Budget Knowledge and Board Performance in Regional Financial Supervision: Professional Commitment as Moderating

The Regional People's Representative Council (DPRD) of Riau Province plays a crucial role in supervising regional finances, necessitating comprehensive competencies among its members. This study examines the impact of budget knowledge on DPRD's performance in financial oversight, with professional commitment as a moderating factor. Quantitative methods and PLS Structural Equation Modeling (SEM) are employed for analysis, based on data collected from 65 respondents within the Riau Province DPRD. Findings reveal a positive relationship between budget knowledge and performance of regional financial supervision, indicating that enhanced budget literacy among council members correlates with improved oversight effectiveness. Additionally, professional commitment positively influences supervision performance, highlighting the significance of individual dedication to the council's responsibilities. However, professional commitment as a moderating variable does not significantly affect the relationship between budget knowledge and supervision performance. This suggests that while individual commitment is vital, it does not substantially alter the impact of budget knowledge on oversight performance. The study underscores the importance of equipping DPRD members with adequate budget knowledge to enhance financial oversight efficacy, emphasizing the need for distinct professional commitment to council duties over partisan affiliations.

Backend Development of a Microservice-Based Website Application for Public Issue Reporting: Case Studyn in People Representative Council

This research introduces a web application aimed at advancing public issue reporting, promoting civic engagement, and expediting government responses. In collaboration with DPRD Jawa Barat, the research leverages Scrum methodology, social network features, and a microservice architecture to create an efficient communication platform between citizens and governmental bodies. The backend of the application, developed using the Go programming language, adopts a microservice architecture to enhance scalability and maintainability. The Scrum methodology facilitates an agile development process, ensuring adaptability to changing requirements and fostering continuous improvement throughout the project lifecycle. Additionally, the study explores the incorporation of social network features to encourage public engagement within the application. This integration allows citizens to connect, share, and discuss public issues, further enhancing the collaborative nature of the reporting platform. To ensure the seamless functionality of the microservices, API testing is employed, validating the reliability and consistency of the application's interfaces. Stress testing is also conducted to assess scalability and performance capabilities, identifying potential optimizations for the system's responsiveness under varying levels of load. In conclusion, this research presents an innovative solution for public issue reporting that combines microservice architecture, Scrum methodology, and social network features. The application's integration of these elements aims to not only streamline citizen-government communication but also create a dynamic platform that encourages active public involvement and collaboration.

Fungsi Pengawasan Dewan Perwakilan Rakyat Daerah dalam Penyelenggaraan Pemerintahan Daerah di Indonesia

The Regional People's Representative Council which is the state institution that has undergone the most changes. This research aims to determine and analyze the Implementation of the Supervisory Function of the Regional People's Representative Council in the Implementation of Regional Government in Indonesia. This type of research is normative juridical. The results of the research are the supervisory function carried out by the Regional People's Representative Council towards the Regional Government in order to realize good governance so that it can achieve its goals. The Regional Representative Council must be able to correctly interpret the function and objectives of supervision, so that it can become an effective check & balance mechanism, optimize supervision so that it can have a positive influence as expected on the management of regional government, prepare the supervisory agenda for the Representative Council Regional People, Formulating standards, systems and standard procedures for supervision of the Regional People's Representative Council, as well as involving community participation in the supervision process. For this reason, it is recommended that there is a need for community participation in carrying out supervision so that the implementation of regional government policies can run well and it is necessary to develop supervision guidelines by the Regional People's Representative Council so that the supervision function can run more focused.

Design and Build a Public Complaint Feature Via WhatsApp on the Adu.in Website with the Scrum Method

The importance of the role of members of the Regional People's Representative Council (DPRD) as representatives of the community requires active involvement in absorbing, accommodating, collecting, and following up on community aspirations and complaints. However, the complaint process often faces obstacles that result in delays in resolving problems, ranging from the complexity of the complaint flow to the difficulty of finding an effective complaint platform. To overcome these challenges, an innovative step was taken, which was to create a website that provides a complaint feature via WhatsApp. The main objective of this initiative is to provide easier access to the community to participate in raising their complaints and complaints. With the WhatsApp complaint platform, it is hoped that the community can quickly and efficiently report problems and provide feedback to the local government. The WhatsApp complaint feature is integrated to minimize technical barriers and facilitate use by the wider community. Through this website, people can easily file complaints, send messages, and provide documentation related to the problems faced. With the implementation of this platform, it is expected that problem-solving can be done more efficiently and responsively. Thus, creating a public complaint website with a complaint feature via WhatsApp is not only a practical solution in dealing with the obstacles of the complaint process but also a significant step in encouraging active public participation in building a transparent and accountable government.

