Issues of Public Administration in the Age of Digitalization

The subject of the study is the possibility of citizens’ participation in public administration through the use of modern information technologies (hereinafter — IT). The article analyzes in detail the issues of public attitudes towards the use of IT. It is shown how in the conditions of increasing influence of actively developing IT, which plays a central role in the formation of modern economy and has a significant impact on various aspects of economic growth, productivity and innovation, despite the lack of a universally recognized definition of the category “public administration”, the readiness of people to use IT to participate in public administration is clearly seen, while at the same time the legislators perceive it as some private novelties, but not as a system-forming force, capable of using IT in public administration. The methodological basis of the work was the general scientific methods of system analysis and generalization of normative, scientific and practical materials and others. The scientific novelty of the article is determined by the fact that it is a comprehensive study of the possibility of citizens to use information technologies and systems in public administration. The most significant results include the formulated proposals to improve the current legislation, as well as the existing law enforcement practice.

Issues of state and public administration at the regional level in the context of the subject «Innovation Management»

The issue of public administration at the regional level was considered in the context of the subject «Innovative Management». The development of local self-government is of great importance for Ukraine and its population. The territorial community is the main subject of local self-government, which has its own functions and powers. The main role in management is performed by local self-government bodies that interact with state administrations. Regional military administrations have become key in the system of coordination and management of military issues at the regional level. The public plays a significant role in military administration and ensuring national security through active participation in public administration.

Mechanisms of Citizen Participation іn Public Administration: Experience of Foreign Countries

Considering Ukraine's aspiration to become a full member of the European Union and participate on equal terms with other European states in defining global policies and goals for the future, the effective functioning of public participation mechanisms in governance is not only a goal for Ukraine, but also a requirement of the EU. In this sense, it is appropriate to investigate the peculiarities of the functioning of the mechanisms of citizen participation in public administration in different states, evaluating their experience and taking into account the principles and ideas that can be useful in reforming the Ukrainian legal system in this direction. The purpose of the article. Analysis of foreign experience of regulatory and practical support for the functioning of mechanisms of citizen participation in public administration, determination of advantages and disadvantages of various models of setting up government-public communications, as well as an outline of prospects for the development of mechanisms of public participation in state administration in Ukraine. Methods of analysis. The research uses general scientific and special methods of scientific knowledge. The purpose and tasks of the research include analysis and synthesis of information, comparison of foreign approaches to understanding public participation and its mechanisms, as well as formulation of the author's conclusions on specific issues, recommendations for theoretical and practical use. The results. The theoretical and practical aspects of ensuring the effectiveness of citizens' participation in public administration are analyzed. The standards in this area, the best foreign approaches and practices, and promising directions for the development of participatory democracy in Ukraine are outlined. Prospects for further research. The findings contained in this study can be applied during the improvement of national legislation and the implementation of regulatory provisions on effective public influence on public administration. In the future, it would be appropriate to pay attention to the peculiarities of ensuring the functioning of the mechanisms of citizen participation in the management of state affairs in other countries, in particular in Asian countries, Canada, the USA, etc.

Public Participation: International Standards аnd Perspectives for Ukraine

Topicality. In Ukraine, there are still no scientific works, the subject of which would be the basic principles of public participation, the issue of its legislative support and the adjustment of the work of its mechanisms, as well as the tools of such participation. Even less researched is the direction related to the online participation of citizens in the management of state affairs. In the conditions of martial law and the post-war reconstruction of Ukraine, the study of international standards and foreign experience in ensuring the effective participation of citizens in public administration and the borrowing of proven successful experience, taking into account the specifics of the legal system of our state and the peculiarities of the sphere of public administration, is relevant and provides prospects for the development of participatory democracy in Ukraine. The purpose of the article. Analysis of the experience of experts from different countries of the world in ensuring citizen participation in public administration, determining the advantages and disadvantages of various models of setting up government-public communications, as well as outlining domestic prospects for the development of public participation in administration in Ukraine. International standards in this area, the best foreign approaches and practices, and promising directions for the development of participatory democracy in Ukraine are outlined. The significance of the results. The findings contained in this study can be applied during the improvement of the national legislation on the participation of citizens in the management of state affairs and the implementation of legal provisions on effective public influence on public administration.

