The Coastal Community Empowerment in Indonesia as Sustainable Development

This research aimed to understand the coastal community empowerment in Indonesia related to the ontological and sociological levels based on a collaborative governance perspective. The problem was analyzed by conducting a qualitative study. Data were collected through observation and documentation. Data were analyzed using interactive steps, such as data reduction, data display, and data verification, supported by triangulation. The results indicated that coastal community empowerment in Indonesia and its implementation were needed for providing stakeholders with information. This results offers input for developing improved regulations and policies for state agencies serving as public officials and practitioners who manage coastal community empowerment.

The impact of the digital economy on environmental pollution: a perspective on collaborative governance between government and Public

The rapid development of the digital economy is driving transformative changes in a multifaceted collaborative environmental governance system. From the perspective of collaborative governance between government and the public, this study employs double fixed-effects models, spatial econometric models, and instrumental variables methods to empirically explore how the digital economy influences environmental pollution, using panel data from 30 provinces in China spanning 2011 to 2022. The results demonstrate that the digital economy significantly lowers environmental pollution. The primary mechanism is through the government’s environmental governance behaviors, which are positively moderated by public environmental concerns, enhancing effectiveness. Additionally, the digital economy induces a spatial spillover effect on environmental pollution. This promotion of collaborative management between the government and the public is poised to become a pivotal direction in future environmental governance.

The Analysis on the Construction Direction of the Coordinated Action System of Natural Disaster Volunteers in China

From the perspective of collaborative governance, it is found that volunteers have become an indispensable force in the process of responding to disasters. However, due to the late start but rapid development of emergency volunteer service in China, the current emergency management system lacks a coordination mechanism to ensure the orderly participation of emergency volunteers in disaster rescue, and there are problems such as the lack of the concept of polycentric governance, the disorder of self-organized behavior, the lack of coordination within the system, the excessive emphasis on the gratuitous nature of public welfare, and the lag in the construction of laws and regulations.

Collaborative Governance in Efforts to Protect Indonesian Migrant Workers

The issue of protecting Indonesian migrant workers is currently still completely dominated by the government's role in handling it. There is no involvement of non-governmental elements to synergize with each other. Apart from that, the protection of Indonesian Migrant Workers only focuses on Indonesian Migrant Workers who experience problems and has not yet touched on the realm of prevention or preventative action. This research will analyze and identify obstacles and supporting factors in collaborative governance in the context of protecting Indonesian Migrant Workers. Apart from that, it is also reviewing and constructing a collaborative governance model in order to handle the protection of Indonesian Migrant Workers more appropriately. The method used in this research uses ethnographic qualitative methods. Collaborative governance in the protection of Indonesian Migrant Workers can be studied comprehensively in terms of initial conditions, institutional design, leadership and collaboration processes. So it is important to carry out more in-depth research into existing phenomena from a collaborative governance perspective. The research method used by the researcher is a qualitative approach by conducting interviews with all informants related to Indonesian Migrant Worker affairs. The results of this research found that collaborative governance in protecting Indonesian Migrant Workers has not gone well, because of the presence of actors who have economic and political interests. Apart from that, cooperation that is not yet optimal and not in harmony is characterized by a lack of involvement of non-government stakeholders in the collaboration process.

The Influence of Public Service Handling Cases of Violence Against Women in: Collaborative Governance Perspective

This research aims to identify and analyze the service process in handling cases of violence against women in Tidore Islands City from a Collaborative Governance perspective. This research uses a mixed methods approach to analyze the model being analyzed. Research finds support for the model, and in particular for the central importance of active inclusion management. The research results show another source of data regarding the role of the Integrated Service Center for the Empowerment of Women and Children in the City of Tidore Islands in handling cases of violence against women. The research results show that P2TP2A Tidore Islands City focuses more on post-violence services through victim reports, but has not been effective in reducing the number of women's violence in the city. Therefore, preventive efforts are needed that increase public awareness of the dangers and negative impacts of violence against women. This research is limited to the context of Tidore City, and its findings may not be fully generalizable to other regions. This research underscores the importance of complete institutional design for the success of integrated services.

