International experience of partnership of private companies and special services in the interests of national security and its significance for Ukraine

The article is devoted to topical issues of national security. Its purpose is to justify the need to review approaches to the partnership of special services of Ukraine and private companies. The current state of threats to national security from the aggressor country is characterized within the scope of scientific research. Attention was drawn to the fact that after the attack of the Russian Federation on Ukraine, there were changes in the security paradigm and approaches to national security and the world system as a whole, and the need, in this connection, to find additional resources to counter the Russian Federation, to develop new effective models of organizing the activities of national special services by involving the potential and resources of non-state institutions in this activity. It was established that the effective partnership of special services and private enterprises in the interests of national security is a stable international practice, and in some cases, the only means of increasing the effectiveness of special services in conditions of shortage of personnel and resources, which meets the requirements of international and national legislation. The international experience of such a partnership is characterized using the examples of the “Griffin”, “ECSA – CERBERUS”, “ProtectUK” projects, as well as the activities of private intelligence and security companies. Prospective directions for strengthening the capabilities of Ukraine’s special services through partnership with private enterprises and their security structures are highlighted, including: creation of security platforms (educational and informational and communicative in nature); obtaining operationally significant information in the interests of ensuring state security both in the country and abroad, including its processing; assistance in the use of existing and development of new software products for the search and identification of persons who pose a threat to the state security of Ukraine, the recording of their criminal activities, etc.; carrying out analytical studies, summarizing a large array of data in the interests of national security; personnel training for work in modern conditions, including using the latest technologies. The need for clear legal regulation of the rights and obligations of the parties to such a partnership is emphasized.

Curriculum Updates and Their Impact on School Management Practices

Curriculum renewal influences not only educational content, but also overall school management practices. In this study, we investigate the impact of curriculum reform on school management practices with an interdisciplinary approach. Through a literature review, we identified various forms of impact, including changes in management paradigm, organizational structure, school culture, teacher skills, education quality, community involvement, management skills, resource quality, student involvement, and service quality. Our findings suggest that school management must adapt planning, training, resource provision, and community involvement to manage change. Regular evaluations are needed to develop more effective education policies and school management practices, with policy adjustments based on evaluation findings. Good communication and involvement of all stakeholders is the key to implementing significant changes in increasing educational effectiveness.

The objectives of this investigation is to conduct an analysis of the paradigm of change in New Public Management, through a documentary methodology with a qualitative focus. Aspects of New Public Management in the processes of modernization and reform of public administration are analyzed through the specialized bibliography for the case study of Costa Rica and El Salvador through the application of neogerential trends, it is observed that the efficiency and quality of resources in the public administration of Costa Rica and El Salvador.

Spiking neural networks for biomedical signal analysis.

Artificial intelligence (AI) has had a significant impact on human life because of its pervasiveness across industries and its rapid development. Although AI has achieved superior performance in learning and reasoning, it encounters challenges such as substantial computational demands, privacy concerns, communication delays, and high energy consumption associated with cloud-based models. These limitations have facilitated a paradigm change in on-device AI processing, which offers enhanced privacy, reduced latency, and improved power efficiency through the direct execution of computations on devices. With advancements in neuromorphic systems, spiking neural networks (SNNs), often referred to as the next generation of AI, are currently in focus as on-device AI. These technologies aim to mimic the human brain efficiency and provide promising real-time processing with minimal energy. This study reviewed the application of SNNs in the analysis of biomedical signals (electroencephalograms, electrocardiograms, and electromyograms), and consequently, investigated the distinctive attributes and prospective future paths of SNNs models in the field of biomedical signal analysis.

