Bridging the Gap Between Policy and Practice: A Critical Discourse Analysis of Local Wisdom Integration in Pasuruan City's Urban Planning Regulations

The Pasuruan City Government, rich in historical and cultural heritage, aims to integrate local wisdom into spatial planning through Regional Regulation Number 4 of 2021 (Rencana Pembangunan Jangka Menengah Daerah or RPJMD 2021-2026) and Regional Regulation Number 1 of 2022 (Rencana Tata Ruang Wilayah or RTRW 2021-2041). However, these policies often prioritize colonial heritage over local traditional culture. This study uses Critical Discourse Analysis (CDA) to examine the formulation, implementation, and community impact of these policies. CDA reveals the power dynamics, ideologies, and specific interests within policy discourse. The research analyzes the government's policy direction and sensitivity towards local wisdom, focusing on the discourse content and structure in the RPJMD and RTRW documents, as well as their intertextuality. Findings indicate a greater emphasis on preserving colonial-era buildings rather than local traditional culture. Recommendations include developing inclusive policies that balance physical infrastructure development with the preservation and promotion of local culture.

Sustainable Tourism Development Through Religious Tourism in Pasuruan City

The city of Pasuruan holds significant potential for religious tourism, making it a prime candidate for tourism development. Achieving sustainable tourism, which involves finding a harmonious equilibrium between three key aspects - the quality of tourism experiences, the excellence of tourism resources, and the well-being of the local community - is imperative for the region. To this end, well-devised strategies are essential to facilitate urban tourism growth within Pasuruan City. This research endeavors to shift the focus of religious tourism development towards a sustainable paradigm in Pasuruan. Employing qualitative research techniques, the study uses methods such as observation, interviews, literature review, and documentation for data collection. The findings of the research underscore Pasuruan City’s potential for fostering sustainable tourism through the establishment of religious tourism offerings. The establishment of sustainable tourism practices not only promises to bolster the local economy but also enrich the lives of the Pasuruan community, ultimately shaping the city’s identity. This research aspires to serve as a guiding tool for the local government of Pasuruan City, aiding them in implementing tourism development strategies to uplift the region’s economy. Transformation of Ahlus Sunnah wal Jamaah Values: Between Spiritual Sustainability and the Risk of Commodification

This research aims to look for differences and gaps to find research gaps with previous research. To achieve this goal, the researcher asked the following research questions: first, competition for truth claims and the spread of Ahlusunah wal Jamaah, NU elites and Salafi elites to compete for influence in their preaching to Pasuruan society; secondly, Santri and the community became a source of struggle for influence for the commodification of NU elites. and Salafi elites in the political, economic and educational areas. Questions in the research will be asked of those who really understand and comprehend the themes raised in this research. This type of research uses qualitative research, with Alfred Schutz's phenomenological approach. The data used is primary data or main data. The data obtained comes from interviews with NU and Salafi elites, as well as city residents, as well as information taken from NU and Salafi books. Plus, field notes resulting from the observation process. The main data source is individual interview transcripts with NU and Salafi elites. The results of the research show that the form of commodification of Ahlusunah wal Jamaah Salafi ideology focuses on da'wah, namely returning Islam to the Koran and Hadith and an Islam that is free from heresy, superstition and superstition. The Salafi preaching model is not oriented towards practical politics; it collaborates with the Pasuruan city government.

This study conducted a SWOT analysis of PT. Primafood International's marketing strategy to improvemarketing competitiveness, especially in the frozen food sector, where sales and revenue have decreased overthe past year. The method used is a qualitative method with an exploratory descriptive approach, data collectedthrough interviews, direct observation, and secondary and primary sources. The EFE analysis identifiedincreasing market potential (0.6222) as the main opportunity and price wars (0.6984) as the main threat. TheIFE matrix highlights product diversity (0.7718) as the greatest strength and simple management (0.1712) asthe greatest weakness. PT Primafood International is in quadrant II of the IE matrix, indicating the need forgrowth and development. Based on the SWOT analysis, the most appropriate strategy used by the company isto expand cooperation with various agents or resellers in various regions, both in Pasuruan City and PasuruanRegency.