The Existence of Regional-Owned Liability Companies as Profit-Oriented Regional-Owned Enterprises

<p>Regional-Owned Enterprise (“BUMD”) is a business entity owned by the regional government as a source of local revenue, especially to provide benefits to the regional economy based on Good Corporate Governance. In addition to seeking profit, Regional Companies also carry out social functions for the residents of their regions. Before the era of regional autonomy, regional companies were regulated by Law No. 5 of 1962 concerning Regional Companies. Responding to this, the government together with the People's Representative Council (“DPR”) replaced the Law on Regional Companies with the Law on Regional Government and Government Regulations on BUMD. The two regulations were drafted to improve the performance of regional companies, as well as to fill the legal vacuum regarding regulations regarding BUMD. In practice, the purpose of establishing the BUMD has not been achieved because BUMD is required to have a social function in society, which makes it less focused on its main mission. Using a normative juridical research method and statutory approach as well as conceptual approach, this paper comprehensively examines Regional Liability<strong> </strong>Company (“Perseroda”) regulations and offers an ideal concept for the existence of profit-oriented Perseroda in Indonesia. The legal theories used are the Theory of Three Fundamental Legal Values (Gustav Radbruch) and the Legal Entity Theory. The results of the research show that the most appropriate solution is to have the management of BUMD separate from the Regional Government Law and that the issuance of Government Regulations regarding BUMD is proven yet to be able in addressing the problem of BUMD management. Therefore, it is recommended that the DPR and the Government immediately organize and harmonize regulations regarding BUMD management so as to realize good BUMD governance and performance, especially to support the strength of the regional economy.</p>

The Right To Inquiry: Its Influence on The Results of The 2024 General Election

Based on the explanation above, it can be concluded that this research aims to analyze the function of the People's Representative Council's right to inquiry in influencing the results of the 2024 general election. In line with the characteristics and color of sentences that researchers use in this article, this research is qualitative research with a normative/normative approach. approach to regulations and laws relating to the era of the right to inquiry, the history of the right to inquiry, the scope of the right to inquiry, the object of the right to inquiry, and the influence of the right to inquiry on the results of the 2024 Presidential and Vice Presidential general elections. In line with qualitative research with other descriptive approaches, research This uses secondary data in the form of statutory regulations relating to the right to inquiry, legal books, scientific articles, and various other secondary legal sources which are usually used as references in qualitative research with a normative approach. These data were analyzed using the method of grammatical legal interpretation, namely interpreting word for word in statutory regulations, legal doctrine and scientific articles. As well as a systematic legal interpretation method in accordance with the hierarchy of laws and regulations.

Legal Protection Political Rights of Women of Original Papua in The Institution of The Papua Representative Council

This research was conducted in the Jayapura City area, the capital of Papua Province. The research method used in this research is normative legal research carried out by analyzing the provisions of statutory regulations governing the general election of members of legislative bodies including members of the Papuan People's Representative Council (DPRPapua) based on Law Number 21 of 2001 concerning Special Autonomy for Papua and Special Regional Regulation concerning the Appointment of DPRPapua members within the Papua Special Autonomy framework for the 2019-2024 term of office. The discussion of the two problems can be described as follows: the level of representation of indigenous Papuan women in the membership of the Papua Province People's Representative Council for the period 2019-2024 is 4 (four) people, carried out using an election mechanism of 3 (three) people and 1 person appointed (one) person out of 69 (sixty-nine). The composition of women's representation still shows no partiality and deviations from women's political rights due to (i), the Election Law only states a quota of at least 30% (thirty percent) of women registered as Central Executives in parties and not as a guarantee of membership procession in DPRPapua institutions. (ii), the Papua Special Autonomy Law only provides general regulations including in the Regional Regulation on the Appointment of Members of the DPRPapua DPR for the 2019-2014 period which only uses the formulation of the phrase "must pay attention to women's representation" in the selection process.

The research employs a mixed-methods approach, combining document analysis of the regulation and supporting documents with interviews and surveys involving key stakeholders, including council members, administrative officials, and community representatives. The investigation aim to assess the effectiveness of the regulation in achieving its intended objectives, uncover potential challenges faced during its implementation, and gauge the perception of various stakeholders regarding its adequacy and fairness of the determined allowances.

