Building partnerships for sustainable development: case study of Laos, the BRI, and the SDGs

This study examines sustainable development cooperation and the effectiveness of sustainable development partnerships in supporting national development in meeting Sustainable Development Goals (SDGs). This study focuses on SDG 17, “Building Partnerships for Sustainable Development” and takes the Lao Democratic People’s Republic (Laos) as its case study. The study assesses Laos’s socio-economic condition, development trajectory and SDGs. It evaluates Laos’s development partnerships with China and the Belt and Road Initiative (BRI) and wider development diplomacy. The study adopts a political economy perspective, drawing in global major power competition. The paper argues that development partnerships are pivotal to success in achieving national and global development goals. Laos holds the ASEAN Chair through 2024, whilst experiencing severe economic challenges domestically. Moving between these two domains, Laos will seek to achieve balance and even-handedness between regional and global interests. Laos’s long-standing development partnership with China and the BRI brings tangible results. However, the study concludes that greater diversification in building partnerships for development will provide additional support to Laos’s development strategy.

Social, Economic and Competitiveness aspects of Green Innovation

Objective: The purpose of this study is to analyze how the adoption of green innovation practices by companies can affect the economic (Gross Domestic Product - GDP), social (Human Development Index - HDI) and competitiveness (Global Competitiveness Index - GCI) Development of Developed Countries (DC) and Emerging Countries (EC). Method: For the analysis, a three-level hierarchical regression model was used with repeated measures and estimated by Maximum Likelihood from a sample of 4061 publicly traded companies, 80% of which from the G7 countries and 20% from the BRICS (Brazil, Russia, India, China, and South Africa). Results: The results showed that in relation to GDP, all green innovation indicators negatively influenced economic development in both DC and EC. With regard to the HDI, green innovation practices such as environmental management and environmental investments positively influence social development in DCs and ECs, respectively. As for competitiveness, the results revealed that only green innovation practices related to environmental policies showed statistically significant results demonstrating a negative relationship with the GCI both in the DC and in the EC. Contributions: The study contributes with possible ways for companies and governments to set goals to achieve Sustainable Development Goals, SDG-8 to promote sustainable and inclusive economic growth, SDG-9 to promote inclusive and sustainable industrialization and foster innovation, and SDG-10 to strengthen and revitalize the global partnership for sustainable development.

Analyzing the Dynamics: EU and UN Perspectives on the African Union

This article presents a comprehensive analysis of the dynamics between the European Union (EU) and the United Nations (UN) in their interactions with the African Union (AU). Recognizing the AU's pivotal role in addressing Africa's challenges, the study investigates historical trajectories, policies, and key priorities shaping EU and UN perspectives on the AU. Through a multi-methodological approach, including document review and comparative analysis, it explores areas of convergence, divergence, and potential conflicts in their approaches, shedding light on implications for the AU's development and international relations. Tracing the historical evolution of EU-AU and UN-AU relations, pivotal moments such as the Cotonou Agreement and the establishment of the UN Office to the African Union (UNOAU) are highlighted. Analysis reveals shared objectives in peace, security, sustainable development, and governance, with nuanced differences in emphasis and approach. While areas of alignment exist, particularly in peacekeeping and sustainable development goals, divergences emerge in governance, human rights, and economic relations, posing challenges to collaboration.Case studies, including joint peacekeeping missions in Mali and development initiatives in Eastern Africa, offer insights into successes, challenges, and lessons learned, informing recommendations for future collaborations. Opportunities for enhanced cooperation, such as joint capacity-building initiatives and aligned development programs, are identified.The study contributes to a nuanced understanding of EU and UN perspectives on the AU, providing insights into their implications for Africa's development. Recommendations for improvements in coordination mechanisms, communication channels, and decision-making processes are proposed to enhance effectiveness. Future research avenues include evaluating economic partnerships' impacts and exploring innovative funding models to unlock transformative impact on the African continent. Ultimately, this analysis informs policymakers and international practitioners, fostering constructive partnerships for Africa's stability, prosperity, and sustainable development.