A PARTICIPAÇÃO POPULAR NO MARCO REGULATÓRIO DO SANEAMENTO BÁSICO

The study article aims to address the importance of social participation in Public Administration, taking as a concrete example the case of the elaboration of norms of the National Water and Basic Sanitation Agency (ANA). Proceeding dialectically, it seeks to make a brief inventory of the main obstacles to this type of social participation and, finally, to contribute with the suggestion of concrete measures to make it effective. It concludes that the effectiveness of social participation in the decision-making process of issues such as basic sanitation, recognized as a fundamental right by the Federal Constitution, seeks to implement participatory democracy, in addition to conferring legitimacy on the agency's decisions.

Громадський краудфандинг як форма державно-приватного партнерства

Abstract. Introduction. Mechanism of civic crowdfunding allows financing both private and public projects, so it becomes especially relevant as alternative way of financing some projects in addition to the funds of the state and local budgets. Civic crowdfunding provides both financing of projects and participation of citizens in public life. Purpose. The purpose of the study is to identify the features of civic crowdfunding as a form of public-private partnership. Results. The article highlights functional, resource and institutional approaches to understanding civic crowdfunding. The factors influencing the decision-making of citizens regarding participation in the financing of public projects are disclosed, in particular, the presence of an active public position, the possibility of access to technical means, the presence of political interest. Funding models for public projects based on funds raised through crowdfunding are identifed: co-financing by the state or local authority and full financing at the expense of citizens' collected funds. SWOT-analysis of civic crowdfunding as a form of publicprivate partnership was carried out, defined that civic crowdfunding can provide opportunities to intensify the implementation of projects in the field of culture, science, increasing the defense capability of Ukraine, social assistance, regional development. Conclusions. Proposed to consider civic crowdfunding as an innovative state service, with the help of which, on the one hand, citizens realize their political interests, and on the other hand, satisfy their needs for participation in public administration and get satisfaction from helping other people, saving the environment or cultural heritage. Revealed that the basis of civic crowdfunding as a form of public-private partnership is financial technology tools.

The Specifics оf Citizens` Participation іn Public Administration Under the Martial Law іn Ukraine

Topicality. The article is devoted to the peculiarities of citizens' participation in public administration under the conditions of martial law in Ukraine, introduced starting from February 24, 2022, which continues until now. The subject of the study is the tools of public influence on the state management process, which are relevant in the current conditions of existence of Ukraine and are actively used. The content of the article combines the analysis of current national legislation and the practice of its implementation in this area. The purpose of the article. The author aims to determine the specifics of the interpretation of the concept of "public administration" in the conditions of martial law, to analyze the actual mechanisms of citizen participation in public administration. Research methods. The research will use general scientific and special methods of scientific knowledge. For the most part, the purpose and tasks of the research involve the analysis and synthesis of information obtained from the outlined sources, the comparison of the tools of citizen participation in public administration in terms of their effectiveness, as well as the formulation of the author's conclusions on certain issues, providing recommendations for theoretical and practical use. Results. The article examines the tools of public participation in management, which are used both at the initiative of citizens themselves and at the initiative of state bodies and local self-government bodies. Emphasis is placed on strengthening the role of digital means of influencing citizens on decision-making by authorized entities at the national and regional levels. The implemented online survey mechanism through the Diya portal was considered. The advantages and disadvantages of this form of citizen participation in public administration are determined. In addition, the author analyzed the shortcomings of the legal regulation of electronic appeals in Ukraine, as well as the existing practice of publicizing and reviewing petitions. The significance of the results. Based on the conducted research, the article formulates conclusions and provides recommendations for improving the legal regulation of citizens' participation in public administration and the practice of implementing the norms of legislation on public participation.

CERTAIN THEORETICAL AND LEGAL ASPECTS OF CITIZEN PARTICIPATION IN THE MANAGEMENT OF PUBLIC AFFAIRS

The article is devoted to the key principles of citizens’ participation in the management of public affairs. The connection between the right to participate in public administration and democracy is revealed. It is established that democracy obliges the state to create conditions for citizens to exercise their right to participate in all stages of socially significant decisions. The concept of «participatory democracy», which arose as a result of expanding the possibilities of a democratic state and legal regime and the transition to a human-centric concept of governance, is analyzed. It has been proven that in the phrase «participatory democracy» participation is understood much more broadly today than before. Thus, if the ancient Greek thinkers spoke only of political participation, then with the development of statehood and changing priorities in the activities of public institutions, it is already a question of public participation. The author identifies the basic principles of citizen participation in public administration, in particular: 1) the presence of a specific goal; 2) creating conditions for feedback; 3) alternative; 4) creating conditions for active public participation at the stage of preparation of management decisions; 5) involvement of the maximum number of participants in the discussion and adoption of the relevant management decision; 6) providing adequate open and complete information on public interaction; 7) openness and controllability of the process of public participation, the ability to formulate only realistic goals; 8) the use of quality methodological framework for the organization of the process and control over its results. The article examines the content of acts of international law on public participation in public administration, as well as the recommendations of the Council of Europe on ensuring the state’s proper level of citizens’ participation in public administration. The key principles of citizens’ participation in public administration are presented.

