SikuGPT: A Generative Pre-trained Model for Intelligent Information Processing of Ancient Texts from the Perspective of Digital Humanities

The rapid development of generative artificial intelligence has brought significant opportunities for the advancement of digital humanities research. Intelligent processing of ancient texts, as an essential part of digital humanities, is also undergoing a transformation in research methodologies in the wave of AIGC. The integration of generative pre-trained models with Chinese ancient texts, a vital carrier of Chinese culture, allows for deep mining of the content of these texts and provides services that make ancient texts more understandable and accessible to the general public. In this research, we propose a method that combines the most renowned Chinese anthology, the “Siku Quanshu,” with generative pre-trained models. We developed the SikuGPT model, a generative model for ancient text processing tasks, based on GPT-type language models by continued pretraining. This model was tested on two typical tasks of ancient text processing: translation between classical and modern Chinese, and classification of ancient texts. The findings reveal that our model achieves advantages in understanding and generating scenarios of ancient texts. The capability of SikuGPT in processing traditional Chinese texts helps to promote the organization of ancient information and knowledge services, and advances the international dissemination of traditional Chinese culture.

POSSIBILITIES OF USING THE PRINCIPLES OF UNIVERSAL DESIGN IN INSTITUTIONS OF HIGHER AND VOCATIONAL PRE-HIGHER EDUCATION

The article defines the relevance of introducing universal design into the educational process of institutions of higher and vocational pre-higher education. The analysis of Ukrainian educational and normative sources, as well as domestic and foreign scientific research devoted to its study, is suggested. The article analyzes the history and essence of the concept of "universal design", systematizes the possibilities of its implementation, namely: in social space, design, things, products, creation of environment and places accessible to the widest range of people, design of information, communication and policy that allows them to be used by individuals with different needs in most diverse situations and does not provide for the creation of separate or special opportunities for such use, the organization of information technologies or services that are equally accessible or understandable to all and meet the requirements of shared use. The study summarizes the definition of the concept of "universal design in education" and systematizes the components of the educational process in institutions of higher and vocational pre-higher education, the accessibility of which can be increased by its means. Among such components are: didactic foundations of learning (approaches and principles); educational documentation (educational programs, curricul and sillabi); architecture of educational components (structure and features of educational process planning); teaching aids, in particular electronic ones; teaching and assessment methods; forms of educational interaction; design of the educational environment. 7 principles of universal design are presented: equality and accessibility of use; flexibility of use; simplicity and intuitiveness of use; accessibility of information; error tolerance; little physical effort; availability of the necessary size, place, space. Directions for their implementation in higher and vocational pre-higher education are proposed in order to increase their accessibility for students with special educational needs.

Exploring Halal Awareness and Halal Knowledge of the Information and Communications Technologies Industry in Bangladesh

The Halal industry is getting popular in Bangladesh nowadays. Being the second-largest Muslim-majority country, Bangladesh has immense potential to flourish in Halal industries. The Information and Communications Technologies (ICT) industry is thus a large part of the Halal industry’s reach. ICT must support the Halal movement as the main player in every organization. ICT firms must be well-versed in Halal and associated topics in order to do this. In this study, the knowledge and awareness of Halal among Bangladeshi ICT firms were investigated and evaluated. The study used a qualitative methodology and a survey approach. Members of the Bangladesh Organization of Software and Information Services (BASIS), the nation’s trade organization for the software and IT-enabled services sector, comprise the examined companies. A standardized questionnaire was created for data-gathering purposes, and the firms that were surveyed provided information. The study identified 18 factors as the areas of Halal knowledge, 14 factors as sources of Halal knowledge, and 6 factors as the methods of acquiring Halal knowledge. The collected data was compiled in MS Excel and a simple descriptive statistical analysis was performed. Data was presented in pie charts and bar diagrams. The study found that the ICT firms in Bangladesh have little knowledge of Halal and related matters, hence their Halal awareness is not satisfactory. The firms that have experience working with the Halal industry only worked with the financial dimension. It is also found that there is a shortage of experts and content on Halal and related issues. Very few firms have worked with these Halal issues and this is the first study conducted on the ICT industry regarding Halal awareness in Bangladesh.