KAALO, OXFAM Somalia Install First Water Desalination Plant in El-dahir, Somalia

This article outlines the installation of the first water desalination plant in El-dahir, Somalia, a collaborative effort led by KAALO Aid and Development Organization, OXFAM Somalia, and the El-dahir Water Company. The project aimed to alleviate chronic water scarcity in the region, a pressing issue exacerbated by drought, conflict, and waterborne diseases. Through rigorous site-selection processes and engagement with stakeholders, Eldahir village was chosen as the project's beneficiary, emphasizing community involvement. A Public-Private Partnership (Triple-Ps Agreement) was established to ensure the sustainability of water, hygiene, and sanitation services, reflecting a strategic approach to infrastructure development. Community engagement played a pivotal role, with residents actively participating in discussions on water pricing and quality, underscoring their commitment to positive change. The project's allocated budget of $132,609, inclusive of infrastructure development and capacity-building efforts, reflects the dedication of all stakeholders involved. Lessons learned highlight the transformative impact of collaboration among humanitarian organizations, the private sector, and governmental agencies in addressing water scarcity effectively. This article aims to provide valuable insights for future projects and inspire similar partnerships for sustainable development, ultimately serving as a beacon of hope for communities worldwide.

Thirty Years of Research and Methodologies in Value Co-Creation and Co-Design

Value co-creation and co-design strengthen the development of projects and initiatives that involve working with people from interdisciplinary areas. Moreover, both concepts have been adopted in contexts such as health, marketing, education, social issues, software/hardware design, and economic contexts, among others. Co-creation can be one of the strategies to achieve the Sustainable Development Goal (SDG) 17 because co-creation can be a means to implement global partnerships for sustainable development. However, there is a lack of research on methodologies for co-design and co-creation. To fill this gap in the literature in this study, we review studies about value co-creation and co-design and present an overview of the methodologies reported in the literature. The first part of this review was conducted as a bibliometric analysis based on 3858 (co-design) and 3524 (co-creation) scientific documents retrieved from the Scopus database. For the second part, a scoping review was conducted based on the analysis of 71 studies related to co-creation methodologies and 96 in the case of co-design. As a result, we identified 32 methodologies for co-creation and 26 methodologies for co-design. Co-creation and co-design add value to processes with different stakeholders, such as implementing innovations to provide better service in information systems of a wide range of contexts.

Seroprevalence of Bas-Congo virus in Mangala, Democratic Republic of the Congo: a population-based cross-sectional study

Bas-Congo virus (BASV), an emerging tibrovirus, was associated with an outbreak of acute haemorrhagic fever in Mangala, Democratic Republic of the Congo, in 2009. In 2012, neutralising antibodies to BASV were detected in the lone survivor and one of his close contacts. However, subsequent serological and molecular surveys were unsuccessful as neither BASV antibodies nor its RNA were detected. In this study, we determined the seroprevalence of BASV infection in Mangala 13 years after the initial outbreak. We conducted a population-based serological survey from Jan 17 to Jan 23, 2022. Consenting individuals at least 5 years of age, living in Mangala for at least 4 weeks, and who had no contraindication to venepuncture were enrolled. Participants were interviewed using a pre-tested questionnaire for sociodemographic and clinical characteristics. We supplemented the collected serum samples with 284 archived samples from Matadi and Kinshasa. All samples were tested for antibodies to BASV and other tibroviruses using a pseudovirus-based neutralisation test. Among the 267 individuals from Mangala, the prevalence of BASV antibodies was 55% (95% CI 49-61; n=147). BASV seropositivity odds significantly increased with age (5·2 [95% CI 2·1-12·9] to 83·9 [20·8-337·7] times higher in participants aged 20 years or older than participants aged 5-19 years). Some occupational categories (eg,farmer or public servant) were associated with seropositivity. Only nine (6%) of 160 samples from Matadi and one (<1%) of 124 samples from Kinshasa had neutralising antibodies to BASV. Moreover, we also detected neutralising antibodies to other tibroviruses-Ekpoma virus 1, Ekpoma virus 2, and Mundri virus-in 84 (31%), 251 (94%), and 219 (82%) of 267 Mangala samples; 14 (9%), 62 (39%), and 120 (75%) of 160 Matadi samples; and six (5%), five (4%), and 33 (27%) of 124 Kinshasa samples, respectively. Human infection with BASV and other tibroviruses seems common in Mangala, although no deadly outbreak has been reported since 2009. Exposure to BASV might be highly restricted to Mangala and the increasing prevalence of neutralising antibodies with age suggests regular contact with the virus in this city. Altogether, our findings suggest that human infection with tibroviruses could be common in the study areas and not associated with deadly haemorrhagic or debilitating syndromes. The International Sustainable Development Research Society (ISDRS) is a global network of academic and sustainable development experts. ISDRS will organise an annual conference to allow practitioners, researchers, academics, and students to network and share their latest research, case studies, experiences, and accomplishments within the context of sustainable development.Halfway through Agenda 2030, and amid the COVID-19 pandemic to endemic transition, people from every walk of life are experiencing changes in their lives. Governments worldwide are aligning their goals and targets to fit in the new ‘norms.’ Against this background, researchers were invited to share their work, which assesses the progress of SDGs, at the 29th ISDRS Conference from 11th to 13th July 2023 in Kuala Lumpur, Malaysia.The Malaysia conference took place in the mid of Agenda 2030, seven years and a half after SDGs was first launched in 2015, and seven years and a half more towards 2030. It goes without saying that the most appropriate theme for the 2023 conference was “Half-way through Agenda 2030: Assessing the 5Ps of SDGs (people, planet, prosperity, peace and partnership)”. Below are the commitments made by country leaders worldwide to the 5P back in 2015: People We are determined to end poverty and hunger in all their forms and dimensions and to ensure that all human beings can fulfil their potential in dignity and equality and in a healthy environment. Planet We are determined to protect the planet from degradation, including through sustainable consumption and production, sustainably managing its natural resources and taking urgent action on climate change so that it can support the needs of the present and future generations. Prosperity We are determined to ensure that all human beings can enjoy prosperous and fulfilling lives and that economic, social and technological progress occurs in harmony with nature. Peace We are determined to foster peaceful, just and inclusive societies which are free from fear and violence. There can be no sustainable development without peace and no peace without sustainable development. Partnership We are determined to mobilise the means required to implement this Agenda through a revitalised Global Partnership for Sustainable Development, based on a spirit of strengthened global solidarity, focused in particular on the needs of the poorest and most vulnerable and with the participation of all countries, all stakeholders and all people. ЕФЕКТИВНІСТЬ УПРАВЛІННЯ У СФЕРІ ЗАСТОСУВАННЯ ПРОГРАМ ДОПОМІЖНИХ РЕПРОДУКТИВНИХ ТЕХНОЛОГІЙ

