical requirement for policy consistency. As a result, the study focuses on the level of policy coherence for climate change adaptation (CCA), disaster risk reduction (DRR) and sustainable development goals (SDG) in Sri Lanka and suggests routes for policy coherence for Resilience. This study aims to investigate the coherent approach of CCA, DRR and SDG; to identify concerns in policy documents addressing the coherence of CCA, DRR and SDG in local context; and to propose policy coherence suggestions for resilience in Sri Lanka.Design/methodology/approachMethodology comprises a review and content analysis of 17 policy and legal documents in Sri Lanka and a qualitative study. The qualitative approach consists of semistructured interviews that obtained deep and broad expertise knowledge with ten government representatives and stakeholders. Both content analysis and interview data were analyzed by using NVivo.FindingsIt was discovered that there are several issues with the coherence of policies in Sri Lanka, including the fragmented approach, lack of integration, inadequate coordination, limited resources and lack of monitoring and evaluation. The policies are inspired by international frameworks, and local implementations are not focused, leading to inadequate implementation of policies. The lack of development cooperation for the use of innovative approaches, such as climate-resilient infrastructure and environmentally friendly solutions for CCA and DRR, further aggravates the situation. Another concern is the lack of land use management and responsibility for the development of physical infrastructure for DRR integration with CCA. It is found that there is a limited community involvement which is vital for the implementation of policies. Local implementations are encouraged to fill the gaps in existing policies/acts. The analytical framework of the study is based on a preliminary examination of policy documents, a review of the literature and discussions with practitioners. The framework reflects the current situation of policy integration which addresses strategic, conceptual, institutional, operational and financial coherence. The research suggests pathways for achieving policy coherence in CCA, DRR and SDG in Sri Lanka, such as enhancing the strategic coherence by improving goals to increase the coherence within CCA, DRR and SDG; improving the credibility of the unified approach for developing DRR and CCA risk assessments; intensifying institutional cooperation and stakeholder management; improving the common monitoring and evaluation; establishing implementation strategies; and increasing the community involvement.Research limitations/implicationsThe study on policy coherence in Sri Lanka recommends increasing community and professional involvement, conducting more research, developing a national strategy, increasing capacity building, strengthening international collaboration and fostering multisectoral collaboration. These recommendations can help improve policy coherence between CCA, DRR and SDGs, align policies with national goals and priorities and improve implementation effectiveness. By implementing these recommendations, Sri Lanka can address the challenges of climate change and natural disasters and achieve SDGs.Practical implicationsThe study on policy coherence for resilience in Sri Lanka has practical implications, including improved coordination and resource allocation, increased capacity building, improved reputation and sustainability. By integrating CCA, DRR and SDGs, this study can help Sri Lanka become more resilient to climate change and natural disasters, achieve SDGs and become a responsible actor in the international community. These implications can contribute to a more sustainable future and ensure that development goals are achieved in a way that is resilient to climate change and natural disasters.Social implicationsIncreased community participation: the study emphasizes the importance of community involvement in the policy development process. This can help build trust between communities and government agencies, improve transparency and ensure that policies are developed in a way that is responsive to local needs and priorities.Originality/valueBased on the identified existing loopholes in the policies and pathways to policy coherence, the issues in policymaking could be overcome. It could be used to establish strong linkages between policies based on CCA, DRR and SDGs to achieve long-term resilience.

Upaya Pemerintah Dalam Pengembangan Pariwisata Lokal oleh Dinas Pariwisata Kota Bandar Lampung

Bandar Lampung City is currently carrying out physical infrastructure development between the Government and the community hoping that this infrastructure can improve the socio economy of the community in several tourist attraction areas in Bandar Lampung City. The author will describe what the government has done to the local tourism infrastructure in Bandar Lampung City related to the development mechanism and local tourism management efforts in Bandar Lampung City using Cooper, Fletcherm, Gilbert, Stepherd and Wanhill Theory. This research uses descriptive research type with qualitative approach. The data collection techniques used in this research are observation, interview, and documentation. The research locations in this thesis are the Bandar Lampung City Tourism Office and the Bandar Lampung City Public Works Office. As well as three tourist sites managed by the government, namely: Sumur Putri, Batu Putu, and Taman Rusa, The results of the study found that the indicators of local tourism development in the city of Bandar Lampung have not been fully equitable carried out by the government because of the three tourist sites studied by researchers only one tourist location, namely the sumur putri tourist location that gets more government attention in tourism development and for the deer park tourist location is still only limited to not getting extra development from the government and for Batu Putu still needs massive development because it requires a lot of development in each research indicator. As for the supporting factors for the positive response of the community, road access to tourist sites on the main route is good, management from the private sector on facilities and infrastructure in princess wells tourism and the city center and inhibiting factors for government focus, covid-19, government attention and lack of public transportation.