Pengembangan Website UMKM untuk Meningkatkan Visibilitas di Kelurahan Karanganyar Kota Pasuruan

This community service article focuses on developing a website to increase the visibility of UMKM in Karanganyar Village, Pasuruan City. Using the Participatory Action Research (PAR) method, this activity involves observations and interviews with UMKM actors to understand their needs and challenges. The development process began by redesigning the appearance and features of the website to be more user-friendly and informative, which was then integrated with the profiles of UMKM, that had not yet been registered. As a result, several UMKM, such as Permata Bread, Fish Crackers, Pecel Rice, Lele Dimsum, Motor Parts, Dumpling Noodles, Tamarind Turmeric and Bonagung Herbal Medicine, Chicken Nuggets, Macrame Glaze, Petis Tambar, and Es Agogo, were successfully added to the website. This increased visibility allows UMKM to reach a wider market, both local and international. The social impact of this development includes an increase in the number of customers and greater business opportunities for UMKM. This article concludes that website development carried out in a participatory manner can be an effective tool in empowering local UMKM, as well as encouraging economic growth and community welfare in the digital era

Analisis Dampak Wisata Religi Terhadap Peningkatan Ekonomi Street Vendors di Kawasan Masjid Agung Al-Anwar Kota Pasuruan

Religious tourism encompasses travel experiences connected to faith, history, culture, traditions, and local beliefs, supporting existing Islamic values and culture. This study aims to delve into the potential and impact of religious tourism on the economic upliftment of street vendors around the Al-Anwar Grand Mosque in Pasuruan City. Employing a descriptive qualitative method, the research gathered primary and secondary data through surveys, interviews, and observations conducted at the Al-Anwar Grand Mosque in Kebonsari, Panggungrejo District, Pasuruan City. The findings reveal that religious tourism plays a significant role in boosting income and creating employment opportunities for street vendors near the mosque. Available facilities and services like parking areas, green spaces, information centers, and social activities further support the economic activities of these vendors. Positive impacts are also experienced by visitors and the local government, including increased shopping options, higher tax revenue, and infrastructure development. This research provides a deeper understanding of the contribution of religious tourism to the local economy and the importance of empowering street vendors in the development of tourism in Pasuruan City.

Eksplorasi program lingkungan hijau sebagai upaya pengurangan pencemaran lingkungan laut di Kota Pasuruan

Pencemaran laut adalah masalah serius bagi banyak kota pesisir, termasuk Kota Pasuruan, yang berdampak negatif pada lingkungan laut, kesehatan manusia, dan ekonomi lokal. Penelitian ini mengevaluasi efektivitas program lingkungan hijau untuk mengurangi pencemaran laut di Pasuruan. Metode kualitatif digunakan dengan wawancara mendalam, observasi, dan analisis dokumen terkait. Informan kunci adalah pejabat pemerintah, anggota komunitas, dan aktivis lingkungan. Hasil penelitian menunjukkan bahwa program lingkungan hijau, seperti kampanye pengelolaan sampah, penanaman mangrove, rehabilitasi sungai, dan promosi gaya hidup ramah lingkungan, berhasil mengurangi pencemaran laut dan meningkatkan kesadaran masyarakat. Namun, tantangan seperti kurangnya anggaran, partisipasi masyarakat, dan pemahaman tentang konservasi lingkungan masih ada. Rekomendasi untuk keberlanjutan program mencakup peningkatan pendanaan, pelibatan aktif masyarakat, dan pendidikan lingkungan. Secara keseluruhan, program lingkungan hijau berpotensi besar mengurangi pencemaran laut di Pasuruan, tetapi diperlukan kerjasama dari pemerintah, masyarakat, dan pemangku kepentingan lainnya untuk memastikan keberhasilan jangka panjangnya.