The article substantiates the directions for increasing the efficiency of management in the field of application of assisted reproductive technology programs in Ukraine. It was noted that for the successful implementation of new approaches to the management of the DRT sphere, the government, all management bodies and society in general should investigate in more detail the complex of management measures in order to increase the efficiency of the functioning of this system. It is emphasized that the management of the field of DRT is closely related to the management of risks arising from globalization and modernization, which requires management participants to have the skills and ability to recognize and solve problems both in the field of health care and in other areas where risks arise. Attention is focused on the fact that in the process of studying the issues of the effectiveness of DRT management, it is worth focusing on specific Sustainable Development Goals: Goal 3 "Strong health and well-being" and Goal 17 "Partnership for sustainable development". Performance evaluation criteria are proposed, which will contribute to the improvement of the quality of management in the field of application of DRT programs at the current stage of the development of the Ukrainian state. This list of criteria can be further expanded and improved, because these proposals contain those performance indicators that are absolutely necessary at today's stage of development of management relations in the field of DRT application, when the sector is given over to self-regulation, programmatic and regulatory documents are not adopted for years. It is concluded that in order to achieve the maximum effectiveness of management in the field of application of DRT, it is advisable to implement the following principles of health management, which are combined in the general societal and national approaches: management through cooperation; management by involving citizens; management through a combination of regulation and persuasion; management through independent agencies and expert bodies; management through adaptive policies, sustainable structures and forecasting results.

Митне регулювання в Україні у довоєнний та воєнний періоди

The purpose of the study is to theoretically substantiate customs regulation, identify shortcomings in its functioning in the prewar and wartime periods, develop appropriate practical recommendations, search for alternatives to meet the demand for imported goods and services, as well as restore the customs and financial security of the country with the condition of ensuring global partnership in terms of implementing the seventeenth Sustainable Development Goal «Partnership for Sustainable Development». It is determined that customs regulation is a subsystem of the State regulation of foreign economic activity, which defines and controls the process of movement of goods and services across the customs border. An analysis of current trends, dynamics of customs security and its components in the plane of effective customs regulation and ensuring the customs interests of the country is carried out. The key indicators that determine the level of customs burden on the country’s economy have been calculated and analyzed. There is a negative trend in such indicators as: provision of customs payments to the revenues of the State budget of the country, provision of customs payments of tax revenues, fulfillment of planned indicators for customs payments. The significance of customs payments in the revenues and tax revenues of the State budget is irrefutable. A comparative analysis of the both prewar and wartime structure of customs payments is carried out. The dynamics of the volume of taxed imports and the tax burden on them in Ukraine during 2018–2023 are studied. The key trends of the studied indicators are declining. The largest decline is observed during the pandemic in 2020 and at the beginning of the ongoing war in 2022. The partnership relations between the State and business entities in the context of the issue of customs regulation through the introduction of a system of preferential taxation of imports during the wartime period are studied. A systematization of normative legal acts of 2022, which fixed preferential conditions for business entities, is carried out. The problems of customs regulation of the prewar period, which significantly affected its efficiency and functional capacity in the wartime period, are identified. Measures for further leveling of these problems with the aim of European integration are proposed.

