Effectiveness of Independent Fish Feed Program in The District Sukabumi

Feed is a factor that significantly influences the production costs of aquaculture. The Government has established an independent feed program policy to help the community meet fish feed needs cheaply using local raw materials. This research aims to analyze the effectiveness of the independent feed program in the Sukabumi District. The evaluation carried out at the ministerial level on the success of the independent feed program is at the program output level, namely the distribution of independent feed infrastructure assistance. In this study, the program's success is measured not only on output but also based on five indicators that will assess the level of effectiveness. The research method used is quantitative descriptive, which describes the events and symptoms that occur due to the implementation of the independent feed program, in actuality, without any specific treatment, so that the picture of the program's effectiveness can be seen. Data collection was conducted directly through survey techniques using questionnaires. Groups of recipients of the independent feed program assistance in 2022 in Sukabumi District were a source of information determined by purposive sampling. The sample of respondents was then determined from group members selected randomly. The results of the research show that the level of effectiveness of the independent feed program in Sukabumi District based on the target accuracy indicator reached an average value of 85.71% in the very effective category; timeliness of 77.89% (quite effective); program literacy 82.93% (very effective); goal achievement 72.66% (quite effective); and actual impact 77.27% (quite effective). All indicators' average level of effectiveness is 79,29% in the quite effective category.

Ohio's Regional Manufacturing Workforce Partnerships: Governing a Common Pool Resource

Ohio's manufacturing industry sector partnerships (ISP) are economic development and workforce development efforts that rely on community development inputs. The authors posit that graduates of regional, sector-led, industry-specific workforce training programs constitute a common pool resource, as described by Elinor Ostrom, because while hiring graduates is rival, it is not excludable. This creates a workforce version of the tragedy of the commons because these programs often have experiential learning components in workplaces and require funding support, mentoring, and the long-term commitment of company leaders to a partnership. The training programs will flounder if participating employers do not earn a return on their resource expenditures. The output of the partnership program is trained workers, while its primary outcome is the production of goods and services. The economic mobility of the recipients of ISP training is a by-product, or secondary outcome, of the partnership's activities

Implementation of Convergence (Cross-Sectoral) Action for the Acceleration of Stunting Reduction in Palopo City, South Sulawesi, Indonesia

Background: The global trend of stunting incidence has been declining from 2000 to 2022; however, the WHO still categorizes Indonesia as a country with a very high prevalence of stunting. A multisectoral and multi-stakeholder approach is one of the methods utilized in the National Action Plan for Accelerating Stunting Reduction. This study aims to analyze the implementation of convergence actions for accelerating stunting reduction in Palopo City. Methods: The study was conducted for 1 months in Palopo City. This study was a qualitative study with 14 informants from different regional government agencies (OPDs) involved in the Palopo City Stunting Reduction Task Force (TPPS). Data related to the implementation convergence action for Accelerating Stunting Reduction in Palopo City owere obtained through in-depth interviews. Qualitative data were processed by searching for keywords and then content analysis was conducted. Qualitative data analysis uses an inductive thinking process. Results: The study reveals that at the initial stage, each OPD recognizes the importance of cross-sectoral participation. However, challenges persist in the utilization of human resources and budgeting. The collaboration process requires improvements as planning, governance structure, and actor roles are not yet optimal, with some OPDs still lacking clarity on their roles. Leadership in Palopo City involves regulation and communication, yet some OPDs lack specific Standard Operating Procedures (SOPs) and regulations, though inter-agency communication is fairly effective. The outputs of stunting interventions focus on health, education, infrastructure, and social welfare, with some programs being directly integrated while others provide indirect support. Conclusion: The implementation of convergence actions for accelerating stunting reduction in Palopo City is not yet optimal, with primary challenges in the utilization of human resources and budgeting. The collaboration process, leadership, and program outputs still require improvement, particularly in planning, governance structure, and inter-agency communication.

A-199 Use of R programming for monthly quality control (QC) data review in a university hospital laboratory