EMPOWERING PATIENTS WITH AI-DRIVEN PERSONALIZED MEDICINE: A PARADIGM SHIFT IN CHRONIC DISEASE MANAGEMENT

The emergence of artificial intelligence (AI) in healthcare has opened the door to a disruptive approach to chronic illness management, centered on individualized therapy that empowers patients. This research investigates the potential of AI-driven personalized medicine to transform the treatment and management of chronic illnesses by adapting therapeutic tactics to individual patient characteristics. Traditional chronic illness management approaches frequently rely on standardized therapies, which may fail to account for a patients unique genetic, environmental, and lifestyle characteristics. AI, with its capacity to analyze large datasets and discover patterns, provides a more sophisticated approach, allowing for the development of personalized treatment regimens that maximize efficacy while minimizing side effects.The use of AI in healthcare enables real-time monitoring and continual customization of treatment regimens depending on patient reactions, promoting a proactive approach to illness management. Patients are no longer passive beneficiaries of care, but active players in their treatment journey, armed with personalized insights that allow for informed decision-making. This trend toward patient-centered care is especially important in the case of chronic illnesses, where long-term management and adherence to treatment procedures are vital for improving results. Furthermore, AI-powered tailored medicine has the potential to save healthcare costs by eliminating trial-and-error methods and averting consequences through early intervention. However, implementing this paradigm change is not without its problems. Data privacy, ethical concerns, and the need for strong regulatory frameworks must all be addressed to enable the safe and successful use of AI in customized medicine.AI-powered personalized medicine offers a paradigm change in chronic illness treatment, providing a more effective, patient-centered approach that has the potential to enhance clinical results and empower individuals. By leveraging AI, healthcare systems may transition to a future in which therapy is personalized to the individual, improving care quality and, eventually, altering the landscape of chronic illness management.

Development of a true density-based automated quality grading device for unboiled arecanut kernels

The automated sorting of arecanut kernels is a significant challenge that has not been effectively addressed thus far. Scientific grading techniques are necessary given the paradigm change toward investigating alternative uses for arecanuts in industry and the medical field. This research work emphasizes the relatively unexplored aspect of the post-harvest process; quality grading of kernels based on physical properties. It aimed to develop a novel approach for classifying unboiled (Chali) arecanut kernels cultivated in Goa, India based on their true density, using a combination of mechanical and visual techniques. The study explored the potential of true density as a quality indicator for real-time grading of the kernels. To achieve this, automated grading equipment was devised, utilizing a load cell to measure the kernel's mass and the ellipsoid approximation method to estimate its volume. A machine vision system captured the top and side images of the kernels to measure their volume. Python programs were created to enable image acquisition, processing, object detection, measurement and kernel segregation. Real-time kernel classification was accomplished by establishing serial data communication between the Python code and the Arduino board. The kernel segregation process was facilitated by servomechanism and a stepper motor. The kernels were classified into acceptable and non-acceptable categories based on a threshold value of true density. The research successfully established a method that utilizes the physical attributes of arecanut kernels as parameters for quality grading. However, the study encountered challenges with the density measurements, as the paired t-test results revealed significant differences between the kernel true density measured by the device and the true density estimated using the weighing scale-water displacement method, indicating a percentage error of 13.2%. Addressing these challenges would lead to more accurate density calculations, thereby enhancing the overall effectiveness of the kernel classification process. Furthermore, the technique allowed for the offline estimation of the kernels' porosity, which was found to be 45.3%. In future research, the integration of density and porosity measurement systems could be explored for real-time quality evaluation based on porosity, offering potential opportunities for further enhancement and optimization of the grading process. The technology could be further applied to other types of nuts and agricultural products, thereby overcoming the limitations of color-based sorting using image processing. The article addresses the pressing issue of developing a model of psychological support for adolescents with visual impairments. Adolescents' personality development during their school time ultimately determines their opportunities for successful social integration into society in future. Therefore, the need for psychological support for adolescents with visual impairments proves increasingly relevant. The aim of this study is to analyze scientific views on the essence of psychological support as a phenomenon and develop a model of psychological support for adolescents with visual impairments, which can contribute to their individual development and socialization. The analysis of scientific principles and approaches to the issue of psychological support for adolescents with visual impairments has allowed us to reveal the essence of support as a psychological phenomenon and develop a model of psychological support for adolescents with visual impairments. Scientists have established that adolescence requires systematic support, comprehensive psychological support in the process of personal growth at this complex stage of maturation. We argue that psychological support is a process of organizing and conducting a comprehensive system of psychological measures that help an individual to optimize their mental health condition, effectively adapt and develop progressively. Support system is proved to be based on a theoretical model, a set of conceptual provisions and technologies, which is focused on the content of the development problems of adolescents in various social systems. Three leading constructive principles of the support system have been identified. The first principle calls for a change in research paradigm—from exploring psychic phenomena and manifestations to studying the laws of personality development for persons with visual impairments. The second principle characterizes a change in the paradigm of acting upon the support system, urging and wishing, providing equal opportunities in decision-making. The third conceptual provision is identifying the ground to develop means and methods. A model of psychological support for adolescents with visual impairments has been developed within the social system of "students - educators - parents". It combines managerial and psychological aspects. The theoretical significance of the study is the analysis of scientific views on the essence of psychological support as a phenomenon. The practical significance is the development of a psychological support model for adolescents with visual impairments, which can contribute to their personal growth and socialization. The prospects for further research in this area entail empirical verification of this psychological support model in terms of its effectiveness for adolescents with visual impairments.

