The purpose of this article is to explore the problems of organizational innovation and management of Chinese manufacturing companies in a turbulent environment. This study was obtained through qualitative theoretical research and questionnaire surveys, using factor analysis. Five main factors with eigenvalues greater than 1, namely: information technology capability, big data capability, communication capability, organizational learning capability, organizational culture, structure and process response capability.This study uses spss25.0 for data analysis. The research found that the organizational innovation and management of manufacturing enterprises mainly have the following problems: (1) Long organizational structure and fragmentation of organizational processes. (2) Lack of organizational culture rooted in the actual actions of leaders and employees. (3) The organizational information technology level of manufacturing enterprises in different industries is unbalanced, the development of informatization and intelligence is still in its infancy, and the level of information technology equipment and system integration is low. (4) Big data analysis and processing capabilities are low. (5) Manufacturing companies’ organizational culture innovation, information technology innovation, process innovation, and organizational structure innovation are poorly integrated. This article proposed that the fundamental problems and serious defects in the organizational innovation and management practice of enterprises. There is an urgent need for the theoretical community to proceed from practical issues, study the organizational innovation mechanism and model of manufacturing enterprises.This research has important practical significance for the realization of the stable development of manufacturing enterprises. This article breaks through the fundamental laws of previous research and uses qualitative and quantitative methods to analyze the reasons why most manufacturing companies in China are quite weak in response to the external environment