Research on the Path of Improving the Efficiency of Urban Community Governance from the Perspective of Collaborative Governance: A Case Study of Daqing City, China

Under the background of “co-construction, co-governance, and sharing,” the role of the grassroots level is becoming increasingly important. In the past, the governance body was single with blocked information, and the inefficient governance mode required gradual transformation. In order to achieve collaborative governance and break through the obstacles in grassroots governance, the key lies in how to play the role of the community, coordinate the relationship between citizens and the community, and allow the community to better play the role of grassroots governance. Under the guidance of the concept of collaborative governance and combined with relevant data, this paper discusses the problems and current situation of community governance in Daqing City, China, explores the path to improve the efficiency of urban community governance, and puts forward relevant constructive suggestions to better realize the role of community in grassroots governance.

Collaborative Governance in Local Economic Development: the Case in East Java, Indonesia

Purpose: The aims of this study is to analyze the local economic development in Sumenep Regency with a collaborative governance perspective. We employed qualitative research techniques that focused on describing and understanding the subject. Methods: Our analysis of the data involved interactive methods. We conducted in-depth interviews with 30 individuals who represented various stakeholders in local economic development, including the government, private sector, community, media, and universities. Research is focused on context systems, collaboration drivers, collaboration dynamics and collaborative action. In this study, the weak collaboration context system is caused by weak network ties and low stakeholder interaction frequency. Meanwhile the leadership factor has an important role in building and strengthening stakeholder networks and interactions as a driving force for collaboration. Finding: The findings of this study construct the theory of collaborative governance put forward by Emerson and Nabatchi (2015) by adding elements of social capital, forming collaborative institutions (Koperasi or BUMDes) and strengthening collaborative institutional capacities. Contribution/Originality: The research uncovers the significance of collaborative institution formation (Koperasi or BUMDes) and the role of social capital in successful collaborative governance for local economic development. These research suggests a collaborative governance model based on Emerson and Nabatchi's regime combined with collaborative institution formation. Emphasizes the importance of strengthening social capital and collaborative institutions for achieving successful collaborative goals in local economic development.

Analysing Public-private Partnership Practices for Haemodialysis Services using Collaborative Governance Framework: A Qualitative Study

Introduction: Public-Private Partnerships (PPPs) are viewed as a solution for gaps in healthcare access, quality and affordability. Operational Cooperation (OC) is a common practice in haemodialysis services at regional hospitals in Indonesia. Aim: To analyse the implementation of OC for haemodialysis services at Regional Public Service Agency (RPSA) hospitals from the perspective of collaborative governance. Materials and Methods: This qualitative research utilised interviews, focus groups, and document analysis to explore the implementation of OC from a collaborative governance perspective. The study was conducted at Regional Hospitals, Regional Government Offices, the Ministry of Health, the Ministry of Home Affairs, Medical Device Companies, and the Association of Regional Hospitals of Indonesia from December 2021 to March 2022. Data were collected from indepth interviews and Focus Group Discussions (FGDs) with 15 informants, including policymakers, hospital managers, and partner companies. Other data included nine national-level and 29 regional-level policy documents. NVivo software was used for coding and to ensure data validity through triangulation. The parameters evaluated included system context, drivers, collaborative processes, and collaboration outcomes according to Emerson’s collaborative governance framework. Results: The implementation of PPP for haemodialysis services at regional hospitals is driven by the need for these services and limited resources. Despite the incomplete policy framework, regional hospitals are taking steps to establish collaboration. Hospitals are streamlining operational process flows, creating a domino effect for other services. Even without a feasibility study, the implementation of PPP in regional hospitals in Indonesia has successfully addressed the community’s need for access to haemodialysis services. Conclusion: The implementation of PPPs in the form of OC has successfully expanded access to haemodialysis services. However, challenges related to policy, human resources, and corruption pose significant obstacles to the implementation of OC.