Tinjauan Fiqh Siyasah Terhadap Putusan Mahkamah Konstitusi No. 90/PUU-XXI/2023 Tentang batas Usia Capres dan Cawapres

The Constitutional Court in Decision Number 90/PUU-XXI/2023 examines the qualifications stipulated in Article 169 letter (q) of Law Number 7 of 2017 concerning the General Elections for the President and Vice President Candidates. This study aims to examine how the interpretation of Fiqh Siyasah relates to the Constitutional Court Decision No. 90/PUU-XXI/2023 regarding the age limits of presidential and vice-presidential candidates. The research method used in this journal is normative juridical research techniques. The research findings show an analysis of Siy?sah qa?h?'iyyah's assessment of Constitutional Court Decision Number 90/PUU-XXI/2023 regarding the age limits of presidential and vice-presidential candidates. This can be equated with the authority of Wil?yah al-ma?h?lim in addressing injustices, arbitrariness, and abuse of authority by the authorities towards their society. Provisions regarding the inability of the Constitutional Court (MK) to decide on matters related to family interests must be more precisely and firmly regulated in relation to such issues. Solutions to Constitutional Court decisions (MK) due to violations of the code of ethics or legal issues are needed. Legal efforts must include improvements by the People's Representative Council (DPR) or reconsideration by the Constitutional Court (MK), excluding judges who have violated the code of ethics. Constitutional Court Decision Number 90/Puu-XXI/2023 which imposes age limits on presidential and vice-presidential candidates is considered to violate the Code of Ethics of the Constitutional Court.

Public expectations towards the roles of the Indonesian house of representatives

Abstract The People's Representative Council of the Republic of Indonesia (DPR RI) plays an important role in a democratic country, functioning as a means of control for the government in office. With its authority to make laws, set budgets, and supervise government administration, the People's Representative Council of the Republic of Indonesia has a strong position. This research was conducted to understand and analyse the public's perception of the DPR RI in its role. This research uses quantitative descriptive methods. Data was collected using questionnaires from respondents in 26 provinces, consisting of 71 cities and regencies in Indonesia from 2019 to 2022. This study discovered that most Indonesian people see a role for the People's Representative Council of the Republic of Indonesia and that they hope that the DPR will continue to work to create legislation and oversee the government. The existence of the People's Representative Council of the Republic of Indonesia is still of interest to the citizens of the Republic of Indonesia. So far, the ministry has only used mass media as a means of communication and political information. In the future, the parliament needs to use social media, as well as institutional websites, including video conferences and live streaming as a means of political communication in the era of digital democracy. To establish the groundwork, communication will not only be one-way but also two-way between parliament and the public, as well as between the public and parliament.

Kewenangan DPRD Dan Kepala Daerah Dalam Menetapkan Peraturan Daerah

The Regional People's Representative Council (DPRD) of Kuningan Regency plays a crucial role in the formation of Regional Regulations, as stipulated in Article 41 of Law Number 32 of 2004, which mentions the functions of legislation, budgeting, and supervision for DPRD. However, in practice, DPRD tends to propose fewer Regional Regulations than the regional heads each year. Based on this, this research aims to assess the implementation of the authority held by the DPRD of Kuningan Regency based on Law No. 12 of 2011 and Regional Regulation (Perda) of Kuningan Regency No. 21 of 2013 concerning the Guidelines for the Formation of Local Legal Products. Additionally, the objective of this research is to understand the fiqih siyasah perspective on the authority of the DPRD and the Regional Head of Kuningan Regency in forming Regional Regulations. This field research employs an empirical juridical approach using data collection methods such as observation, interviews, and documentation. Data analysis involves processing, presenting, and verifying the gathered information. The findings indicate that the determination of Kuningan Regency's Regional Regulations is achieved through the agreement between the DPRD and the Regional Head. Thus, both the DPRD and the Regional Head have equal positions in establishing Regional Regulations. However, the implementation of the DPRD's authority to form Regional Regulations has not been optimal. During the period 2020-2021, Regional Regulations were predominantly proposed by the Regional Government. From a fiqih siyasah perspective, such authority should be held by a representative institution capable of channeling the aspirations of the community.

Analysis of Governance System and Authority Distribution in DKI Jakarta: a Study of Government Structure and Electoral System

Local government is the implementation of government affairs by the provincial government and the Regional People's Representative Council according to the principle of autonomy and duties assistance with the principle of the broadest possible autonomy within the system and regulations of the Unitary State of the Republic of Indonesia as intended in the 1945 Constitution of the Republic of Indonesia. In Indonesia itself, several autonomous regions have their specialties, one of which is the Provincial Government of the Special Capital Region of Jakarta, which carries out government affairs according to the principles of autonomy and assistance duties with the broadest economic principles as intended in the 1945 Constitution of the Republic of Indonesia. The research method employed in this study is the juridical normative method, which analyzes the applicable laws and norms related to the structure of regional government and the electoral system.