Abstract Background Our laboratory information system (LIS) provides only cursory capability for monthly review of quality control measurements. We streamlined the major portion of this process using customized programming in R, as described below. Methods Month-long QC data were obtained using the LIS archive’s data retrieval program (QLIK). Data were read and processed using our R program (QC-R.R), for each analyte and QC level, to produce both Levey-Jennings (LJ) plots (for evaluation of possible temporal trends in QC data) as well as cumulative distribution (CD) plots (to evaluate whether QC data are normally distributed). Plots were sent to graphics files whereby they could be reviewed sequentially by a single forward-arrow click. Results Our laboratory utilizes two QC measurements for each of 157 analytes. Thus, monthly review involves evaluation of 314 datasets for QC results. With the R program outputs, results can be reviewed visually in rapid fashion, to determine whether there exist discrepancies between fixed limits and current data. An example CD plot is shown in Figure. In this example, QC data (points) were, appropriately, normally distributed (theoretical curved line based on data mean and SD). The currently operative fixed mean±2SD limits (vertical dashed lines) were, however, disparate from those of data (vertical solid lines). This set of results was thus marked for updating of mean and SD, with reference to a master list of results of calculations generated by the QC-R.R program. Time for review of monthly QC results was dramatically reduced, from more than 12 man-hours to less than 4 man-hours per month. Conclusions Limitations of our LIS for monthly QC review were bypassed using R-based programming to automate a significant fraction of the process. This led to a significant savings in labor attending to this important task. The use of CD plots is helpful for rapid data interpretation.

Evaluation of the Program for Strengthening the Profile of Pancasila Students from the CIPP Model Perspective

This research aims to determine the results of evaluating the context, input, process, output of the project program to strengthen the profile of Pancasila students at Nasima Middle School, Semarang. Nasima Junior High School in the implementation of P5 (Pancasila Student Profile Strengthening Project) is not escorted even though the driving school should be escorted by the government. The escort is not sustainable, and only given material. Furthermore, everything related to implementation is determined by the school. Because Basically, the independent curriculum is very depends on the characteristics of the education unit according to different characters. Well, the curriculum at that time accommodates that character. Including in determining the project of strengthening the student profile of Pancasila. In this research, the method used is descriptive qualitative. Using interview, observation and documentation data collection techniques. The data obtained was analyzed by data reduction, data presentation and drawing conclusions. Test the validity of the data using triangulation of sources and methods. The results of the research show that: 1) The results of the evaluation of the program context for the project to strengthen the profile of Pancasila students have been running, it can be seen from how three projects were prepared for one year, 2) The results of the evaluation of the program input for the project to strengthen the profile of Pancasila students have been running, it can be seen from the competence of the educators , 3) The results of the process evaluation regarding obstacles in the implementation of the project program to strengthen the profile of Pancasila students are already underway, which can be seen from the implementation of three projects, 4) The results of the product evaluation regarding the continuation of the project program to strengthen the profile of Pancasila students are already underway with a graphic increase in the results of student achievement. It is recommended that the program be continued with some improvements in terms of budget, activity management, and long-term oriented products. And for the government, the driving schools should also be escorted in the implementation of P5.

Interpretation and utility of the Animal Health Loss Envelope as part of the Global Burden of Animal Diseases analytical process.

The Global Burden of Animal Diseases (GBADs) programme follows a multistage process to produce disease burden estimates in livestock and farmed aquatic animal production systems. The GBADs programme has broad goals of inclusivity, transparency and rigour. Meeting those goals means providing users of all levels of technical expertise with a clear explanation of the programme's output. In this way, the meaning and limitations of those results are clearly communicated, minimising the risk of misinterpretation. The first published estimates of disease burden have been calculated at farm level using a new metric called the Animal Health Loss Envelope. This metric estimates the cost of lost productivity and expenditure on disease control for profit-maximising producers by comparing current system performance to a hypothetical ‘ideal health'scenario. This ideal is a farm-specific concept and is critically different from an ideal health state when physiologically defined. The metric and its key concepts are described in this article.

Application of Global Burden of Animal Diseases methods at country level: experiences of the Ethiopia case study.

Animals play a central role in human livelihoods and welfare. Animal diseases have a great impact on the benefits humans derive from animals and can also pose a risk to human health. Better control of animal diseases generates wider societal benefits, including reducing the climate and ecological impacts of livestock and improving animal welfare. To better understand the scale of investment justified for the control and prevention of animal disease, the wide-ranging impacts of disease on animal production and health must be measured. The Global Burden of Animal Diseases (GBADs) programme is quantifying animal disease burden from the local to global levels. The GBADs programme includes country case studies for national- and local-level analysis. Ethiopia is the first case study country in which GBADs methods have been applied. GBADs'Ethiopia case study consists of three activity areas: i) stakeholder engagement; ii) livestock disease burden estimation, including data collection, analytics, evidence generation and communication; and iii) capacity building in animal health economics. At the start of the case study, various stakeholder communication platforms were used to familiarise stakeholders with GBADs and engage their support in various ways, including data access, and, through this engagement, to ensure the programme tools and outputs were relevant and useful to their needs. Existing data were retrieved from multiple sources and used to estimate disease burden. This process involved multiple steps, including estimation of biomass and economic value, the Animal Health Loss Envelope (farm-level disease burden), wider economic impacts and attribution of the disease burden to different levels of causes. This was carried out for major livestock species (cattle, sheep, goats and poultry) in Ethiopia. Capacity building on animal health economics was carried out for GBADs end users to increase competence in utilising animal health economic evidence, including GBADs outputs. This article documents experiences of the implementation of these activities in the GBADs Ethiopia case study.