Current paradigm of corporate governance and determinants of share issuance by Mexican companies

This research analyzed the issuance of shares by all Mexican companies that were listed on the Mexican Stock Exchange (MSE) during the 2012–2022 period to determine if they continue to maintain the paradigm of corporate control through ownership of the highest percentage of shares among family members and their close circles. Additionally, the extent to which the variables of company age, sales level, and business sector are determinants of using the issuance of shares as a source of financing was evaluated. The methodology applied included a comprehensive analysis of the percentage of issuance of new shares, a Pearson’s correlational analysis, a simple linear regression, a linear binomial analysis, and the ANOVA model. The results showed that although a few MSE companies have begun to issue shares, the level of issuance is still lower and does not constitute evidence of a paradigm change. Concerning the variables of age, sales, and business sector, it was found that there is insufficient evidence that these variables are determinants of MSE companies that issue shares as a financing method.

MILESTONES IN THE DEVELOPMENT OF ORGANIZATIONAL MODELS BASED ON THE THEORY OF SPIRAL DYNAMICS

The article examines the milestones of the development of the business environment through the prism of industrial revolutions and the theory of spiral dynamics of organizational development. The past influences the present. The present shapes the future. The world is a complex, interconnected whole that is difficult to represent and understand, especially regarding complex socio-economic processes and organizational systems, including enterprises. The first radical change began precisely with the agrarian revolution when people domesticated animals as a basis for the transition from gathering to agriculture. After the agrarian revolution, radical industrial changes began in the 18th century. The first industrial revolution (from the 1760s to the 1840s) - the invention of the steam engine and the construction of railways. The second industrial revolution (the end of the 19th and the beginning of the 20th century) - the emergence of mass production thanks to the invention of electricity and the introduction of the conveyor. The third industrial revolution, from the 1960s, - was the emergence of semiconductors and their use in large electronic computing machines, personal computers, and the Internet. The fourth industrial revolution began at the beginning of the 21st century and is characterized by the emergence of "smart enterprises". The content and essential components of these periods imposed and imposed their understanding on the development of organizational models and the way of interaction between stakeholders and the economic entities themselves, which arose at the later stages of development and are developing under the influence of global business trends. Deepening the understanding of the nature of modern approaches in management aimed at the development of organizational systems allows turning to the past and investigating issues of organizational models on the way of the history of human development based on the theory of spiral dynamics (Don et al.), which is based on a dynamic model of human development and evolution of her consciousness, change of fundamental values. So, from the standpoint of the concept of systemic perfection of a business organization, based on the theory of spiral dynamics, its consideration can be started in the system-wide understanding of the system state, which corresponds to a greater extent to the content of perfection - from the orange stage and more/less corresponds to the current trends of the fourth industrial revolution. A significant strategic gap occurs based on the mismatch between the stage of development according to the milestones of industrial revolutions and the organization's current state in relation to the theory of spiral dynamics. For example, a red organization that functions in the fourth industrial revolution era. Management of changes in paradigms of thinking is the art of management.