ENSURING EQUAL RIGHTS OF WOMEN AND MEN: THE EXPERIENCE OF UZBEKISTAN

The article analyzes the reforms carried out in Uzbekistan to ensure gender equality and their prospects, the adopted legislative acts and their importance, the issues of increasing women’s participation in public administration; reducing poverty, supporting entrepreneurial initiatives, creating suitable working conditions, covering young people with higher education, in particular, the issues of women’s enrollment were analyzed. Suggestions were made to improve the legal framework for gender equality provision and to address the challenges that await their solution.

Research on Institutional Advantages and Dilemma of Contemporary Chinese Public Participation in Public Administration

Based on the background that China is accelerating socialist administrative management reform with Chinese characteristics, this paper selects public participation in public administration as a research object and outlines the existing institutional arrangement of public participation in public administration. By focusing on the institutional advantages and dilemma of Chinese public participation in public administration, the paper analyzes from the national macro level, local government medium level and grassroots micro level and further proposes the suggestions on the ways to promote Chinese public participation in public administration.

Legislative principles of the mechanism of public participation in the implementation of public administration in Ukraine

The article shows the study of public participation in the implementation of public administration. It is estab-lished that the public should act as a socially active part of society, which participates in socio-political life of the country on a voluntary basis. It is determined that the public should be characterized by: the need for communica-tion; focus on collective activity; priority of public interests over individual ones; active expression of their social position. The article proved that the establishment of a constructive dialogue between the public and state structures helps the public to inform state authorities about urgent problems of development of various spheres of public life. It is es-tablished that due to cooperation, partnership with the public, public authorities and administrations become better aware of various social problems. Close cooperation of public administration bodies with public structures allows the population to understand better the logic of management decisions and state policy in a given area, provides its trust and support if necessary. Effective forms of interaction between public authorities and the public and the specifics of the mechanism of public participation in public administration are substantiated and its characteristic features are determined. The article proposes the introduction of a mechanism for public participation in public administration. It is noted that the mechanism of public participation in public administration should be understood as a system of legal and public administration mechanisms that create legitimate conditions and means of real participation of socially active citizens in public administration, in particular, through their involvement in public administration. All mechanisms must be interconnected. The expediency of forming normative-legal mechanisms of public participation in public administration in Ukraine, which should be represented by a hierarchical system of normative-legal acts and consolidate the right of citizens to participate in the management of public affairs, has been proved; to determine the legal status of civil society institutions, in particular, in terms of their legal personality in relation to participation in public administration; to determine the procedural mechanisms of interaction between civil society and the rule of law and the influence of the public on public administration. It is noted that the formation of a civil society, which insufficient level of development in today’s Ukraine hin-ders the dynamics of democratic change, will contribute to the achievement of a corresponding standard of living like in European countries. It is determined that without a developed civil society it is impossible to improve public administration, which requires real public participation in the discussion and management decisions. It is noted that high-quality and effective interaction of public authorities with civil society should be formed under the condition of three basic principles: creation of a state agency, institution, department and division in the system of state power, which will be directly responsible for cooperation with the public; development and adoption of a state program to promote the development of interaction between government agencies and structures with civil society; formation of written agreements between public authorities and non-governmental organizations on their joint activities.

Women’s Participation in Public Administration in Vietnam: A Case Study of Policy and Practice from 1986 to the Present

ABSTRACT This paper highlights major trends in Vietnamese women’s representation in public administration (PA) since 1986 and critically explains them within the framework of the gender mainstreaming policy. A systematic review of gendered documents indicates that women’s participation in PA has improved over time. However, their representation in top leadership remains persistently low and fluctuates at all levels despite reinforced national machinery for gender equality (GE) and a series of enacted legislation and policies. Removing structural gender biases, relocating GE national machinery, and solving conflicts between gendered and PA legislation are key recommendations for bridging gaps between gendered quotas and reality.