The added value of partnerships in implementing the UN sustainable development goals

Partnerships have become a key tool in the implementation of the United Nations (UN) Sustainable Development Goals (SDGs). Partnerships can scale up the impact of initiatives by leveraging the strengths and reach of each involved partner. This allows for the replication and expansion of successful projects and programs. In the context of the UN SDGs, partnerships can play a key role in their effective implementation, due to their ability to bring together a variety of stakeholders from different sectors and with different levels of expertise and experience. By leveraging the skills, resources, and capacities of different stakeholders, partnerships can contribute to creating synergies that are essential for the successful implementation of the SDGs. Despite the role of partnerships and their potential value, there is a need for studies that can help understand their role and promote greater transparency and accountability in the implementation of the SDGs. Against this background, this article outlines the concept of partnerships and their values, followed by a description of the partnerships for sustainable development, concerning the implementation of the SDGs and its main features. Some examples of relevant partnerships are presented, outlining their scope and degree of success. Based on the experiences gathered specific suggestions on how to foster partnerships to foster the implementation of sustainable development are provided. It is crucial to define common objectives to ensure alignment and a strong foundation for collaboration, involving diverse stakeholders, including governments, businesses, non-governmental organizations (NGOs), academia, and local communities, thus bringing unique perspectives and resources. Open and transparent communication builds trust and encourages the sharing of ideas and challenges. Additionally, demonstrating the benefits for each partner, whether in reputation, market access, or cost reduction, motivates active engagement, establishes incentive structures, and allows to celebrate successes. Pooling resources, knowledge, and expertise enhances the effectiveness of sustainable development initiatives, encouraging long-term commitments and fostering adaptability in the face of complex challenges. These are specific strategies that highlight the relevance of these findings, in comparison to existing work. Partnerships have evolved into indispensable instruments for the realization of the UN SDGs. Their transformative potential is expected to grow as the future trend, driven by the ongoing need for collaborative solutions to global challenges, becoming instrumental in addressing pressing global issues such as climate change, public health crises, and economic inequalities. In the coming years, a surge in research and initiatives focusing on optimizing partnership models, governance structures, and monitoring mechanisms to enhance accountability and transparency, is anticipated. Furthermore, the integration of digital technologies and data-driven insights into partnership strategies may revolutionize their impact and efficiency. Overall, the evolution of partnerships as a vital force in global sustainability presents a promising future trend with broader applications and a crucial role in addressing multifaceted challenges beyond the SDGs, as demonstrated in this study.

Dijalogom kultura i konvergencijom civilizacija - savremena Kina na putu partnerstva za razvoj, mir i budućnost čovečanstva - sociološke marginalije o kineskoj strategiji "Pojas i put"

The paper elaborates on the following Chinese strategy: the dialogue of cultures and convergence of civilizations are a road of achieving partnership for sustainable development and peace in the world. The author first gives an overview of the history of Chinese culture and civilization: its depth, breadth and giant accomplishments. Then he discusses modern China from the period after Mao's death and its leaders/reformers, in particular Deng Xiaoping and XI Jinping, as the founders of the new development strategy in China's internal and foreign politics. In that context, the focus of the author's analysis is on China's modernization and development strategy, relying on the rapid and high development of education, science and advanced technologies of the third and fourth developmental-civilizational waves, as well as liberalization of economy and democratization of social and political relations; the "Belt and Road" strategy - i.e., China's great opening up and cooperating with the world through partnership for the sake of universal wellbeing of humanity, globalization with a human face, multipolar order and peace in the world.