Conformational Space Profiling Enhances Generic Molecular Representation for AI-Powered Ligand-Based Drug Discovery.

The molecular representation model is a neural network that converts molecular representations (SMILES, Graph) into feature vectors, and is an essential module applied across a wide range of artificial intelligence-driven drug discovery scenarios. However, current molecular representation models rarely consider the three-dimensional conformational space of molecules, losing sight of the dynamic nature of small molecules as well as the essence of molecular conformational space that covers the heterogeneity of molecule properties, such as the multi-target mechanism of action, recognition of different biomolecules, dynamics in cytoplasm and membrane. In this study, a new model named GeminiMol is proposed to incorporate conformational space profiles into molecular representation learning, which extracts the feature of capturing the complicated interplay between the molecular structure and the conformational space. Although GeminiMol is pre-trained on a relatively small-scale molecular dataset (39290 molecules), it shows balanced and superior performance not only on 67 molecular properties predictions but also on 73 cellular activity predictions and 171 zero-shot tasks (including virtual screening and target identification). By capturing the molecular conformational space profile, the strategy paves the way for rapid exploration of chemical space and facilitates changing paradigms for drug design.

“Un país para volver”: análisis narrativo del Plan de retorno a España

A growing number of governments are introducing initiatives explicitly aimed at stimulating the returnof their emigrants. In Spain, the state launched its first policy for return, the “Plan of Return to Spain”, in 2019. Taking this plan as a case study, the article examines the Spanish policy for return and places it in a broader context, both political and historical, in order to understand the limits and biases of this measure in the face of the diverse profiles of Spanish emigrants. Adopting the narrative policy framework as a theoretical-analytical perspective and content analysis as a methodological tool, the authors of this paper identify that, through the new narrative strategy, a paradigmatic change has been produced in Spain in the way of understanding, from the public sphere, the return of Spanish citizens living abroad.Instead of an assistance-based approach, a neoliberal (instrumental and utilitarian) perspective has been adopted, maintaining, however, a conception of “the return to the country of origin” that is closerto the predominant migratory theories of the 20th century rather than to contemporary social-scientific notions. A tension between the policy narratives of Spain and the European Union in relation to Intra-European mobility, and a gap between the state view and the current migratory realities concerning return in contexts of great economic and labor uncertainty, have also been recognized.

Dementia awareness raising forum: Improving attitudes towards people living with dementia.

Stigma surrounding dementia is a significant issue affecting individuals and communities leading to discrimination towards those living with the condition. However, the changing paradigm in dementia support to living well with dementia can reduce this stigma and improve community attitudes. A community initiative aimed to address this evaluated the impact of a two-hour education forum involving 92 community members. Presentations from experts, including a person with dementia, addressed dementia-related human rights issues and initiatives to live well with dementia. Attendees completed the new Dementia Community Attitudes Questionnaire (DCAQ) aligned with the evolving paradigm of living well with dementia before and after the forum. Participants with prior dementia education had higher initial scores while those without education showed more significant improvements. Almost all DCAQ items showed post-forum score improvements. This community Dementia Awareness Raising Forum provided an opportunity for people to come together and initiate conversations around dementia resulting in more positive community attitudes.

Challenges and Opportunities in Developing an Oncology Clinical Trial Network in the United States Veterans Affairs Health Care System: The VA STARPORT Experience.