FEATURES OF INFORMATION SYSTEMS AND TECHNOLOGIES OF PUBLIC MANAGEMENT AND ADMINISTRATION IN THE CONTEXT OF EUROPEAN INTEGRATION PROCESSES

The article updates the importance of using modern information systems and technologies of public administration and administration in the context of European integration processes. It has been substantiated that the efficiency of the work of authorities at all levels is largely determined by the quality and efficiency of their information and analytical services. The essential-meaningful characteristic of the information system of public administration and administration has been determined by generalizing the views of domestic and foreign scientists. The structure of the information system was defined through the allocation of four main components: means of fixing and collecting information; means of transmitting the relevant data and messages; information storage means; means of analysis, processing and presentation of information. The directions of the functioning of interconnected information systems that ensure electronic interaction of public authorities of different countries in the context of digitalization and globalization of socio-economic relations with representatives of business structures and civil society, allowing to form elements of the "virtual community" and "digital power" as transformed forms of public administration were characterized. Among them are: free movement of information data; expansion of forms of audiovisual communication through the development of modern computer technology; interactivity of modern media tools used in the public administration system; anonymity of collective and individual communication on the Internet; the rapid dissemination of information using modern communications; modern means of forming and transmitting information. The technology of information exchange in the information system of public management and administration in the context of globalization and eurointegration has been formalized. The advantages of information technologies in public administration for the implementation of socio-economic cooperation projects is highlighted, including: creating conditions for the availability of information on significant economic and social issues; strengthening the level of mutual trust in society; strengthening feedback between state and public subjects of public administration relations; creation of innovative forms of public participation in public administration; the formation of sources of transparency in the actions of interacting institutions; ensuring productivity growth of e-government while reducing time and labor costs in information processing and decision-making.

The article examines the development trends of modern networks of political communication, the growing influence of social networks on the Internet on the civic engagement of citizens. At thesame time, the role of various blogs in expanding citizen participation in public administration is scientifically analyzed.The analysis ofsocial networks, blogs and various media resources used on the Internet as a platform and tool for civic initiatives and activity in society is carried out. The article also discusses modern methods and techniques for using political communications to increase civic engagement.

О реализации практик вовлечения граждан в деятельность органов власти субъекта Российской Федерации посредством внедрения единой онлайн-платформы

The article considers the experience of the Republic of Bashkortostan of realization of the program for involving citizens in the activities of local authorities through the operation of a shared online platform. The research showed that the following technologies of citizen participation in public administration operate within the online platform in the Republic of Bashkortostan: public discussions, petitions, and polls. The technologies identified were analyzed and checked against the principles of the concept of modern public administration. The research revealed a number of problems in the work of the portal "Voice of the Republic of Bashkortostan". The authors suggested some ways of solving them. The relevance of the research is substantiated by the fact that the implementation of a project combining various practices of involving citizens in a managerial process through a shared online portal, whose activities are aimed at providing service to a large number of different authorities, needs to be improved and shared with other regions of the Russian Federation. The novelty of the research is due to the lack of scientific study of online co-management practices realized in regions. The main purpose of this article is to identify decision-making algorithms on the portal “Voice of the Republic of Bashkortostan” and to formulate proposals for improving the co-management technologies under study. The use of a shared regional portal to involve citizens in the activities of local authorities of a constituent entity of the Russian Federation is an innovation and uncommon these days. Studying the experience of the Republic of Bashkortostan, correcting the existing mistakes and sharing its practice with other regions can have a positive multiplicative effect.

Роль інститутів громадянського суспільства в діяльності публічної адміністрації: український та міжнародний аспект