An implementation evaluation of the Breaking Down human rights barriers to HIV services initiative in Ukraine.

Globally, stark inequities exist in access to HIV treatment and prevention. The eastern European and central Asian region is experiencing the sharpest rise in new HIV acquisition and deaths in the world, with low rates of treatment and prevention services, especially for key and vulnerable populations who face a range of human rights-related barriers to HIV prevention and treatment. An implementation learning evaluation approach was used to examine the implementation of the Breaking Down Barriers initiative targeting key and vulnerable populations in Ukraine. Between September 2022 and April 2023, researchers conducted 23 key informant interviews with individuals from the Ukrainian government, implementing organizations and human rights experts. Using a concurrent triangulation design, researchers and key informants, in a process of co-creation, sought to describe programme accomplishments, challenges and innovations in implementation, between 2021 and 2023, including periods before and after Russia's February 2022 full-scale invasion. Eight rights-based interventions related to HIV were identified in Global Fund programme documents and key informant interviews as making up the core of the Breaking Down Barriers initiative in Ukraine. These included programmes seeking to: eliminate stigma and discrimination; ensure the non-discriminatory provision of medical care; promote rights-based law enforcement practices; expand legal literacy ("know your rights"); increase access to justice; improve laws, regulations and policies; reduce gender discrimination, harmful gender norms and violence against women and girls; and mobilize communities for advocacy. These programmes received US$5.9 million in funding. Key informants reported that significant progress had been made addressing human rights barriers and scaling up interventions, both before and after Russia's invasion. Programme implementors adopted innovative approaches, including using paralegals, hotlines and other community-led interventions, to ensure that key and vulnerable populations, including displaced individuals, were able to access prevention and care. An implementation learning evaluation approach examining programmes addressing human rights barriers to HIV services, designed as a process of co-creation between researchers, programme implementors, government officials and human rights experts, can provide a robust assessment of programme outputs, outcomes and evidence of impact, despite a challenging operational environment.

Equivalence and Similarity Refutation for Probabilistic Programs

We consider the problems of statically refuting equivalence and similarity of output distributions defined by a pair of probabilistic programs. Equivalence and similarity are two fundamental relational properties of probabilistic programs that are essential for their correctness both in implementation and in compilation. In this work, we present a new method for static equivalence and similarity refutation. Our method refutes equivalence and similarity by computing a function over program outputs whose expected value with respect to the output distributions of two programs is different. The function is computed simultaneously with an upper expectation supermartingale and a lower expectation submartingale for the two programs, which we show to together provide a formal certificate for refuting equivalence and similarity. To the best of our knowledge, our method is the first approach to relational program analysis to offer the combination of the following desirable features: (1) it is fully automated, (2) it is applicable to infinite-state probabilistic programs, and (3) it provides formal guarantees on the correctness of its results. We implement a prototype of our method and our experiments demonstrate the effectiveness of our method to refute equivalence and similarity for a number of examples collected from the literature.

A Parametric Analysis of Wind-Loaded High-Rise Constructions in Various Terrain Types with Bracing

Abstract: This study tries to provide a hypothetical structural design for a tall building in a city. It is very important for civil engineering students to think about how structural systems can enhance the architectural expression of a building. Wind is the governing load when building high-rise structures in the city. A building can be structurally improved to resist wind pressure by making changes to the basic design, which gives it a unique architectural expression. In this study, G+10 and G+20 storey structures is designed and compared in two terrain categories and subjected to wind load. The ruggedness of the environment where the fabric structure is located is measured by the Terrain category. Wind speed, wind direction, and exposure to the elements are examples of such variables. Earthquake and wind loads are applied to the ETABS model according to the given National Standards. Finally, it is determined how strong and flexible the structure is under these stresses. The output of the calculation program and additional calculated products are compared to the Indian limit for structural serviceability.