Achievement of SDGS globally in biodiversity conservation and reduction of greenhouse gas emissions by using green energy and maintaining forest cover

The global partnership for sustainable development is well-positioned to combat climate change and its impacts on ecosystems and biodiversity, aligning with the Sustainable Development Goals (SDGs) on climate, oceans, marine resources, forests, biodiversity, and land degradation. This study has assessed and evaluated the status of global forests and biodiversity, greenhouse emissions, and global energy perspectives, synthesizing track progress on goals 13 and 15 targets focusing on climate change trends, forest cover, and biodiversity status. Review and analysis of global forest resource and biodiversity assessment, GHG emission inventories, verification of CO2 measurement, statistical review of world energy and renewables contributions to reduction of GHG emissions, and applying quantitative data on environmental change to identify impact and implications showed that the targeted SDG goals are able to address the issues needed to build climate resilience: maintaining forests and biodiversity, achieving zero emissions, and adopting renewables. Forests, which cover 31% of the world's land surface, provide habitat, clean air and water, and help mitigate climate change. However, 13 million hectares are lost each year, resulting in the desertification of 3.6 billion hectares. The world's tree stock has decreased slightly due to a decrease in forest area, with 8% of 8,300 animal breeds extinct and 22% on the verge of extinction, highlighting the importance of sustainable ecosystem management and biodiversity conservation. Global GHG emissions are expected to rise slightly in 2021 to 8 GtCO2e, comparable to or exceeding 2019 levels, and global temperatures could rise over 1.5°C by 2030. Human activities, including greenhouse gas emissions, contribute to global warming, with surface temperatures rising 1.1°C between 2011 and 2020. Mitigation policies expand, but warming may exceed 1.5°C by 2030. The world faces challenges in achieving climate change goals, necessitating increased ambition and implementation. Integrating climate action and sustainable development using renewable energy sources like bioenergy, solar, geothermal, hydropower, and wind is the most effective approach.

SDG commentary: collaboration services for sustainable development goal (SDG) partnerships

PurposeThe purpose of this commentary is to complete the synthesis of the United Nations 17 Sustainable Development Goals (SDGs) into Seven Commentaries on Service Research Themes developed by ServCollab and the Journal of Services Marketing. As an approach to achieving SDG #17, ServCollab’s collaborative logic and design perspective for collaboration services for sustainable development partnerships are presented.Design/methodology/approachCollaboration is ServCollab’s Service Research Theme #7, which reframes the UN SDG meta goal #17 of Partnerships. In prior ServCollab research, four possible human interactions were identified: conflict, competition, cooperation and collaboration. Only the shared purpose of collaboration enables elevating the human experience.FindingsThe authors found no published service research that studied SDG #17, which means there are huge opportunities for service research on the role of collaboration in service systems. The alignment between the UN SDGs and ServCollab’s goals is explored. A research agenda for service research and SDG goals was proposed for collaborative communications, collaborative technologies and collaborative projects.Practical implicationsPractical ideas are offered for serving humanity through collaboration. Collaborations are the only practical solutions to humanity’s myriad sustainable development problems.Social implicationsWhen the United Nations developed its first 16 SDGs, they knew that accomplishing these goals required complex collaborations. That is why SDG #17 is Partnerships. ServCollab’s serving humanity logic applies collaboration to all social settings (large or small) where working together can sustain and regenerate the service ecosystem of Planet Earth.Originality/valueThis commentary describes a unique approach to building collaborative capacity for conducting service research projects for sustaining and regenerating the service ecosystem of Planet Earth.

Waqf and Partnerships for the Goals (SDG-17): A Maqasid Framework

The seventeenth Sustainable Development Goal encapsulates the topic on enhancing implementation tools and reviving the global partnership for sustainable development. Waqf, on the other hand, is an instrument of Islamic social finances that has a sustainable nature and is relevant to the SDGs; therefore, it has the potential to be utilized in the maintenance of partnerships to attain goals. This study aims to demonstrate the relevance of the waqf model to the SDGs by highlighting the waqf model applicable in Indonesia, which is in line with SDG 17 from a Maqasid Syariah perspective. The results indicate that the global cash waqf model is the appropriate funding to meet the seventeenth objective, which is the maintenance of international partnerships

Introduction: Co-creating a catalyst for sustainable development

The United Nations 2030 Agenda for Sustainable Development calls for action by all countries to ensure that no one is left behind. It requires partnerships between governments, the private sector, and civil societies across countries, continents, and sectors. This issue of Nordic Journal for Art &amp; Research is an expression of SDG 17 - a collaboration towards achieving the goals. In this way, we wish to renew global partnerships for sustainable development by sharing new knowledge with peers and global readers alike. 23 different contributions about sustainability in arts education can bring new, interesting and hopeful discussions to our field. A wide range of different perspectives, understandings, theories and methods hopefully show the reader that arts educators can make a difference by inspiring sustainable thinking and action. We as editors believe that arts education can be a catalyst for a change in society towards more sustainable futures. Through this special issue we welcome each and every reader to take part in this aesthetic collaboration of knowledge production formed and assembled by arts educators, with a rising hope for the future of our planet.