Analisis Daya Saing Pariwisata Halal di Provinsi Banten

Indonesia is a country that has natural resources from a variety of cultures and ethnicities. Banten Province has beautiful and religious natural charm, making it a halal tourist destination, both locally and internationally. The aim of the research is to analyze strategies to increase the competitiveness of halal tourism in Banten Province. The research method uses a qualitative descriptive approach with in-depth interview techniques. Primary data was obtained from interviews with competent informants including the Banten Regional People's Representative Council, the Banten Provincial Tourism Office, the Indonesian Ulema Council and several Tourism Associations in Banten. and the Ministry of Tourism and Creative Economy. Qualitative data analysis using NVIVO software. IMPLEMENTASI ZAKAT PROFESI DI LINGKUNGAN KANTOR DEWAN PERWAKILAN RAKYAT DAERAH KABUPATEN SAMBAS PERSPEKTIF MASLAHAH MURSALAH

Zakat is worship related to material possessions. These assets are usually in the form of money, commercial goods, livestock, crop products, and so on. Zakat is also a great potential that can be used as capital for state development as well as the predecessors of Islam. The benefit of paying zakat is to cleanse and purify the property they get so that they always get blessings. 
 The formulation of the problem in this study is: how to Implement Professional Zakat at the Office of the Regional People's Representative Council of Sambas Regency and the Implementation of Professional Zakat at the Office of the Regional People's Representative Council of Sambas Regency Perspective of Maslahah Mursalah. 
 This research uses descriptive qualitative research methods, and uses an empirical normative approach that examines the implementation or implementation of positive legal provisions (legislation) and written documents in action (factual) on a particular legal event that occurs in society. The result of this study is that the implementation of professional zakat in the Office of the Regional People's Representative Council of Sambas Regency has been carried out in accordance with the procedures for implementing professional zakat, and the point of view of the community about professional zakat is that the payment of professional zakat is very useful to help the community's economy and ease their living burden.

Interpreting Article 22(2) of the 1945 Constitution of the Republic of Indonesia Post Constitutional Court Decision 54/PUU-XXI/2023

The aim of this research is to elucidate the interpretation of Article 22, paragraph (2) of the 1945 Constitution of the Republic of Indonesia, particularly focusing on the phrases "obtain approval from the House of Representatives" and "in the following trial." Employing a normative legal research approach, the study utilizes a statutory regulatory approach, a conceptual approach, and a case approach. The legal materials encompass both primary and secondary legal sources. The research findings delineate that the phrase "obtain approval from the People's Representative Council" in Article 22, paragraph (2) of the 1945 Constitution of the Republic of Indonesia signifies: (i) the requirement for the President to submit the Perppu to the DPR for approval; and (ii) the discretion of the DPR to either approve or disapprove the Perppu. Meanwhile, the interpretation of the phrase "in the following trial" entails: (i) the period during which the Perppu is submitted to the DPR by the President; (ii) the initial session of the DPR following the submission of the Perppu; and (iii) the initial session period after the expiration of the maximum time limit for the President to submit the Perppu to the DPR.

Does the Reform of the Parliamentary and Presidential Threshold Strengthen the Presidential System in Indonesia?

The attempt to purify Indonesia's multiparty presidential system was only reflected after the Third Amendment to the 1945 Constitution. However, it took work to implement it. In practice. Various measures have been taken, including party alliances and introducing voting barriers in parliamentary elections. Therefore, analysing the relationship between electoral thresholds and their ideal proportions in the form of legal-political reforms to strengthen the Indonesian presidential system is interesting. This is in line with the purpose of this study, which is to uncover and analyse the legal politics of electoral thresholds in an attempt to strengthen the presidential system of government in Indonesia. The approach adopted in this study is a theoretical approach with legal, conceptual, comparative and historical approaches. This study concludes that the legitimate political renewal of the electoral vote threshold is not closely related to efforts to strengthen Indonesia's system of multiparty presidential government. The ideal way to reform the legal, political threshold for electoral votes would be to set the parliamentary threshold at 2.5%, but at the same time tighten controls over the parties participating in the election, and the 2.5% threshold serves as President to maintain a balance between the parliamentary and presidential thresholds. In addition, it is also important to strengthen consensus (consensus democracy) among coalition political parties. There is still a desire to abolish the presidential threshold through the People's Representative Council (DPR) instead of the Constitutional Court (MK).