Soft Infrastructure in Smart Sustainable Cities: A Literature Review

Learning from the cases in Indonesia, the proliferation of advanced technologies has engendered a burgeoning interest in smart city promotion as a dominant developmental theme, and this has an association heavily with physical infrastructure development, while there are other things that need to be thought about. The methodology entails the scholarly works, procurement of data, classification of data, and integration of resultant discoveries. The objective of this article is to furnish a thorough and intricate comprehension of the soft infrastructure that upholds crucial infrastructure systems. Qualitative assessments scrutinize outcomes within multiple frameworks to gauge the efficacy of the supple infrastructure in promoting resilience. As a result, the occurrence of the theme of soft infrastructure in smart sustainable cities poses a novel challenge to continuously enhance their skills and expertise. The soft infrastructure in smart sustainable cities addresses business-spatial, cultural-political, and humane-innovation issues. Such resources can effectively address integrated regional challenges and well-conceived planning for cities.

Measuring the physical infrastructure development as poverty reduction program in Kalimantan, Indonesia

Infrastructure plays a vital role in rural development. There is frequently a disparity in infrastructure development between rural and urban areas in developing countries, including Indonesia. Thus, a comprehensive analysis of infrastructure development is required. This study seeks to evaluate the impact of infrastructure development in Kalimantan, Indonesia, using the Physical Infrastructure Index framework. Using principal component analysis, this study develops the Physical Infrastructure Index. Derived from the Village Potential Survey data, the data consists of 30 indicators organized into 7 dimensions. The findings from this research show a disparity in Physical Infrastructure Index between municipalities and districts. This reflects the fact that infrastructure development in Indonesia focuses more on municipalities than districts, which are geographically difficult to access. This disparity contributes to Indonesia's poverty dilemma. It has also been demonstrated that the development of infrastructure has an effect on poverty reduction, whether in regions or municipalities.

Pemanfaatan Limbah Fly Ash dan Spent Bleaching Earth sebagai Substitusi Semen pada Beton Mutu Normal Skala Produksi

In the era of industry and technology in Indonesia, environmental problems due to waste are problems that require wise handling. Fly Ash (FA) waste from PLTU activities and Spent Bleaching Earth (SBE) waste resulting from the palm oil production process are very abundant, thus polluting the environment. Indonesia is currently prioritizing physical infrastructure development, which aims to improve connectivity and encourage economic growth in every sector. The development process that occurs increases the use of concrete. Concrete has a tremendous impact on the environment because most of its composition is cement. The use of cement in the manufacture of concrete results in the emission of large amounts of CO2 gas into the atmosphere, which causes an increase in global warming. The use of concrete can have a lower environmental impact if the use of cement is reduced as much as possible by adding a mixture of FA and SBE wastes. This research will utilize FA and SBE waste in the manufacture of normal concrete production weights and aim to determine the optimal composition of FA and SBE waste that is economically and environmentally feasible. The results of the research by applying FA and SBE substitutions show that FA is better than bleaching earth in the resulting compressive strength. The optimal composition of FA as a substitute for cement to achieve the quality of the planned concrete is 15%, while the composition of SBE as a substitute for cement is 10%. This research attempts to trace the most significant development caused by the information revolution, namely "the Communication Technology" which reduced the distances between different urban communities, or within a single one, eliminated the geographical boundaries and the transformed the world into a global village. This led to the emergence of new forms and bodies to those urban communities; perhaps the most important is the fragmentation of the major cities and the emergence of (Satellite Cities) with global links, rather than hinterlands to the local capital cities as in the past. But in spite of the technological tide of communications and its inevitable impacts, it stays, with all its possibilities, a reaction that occurs only in one direction and within the limits of no more than sending and receiving nothing more. This is what Arab cities had seen in the recent stages of their change.Here arises the problem of the emergence of the communication act as a "Dogmatic" because the whole world revolved around the communications network ... Which in turn became the heart of the system of this era. In light of this problem, this research has sought to find the act parallel if not alternative that will fold the " Communication " between its wings, making it, the stage of the process of response and interaction surpassing the limits of sending and receiving. In other words the transition fromimporting technology to the process of contributing to its production. This only takes place through the investment of the Communications Technology to achieve that which is the highest and noblest, posed in this research by the "Communicativeness" between communities. To achieve this goal it took the building of the theoretical framework, in the light of which we put forward the hypothesis of the research that reads (Communication in its technological dimension and Communicativeness in its social dimension, both, play a role in the formulation of Satellite Cities of the twenty-first century through their essential impact on the physical, social and economic infrastructure development of those cities). The research, then, sought to test the validity of this hypothesis and draw conclusions and recommendations.

