Features and Perspectives of the Market of Information and Communication Technologies’ Functioning in Data-Driven Society

The article is intended to define the conceptual prospects for the development of the information and communication technologies market in a data-driven society. According to the results of the study, it was established that the implementation of innovative technological startups for the reorganization of information and communication networks using modern switching equipment, characterized by high performance, remains a relevant and global task for the development of the target market. This will provide potential opportunities for providing a high level of service to several numbering zones at once and maintaining the availability of a wide range of information and communication services in the modern conditions of digitalization of society. It was determined that the sphere of communication and information occupies an important place in the economic and social revival of Ukraine. Broad access to significant amounts of information and database management ensures the efficiency of organization and management of state, production and non-production processes of economic activity, thereby expanding the possibilities of successful business, optimizing costs and ensuring a high level of economic and information security of the business entities. The information and telecommunications market were analyzed and the activity of participating operators was diagnosed. It has been studied that in a data-driven society, the success of achieving goals in the digital development of information and communication enterprises directly depends on global information influence. A significant reduction in the number of telecommunications operators and providers was analyzed. It was determined that small operators of the target market are not able to ensure the appropriate level of quality, availability and continuity of service, in connection with which a significant part of the target audience switches to the services of large providers. Based on the analysis of the main indicators of the development of the information and communication technologies market, the main promising directions of development based on the formation of income from a diverse pool of services are determined.

Optimizing Concession Agreement Terms and Conditions: Stakeholder Interest Alignment in the Petrochemical Sector

This article is devoted to the examination of models and the selection of optimal parameters for concession agreements pertaining to construction and operation projects within the pipeline infrastructure of the petrochemical sector. Pipelines are underscored as capital-intensive assets crucial for the organization of complex petrochemical production processes. These processes play a vital role in generating added value, tax revenue, employment opportunities, and fostering territorial development while upholding environmental quality standards. This study aims to ascertain the economic parameters of concession agreements, with a focus on achieving a balance of economic interests between the government and businesses. Through a comparative analysis of fundamental economic and mathematical models of concession agreements, the authors model economic parameters to determine the government’s share in investments and concession fees concerning pipeline projects. Subsequently, an oil product pipeline project is discussed as a case study. The results gleaned from this analysis can be harnessed to optimize the parameters of concession agreements and enhance the economic efficiency of project implementation. Economically viable parameters not only facilitate the execution of concession agreements but also foster the generation of added value, social benefits, and environmental oversight, thus aligning with the principles of sustainable development.

In the context of the transition of the world economy to a new stage of technological development, digital technologies are beginning to play an increasingly important role, both at the level of national economies and at the level of the world economy as a whole. Widespread automation and digitalization of technological processes in the regions, the introduction of new computerization standards, the introduction of robotization at all stages of the production cycle lead to an increasing rejection of manual labor and the transfer of an increasing part of functions to digital technologies. All this leads to an increase in the importance of digital technologies in the planning, organization and execution of production processes. The share of digitalization in industrial production is increasing every year, which has a direct impact on the economic growth of both national economies and the global economy. All this makes it relevant to determine the role of digitalization in the formation of GRP and to determine the risks associated with the introduction and development of digital technologies for the global economy. This analysis is of particular importance in the context of growing structural problems in the global economy against the backdrop of military conflicts and the coronavirus pandemic.

The directions of development of the agricultural sector, farming systems, processes of interaction between rural commodity producers and local self-government in the conditions of the digital economy are considered. Current problems of farming systems arising from the use of digital technologies in the agricultural sector are identified. The article notes that the development of farming systems in the digital economy is beginning to change the role of local government, and the participation of society in production processes is intensifying. The organization of production processes of land use, based on the use of artificial intelligence systems, the use of network technologies in management systems, electronic cadastres, is a factor that ensures increased efficiency of agricultural production and the elimination of corruption in resolving issues of distribution, use and accounting of land. In the digital economy, the formation of an institutional environment is ensured that facilitates the organization of effective interaction between business entities, the reduction of transaction costs, the introduction of innovative technologies, the development of social capital, and ensuring the growth of the economy of rural areas.