Research on the Dynamic Synergy Mechanism of Industry-Education Integration and Science-Education Integration in the Construction of a Strong Educational Country

Abstract The purpose of this paper is to combine the integration of industry and education with the fusion of science and education and to promote the acceleration of the construction of a strong educational country under the perspective of collaborative governance. On the basis of exploring the traditional genetic algorithm, combined with the synergistic relationship between the integration of industry and education and the integration of science and education, the cooperative co-evolutionary genetic algorithm (CCGA) is selected to analyze the synergistic optimization of the two. Combined with the CCGA algorithm process, the synergistic efficiency and cooperative stability of the two are explored, and the coordination degree of the two is measured using the method of example analysis. Among them, the island model genetic algorithm and CCGA algorithm are selected for function testing to verify the superiority of this paper’s algorithm. The data shows that the synergy degree of elevator installation, repair, and maintenance majors in School Q is 0.48, ranking first. 0.44 For construction, 0.27 for electromechanical. 0.06 for agriculture, and the integration degree of other majors is lower than the average of 9 majors. The degree of synergy between industry, education and science in this university needs to be improved, and the connection between the education chain and the industrial chain needs to be strengthened.

Strengths and Interests Between Actors in Collaborative Governance: Review of the Riverside Settlement Revitalization Policy in Banjarmasin City

This study aims to analyze and identify the strengths and interests of state actors and non-state actors in the revitalization of residents’ houses in the riverside area of Banjarmasin City from the perspective of Collaborative Governance. This study used a qualitative approach by collecting data through observation, in-depth analysis, and document analysis. The findings of this study explain that collaborative governance is an alternative to public policy as an interactive process involving state and non-state actors autonomously who use shared rules and norms carried out collectively to solve societal problems. Collaboration involving actors in power with interests in decision-making might fail during its implementation. This research contributes to the scientific literature on interactions between actors and collaborative governance because the problems faced by the public are fought for, and collaborative governance implementation cannot be separated from the presence of actors involved in advocating for issues of public concern.

Exceeding Destiny through Potency: The Strategies in Developing Community’s Arabica Coffee from a Collaborative Governance Perspective

This qualitative research delves into the development of community Arabica coffee from a collaborative governance perspective in the Sumberwringin sub-district, Bondowoso Regency, East Java province, Indonesia. The research results showed that the development was carried out through collaboration between the district government and professional institutions as policy facilitators. The strategies aimed at the development comprised five core elements, inter alia, 1) land (Perhutani’s properties), 2) technology (Puslitkoka), 3) human power (farmers), 4) orders (policies), and 5) treasury (banking). The development has succeeded in creating modern farmers who are independent in cultivating and processing Arabica coffee by complying with Good Agriculture Processes, Good Handling Processes, and Good Manufacturing techniques. This independence has succeeded in creating quality specialty coffee products with national and international organic certificates that have penetrated the national and international markets. The development of Arabica coffee eventually elevated the community’s income and welfare.

Collaborative Governance Concept on Youth Football Governance in Indonesia

Purpose: The study aimed to demonstrate general governance study development leading to collaborative governance related to youth football development to map the position of collaborative governance studies for youth football development Theoritical framework: This study used the general governance concept leading to the collaborative governance concept related to football development. The correlation is that experts consider collaborative governance to be the exit of chronic social issues (Muslim et al., 2021). Although Indonesian football is not a chronic social issue, minimum national achievements with the resources are ought to have serious measures. Moreover, the public’s expectation for national football achievements is astronomical. Method: This Study Literature Review (SLR) will use the Systematic Mapping Study (SMS) method. It aimed to summarize scientific evidence available concerning the research topic, identify gaps in related studies, and recommend future studies regarding the objective and results of various articles. For substance analysis use Nvivo 12, which was described in the form of a word cloud and cluster analysis. Research mapping was conducted using the Vos Viewer analysis to display the research map of football governance and its interrelationships. Results and Conclusions: The study results showed that football governance studies are abundant in developed football countries, particularly Europe, and mostly focused on club governance, competition governance, and involvement of parties leading to football as an industrial commodity. In Indonesia, football publications merely emerged in 2000, discussing football technical issues and recommending the importance of governance studies. Further governance study development mainly discusses the relationship between the government and the federation. Thus, it is often observed from the conflict perspective. Research implications: There are plenty of opportunities to conduct research with various study focus or concern. Several studies are recommending implementing more extensive involvement and suggesting the importance of various parties in football governance, i.e., conceptually, such studies continuously shift to be closer to the collaborative perspective. Orginality/value: There is no study on youth football development collaborative governance. From the institutional aspect, relationships between related parties are often observed from the conflict perspective. Thus, prioritizing the collaborative governance perspective is urgent.