Improving the system of scientific and methodological support of libraries of scientific institutions of the Ural Branch of the Russian Academy of Sciences

The purpose of the article is to identify ways to develop the system of scientific and methodological support for the work of structural divisions of scientific institutions of the Ural Branch of the Russian Academy of Sciences (UB RAS) (libraries, departments, sectors) that provide information and library support for their activities. The scientific and methodological center for libraries of scientific institutions of UB RAS is the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences (CSL UB RAS). To determine the priority directions of development of CSL UB RAS in the fi of scientific and methodological support of the network libraries, the analysis of the main indicators of their activities in the period from 2017 to 2021 was carried out. It revealed a steady decline in the indicators of library visits in stationary conditions, a decrease in the receipt of literature on physical media, an increase in the issuance of documents (mainly electronic documents from remote full–text databases) and an increase in applications in the distant format. Based on the data obtained and taking into account current trends in the fi of information support for science, the priority directions of CSL UB RAS activities developing the scientific and methodological support system for network libraries have been formulated. The implementation of these directions will ensure the effective use of the aggregated collection of libraries’ printed publications, the joint development of electronic sources of foreign scientific information, the organization of effective information services using remote technologies, the development of scientific libraries’ personnel potential, taking into account current trends in the information infrastructure of science. Strengthening system links within the network of libraries of UB RAS scientific institutions will become one of the components for building an effective system of cooperation and coordination of libraries of the Russian Academy of Sciences.

Transformation of the network of public libraries under the influence of decentralization

The purpose of the article is to investigate the changes that have taken place in the network of public libraries as a result of the reform of local self-government and decentralization of local communities. The methodology was based on the use of a set of special research methods (statistical, comparative, retrospective) and general scientific (analysis, synthesis, generalization and analytical-synthetic processing of information). The scientific novelty of the work lies in the expansion of ideas about the transformations in the network of public libraries of Ukraine under the influence of administrative reform Conclusions. He stated that the strategically important direction of the state regional policy of Ukraine is the reform of the library system. After all, libraries are one of the elements of quality development of human capital. It is determined that the functioning of a modern public library as an open institution depends on several factors - internal factors of organization (premises, fund, technical equipment, staff, etc.) and the external environment. It was found that information resources are an important potential and component of the strategy to improve many areas of human life, which is why keeping the community on the balance of a modern competitive library, thereby improving the spiritual, intellectual and material development of civil society. It is proved that the reform, influencing the internal structure of libraries, the organization of library and information services in OTG, at the same time provides all opportunities for creating collections for the urgent needs of the community, because the development of service infrastructure affects the cultural and educational level. Blockchain Information Sharing Mechanism Based on Embedded System in Project Management System.

As a new force for online reconstruction, blockchain will bring major changes to resource-sharing activities and information service organizations. The research introduces blockchain and related technologies, provides two basic ways of sharing data sources, and conducts two extensive information source sharing based on blockchain. The article analyzes the various challenges that need to be overcome to implement a blockchain-based information sharing system and suggests that project information service organizations should actively deal with the challenges brought about by blockchain. Experimental research is being conducted on a blockchain-based control system, and a blockchain-based blockchain management system is being developed. On the basis of system analysis and design, the most important functional components of the software system are developed. They include functions such as recording customers, logging in, storing information, printing device information, invoking server-side smart contracts, and conducting audit management. It uses decentralized payments and statistical aggregation of data. The experimental results show that the efficiency of using the blockchain information sharing mechanism in the management system is 35% higher than that of the traditional method, which can more effectively deal with the problem of information delay during the project management process.

Peran Pejabat Pengelola Informasi dan Dokumentasi (PPID) Kabupaten Simeulue dalam Pelayanan dan Keterbukaan Informasi Publik

The need for information for the public cannot be avoided and is limited because of the limitations now that Indonesia is entering the data era as part of the principle of a democratic state that requires the general public to be a state, which is supported by Law No. information documentation (PPID) to appreciate fast, precise, and easy services, by creating and developing a system of information service providers. This type of research uses descriptive qualitative research methods. This research was conducted at the Office of Communication, Information and Passwords, Simeulue Regency. The theory used is Organizational Communication. Based on the research findings, the Information Communications Office of Simeulue Regency, as the information coordinator, reports to the Head of the Service who is also the Main PPID. PPID assistants are Regional Apparatus Organizations (OPD). Barriers to public information service organizations, such as the lack of information about cultural activities and performance, which have not been fully implemented by most public entities.