Examining the relationship among critical success factors (CSFs) for delivery of sustainable public-private partnership projects

Purpose The sustainable development goal (SDG 17) is to strengthen the means of implementation and revitalise the global partnership for sustainable development. Partnership is a key strategy for acquiring skills, information and private finance for developing critical infrastructure projects. Existing studies have mostly concentrated on identifying critical success factors (CSFs) for successfully delivering public–private partnerships (PPPs) projects, but the interrelationships among CSFs expected from stakeholders have garnered less attention. The purpose of this study is to examine the interconnections among CSFs of PPP projects while keeping the public in mind, as well as the influencing routes that contribute to success in the PPP implementation process. Design/methodology/approach The study uses a mixed-method approach that involves both quantitative and qualitative methods of data collection. The data for the study were collected through a well-structured questionnaire from the respondents who are directly or indirectly associated with the PPP project implementation process. The CSF’s framework was built using a literature study and expert interviews; nine hypotheses were developed and evaluated using structural equation modelling. Random and purposive sampling techniques were used for the respondents who were directly or indirectly associated with the PPP project implementation process. Findings The findings of this study reveal that the relationship between public and private partners is more adherent than collaborative, with unequal responsibilities, powers and resources distributed among the parties involved. The relevance of state rules, the PPP directive and policies in PPP implementation is supported by the positive connection between favourable environments (Fav_Env) and government attributes (Gov_Atr; the path coefficient is 0.405). Moreover, government attributes have a favourable influence on private company attributes (Pvt_Atr; the path coefficient is 0.198), showing that the state plays a substantial role in the private sector’s decision-making process in PPP. The long-term sustainability and success of a PPP project are dependent on the established interrelationships between CSFs. Practical implications The established interrelationships between CSFs will contribute to the long-term viability and success of a PPP project. Since PPP is still in its infancy in India, the study of CSFs in PPPs and their interrelationships will help policymakers and other stakeholders better understand the major individual factors impacting the success or failure of PPP initiatives. Originality/value Because PPP is still in its infancy in India, the study of CSFs in PPPs and their interrelationships will help policymakers and other stakeholders to better understand the major individual factors impacting the success or failure of PPP initiatives. A key implication of the study borders on providing a better understanding of the relationships between CSFs and public engagement. This is also critical for the long-term viability of PPPs and the enhancement of public service quality.

STRATEGIC ASPECTS OF FINANCIAL SUPPORT FOR SUSTAINABLE DEVELOPMENT GOALS: THE REGIONAL DIMENSION

The actualization and practical implementation of the concept of sustainable development in Ukraine began after 2015, when our country officially joined the global process of ensuring the Sustainable Development Goals. The purpose of the article is to study the place of local self-government in the financial support of the strategy for achieving the Sustainable Development Goals of Ukraine in the context of limited budgetary resources and decentralization. In the course of the analysis of the strategic role of local self-government in the financial support of the Sustainable Development Goals of Ukraine, it is found that municipal authorities, whose financial resources account for 35.0% of public finances, are responsible for achieving strategic objectives in the context of 7 Goals (41.2%). In order to assess the strategic potential of financial support for the Sustainable Development Goals at the regional level, the author proposes a methodological approach that takes into account the Pearson’s pairwise correlation coefficients. In this case, the values are taken that show a high density of stochastic relationship between the relevant indicator of formation and distribution of financial resources of local budgets and the indicator of the Sustainable Development Goals. There should also be an unidirectionality of Pearson’s coefficients with the intended purpose of the indicator. The progress in achieving the strategic objective (sub-objective) is based on the indicators with the highest correlation coefficients. It is substantiated that significant progress was made at the regional level in 2015-2021 with regard to Goal 17 «Partnership for Sustainable Development», since positive trends in the dynamics of 55% of the indicators of strategic objectives («sub-goals») were recorded. The author’s further research will focus on assessing progress towards achieving the Sustainable Development Goals in Ukraine, the financial support of which is the responsibility of local self-government bodies, especially in the context of martial law.
