This study was conducted to analyse people's participation behaviour in the national target programme for new rural development in Vietnam. Data were collected from seven provinces representing the economic regions of the country. The method of measuring the participation index was adapted from the participation scale theory. Then, a structural equation model was employed to measure the influencing of behaviour factors and perception on the satisfaction and participation levels of people. Findings indicate that the push factors derived from the perception and expected benefits of the households are decisive factors for satisfaction and participation levels. The effect of pull factors as the official media system of the government did not significantly affect participation behaviour. Hence, policy recommendations focus on a bottom-up approach to ensure that identified activities from people's needs and interests are consistent with the government's orientation and promote sustainable program development.