The United States Veterans Affairs (VA) Health Care System has a strong history of conducting impactful oncology randomized clinical trials (RCTs). We developed a phase II/III RCT to test the use of metastasis-directed therapy in Veterans with oligometastatic prostate cancer (OMPC)-the first VA RCT in OMPC that leverages novel imaging and advanced radiotherapy techniques. To accomplish this, we developed a clinical trial network to conduct the study. In this manuscript, we describe several challenges we encountered in study development/conduct and our strategies to address them, with the goal of helping investigators establish robust study networks to conduct clinical trials. In the study start-up, we encountered challenges in timely site activation, and leveraged project management to maximize efficiency. Additionally, there were several changes in the clinical paradigms in imaging and treatment that led to protocol amendments to ensure maximum equipoise, recruitment, and impact of the study. Specifically, we amended the trial to add de novo OMPC patients (from initially only recurrent OMPC) and expanded the study to allow up to 10 metastases (from initially five). Finally, in order to maintain local study team engagement, we developed initiatives to maximize collaboration and add value to the overall clinical program through study participation.

By dissecting the multidimensional nature of disabilities, this paper aims to present a comprehensive overview of their definition in the context of the contemporary era.

Риски и вызовы при внедрении искусственного интеллекта в систему высшего образования

<p style="text-align: justify;">The purpose of this article is to study possible risks and challenges in the higher education system that arise in connection with the growing speed of implementation of technologies, where artificial intelligence (AI) and neural network technologies are already part of its structure. The analysis is carried out with the aim of predicting the future nature of higher education, as well as exploring changes in the entire teaching paradigm under the influence of AI. The article identifies a number of expected problems when teaching students, in the pedagogical process, organizing their independent work, as well as in the management and administration of higher educational institutions when introducing AI capabilities into the process of higher education. The question is raised about the impact of restrictions on the development of Russian science, namely the disastrous consequences for its development due to the monopolization of AI algorithms and the subjective approach to managing a neural network by an organized technocratic group. In the course of analyzing the intersections of opposing issues of problematic issues and the positive dynamics of the influence of AI on the educational system of higher education, a vector has been set for further research on this topic.</p>

The Shift In The Ecumenical Church Paradigm A Historical Study Of The Shift In The Ecumenical Paradigm In GMIM From 1934 To 2016

Global changes occur in all aspects of human life. The church as a community in the midst of society is also not spared from the impact of change due to changing times. The Evangelical Church in Minahasa is a church that grows and develops in the midst of Minahasa society which is also experiencing changes. Change gave birth to a new paradigm in the church. The problem is whether the change is a synthesis of the old and new paradigms or really gives birth to a new paradigm? Perhaps even a return to the old ecclesiological order adapted to the current context? GMIM has historically tried to answer its calling in the midst of a changing world. GMIM is the largest church in North Sulawesi that has influenced the development of the region. Ecumenism in the local church is strongly influenced by the ecclesiology set by the church. In this paper, the author uses a qualitative method and uses a historical research approach to dissect changes in the ecumenical paradigm from 1934-2016. The author compares ecumenical theories from several Indonesian and foreign figures and theories about paradigm shifts. The results show that there was a shift in GMIM ecumenical ecclesiology through the discussion of sessions, seminars, discussions among theological experts.

Enactivism and Digital Learning Platforms

Within the field of education, the concept of active learning building on constructivism has emerged as a dominant framework of the past three decades. This perspective is critical to the objectivist idea that knowledge is something static, as an object to be acquired from the external world. Instead, it states that the learner is responsible for the knowledge construction, and therefore shall become autonomous towards this goal. From an epistemological point of view, despite the important shift of assumptions that this viewpoint has brought to education, constructivism still presents some shortcomings in terms of a change of the instructional paradigm. This paper takes a step forward and explores enactivism, as an alternative philosophical and educational worldview. It presents a theoretical discussion of the enactivist perspective and its differences from objectivism and constructivism. Enactivism proposes a more radical alternative to dualistic and objective approach, as it focuses on the intertwined and multiple interactions between mind, body and the environment. The two main perspectives of enactivism, which we grouped into the categories of “embodied cognition” and “situated cognition”, are present in the field of education. The paper relates them to the two core concepts of reflection and intentionality. Drawing on these theoretical considerations, the paper applies the framework of enaction to a fieldwork research in a Danish school discussing how this concept may provide some new lenses to understand the potential of participatory approaches to the implementation of a digital learning platform. The intervention was organised through two workshops. The first workshop use the technique of the future workshop (Jung & Müller, 1984), which includes a critique phase and a fantasy phase. The second workshop (14 days later) was a design-workshop. This intervention is an example of how to understand enactive modelling, considering the relations between the participants and the environment as a dynamic and emerging relation of autonomy-dependency, a symbiosis. The analysis shows that the implementation takes place into an ecological living system made up of humans, non-humans, things, and societal entities. For the teachers (and more general the humans) to possibly accept, appropriate, act and re-enact such a learning infrastructure, it is of great importance to establish spaces for reflections, which e.g. a future workshop provides, and to support and facilitate (alternative) enactments of some of the more hidden affordances of the digital learning platform.