ВИКОРИСТАННЯ AGILE-МЕТОДОЛОГІЇ В КОНТЕКСТІ РІЗНИХ ВИДІВ БІЗНЕС-ДІЯЛЬНОСТІ

In the context of modern business, which requires a quick response to changes, improved communication and project management, the use of Agile methodologies becomes extremely relevant and an important factor for achieving success and competitive advantage of enterprises. The purpose of the article is to study the peculiarities of using Agile methodologies in the context of various types of business activities. Using a comparative analysis, the article considers the directions of implementation of Agile methodologies for such types of business activities as production of products, execution of works, provision of services, trade activities and commercial mediation. The study notes the role of Agile methodologies in improving the efficiency of work processes, increasing flexibility in project management and increasing responsiveness to changes in market requirements. The main differences in the application of Agile methodologies in the organization of production processes compared to the provision of services are highlighted, emphasizing the flexibility of Agile methodologies in adapting to various requirements and needs of business activities. It is noted that the Agile concept is effective in process activities, which is confirmed by the example of a quick service cafe. The suitability of Agile methodologies for the development of projects in a wide range of industries, including marketing, advertising and PR activities, is substantiated, which indicates the universality of the approach and its successful use in areas that require quick adaptation to changing market conditions and a high level of communication with clients. The effectiveness of the use of Agile methodologies in various sectors of economic activity from the point of view of project management, development of products and services, as well as in response to changes in market conditions is shown. This topic is important for understanding and promoting the benefits of Agile methodologies in modern business, stimulating further research and implementation of these practices to achieve competitive advantages in various industries. The results of the study will contribute to the improvement of the organization of work processes in various industries and areas of business, allowing enterprises to increase the speed of reaction to market changes and customer requirements.

Short-term Fluctuations and Fluctuations in the Development Dynamics of Fixed Assets of Industry

Management and Production Engineering Review (MPER) is a peer-refereed, international, multidisciplinary journal covering a broad spectrum of topics in production engineering and management. Production engineering is a currently developing stream of science encompassing planning, design, implementation and management of production systems. Orientation towards human resources factor differentiates production engineering from other technical disciplines. The journal aims to advance the theoretical and applied knowledge of this rapidly evolving field, with a special focus on production management, organisation of production processes, management of production knowledge, computer integrated management of production flow, enterprise effectiveness, maintainability and sustainable manufacturing, productivity and organisation, modelling and simulation, decision making systems, project management, innovation management and technology transfer, quality engineering and safety at work. Management and Production Engineering Review is published under the auspices of the Polish Academy of Sciences Committee on Production Engineering and Polish Association for Production Management. The main purpose of Management and Production Engineering Review is to publish the results of cutting-edge research advancing the concepts, theories and implementation of novel solutions in modern manufacturing. Papers presenting original research results related to production engineering and management education are also welcomed. We welcome original papers written in English. ЗАСТОСУВАННЯ КОМП’ЮТЕРНИХ СИСТЕМ ДЛЯ ПРОЕКТУВАННЯ ТА 3D-ДРУКУ ЛИВАРНОЇ МОДЕЛІ З ВЕНТИЛЯЦІЙНИМИ КАНАЛАМИ В ЇЇ СТІНКАХ

In the context of the implementation of the "Industry 4.0" concept, digitalization and automation today have become not just the basis of competitive advantage in the production of goods (works, services), in many areas they are perceived as a necessary condition for the organization of production processes. In particular, thanks to the digitization and automation of foundry production in Ukraine, there is an opportunity to create a powerful potential that will contribute to the recovery of the country. Due to the expansion of the use of computer systems for the design and 3D printing of polymer foundry patterns with ventilation channels, it became possible to develop one of the methods of metal casting according to gasifying patterns (LFC) with the use of printed patterns (models), which corresponds to the growing trend of digitalization and automation of foundries processes. This became possible due to the increase in the intensity of evacuation of the products of gasification of printed patterns in the foundry mold using the vacuum of this mold. The developed method allows you to get a total benefit both from fairly fast computer-oriented 3D processes of designing and printing a foundry pattern, as well as from short-term processes of forming and punching out castings due to the use of dry sand foundry molds at LFC. At the same time, the digital transformation of LFC is combined with the resource efficiency of the reversible use of molding materials without changing the current standards of control of metal products of foundries. And the adaptation of production to additive technologies allows direct interaction with the buyer of the product, which is designed according to his individual digital project, with the help of the Internet. The latter corresponds to the concept of "manufacturing as a service" (MaaS). Also, this implementation of the use of computer systems and new digital processes in traditional foundry processes shortens the time gap from the creation of prototypes and tools to the mass production of metal products.