An Evaluation of the Implementation of ICT Framework in Jigawa State: A Case Study of Galaxy Backbone Dutse

Rapid development in information and communication technology (ICT) has basically transformed the process and procedure of almost all forms of endeavour within health, education, business, governance, and civil service. Despite the devastating impact of Covid-19 pandemic on world economy, schools closure, businesses, and social activity, the information and communication technology has enhanced economic growth, generated business opportunities and employment, provided effective productivity and enhanced social and government services during the pandemic. The main objective of this study is to evaluate the implementation of ICT framework in Jigawa State. The study employed qualitative case study, where a sample of 20 staff were purposely selected to participate in the study. The findings of the study revealed that the state government has adequately provided physical infrastructural development for the take up of Galaxy Backbone. The government payroll and integrated financial management information system was fully computerized. Surprisingly, the assessment showed that no single amount of money was generated through ICT in the state, and that their target of becoming regional hub for software development and hardware assembling were not achieved. Based on the above findings, recommendations were put forward to the state government that the implementation of ICT framework in the state should be reviewed in order to meet the set target and a trained and professional ICT expert should be employed in the agency to guide the implementation and achievement of the set target.

МІЖНАРОДНИЙ ДОСВІД ПОВОЄННОГО ВІДНОВЛЕННЯ ПРОМИСЛОВОСТІ

Розкрито історико-економічні передумови, окреслено контури політики макроекономічної стабілізації і промислового розвитку, що була імплементована для повоєнного відновлення країнами Європи, Азії, Африки, які переживали війни і конфлікти у ХХ–ХХІ ст. Виокремлено чинники, які визначали траєкторію промислового відродження в кожній країні: глобальні, інституційні, макроекономічні, ресурсні, інноваційно-технологічні тощо. Оцінено результати впровадження «плану Маршала» в європейських країнах і Японії, а також інших видів міжнародної допомоги для постраждалих країн. Відзначено множинність поведінкових патернів держави, які обумовлювали обрання конкретного напряму промислового відродження: реструктуризація промислового сектору (Європа), інноваційно-технологічна модернізація (Ізраїль, азійські країни), великі промислові проєкти (Єгипет) або відстороненість держави від суттєвого втручання в структурні трансформації економіки (країни Західних Балкан). Виявлено визначальну роль формування сприятливого бізнес-клімату в повоєнний період для стимулювання припливу інвестицій у промисловий та інші сектори економіки, а також позитивний вплив державних інвестицій у розбудову фізичної інфраструктури та інноваційної екосистеми. Визначено, що повоєнне відновлення промисловості відбувалося швидко і мало стабільні результати в країнах, де було сформовано ринкові засади господарювання і стійкі інститути (Західна Європа); у азійських країнах процес відновлення мав короткострокові успіхи після Другої світової війни, але промислова модернізація фактично тривала десятиліттями внаслідок відмінностей у стратегіях економічного розвитку різних урядів. Недостатня увага держави до промислового сектору часто була причиною деіндустріалізації і слабкого інноваційного розвитку держави (країни Західних Балкан). Встановлено, що очікувана міжнародна фінансова і технічна допомога рідко направлялася безпосередньо на підтримку промислового сектору, що спонукало держави акумулювати власні ресурси, зберігати державну форму власності на великі промислові об’єкти всупереч цілям приватизації або створювати умови для залучення іноземних інвестицій, формуючи експортоорієнтовану модель економіки.

Mobility and transport infrastructure in Mumbai Metropolitan Region: growth, exclusion and modal choices

ABSTRACT Social and physical infrastructure development needs to catch up to population growth in cities of the Global South. The infrastructures are emerging in piecemeal ways following demand, be it housing, water supply, electricity, financial, educational, health or transport services. Indian cities are typical examples of this and can be called archetypes of the problem. This paper finds that transport infrastructure development in Mumbai Metropolitan Region has not kept pace with the demand. Notwithstanding recent developments, urban mobility in the region is characterised by traffic jams, delays and a lack of integrated and inclusionary transport systems, adversely affecting the economic efficiency of the region through loss of labour time, delays in deliveries of goods and services, environmental pollution and health costs.