Автором статті було проведено дослідження ролі інститутів громадянського суспільства в діяльності пу-блічної адміністрації крізь призму українського та між-народного досвіду. По суті, інститути громадянського суспільства виступають інструментами, необхідними для забезпечення демократії в державі, представляють різні погляди, захищають інтереси громадян, беруть участь у політичних процесах тощо. Відповідно, інсти-тути громадянського суспільства задіяні в різних сфе-рах суспільних відносин, таких як: охорона здоров’я, правосуддя, фінанси, освіта, екологія, міжнародні від-носини, безпека, соціальна політика тощо. Автор наводить приклади правового регулювання відносин між інститутами громадянського суспільства та суб’єктами публічного адміністрування, акцентую-чи увагу на проблемах таких відносин. Серед основних із них: відсутність громадянської культури; слабке інформування людей про можливість впливати на дер-жавні та політичні процеси; брак довіри; правовий нігілізм; бюрократичні перешкоди. Інститути грома-дянського суспільства, в тому числі громадські орга-нізації, відіграють важливу роль у забезпеченні верхо-венства права. Цьому сприяють, зокрема, громадський контроль, аудит, правовий захист, аналіз та багато інших методів. Отже, вирішальним завданням публіч-ного адміністрування є сприяння діяльності інститутів громадянського суспільства різними способами.Автор робить висновок, що найважливішою переду-мовою верховенства права є формування громадян-ського суспільства, в якому гарантується вільний та всебічний розвиток кожної людини, функціонування демократичних інститутів, що забезпечують свободу слова та інформації, сила громадської думки і суспіль-ної моралі, вільні вибори, існування легальної опозиції та багатопартійності. Усе сказане вище робить узурпа-цію влади неможливою.Автор пропонує шляхи вирішення проблемних аспектів участі громадськості в публічному адміні-струванні, зокрема шляхом вдосконалення норматив-но-правової бази, забезпечення ефективного механізму оскарження, забезпечення прозорості механізмів уча-сті громадськості в публічному адмініструванні та їх спрощення, встановлення відповідальності суб’єктів публічного адміністрування за ухилення від сприяння участі інститутів громадянського суспільства в їхній діяльності та процесах прийняття рішень, якщо це передбачено законом тощо.

Participation in Public Administration Revisited

Participation has been a relevant issue in public administration research and theory for several decades, especially in old democracies. However, recent processes of globalization, Europeanization and digitalisation, coupled with diminishing citizens’ trust in public institutions, have again made the concept of public participation topical. The aim of this paper is to provide a theoretical reflection on the concept and substance of participation in public administration and on research efforts. In order to do so, administrative participation is first defined and distinguished from other types of participation in modern democracies (political and civil participation). Participation in public administration encompasses the processes through which the public is directly involved in regulative and implementation functions of administrative organizations, as well as in the oversight of their functioning. The three main categories of participation in public administration are elaborated – regulative, implementing and oversight participation – together with some apparent forms (instruments) within each category. The main principles upon which administrative participation is based are also explained – transparency, openness, responsiveness and trust. The final part of the paper contains an overview of the existing research and evaluation of participation in public administration. The twofold value of participation – intrinsic and instrumental – is explained, its potential benefits and shortcomings are listed, and a distinction between the process and outcome dimension of participation is elaborated. Although the literature has become rather extensive and refined, one can conclude that unambiguous findings on the practical effects of participation are still deficient, especially with regard to its dependence on different contextual – especially organizational – variables. Therefore, some conceptual and methodological observations for further research are formulated.

The article examines the influence of online practices of interaction between state power and civil society on the process of public policy formation on the example of the transition systems of Lithuania and Ukraine.It is determined that the introduction of online practices in public policy in Lithuania provides for the modernization of the public administration process in accordance with the new conditions of institutional development; contributes to increasing the efficiency and effectiveness of institutions of government and the state; conditions are created for open and transparent public administration, as well as the possibility of sustainable feedback between government and business and citizens.It was found that Ukraine is actively involved in the interactive process, which can be attributed to the positive effects of institutionalization of public policy. The introduction of electronic technologies in the field of public administration and the expansion of information space allows public authorities not only to provide better services, but also to decentralize, while strengthening horizontal links between the bureaucratic system, strengthen feedback between government officials and citizens and have in order to ensure constant adjustment of the activities of the authorities taking into account the wishes and requests of the population.The tendencies of institutionalization of public policy practices in the online space are clarified, the specifics of the virtual activity of actors in the public space and the degree of their influence on politics are revealed. It is proved that new information technologies web 2.0 and web 3.0 changed the practice of social communication in general and public policy in particular, led to the emergence of new interactive institutional forms of cooperation, which expanded the public space and complicated the management system. It is noted that the level of e-government development, which ensures active public participation in public administration, is of great importance in building public policy from the bottom up. Online tools have given impetus to the inclusion of new mechanisms of networking – for both traditional actors and newcomers, created conditions for the inclusion of more citizens in the political process, provided platforms for communication, led to new innovative institutionalized forms of partnership between civil society and government, filled new ideological content of public policy.