Implementation of the concept of lean production in the conditions of the Dnipropetrovsk metallurgical plant

Methods. During the study of the directions of implementation of the concept of lean production in the conditions of the Dniprovsk Metallurgical Plant, the following methods of scientific research were applied: factor analysis – when determining the factors that negatively affected the development of Ukrainian metallurgy; generalization and classifications – when identifying the stages of introducing the concept of lean production at the enterprise; general and special – when determining the specifics of its application in the conditions of the metallurgical industry; analysis and synthesis – when forming ideas about the prospects of restructuring the organization of production processes of a metallurgical enterprise on the basis of other concepts of modern management. Results. It has been demonstrated that the metallurgical industry in Ukraine at the beginning of the 2020s remained one of the key ones in the national economy, despite the challenges of a geopolitical nature. The factors that negatively affected the development of Ukrainian metallurgy in the second half of the 20s of the 20th century are singled out, namely: the COVID-19 pandemic, which somewhat slowed down the development of the metallurgical sector and, at the same time, created a delayed demand for metal products that had to be satisfied in the next two or three years; the fullscale invasion of the Russian Federation against Ukraine, which, starting from February 2022, actually put the process of metal products production on hold, and with it the measures to implement implementation of the concept of lean production. Novelty. The stages of the implementation of the concept of lean production at the metallurgical enterprise are highlighted, the experience of the first stage of implementation in relation to the activity of the Dniprovsk Metallurgical Plant is characterized and evaluated. Practical value. The article presents the results of the implementation of organizational measures during the transition to the concept of lean production. The key factor in the inevitability of the initiated reform processes in the production sphere is the permanent work of the management of the Dniprovsk Metallurgical Plant as agents of change. This experience can be useful for the restoration of the lost positions of the studied enterprise in the post-war period, as well as for other enterprises of the metallurgical industry that strive to increase the profitability of their production.

Sources of Population Records of Early Yekaterinburg: Peculiarities and Information Potential

This article studies the demographic history of Yekaterinburg in the second quarter of the eighteenth century. The authors focus on the population changes in the city between 1723 and 1744. This issue remains relevant since currently, there are no books or articles that would provide consistent data on the number of residents who settled near the Yekaterinburg plant. The analysis of historiography demonstrates that a significant part of scholars provide information about the composition and population of the city only for some years of its existence, without explaining the features of the primary sources underlying their research. This, in turn, has led to the fact that historians are split when it comes to estimates of the population of the fortress factory in the first years of its existence. In connection with the celebration of the city’s tercentenary, the researchers’ appeal to the history of the population of Yekaterinburg in the second quarter of the eighteenth century becomes even more significant. The work aims to analyse the features and information capabilities of primary sources containing data on the population of the fortress and plant. The main research methods include methods of primary source studies. In addition, the authors use the comparative method and method of system analysis, as well as the method of diachronic analysis. Employing these methods, the authors establish the approximate number and reconstruct the composition and main groups of residents of the future city. Also, they demonstrate that along with national censuses, the mining administration exercised police control over the structure and population numbers to solve various tasks. Among them are the organization of production processes, the defence of factories during the Bashkir uprising of 1735–1740, control over the population on the territory of the city, etc. One of the results of the study is the clarification of the male population of Yekaterinburg. Comparison of data from different years helps draw conclusions about the positive dynamics of the number of inhabitants in the first decades of the city’s existence. The increase in the figures and change in the composition of the population affected the appearance of the settlement. It acquired urban features. Thus, in the second quarter of the eighteenth century, there were all the prerequisites for Yekaterinburg to acquire the status of a city.