IMPLEMENTASI KEBIJAKAN KARTU IDENTITAS ANAK (KIA) DI KABUPATEN LEBAK

The Central Government's efforts to implement the Child Identity Card (KIA) program as the newest population administration program, namely to become a concrete form of protection for children as the state's obligation to protect every citizen, where recently there has been a phenomenon of deprivation of civil rights for children. This research aims to determine the implementation of the Child Identity Card (KIA) policy or program at the Lebak Regency Population and Civil Registration Service. This implementation can be known by using the concept of Policy Implementation according to George C. Edward III whose dimensions include Communication, Resources, Disposition, Bureaucratic Structure. The research was conducted using descriptive methods with a qualitative approach. The results of the research show that the implementation of the Child Identity Card (KIA) program in Lebak Regency has not been fully maximized, one of which can be seen from the socialization which has not been maximized, then the delivery of information which is not clear, the condition of the facilities is less than optimal, the attitude and commitment of the Dukcapil Office in implementing the KIA program Less than optimal and assessment of the implementation of the KIA program that is less than optimal. Recommendations for this research; (1) Socialization should go directly to the school, involving teachers and student guardians. (2) Provide clear information both offline and online. (3) The condition of the seating facilities must be improved. The recommendation for further research is to conduct a policy evaluation study to assess the output of the KIA program in Lebak Regency in particular and generally to carry out comparative studies in several regions in Indonesia.

Evaluation of the Free Halal Certification Program (SEHATI) for Processed Livestock Micro and Small Enterprises (MSEs) in Blitar Regency

The free halal certification program (SEHATI) aims to support the Indonesian government’s goal of having one million halal-certified food and beverage products by 2024 by accelerating the rate of halal certification through the SEHATI program. Blitar Regency has 33,932 micro and small enterprises (MSEs), but only 389 have halal certification, including egg and milk processing products. The research aims to determine the effectiveness of the SEHATI program’s implementation for livestock processing MSEs in Blitar Regency. The study uses mixed methods. Data were collected through questionnaires to 12 respondents, including stakeholders and livestock processing business actors. Data analysis was conducted using descriptive analysis and logic model evaluation analysis. The effectiveness of the SEHATI program’s implementation was the data collected in the research. The results show that the SEHATI program in Blitar Regency, through socialization and assistance to livestock processing business actors, is effective. The logic model evaluation on all indicators shows that the business actors are well-informed, understand well, and strongly agree with the input, activities, output, and outcome of the SEHATI program. The conclusion of the research is that the SEHATI program in Blitar Regency significantly benefits in raising awareness, understanding, compliance, and the number of halal products from egg and milk processing business actors. This indicates the effectiveness of this program in helping livestock processing business actors obtain halal certification.

Verification of Euler–Bernoulli beam theory model for wind blade structure analysis

This paper presents a computational tool for analyzing the structural response of wind turbine blades using the advanced Euler–Bernoulli Beam theory. The objective is to achieve efficient computation of blade structural response under aerodynamic loading without sacrificing computational accuracy. This study involves the development of a Python-based computer program as a numerical tool, which utilizes inputs such as blade geometry and aerodynamic loading from Blade Element Momentum theory. The program outputs axially varying moments of inertia, spatial deflections of the blade, and stress distributions within the blade. The numerical tool is verified by comparing the results with both analytical solutions and far more time-consuming commercial finite element solvers. One of the key contribution of this research is the application of the polygon algorithm, which efficiently calculates the moments of inertia of web-stiffened turbine blades along the blade length. It is shown herein that this algorithm significantly reduces computational time while maintaining numerical accuracy as compared to the results obtained from commercially available finite element codes. The study confirms that the advanced Euler–Bernoulli beam theory, when combined with the polygon algorithm, is capable of accurately predicting the structural response of cambered and twisted wind turbine blades during the initial design phase.

ELEVATING CONSTRUCTION GRADUATE STUDENTS' PEDAGOGICAL PROWESS THROUGH FACULTY DEVELOPMENT INITIATIVES

Faculty development programs improve the performance of academic scholars and instructors by providing up-to-date teaching and research management tools and methods. The overall objective of this research was to organize a pilot faculty development program for recent graduates of construction programs in which participants could improve their teaching capabilities and further prepare for their classes. The overarching question of this research was to investigate the perception of participants about different aspects of a program and factors that impact the program outputs. A program was designed and developed around the main topics in construction curricula. The eligibility criterion for participation was being a Ph.D. student in the last stage of the study in a construction program. A cohort of eight students from different construction schools participated in the program in April 2023. A cross-section survey was designed and distributed to participants during the program in which they evaluated the impact of various factors on their teaching preparedness and improvement. The analysis of the data revealed that the importance and necessity of faculty development programs in the construction was greatly felt. In addition, participants indicated positive effects of the program on the course design and management process. The findings of this study provide a pilot structure for administrators and scholars in construction to design and develop general or specialized faculty development initiatives for junior faculty members who join construction schools without prior ample teaching experience.