Aceh Party Regeneration Pattern in Facing 2024 Legislative Elections in North Aceh Regency

The decline in the Aceh Party's seat in the People's Representative Council of North Aceh Regency in the 2019 election was a form of the failure of the Aceh Party in forming its cadres. Votes from 2014-2019 have decreased so that the electability of political parties has also decreased very significantly with the lack of role of legislators in realizing work programs in society. The easiest thing to be assessed by the public in every activity and behavior carried out by political parties is often a barometer in measuring the quality of political parties so that in the process of cadre from the Aceh Party does not meet the electability of a leader. The purpose of this study is to find out how the regeneration pattern of the Aceh Party of North Aceh Regency in facing the 2024 legislative election and the obstacles of the Aceh Party of North Aceh Regency in the cadre recruitment process to face the 2024 legislative election. Method on research on the Qualitative. the object of the research so that it will obtain valid or accurate data related to the Pattern of Local Party Regeneration in the Face of the 2024 Legislative Election in the Aceh Party, North Aceh Regency. The results of the Research Study illustrate that the regeneration pattern carried out by the Aceh Party uses millennials and generation z in seeking support. In addition, it is also intensively promoting with a persuasive approach so that it can increase support in the 2024 election. However, what makes the obstacle occur when regeneration still uses the old strategy of giving it to former GAM combatants who have not served in the government but lack knowledge in government. This makes the pattern of regeneration in the Aceh Party has not been maximized.

The Effectiveness of the Regional Regulation Formation Agency in Producing Initiative Regional Regulations

This research aims to analyze the effectiveness of the Regional Regulation Formation Agency in Producing Initiative Regional Regulations in the DPRD of North Sulawesi. This research uses the theory of Richard M. Steers with measures of effectiveness, namely goal achievement, integration and adaptation. This research used a qualitative descriptive method with 4 informants consisting of the deputy chairman of the DPRD of North Sulawesi, the chairman of BAPEMPERDA (Regional Regulation Establishment Agency), members of BAPEMPERDA, and BAPEMPERDA staff. The results of this research show that the performance of BAPEMPERDA is still not optimal, seen from the lack of effectiveness in making regional regulations, to the point that they do not reach directly to the community. Based on research findings, several things that need to be suggested to the DPRD (Regional People's Representative Council), especially BAPEMPERDA North Sulawesi, are the need for commitment from DPRD members so that a regional regulation can be effective, not only in terms of quality, but can be felt by the constituents, namely the community.

Democratic Political Law in Indonesia After Amendments to the 1945 Uud

Purpose: The purpose of this research is to find out the implementation of democracy before and after the amendment of the 1945 Constitution. Method: This research uses descriptive normative research methods, normative legal methods in research conducted by researchers by examining library materials or secondary data consisting of primary legal materials, secondary legal materials and tertiary legal materials. Results and Conclusion: Amendments to the 1945 Constitution brought about changes in the configuration and status of the Indonesian People's representative institutions. Before the adjustment to the chamber system in Indonesia, this country adhered to a unicameral system where the People's Consultative Assembly held supreme power as the highest state institution and guardian of people's sovereignty. After the amendment to the 1945 Constitution, the People's Consultative Assembly of the Republic of Indonesia underwent a transformation, from an institution that holds the sovereignty of the people to a state institution that is on par with other leading state institutions. Apart from that, the results of the revision of the 1945 Constitution also increased the role of the DPR, especially regarding legislative capacity. The inclusion of the Regional Representative Council (DPD) under the People's Consultative Assembly, alongside the People's Representative Council (DPR) in a parliamentary system, can be linked to the constitutional amendment to the 1945 Constitution. This amendment aims to establish a bicameral system in Indonesia, with the basic aim of encouraging checks and balances between state institutions.

Android-Based E-Inventory System (Case Study: DPRD Kabupaten Berau)

Technology is a rapidly evolving field in recent times, capable of solving various problems across different sectors. One problem addressed in the government sector is the emergence of e-government, a movement where technology is utilized to carry out government activities more effectively. One form of implementing e-government is through the application of e-inventory. The purpose of developing this application is to provide a solution to issues related to documenting state-owned goods, such as errors in manual data recording, lack of real-time data updates for the goods, and difficulties in accessing data during inspections conducted by the Inspectorate or the Financial Audit Agency (BPK). These problems often occur in government offices with a large inventory, such as the Regional People's Representative Council of Berau (DPRD KAB.Berau), which still faces challenges in recording inventory items. Therefore, an Android-based e-inventory application has been developed to facilitate activities such as updating inventory data, documenting goods, and simplifying data retrieval.