Синтез производственных систем на этапах инновационно-технического развития промышленности Донецкой Народной Республики

The processes of interaction of the engineering cycle, engineering and economic methods of analysis and syn-thesis of production structures, at the stages of the industrial revolution (Industry 5.0) of the Donetsk People's Republic, are associated with the design of progressive forms of organization of production and production systems (PFOP and PS). It is a complex scientific and technical task in which numerous organizational and technical solutions (Industry 4.0) intersect, this requires various technological areas to develop innovative mod-els, methods and tools, create new forms and ways of organizing production structures, proves the need for scientific justification of the quality of the designed production system as a whole. As part of this article the main stages of technical design of progressive forms of production organization are substantiated, approaches to the choice of theoretical schemes of development of spatial and branch structure of the production process of industrial enterprises of the Donetsk People's Republic are characterized, simulation modeling of forms of organization of production processes and production systems is carried out, technological areas of solving problems of structural synthesis according to the most important criteria of interrelation of indicators of tech-nical, technological and economic evaluation of the effectiveness of key indicators of the production process quality are allocated. Conclusion dwells upon the fact that a clear correlation of these elements in a unified innovation process will lead to the creation of new forms of sustainable development of advanced technolo-gies, expand the capabilities of the enterprise and maximize the efficiency and productivity of personnel.

Независимый аудит как новое направление оценки промышленной безопасности на опасных производственных объектах горнодобывающего комплекса

The paper discusses a new key trend used to assess the state of industrial safety at mining operations as well as the cooperation efficiency. The experience GEOEXPERT LLC has gained in carrying out independent technical auditing and the relevance of this line of activity has been demonstrated. Taking into account current challenges and the experience of technical auditing, as well as the prospects for the development of this activity, the article and the data presented in it will help the top management to make their decisions, while the description of real auditing cases will provide the mining companies with an insight into the use of this new method of co-operation. Independent technical auditing is one of the tools to control the state of industrial safety at a mining operation, which provides a general picture of the company, classification of hazardous production facilities according to their hazard characteristics, independent verification of compliance of the production process organization and the production patterns with the regulatory requirements in order to improve the safety of operation, enhance the quality of products and reduce production risks. Three decades of experience gained by GEOEXPERT LLC and studying various aspects of challenges in the mining industry help to identify the method of independent technical auditing as one of the main tools for solving industrial safety problems and preventing emergencies at the operations.

On the Issue of Assessing the Levels of Noise and Vibration Impacts on Workers of Industrial Enterprises of the Republic of Kazakhstan

Introduction. Ensuring safe and comfortable working conditions is one of the most important tasks in the organization of modern production processes that have a direct impact on employee productivity, injuries and occupational diseases. Despite all the efforts made both at the state and departmental levels, the current state of occupational safety and health of industrial workers in the Republic of Kazakhstan continues to remain at an insufficiently high level. The main cause of occupational injuries and occupational diseases is the impact on working personnel of dangerous and harmful production factors, one of which is an increased level of noise and vibration from production equipment. The authors analyze statistical data on the number of cases of injuries, their types and causes of occurrence in workers by sectors of the economy of the republic. The influence of noise and vibration on the health of workers is considered. It is found that an increased level of noise and vibration effects causes injuries to a lesser extent, and occupational diseases to a greater extent. The work objective is instrumental measurement of noise and vibration levels in the workplaces of production sites of a machine-building enterprise and assessment of working conditions there to develop effective measures to reduce the harmful effects on the health of workers.Materials and Methods. Statistical data on occupational injuries and occupational diseases were used as basic information, as well as the results of instrumental measurements of the level of noise and vibration effects on workers using the methods set out in GOST ISO 9612-2016 and GOST 31319-2006, taking into account Order of the Minister of Health of the Republic of Kazakhstan of February 16, 2022 № KR DSM-15 «On approval of hygienic standards to physical factors that have an impact on a person».Results. The results of the conducted research allowed us to conclude that about 22.6% of workplaces at production sites are characterized by harmful and dangerous working conditions in terms of noise and vibration effects on workers.Discussion and Conclusion. Based on the results of the study, a plan of priority measures was developed to reduce the harmful effects of increased noise and vibration in the workplace. The authors also recommend a special working regime, benefits and additional payments to employees for working conditions that do not meet safety requirements.