Determining Regional Infrastructure Development Priorities in East Java Province

Accelerating regional development through physical infrastructure development contributes to national economic growth. However, a prioritization of hard infrastructure investment is inevitable due to limited funding capacities among regions. This study aims to determine the priority of regional infrastructure development in East Java Province. First, this research identifies indicators to assess the infrastructure development priority using qualitative content analysis. Second, this research analyzes regional infrastructure development needs using Z-Score values. Finally, this study determines the infrastructure development priorities using the Klassen typology, infrastructure program availability, and dominant land use and base sectors to prioritize regional infrastructure development. The findings can be used as a reference in synchronizing policies and programs in East Java Province for the next five years.

Tidal Flood Susceptibility Mapping and Community Adaptation Assesment in Semarang Utara District

North Semarang District is one of the areas that is often affected by tidal floods. This study will discuss flood distribution through tidal flood susceptibility mapping and identify adaptations. The first step is to carry out flood susceptibility mapping using DEMNAS data and sea tides. The second stage is to determine the key areas based on the tidal flood susceptibility map made. Key areas are useful for identifying forms of community adaptation to tidal floods through data collection in the form of observations and interviews. The mapping results show that the flood susceptibility area reaches 582.89 Ha or around 50% of the area of North Semarang District. The key areas with high susceptibility are settlements on Jalan Tambakrejo, Tanjungmas Village and it is known that the community responds by adapting patterns to changes in physical infrastructure, economic activity, and social development.

DEVELOPMENT OF A VOCATIONAL SKILLS TRAINING MODEL FOR CONSTRUCTION WORKERS

The development of culture and technology in responding to human needs in architecture and physical infrastructure development requires an acceleration in the skills of construction workers. Many factors become obstacles for construction workers to be able to compete and improve their skills. One of them is access to education and skills training because of the lack of information and opportunities they can get. This study aims to develop a vocational skills training model oriented to the certification of skilled workers in the construction industry. The development of the training model is made through stages that refer to research and development of Logic Model Development. The process carried out includes the planning, implementation, analysis, testing and finalization of the training model. Data collection was carried out through surveys of construction worker service users, FGD with training model development experts, FGD with construction industry stakeholders, theoretical analysis, and policies as materials for model development. The findings of this study are in the form of a training model that develops networks and collaborations between institutions related to skilled workers in the construction industry. Vocational universities have the potential to strengthen and facilitate construction workers in improving job skills and certifying skilled workers. In the long term, this model is expected to become a prototype for a sustainable vocational skills training system for construction workers.

Construction Claims and Payment Disputes Analysis: Alternative Dispute Resolution to Litigation

This study highlights construction claims and payment disputes between the project owner and the contractor in one of Nepal’s physical infrastructure development projects to address and emphasize the importance of following binding alternative dispute resolution (ADR). In this project, the contractor submitted four claims, of which the adjudicator and the arbitrator favored three to the contractor, but the project owner disagreed and proceeded with the litigation. The court decided in favor of the contractor, ordering the project owner to bear all the litigation fees and interest charges accrued during litigation. The findings show that the project owner went to court (a full judicial process) believing that obeying the court order would prevent them from being questioned later by a third party during an external audit for bribery or wrongdoing. This study presents why the project owner thought appealing to litigation was necessary. The lessons learned and findings presented in this study could help contractors and owners prevent unnecessary misunderstanding and mistrust among parties and encourage contracting parties to be more cautious when adopting the ADR strategy in resolving disputes. This paper also presents how two parties are affected by additional costs incurred throughout the litigation process and presents lessons learned that could benefit owners, contractors, and project managers in resolving disputes through ADR.

The Role of Infrastructure Policies in Alleviating Poverty in Indonesia

Poverty is a complex and multidimensional problem. Therefore, all poverty alleviation efforts must be carried out in a comprehensive manner and various aspects of people's lives. The purpose of this study was to analyze the influence of Infrastructure on economy and poverty, and to analyze government policies to find infrastructure government initiatives for poverty alleviation in Indonesia towards Sustainable Development. A mixed research method was adopted, by combining quantitative and qualitative research, with a sequential explanatory design, used a hypothesis testing method which explains the effect of the independent variable (Infrastructure), on the dependent variable (Poverty Alleviation), with Economic performance as a mediating variable, and Government Policy as a moderating variable, then a qualitative approach by content analysis on mapping Central Government Policies related to Poverty Alleviation in Indonesia. We found that infrastructure has a significant effect on the economy, economy mediates the effect of Infrastructure on poverty alleviation, and Government Policy does not moderate the effect of Infrastructure on poverty alleviation. Based on these findings, it is recommended that in efforts to poverty alleviation, the government should focus on making regulations that are more effective and efficient, good management and intensive collaboration across ministries/agencies, increasing the competence of human resources and the local community, as well as being in sync with improving the community's economy. The impact of (physical) infrastructure development on poverty alleviation will be more significantly if it is combined by social and economic development