Scientific infrastructure of social sciences and humanities in European Union

The concept of scientific infrastructure in the interpretation adopted in the European Union is considered. It is indicated that this is a modern form of organization of scientific information services. The structure of European organizations and projects forming the scientific infrastructure of European organizations is described. The activities of European consortia of scientific infrastructure of social and humanitarian profile, including information resources and services implemented in these consortia, are described in particular detail. It is concluded that the European experience can be very useful for the development of scientific information services in Russia.

Assessment of Democracy in Library and Information Activities

The repertoire of library and information resources, the organization of information services and the acquisition of sources in the implementation of library policy are based on historical traditions. In the digital space and in the globalizing world, this process has changed both its form and its essence.
 It is known that throughout history, information resources have been censored and restricted. While these censorship restrictions are sometimes considered severe and sometimes insignificant, this problem arises and raises questions during the "dissemination" and "promotion" of information.
 The issue of limiting information and prohibiting its dissemination in the global information space remains relevant today. These restrictions can, at the request of a number of states, limit the scope of religious beliefs, as well as court decisions. Local, regional representations can also meet a number of restrictive requirements. I think that when it comes to free and democratic circulation of information products in the information space, it is necessary to define a mathematical model of how democratic it is. This article can be seen as a summary of the existing experience in this area.

The article discusses some aspects of the organization of the information system of the Archive of the First President of the Republic of Uzbekistan Islam Karimov. The problem of digitalization of archival activities is quite relevant for Uzbekistan due to the fact that traditional approaches to the construction of information retrieval mechanisms and the organization of information services in archiving today often do not correspond to the required level of efficiency and user needs. As part of the work carried out, the specific task was to organize a software environment for the formation of an electronic catalog of archived descriptions, filling databases of digitized copies of archival materials, as well as flexible multidimensional search and presentation of information. The way to solve this problem is to use the archival information system «AtoM». As a result, a database of digitized archival materials was created, reflecting the life and work of the First President of the Republic of Uzbekistan Islam Karimov, equipped with a developed search and reference apparatus.

Management of Academic Libraries in Poland During the COVID-19 Lockdown

Purpose/Thesis: The article considers the management strategies employed at Polish academic libraries during a crisis situation, using the lockdown imposed as a result of the COVID-19 pandemic as a case study. (The lockdown is defined here as the period between March 12th and June 2020). The study identifies the most significant obstacles to operating efficiently in the unstable VUCA environment. Approach/Methods: The author uses research methods of sociology, collecting data from the directors of Polish academic libraries by the means of an online survey, with the response rate approximating 30%. The survey included questions about the organization of information and library services during the lockdown, and about the management obstacles the libraries faced.Results and conclusions: The results suggest that both directors and staff of academic libraries did their best in the crisis situation. They adjusted the information and library service procedures, seeking to efficiently organize remote work, and manage the dispersed work environment. The most often mentioned management obstacles included the necessity for rapid adjustment, the impossibility of long-term planning, and the changing duties. However, the libraries implemented a number of solutions, which may serve them in the future if need be, such as rotational shifts, higher flexibility of organization, and task-oriented approach to professional duties. Practical implications: The study presents procedures to be applied in the case of another lockdown, identifies good practices, and relays the experiences of other academic libraries in order to improve information services at the reader's place of employment; it may inspire them to optimize information and library processes. Originality/Value: It is the first such study of the activity of Polish academic libraries during the lockdown. The results may contribute to discussions about the organizational flexibility of academic libraries and their capacity for adjustment, and well as about the future development or phaseout of certain areas of their activity.