This work is devoted to the concept of partnership in the interpretation of A. A. Bogdanov. We are talking about comradely principles in the socio-economic system, that is, about comradely relations, a comradely organization, a comradely collective, a comradely society. The author makes an attempt to highlight the distinctive features and signs of “partnership”, so that in the future, with the help of these signs, it would be possible to select and consider specific forms of organizational relations on a comradely basis, as well as to conduct a comparative analysis of these forms of comradely organization of the economy Using examples of specific business units. The object of the study was the organization and structure of primary production processes, independent management. We are talking only about partnerships engaged in simple forms of production labor, the primary production process, about those subsidiary configurations for which the sign of the notorious “friendliness” is supposedly a key social criterion. The following forms of comradely economic relations are consistently considered in the work: Old Believer farms, monastic (temple) farms, Cossack communities, peasant farms, volunteer movement, as well as formal and informal associations of citizens engaged in creative practice in the field of folk art crafts and local associations “on interests”, and family business associations that legally exploit the statute of the subject of relations of taxation of professional activity (self-employment). The authors draw conclusions about the reason for the stability of the functioning of economic partnerships, which lies in the fact that economic practice is influenced by social institutions: the original way of life, religious beliefs, professional hobbies, high citizenship, blood ties, labor collectives that ensure friendly relations. “Friendly principles” are more typical of forms of organization, which are subsidiary configurations of management of the primary link of production, in contrast to the joint-stock form of organization of social production – a combination of labor law and entrepreneurial relations with the motivation of survival and enrichment.

Analysis of transformations of the modern economy

The object of research is the economy, its types and directions of modern transformation in the conditions of global instability of world development in the 21st century. Since the economy is a reflection of the trends of social development, the understanding of the definition of «modern economy» changes and needs clarification and improvement. The active movement of resources and capacities as a result of global social upheavals of the 21st century has created a need to understand aspects of the migration economy. The research is analytical. During the research, special methods of information processing and analysis were used: elimination, intuitive method. The work is aimed at the systematization and generalization of the terminology used to characterize modern social production processes, determining the expediency of introducing the definition «migration economy». This will make it possible to formalize the process of making management decisions in the conditions of the trend of total migrations. The paper analyzes the terms that describe the economy at the current stage of development. It is shown that several terms are used simultaneously: «movement», «migration», «relocation». And only the term «migration» has an essential interpretation as emergency and unplanned actions. An attempt was made to formulate the definition of «migration economy» as a specific economic activity of society, caused by both voluntary and forced (including emergency) migration of subjects of economic relations across national or regional borders, which changes the spectrum of economic, social interactions and the economic landscape both in the territories of departure and in the territories of destination. The work shows that the real processes of the world economy require a modern terminological definition. This will form the basis for its forecasting and development. The interpretation of the modern economy as a migration economy allows for the formulation of new principles of the organization of production processes: autonomy, adaptability, allocation of business blocks according to the principle of optimal added value. The practical value of the work lies in the effort to form a definition of the modern economy, which makes it possible to specify management decisions on the organization of production and to understand the directions of changes.

Production logistics of innovative and active industrial enterprises: aspects of planning

The study draws attention to the problems of management of production logistics processes of industrial enterprises, which at the same time specialize in innovative activities and development. The article aims to improve the planning system for aspects of production logistics at creative and active industrial enterprises. The essential understanding of production logistics as a separate section of general logistics, which refers to managing material flows within the limits of production activity: from the primary source of raw materials to the final consumer, is generalized. Reserves for increasing the production volume of innovative products have been identified, which are based on a scientifically based methodology for developing measures for their mobilization. The directions of growth of production volumes due to the identified reserves of reducing the cost of production of innovatively active industrial enterprises have been determined. The recommendations for improving the production structure of innovatively active industrial enterprises are substantiated. The main principles of the rational organization of production processes, which should be followed by innovatively active industrial enterprises when planning their production program, are defined and described. It has been proven that innovative and energetic industrial enterprises should focus on increasing the production volume of innovative products and forming the most optimal production program. For this purpose, it is necessary to use such reserves for increasing the volume of production of innovative products, such as improving its quality, reducing costs for the production and sale of products, saving and rational use of funds for the payment of labor and management personnel, implementation of achievements of scientific and technical progress, because of which productivity increases labors. Development of the concept for determining the level of critical business processes security