The Impact of War on the Transformation of the Strategic Paradigm of Organizational Change Management in Conditions of Increased National Security Threats

In times of war or increased national security threats, the traditional paradigms of managing these transitions must adapt to the rapidly changing circumstances. War alters the economic, social, and political environments dramatically, necessitating that organizations quickly adapt to ensure survival and continue operations. This requires a reevaluation of strategic objectives and management practices to align with the broader context of national security. The purpose of the article is to characterize the features of the impact of war on the change of the strategic paradigm of organizational change management in conditions of increased national security threats. The object of the study is the system of organizational change management in conditions of increased national security threats. The methodology of the study involves the use of the IDEF0 method. As a result of the study, a modern IDEF0 model of transformation of the strategic paradigm of organizational change management in conditions of increased national security threats was presented.

Gender Aspect of Media Discourse in Socialist Yugoslavia – Representation of Gender in the Women's Magazine "Bazar"

The paper revises the gender aspect of media discourse in socialist Yugoslavia on the example of one of the oldest and most popular Yugoslav women's magazine "Bazar." An analysis of the textual and visual content of the 1973 edition (issues 208–233) reaffirmed the assumption that the mass media – including The Women's Press – actively participate in the construction and reproduction of both "femininity" and "masculinity", and in the depiction of desirable/expected gender relations in a certain socio-historical moment (Yugoslav socialism). In addition to the main female character – a beautiful, young, modern and well-groomed woman who is successful in all fields (at work, at home, as a wife, mother, sister, friend, worker...) – there is also an equally caring and dedicated husband and father, a modern man, successful in his field of expertise. In other words, of all the roles that Yugoslav society has assigned to women/men, the following seem to be dominant: She is primarily 1) a wife, mother and housewife, 2) a hard worker, and 3) a woman who is clearly positioned in the new consumer society, while He is 1) Pater Familias, 2) a successful businessman, and 3) a modern man who keeps up with the times. The research has shown that these (and such) "Bazar" images of a woman / man are highly harmonized with the official representation of gender in the socialist Yugoslav society – She is the embodiment of the socialist "super-woman", while He is depicted as part of the hegemonic model of masculinity. The female-male relationship is presented in the experimental media discourse in two ways. The first (socialist) model of gender polarity – the one that is in the central media plan / easily observable / clearly legible – is placed in the official narrative framework of socialism as an ideology that follows the principle of equality as the dominant matrix in social/gender/economic/family relations. In the second narrative plan, there is a traditional model of gender polarity, which is based on binary oppositions – weak-strong, gentle-rough, subordinate-dominant, dependent-independent, right-wrong – performed by the female-male couple. By analyzing the media discourse of the experimental socialist periodical, it has also been established that the narrative of one of the most popular Yugoslav women's magazines contains all three key terms (for gender reading or in the media text) – these are power, gender (in)equality and representation of meaning. Interpreting textual and visual content as a system of representation (and not presentation) of reality, it becomes obvious that despite the change in social paradigm in the years after World War II, the policy of gender representation in the context of power relations (man over woman) continued, which Yugoslav socialism – as a doctrine of equality – clearly could not (or did not want to) eradicate in practice.