Formation of the Library of the Ural Branch of the USSR Academy of Sciences in 1932—1940

The article considers organization of information and library services for scientists of the Ural Branch of the USSR Academy of Sciences during the formation of academic science in the Urals in 1932—1940. The author discusses the activities of the Library of the Ural Branch of the USSR Academy of Sciences (now the Central Scientific Library of the Ural Branch of the Russian Academy of Sciences, the Central Scientific Library of the UB RAS) against the background of the development of the Branch, which experienced repeated attempts to reform and eliminate in the first years of its existence. Financial and personnel difficulties of those years affected both the activities of the Ural Branch of the USSR Academy of Sciences as a whole and the development of the Library. The turning point in the history of the Library of the Ural Branch of the USSR Academy of Sciences was its integration in 1939 into the Ural Institute of Physics and Technology, which had considerable material resources and personnel potential.Based on the library and previously unknown archival documents, the author makes the conclusion on the simultaneous formation of both collections — the Branch library and the Institute library, which later formed the unified library stock of the Library of the Ural Branch of the USSR Academy of Sciences. The article studies the development of each of these collections during 1932—1940. The author describes contribution of individual scientists to the development of the Library, the history of the appearance of some private collections in its holdings. The article provides information about the first employees of the institution.

Factors Affecting Organizational Design: A Study on the Selected Dimensions in the Bangladeshi Context

This paper explores variations in organization design due to factors like industry type, organization size, maturity, technology intensity and strategic focus. Data was collected through a questionnaire survey and Key Informant Interviews (KII). No single factor was found to have a significant impact on all dimensions. Bigger organizations were found to have relatively decentralized information management system and service organizations had decentralized control mechanism and two-way communication practices. Organizations with relatively greater technology focus tended to use decentralized decision making, control mechanism and information management practices.

Search engine optimization

Purpose – The purpose of this paper is to examine the effect of, and identify core techniques of, search engine optimization (SEO) techniques applied to the web (http://lg-sl.net) and mobile (http//m.lg-sl.net) Science Land content and services at LG Sangnam Library in Korea. Design/methodology/approach – In accordance with three major SEO guidelines, ten SEO techniques were identified and applied, and their implications were extracted on three areas: improved search engine accessibility, increased relevance between site content and search engine keywords, and improved site credibility. The effects were quantitatively analyzed in terms of registered search engine keywords and influx of visits via search engines. Findings – This study shows that SEO techniques help increase the exposure of the library services and the number of visitors through search engines. Practical implications – SEO techniques have been applied to a few non-Korean information service organizations, but it is not a well-accepted practice in Korean libraries. And the dominant search engines in Korea have published their own SEO guidelines. Prior to this study, no significant endeavors have been undertaken in the context of Korean library services that have adopted SEO techniques to boost exposure of library services and increase user traffics. Originality/value – This is the first published study that has applied optimized SEO techniques to Korean web and mobile library services, in order to demonstrate the usefulness of the techniques for maximized exposure of library content.

연구관리자의 국가R&D정보서비스 고객가치 및 업무성과 영향요인

본 연구에서는 국가R&D정보서비스(NTIS)를 이용하는 연구관리자를 대상으로 정보고객가치와 업무 성과를 향상시키는 정보서비스 영향요인을 분석하여 고객 지향 정보서비스 전략을 제시하였다. 연구 결과를 보면, 정보서비스품질은 정보고객가치 및 정보원인식에 정(+)의 영향을 미쳤으며, 정보고객가치는 정보이용성과에 유의미한 영향을 미쳤다. 반면, 정보원인식은 정보이용성과에 유의미한 영향을 미치지 못하였다. 또한, 정보이용환경의 조절효과를 측정한 결과 정보이용환경은 정보품질과 정보고객가치 간의 관계와 정보품질과 정보원인식 간의 관계, 정보고객가치와 정보이용 성과 간의 관계에 조절효과가 나타났으나 정보원 인식과 정보이용성과 간의 관계에는 조절효과가 나타나지 않았다. 따라서 이용자의 고객가치를 제고할 수 있는 정보서비스 품질을 제공하기 위해서는 이용자 환경 분석, 지속적인 정보고객가치 조사 등을 통하여 정보서비스 전략을 수립하고 개선, 발전시켜야 할 것이다. The importance of knowledge and information is ever increasing. The ingredients of the customer value of the information offered for free by the public information organizations are different from those of the ordinary products or services. This study aims to identify the factors which affect the information customer value and the job performance of the R&D managers who use national R&D information service(NTIS). The results show the quality of information service and the perception of services organizations have significant positive effect on customer value. In addition, the customer value have significant influence on the job performance. Meanwhile, the perception of information organizations have not effect on the job performance. Regarding the moderating effect of the information using environment, the results are as follows: the information using environment moderates the relationship between the information service quality and between the customer value and the perception of information organizations, and the relationship between the customer value and the job performance, but does not moderate the relationship between the perception of information services organizations and the job performance. According to the research results, we proposed several implications to foster the customer value management in the field of public information as well as future research directions.