Collaborative governance in the development of local economic resources in Sumenep Regency

Local economic development is currently very intensively carried out in several regions in Indonesia. Local economic development is believed to be a holistic perspective to address regional economic problems based on local resources. Sumenep Regency is one of the regencies in East Java, which is currently developing several of Sumenep's superior agricultural commodities consisting of shallots, chili herbs, and Moringa into processed products that have added value to improve the community's economy. This research studies efforts to develop local economic resources in Sumenep Regency from a Collaborative Governance perspective, including initial conditions, leadership, institutional design, and collaboration processes. This study used a qualitative method. Interviews, documentation, and observation were used in data collection. The research results showed that adequate initial conditions have supported collaborative Governance in the development of local economic resources. However the collaboration process needs to be managed properly. This study recommends strengthening collaborative institutional designs and facilitative leadership on all fronts.

The Role of Local Government in Improving the Economy and Welfare of the Wamesa Great Tribes Society in West Papua, Through A Sustainable Forest Development Program: in the Perspective of Collaborative Governance in Public Service

The purpose of this study is to analyze and describe the role of local government in improving the economy and welfare of the Wamensa great tribal community in West Papua, through a sustainable customary forest development program in the perspective of Collaborative Governance in Public Service. Collaborative governance is an important process in the Indonesian government today. The government implements Collaborative governance by providing space for other actors to participate, such as the national private, foreign, and public. Collaborative management aims to reduce conflict, facilitate learning, and increase consensus among stakeholders. As a legal administrator, the government should work effectively and efficiently in providing good public services to all citizens. Currently, West Papua still has around 81% of sustainable forest remaining, with a wealth of various types of wild animals with ecosystems in it (mega-biodiversity). Local Government as key in making policies has impacts on improving the economy and people's welfare. This research used a qualitative method with a case study in the customary forest of the Wamesa great tribe in West Papua. The study results showed that there are 3 main indicators to support the success of the Government's role in sustainable forest development, such as; economic, social, and ecological. However, there is a governance Pillar in the paradigm of public administration to show the success of collaborative governance. It required collaborative governance management synergically between government and non-government actors. The aim is to consensus on adaptive solutions through forest resource management. They are concerned with economic, social, and ecological complexities, as a concrete form of the vision and mission of the Regional Government in providing public services, as a portfolio documentation of national development.

Renegotiating state-third sector relations through collaborative partnerships: The case of reception services for asylum-seeking children in Gothenburg, Sweden

ABSTRACT Unprecedented numbers of unaccompanied minors entering Sweden in 2015, alongside other challenging social issues, have contributed to renegotiating collaborative forms of local governance in the country. This has resulted in an emergence of collaborative partnerships between civil society and public actors (Idéburna offentliga partnerskap or IOP), as real alternative to the market-based contracts and traditional state grants. This article addresses IOP from a collaborative governance perspective and questions if and how it may cope with a major and well known governance challenge, that of balancing the different roles and principles of public and civil society realms, so as to sustain an effective and legitimate cross-sectorial partnership. It asks, may and how an IOP enable civil society organisations a more active role in co-designing and co-implementing local welfare services with public sector actors without undermining their distinctiveness? The arguments are based on a case study of, at the time, the largest IOP in Sweden initiated for early reception of unaccompanied minors in Gothenburg city. The partnership is assessed against a normative theoretical framework of balanced state-third sector relations. The results suggest that IOPs, under certain conditions, may serve as ‘spaces of hope’ for more balanced power relations in local governance models.