Mengatasi Permasalahan Administrasi Pernikahan dan Kependudukan Melalui Inovasi Pelayanan Publik Jalan Berdua di Kota Pasuruan

The marriage registration process is one of the important stages in validating a marriage legally. This process often requires complex efforts, takes time and costs significant money, especially for couples who come from areas far from population administration offices or religious courts. To overcome this challenge, the Pasuruan City Government has introduced an innovative Double Road service. This service allows couples to register their marriage as well as change their marital status on their Family Card and Electronic KTP documents. This second road innovation has the impact of improving population administration services regarding changes in marital status on Family Cards and Electronic KTPs. This research aims to describe the problems that arise in the Innovation program and the efforts made to overcome the problems that arise in the Dual Road Innovation program in Pasuruan City. This research uses a qualitative descriptive approach with primary and secondary data sources. Primary data was obtained through interviews, observation and documentation related to Jalan Berdua innovation. Secondary data is in the form of documents related to research. Data collection techniques involve observation, open interviews, and documentation. This research will provide an overview of the problems faced in implementing the Double Road Innovation in Pasuruan City and the efforts that have been made to overcome them. The results of this research are: Overall, the Jalan Berdua program in Pasuruan City is a successful example of how innovation in population administration services can improve efficiency, accessibility, community satisfaction, inter-agency cooperation, and effective use of data.

Revitalization of Terbang Bandhung Art Through Interactive Learning Media Based on Android Applications for High School Students in Pasuruan City

Revitalization of traditional arts, such as Terbang Bandhung, is an important step in preserving local cultural heritage. In the midst of modern era and digitalization, traditional arts are often marginalized by the dominant global popular culture. This article discusses the revitalization of the art of Terbang Bandhung using an interactive learning media approach aimed at high school students in Pasuruan City. Through audio recordings, videos, and the use of modern technology, this learning program enables students to understand, appreciate, and actively participate in the art of Terbang Bandhung. Concrete steps, such as the process of data collection and rehearsal, recording and documentation, evaluation, application making, media application. Learning media for the art of Terbang Bandhung should be applied to high schools in Pasuruan City to ensure that this art remains alive and relevant in the midst of changing times. By integrating interactive learning media in formal education, this article designs a plan that can reawaken students' interest in traditional arts, as well as maintain the sustainability of local cultural heritage so that it does not drown in the swift flow of the modern era and digitalization.

Analisis Pengaruh E-Commerce Terhadap Pedagang Konvesional Industri Mebel Di Kota Pasuruan

Pasuruan city experienced an increase in the number of industries by 10.2%. This sector is the driving force for Pasuruan City's economy, one of which is the furniture industry with its superior products that are able to penetrate the international market. However, the existence of E-Commerce is changing the paradigm which is radically changing the traditional way of doing business, moving very quickly and having a big impact on the furniture industry as experienced by conventional traders in the Pasuruan city furniture industry. Based on these problems, this research was carried out with the aim of finding out the influence of E-Commerce on conventional traders in the furniture industry. This research method uses a quantitative approach with a sample size of 30, sampling using the Non Probability Sampling method with the criteria of having a furniture industry business. This research was processed using Excel software, the data collection method used a questionnaire distributed via Google Form. Based on the research result, it shows that E-Commerce has a strong correlation and a significant relationship. This shows that the existence of E-commerce has an influence on conventional traders in the furniture industry in pasuruan city.

Effect of Maternal Child‐Feeding Patterns on the Incidence of Stunting among Toddlers in Jombang Regency and Pasuruan City

Stunting remains a burden on national health development. One contributing factor to stunting is maternal child‐feeding patterns. Identifying maternal child‐feeding patterns is vital for selecting priority interventions. This study aims to analyze which maternal child‐feeding patterns most influence the incidence of stunting among toddlers aged 24-59 months in Jombang Regency and Pasuruan City. The study used a case-control design involving 292 respondents (146 cases and 146 controls) and collected data through interviews with structured questionnaires. Data were analyzed using univariate and multivariate logistic regression. The results showed that family size (p = 0.045), the starting time of early initiation of breastfeeding (p = 0.002), exclusive breastfeeding (p = 0.006), complementary feeding (p = 0.031), and formula feeding before 6 months (p = 0.003) affected the incidence of stunting among toddlers. Multivariate analysis revealed that the start time of early initiation of breastfeeding was the most influential factor in the incidence of stunting (p = 0.029; OR = 0.537; 95% CI: 0.307-0.939). Health workers should encourage mothers to initiate breastfeeding early and maintain it for an adequate duration.