The development of technologies and computing resources not only expanded the spectrum of digital services in all areas of human activity, but also defined the spectrum of targeted cyber attacks. The object of the study is the process of ensuring the safety of critical business processes that ensure the continuity of production and/or functioning of the company/organization/enterprise as a whole. Targeted attacks are aimed at destroying not only the business structure, but also its individual components that determine critical business processes. Continuity of such business processes is a critical component of any company, organization or enterprise of any form of government, which critically affects the earning of profits or the organization of production processes. The proposed concept of determining the security level of critical business processes is based on the need to use multi-loop information protection systems. This allows to ensure the continuity of critical business processes through a timely objective assessment of the level of security and the timely formation of preventive measures. This approach is based on the proposed rules for determining the achievement of a given level of security, which are based on assessments of the integrity, availability and confidentiality of information arrays, as well as computer equipment in relation to various points of the organization's business processes. The use of threat integration on the internal and external contours of the protection system allows to ensure the necessary level of security and continuity of the production/technological process of critical business processes. The proposed practical implementation of the system security level assessment system in the declarative programming language Prolog, which allows to form requirements regarding the achievement of a given system security level depending on the state assessments of individual system components

Information potential of large-circulation newspapers of the oil industry enterprises of the Ural-Volga region in the 1960s- 1980s as sources for the study of labor motivation: content analysis of letters to newspapers

The article examines the large-circulation newspapers of the oil industry enterprises of the Ural-Volga region in the 1960s-1980s as sources for the study of labor motivation. For the first time, newspapers produced at the oil enterprises of Bashneft, Permneft and Tatneft are being introduced into scientific circulation. Initially, an assessment of the information potential of the sources was carried out. Based on the selected materials, a content analysis of letters from oil workers to the newspaper of one of the divisions of the Permneft production association "Neftyanik Polazny" in 1973 - 1985 was performed. Descriptive methods of source analysis are also used in this study. Content analysis was provided by MAXQDA 2022 and UCINET software and consisted in analyzing the frequency of occurrence of selected categories and their visualization to assess the degree of significance of social and industrial topics related to labor motivation for oil workers. The study proved that for the employees of NGDU "Polaznaneft" the most urgent problems were related to "bottlenecks" in the social sphere and in the organization of production processes. In addition, it is noted that the category of "production management" was a key factor in solving various problems. The results of calculating the frequency of occurrence of categories and visualizing these frequencies can be useful for further research in the field of labor motivation.

The article proves that the development of the information economy is a driver of global economic growth and plays an important role in accelerating economic development, increasing the productivity of key sectors of the economy, forming new markets, industries, innovative business models, and ensuring sustainable growth and development. It is noted that the active process of informatization activates innovative transformations in the key areas of management of enterprises and organizations, namely: logistics management; personnel management; in planning, organization of production processes, quality control and other areas. The main principles of digitization of the economy of Ukraine, which determine the vectors of changes in the national management, are considered. The main economic advantages of the spread of digital technologies in management are identified, including: obtaining data in real time; automated analysis of large data sets; high speed of making managerial decisions and changes in accordance with the dynamics of the information and business environment; formation of a client-oriented business process; ensuring the synergy of the activities of the state, business and citizens in the direction of the implementation of basic national economic interests; modeling of future challenges and threats for states, business and society as a whole. It is noted that the realization of national economic interests is seen in the achievement of key tasks of economic development, which consist in achieving a high level of: informatization based on the integrative interaction of educational and research centers (universities) with business; production and entry into the international market of competitive innovative digital technologies, goods and services; modernization of the production sector of the economy of Ukraine through the active implementation of digital technologies inherent in Industry 4.0; access to infrastructure and obtaining the entire range of quality services for the country's population; digital culture and literacy of the country's population. It is proved that coordination and balancing of national economic interests in the emerging global information space is important for international cooperation, security management and development of countries' economies on the way to resolving possible disagreements and conflicts.