Pendampingan Penyusunan Proposal Program Kreativitas Mahasiswa (PKM) Prodi Manajemen Sekolah Tinggi Ilmu Ekonomi Bima

The PKM program is a routine grant program every year which will be participated in by PTN and PTS which is organized by the Belmawa Directorate as a forum for channeling student creative ideas. The hope is that by launching the Student Creativity Program (PKM) in various fields, it will train students to be able to present solutions to problems faced by the government, society, or the world of work/industry, so that the life of the nation and state moves in a better direction. The participation of students and accompanying lecturers in PKM activities can support the achievement of their higher education's IKU. Especially at IKU 1 (graduates get decent work), IKU 2 (students get experience outside campus), IKU 3 (lecturers carry out activities outside campus), and IKU 5 (the results of lecturers' work are used by the community). Apart from that, the output of this PKM program can be in the form of articles that are declared to have passed by reviewers and can be published in a scientific journal, which is a form of dissemination of activities carried out by students and indirectly contributes to progress and technology. However, the problem in 2024 is that there is still low student participation in taking part in PKM grants and low knowledge and understanding of students in preparing proposals and taking part in PKM and difficulty finding ideas to put into writing. The community service method uses a participatory method through a preliminary stage, core stage and advanced stage. The results of the activity show that it was carried out according to the timeline and increased student interest in developing ideas and skills as well as student interest in proposing PKM, this is proven by the increase in the number of PKM proposals proposed in the Simbelmawa system.

Peningkatan Kinerja Karyawan Non-Medis di Rumah Sakit Cimahi Berbasis Motivasi Kerja dan Pembinaan Disiplin

Based on performance assessment data for non-medical personnel at Cimahi Hospital, which is still categorized as unsatisfactory, employee performance has dropped due to low work motivation and inadequate discipline training. The purpose of this study is to ascertain how discipline development and work motivation affect non-medical employees' performance at Cimahi Hospital in a partial and simultaneous manner. 33 non- medical staff made up the population of this quantitative study. The complete population was sampled using a saturation sampling methodology, and data were collected via fieldwork and library research before being analyzed using associative and descriptive methods. Utilizing previously processed data, data analysis was performed by examining the SPSS version 26.0 program's output table. The findings of the study indicate that disciplinary development has a partially favorable impact on employee performance, whereas job motivation has no influence at all. Next, the performance of non-medical staff at Cimahi Hospital is concurrently impacted by job motivation and discipline growth.

Optimalisasi Kinerja Karyawan Bagian Produksi PT. XYZ Kabupaten Majalengka Melalui Motivasi Kerja dan Pembinaan Disiplin

From the data obtained there are several employees whose performance is still lacking in the production section of PT. XYZ Kabupaten Majalengka. . The factors that influence whether employee performance is good or bad are work motivation and discipline development. This research aims to determine the relationship between work motivation and discipline development on the performance of employees in the production department of PT. XYZ Kabupaten Majalengka. The method in this research uses a quantitative method, sampling technique namely probability sampling with a simple random sampling type. Data collection techniques include distributing questionnaires and interviews. The data analysis technique uses descriptive methods and associative methods as well as data analysis, namely multiple regression analysis by interpreting the SPSS version 25 program output table. The research results show that work motivation partially influences employee performance, and discipline training not partially influences employee performance. Furthermore, work motivation and discipline development simultaneously influence the performance of production employees. PT. XYZ Kabupaten Majalengka.

Alignment of vocational education curricula with job requirements in industrial sector: Analysis study

Many technical and vocational education institutions suffer from weak outcomes represented in qualifying their graduates to keep pace with the requirements of the industrial sector, and the negative impact on employment rates. This research has presented a way to link the training programs and curricula with the requirements of the industrial sector for the category of technicians and plant operators. By verifying the announced technical requirements for the jobs of technicians and plant operators in industrial companies with the outputs of courses and training programs in technical and vocational education institutions, as an example of this in the Jubail Technical Institute. In this article, a sample of (50) job advertisements for jobs of technicians and plant operators were used in order to extract the most required important technical skills. For this purpose, several tools and methods were used, such as text mining using the program in https://voyant-tools.org, in addition to Excel. Critical to Quality Tree was also used to clarify the importance of the technical skills required by the industrial sector. In addition, the cause and effect matrix which was used to link and evaluate the impact of training courses on the required technical skills. The article reached specific results, including extracting three of the most important skills required and declared for jobs in the technicians and plant operators and linking them with the training courses in the training program for plant operators. The impact of each training course on the required skills in the labor market, which facilitates the work of developing training courses to keep pace with the continuous improvement in the requirements of the labor markets for skills of the announced jobs.