Management development needs of library managers belonging to Gauteng and Environs Library and Information Consortia (GAELIC) in South Africa

This article is based on the Masters dissertation that was submitted to the Department of Information Studies, University of Pretoria. The changing social and political environments in South Africa have created a lot of complex and challenging opportunities for the management of human resources in most organizations. In library and information service organizations, managers have received little or no training in human resources management. In order to establish what the training and development needs of managers in academic libraries in performing human resource management activities and tasks are, a survey by means of a questionnaire based on the Graham and Mihal model was conducted, using six South African university libraries, from the Gauteng and Environs Library and Information consortium (GAELIC). The results of this study or research paper showed that most library managers in the selected academic libraries need training and development in human resource management activities and tasks, especially those related to utilization and development of staff. They need to know more about conducting performance appraisals, motivating staff, improving staff relations and delegating responsibilities. They also showed a need for training and development on activities and tasks related to managing labour and employment relations. This includes understanding employment legislation, communicating with employees, improving and maintaining good working conditions as well as maintaining discipline. Although few library managers indicated the need for training and development in tasks related to human resource planning, some indicated they need training and development in tasks related to human resource provision such as selecting and appointing suitable library employees. Programmes that address these needs must be developed in South Africa. The programmes must be designed to equip library managers with skills and competencies that will enable library managers to manage staff effectively.

Roles of the Librarian in a Research Library in the Digital Era: Challenges and the Way Forward

This article describes the roles of librarians in a research library, particularly in the digital era. Librarians' roles vary from the custodian of resources to providers of a diverse nature of activities ranging from collection development, organization of knowledge, information services, preservation and conservation, and management. Librarians perform the aforementioned functions traditionally by using printed tools ranging from collection development tools (e.g., publishers' catalogues, books in print, Ulrich, bibliography); cataloguing tools (e.g., classification schemes such as Library of Congress Classification [LCC] and Dewey Decimal Classification [DDC]); information services (e.g., bulletin, notice board, flyers); preservation and conservation (e.g., clean shelves, use of acid free boxes); and so forth. The traditional ways of performing these functions is being eroded by modern technology. This calls for changes in the products and services of research libraries to the research community served. These changes and the roles that librarians play are discussed in this article. Also enumerated are the challenges, such as dwindling budgets, capacity building, inadequate facilities, among others, of optimizing innovative ways of achieving more enhanced services. Some suggestions that could move the profession forward are also proffered.

Preferences for rehabilitation services among women with major limb amputations

We present five cases of adult females with major limb amputations, their concerns and preferences for services across the life span. A convenience sample of five veteran and nonveteran women aged 19-58 with major limb amputations participating in a regional VA Prosthetics Conference in 2010 took part in a panel interview. The concerns identified by these women as high priorities included independence and participation in a full range of life activities, limitations in access, patient decision-making and body image concerns, and preferences for selected services. Maximizing function and quality of life for women amputees requires identifying patient preferences for rehabilitation and prosthetic services. Lessons learned could inform development of clinic-based rehabilitation care, prosthetic services, and studies of women with major limb amputations. As the current conflicts in Iraq and Afghanistan wind down, the number of women veterans seeking rehabilitation and prosthetic services will increase. With this information, rehabilitation and prosthetic service providers and organizations will be uniquely positioned to provide prevention and treatment of amputations for this growing population of women veterans in national care delivery systems and in communities. An open-ended facilitated discussion among a panel of women with major limb amputations provided insights for providers and organizations with respect to needs, concerns, and preferences for rehabilitation and prosthetic services.

The Integration of Libraries and Academic Computing at Columbia: New Opportunities for Internal and External Collaboration

ABSTRACT Over the past decade, the libraries and academic computing units at Columbia have been brought together to form a new information services organization. This article will trace the history and current state of IT and library relationships at Columbia University. The expanding collaboration among academic computing services, their deeper partnership and integration with library programs, the working relationship with campus administrative computing, and participation in national and international projects will be described and evaluated.