Analysis of the Influence of Organizational Culture on Employee Performance Through Job Satisfaction (Study on DP3AKB Pasuruan City)

This study used a saturated sampling or census technique to examine job satisfaction as a mediating influence of organizational culture on employee performance at the Office of Women's Empowerment, Child Protection and Family Planning (DP3AKB) in Pasuruan City. Path analysis (Path Analysis) is a data analysis approach. According to the study's findings, employee performance and job satisfaction are positively correlated with organizational culture, with job satisfaction acting as a mediating factor in this relationship. The leadership of Pasuruan City's Office of Women's Empowerment, Child Protection, and Family Planning (DP3AKB) must follow scientific and technological advancements and pay attention to employee satisfaction in order to establish a positive organizational culture and increase employee performance. Workers must be highly driven in order for them to appreciate working with coworkers who support one another in completing tasks and who exhibit high levels of work motivation.

Kajian Kehilangan Air pada Perencanaan District Meter Area PDAM Kota Pasuruan

Water loss that occurred in the service area of the Pleret 1 Reservoir managed by PDAM Pasuruan City from January to November was 42.92%. The highest water loss occurred in January of 46.85% and the lowest in May of 33.43%. This is still very far from the standard 20%. The current condition of the Pasuruan City PDAM distribution pipeline network is that all systems are connected to each other, so that there are no separate systems. Efforts that can be made by PDAM Kota Pasuruan to reduce water loss and interconnection networks are to isolate the piping network by establishing a DMA (District Area Meter). Formation of DMA requires hydrolysis modeling simulation of distribution pipeline network using Epanet 2.2 software. Besides using Epanet 2.2 software, Quantum GIS 3.16.16 software is needed to create a pipeline. The validity test in the field uses the discharge parameter with a correlation coefficient between EPANET and field discharge data obtained at 0.61. The formation of DMA with good results to reduce air loss is by reducing air pressure, if the air pressure decreases, the air loss will be lower.

OPTIMALISASI DISIPLIN KERJA PEGAWAI DI UPT SDN PURWOREJO 1 KOTA PASURUAN

Evaluation is an effort to identify and evaluate aspects of work performance that influence the success of an organization or agency. The performance evaluation system or process plays a very important role in optimalizing and managing human resources in an agency because if it is not communicated well it will affect the success of the agency and also the ability of employees to plan their careers. The aim of this research is to assess the current employee work discipline at UPT SDN Purworejo 1 Pasuruan City and to find out what percentage of employee work discipline is according to employee attendance records monitored at UPT. SDN Purworejo 1, Pasuruan City. In this research, the data analysis used to analyze the data is a descriptive method. This method systematically, factually and precisely describes or describes the relationship between the facts and phenomena studied without statistical calculations. The research sample used was all employees at the UPT SDN Purworejo 1 school, Pasuruan City. Data collection techniques were carried out through guidance and literature review.

ASSESSMENT OF SERVICE QUALITY OF PASURUAN E-SAMBAT APPLICATION WITH E-GOVQUAL DIMENSION APPROACH

Public services are government mediators in providing services to the needs of the community. The development of technology makes it easier for state and regional apparatuses to provide public services through an application called E-Government. Similarly, the Pasuruan City Communication and Information Agency has tried to organize the E-Sambat application. This study aims to provide an understanding of the quality of E-Sambat services based on the E-GovQual dimension approach, the gap between E-Sambat performance and public expectations for the E-Sambat application, and knowing which items will be prioritized to be immediately improved in the E-Sambat application. To analyze the feasibility of the application using GAP and the Important Performance Analysis (IPA) method is used to analyze items that are prioritized for improvement. Respondents in this study were 445 respondents. Based on the results of the analysis conducted, the quality of E-Sambat application services is very feasible with a feasibility percentage value of 100%, application performance GAP and public expectations for the Ease of Use variable of 0.08, Trust variable of -0.04, Functionality of the Interaction Environment variable of 0.02, Reliability variable of -0.03, Content and Information Display variable of 0.01, and the Community Support variable of 0.00. The overall average gap is 0.01 which means that people are satisfied with the E-Sambat application service. There are six items that are prioritized for improvement, namely TR 1 (security of personal data of E-Sambat users), TR 6 (access control of E-Sambat users), RLB 1 (speed in downloading E-Sambat forms), CAI 7 (use of colors in the E-Sambat application), CAI 8 (graphics in the E-Sambat application), and CS 5 (User questions answered quickly).

Hubungan Pemanfaatan Aplikasi Senior Smart dengan Tingkat Pengetahuan Peserta Didik di Sekolah Lansia Tangguh Kota Pasuruan

Pasuruan City will enter an aging population. One of the programs carried out is senior smart in increasing knowledge. Activities are accelerated using the senior smart application. Objective: Knowing the relationship between the use of the Senior Smart application and the level of knowledge of students of Pasuruan City's resilient elderly school. Research Method: This type of study used a cross-sectional research design with a sample of 150 elderly school students in Pasuruan City. The implementation of activities from August to September 2023, data was collected by questionnaire and analyzed by spearmen test. Results: 100% utilization of senior smart applications, knowledge level in high category as much as 97.3%. The spearmen test results show p-value = 0.045 and correlation coefficient value of 0.164. Conclusion: There is a relationship between the use of senior smart applications and the level of knowledge of resilient elderly school students in Pasuruan City

Model Pendekatan Kepentingan Sebagai Resolusi Konflik Sunni Syiah di Kota Bangil Pada Tahun 2011

This study is intended to describe the pattern of resolving sectarian conflicts of Sunni and Shia groups in Bangil. One of these knowledge is the spread of Shia teachings throughout the world, including Indonesia. In Indonesia, 2012 saw for the first time open conflict between Sunni Shia in Sampang, Madura that left two people dead, and five others seriously injured. Interestingly, one year earlier there was also a Sunni Shia conflict in Bangil in 2011 which caused six minor injuries and one serious injury and other material losses. However, the conflict in Bangil was quickly suppressed by the authorities with the support of local communities so as not to cause a bigger conflict. The de-escalation of the conflict is believed to be the result of meeting the interests of the parties concerned in order to maintain security in Bangil. Therefore, in this study, the author has an interest in analyzing in more detail what kind of interest approach model so that the Sunni and Shia conflict in Bangil Pasuruan City can be suppressed so as not to cause wider horizontal conflicts as happened in the Sunni Shia conflict in Sampang in 2011.

The industrial era 4.0 is an effort to transform towards improvement by integrating the online world and production lines in industry, where all production processes run with the internet as the main support. This research focuses on: the role of Islamic boarding schools in the formation of santri morals, inhibiting and supporting factors in the formation of santri morals in the industrial era 4.0? With the aim: To find out the role of the Islamic boarding school, Al Muttaqin Bugul Lor Islamic Boarding School, Pasuruan City in the formation of santri morals. To find out the inhibiting and supporting factors for santri morals at the Al Muttaqin Bugul Lor Islamic Boarding School, Pasuruan City in the industrial era 4.0. In this research, researchers use a qualitative approach. Qualitative research is research that aims to describe phenomena or events that are considered unique, actual and relevant to certain scientific disciplines. In this research, theory is only used as an analytical tool in explaining this phenomenon. Meanwhile, the type of research used in this research is descriptive. This research is divided into three stages, namely: data collection, identifying data, final stage of research.
